Optimism marked the New Year’s Day statement released on 1 January 2024 by Myanmar’s opposition-in-exile — the National Unity Government (NUG) and the advisory National Unity Consultative Council (NUCC). The “daily expansion” of territory controlled by inter-ethnic “revolutionary forces” and the “steady shrinking of military-controlled areas” were attributed to the “key success” of the Burmese people’s “defensive war.” Reportedly, as of December 2023, the junta’s forces may have ceded more than 180 outposts and strongpoints in the country to trans-ethnic rebel militias bent on overthrowing the regime. Meanwhile, NUG is working internationally to gain recognition and support while trying to persuade the junta’s foreign backers to desist. Leading those and related efforts is NUG’s Minister of Foreign Affairs Daw Zin Mar Aung. In this webinar, she will address the challenges met, the progress achieved, and the chances of undercutting and overthrowing Myanmar’s brutal dictatorship for the benefit of the country’s long-suffering people.

Daw Zin Mar Aung, in addition to her service as NUG’s foreign minister, is a member of the committee that represents Myanmar’s elected parliament as it was before its dispersal by the military junta that seized power on 1 February 2021. In democratic contests prior to the termination of democracy, she was twice elected to parliament. Honors she has received include nomination by the World Economic Forum as a World Global Leader (2014) and selection as a CDDRL Draper Hills Summer Fellow at Stanford (2013). She received an International Women of Courage Award from the US State Department in 2012 after having spent eleven years in Burmese prisons for her activism on behalf of democracy and human rights. She is also a co-founder of the Yangon School of Political Science.

In April 2023, New America, the Center for Ballot Freedom, Protect Democracy, Lyceum Labs, and Stanford University’s Center on Democracy, Development and the Rule of Law convened a conference at Stanford University on the future of political parties in the United States. The conference, titled “More Parties, Better Parties,” focused on the idea that U.S. democracy would benefit from stronger and more representative parties and that essential to that vision was opportunity for more parties beyond the current party duopoly to emerge. The essays in this collection, derived from papers prepared for the conference, trace the following argument: Parties are essential institutions in a democracy; there is an unjustified hostility to parties in much American political discourse; and fluid and overlapping coalitions of a multiparty system can improve governance and confidence. We then look at the promise of fusion voting, a practice once widespread and now prohibited in most states, which could allow new parties to gain a foothold by cross-endorsing candidates from established parties.

Ten years of debates over democratic backsliding have failed to produce many examples of independent institutions thwarting authoritarian attempts on democracy. Yet Latin American courts seem to be countering this larger trend. The three largest countries in the region—Brazil, Mexico, and Colombia—have produced robust institutions able to check leaders with authoritarian tendencies, with high courts playing a fundamental role. In a dramatic succession of recent cases, courts in these three countries have been innovative, acted with a high degree of independence, and appear legitimately interested in defending democratic norms. All of this is profoundly surprising. There is little to no track record of independent Latin American judiciaries that stand in the way of authoritarian governments. Closer study of these three countries is therefore critical for scholars and practitioners, who are otherwise locked in debates over the importance of judicial review in preserving democracy. After dozens of judicial reform failures since the 1990s, we may be observing some overdue success. It appears that 1990s judicial reforms are making a comeback in Latin America.

A decade has passed since General Abdel-Fattah al-Sisi assumed the Egyptian presidency. His reign has been marked by autocratic trial-and-error governance and the prioritization of personal desires and instincts over the needs of the Egyptian people. Sisi's focus on state-led infrastructure projects, such as the building of new cities and a new Suez Canal, initially stimulated economic growth but masked underlying economic weaknesses. His military-centered economic strategy expanded the military's role in the economy, leading to a precarious autocracy heavily reliant on coercion and external support. Sisi's economic policies, marked by heavy borrowing and austerity measures, have disproportionately impacted low- and middle-class citizens, leading to rising poverty and social discontent. Despite attempts at economic reform, Sisi's governance remains characterized by personalist rule, resistance to formal institutions, and a reliance on repression to suppress dissent, leaving Egypt in a precarious economic and political state.

East-Central Europe is at odds with itself regarding the response to the Russian invasion of Ukraine. Why are "post-communist" democracies not standing together as one with a fledgling democracy that is under attack by a dictatorship? The answer lies in the material and political benefits that individual politicians and political parties receive from Russia. Two consequences follow from this dynamic: the validation of "Russian imperial claims" and reduced support for Ukraine. This analysis shows that the immediate interests and profits of domestic politicians matter far more than the long shadows of history, leading to a complex tapestry of responses in the region. The diversity of these countries' approaches to Ukraine is just one reason why East-Central Europe is now more remarkable for its divisions and contrasts than a collective past or a common future.

On Wednesday, December 6, Larry Diamond, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), delivered the twentieth annual Seymour Martin Lipset Lecture on Democracy in the World on “Power, Performance, and Legitimacy: Renewing Global Democratic Momentum” in Washington, D.C.

The Lipset Lecture was inaugurated in 2004 by the International Forum for Democratic Studies at the National Endowment for Democracy (NED) and the Munk School for Global Affairs at the University of Toronto as an important new forum for discourse on democracy and its progress worldwide. It is also co-sponsored by the Embassy of Canada to the United States.

The lecture was followed by a conversation between Diamond and Democratic Leader of Belarus Sviatlana Tsikhanouskaya, moderated by NED’s vice president for studies and analysis, Christopher Walker. A recording of both is available below, and the lecture will also be featured in an upcoming issue of the Journal of Democracy.

How serious is the threat to democracy in the United States and around the world? In a CDDRL/TEC REDS Seminar talk, Daniel Treisman argued that claims of a global democratic decline and authoritarian backsliding are exaggerated and lack empirical evidence.

Treisman, who is a professor of political science at the University of California, Los Angeles, questioned the assertion that the proportion of democracies in the world has been decreasing, showing, that, according to Polity data, it stands at an all-time high. At worst, the proportion has been plateauing, according to V-Dem ratings. Indeed, V-Dem’s liberal democracy rating and Freedom House’s “free state” rating have downscored a number of countries in recent years. Yet, Treisman indicated, inconsistencies across the two lists of downgraded countries suggest that the evidence is unclear and the assessments behind these trends are subjective. Although the momentum of democratization has slowed down in recent times, Treisman added, we have not entered a period of total decline. 

How much of the recent trend in democratic breakdown was expected? Treisman’s analysis shows that a country’s level of economic development and democratic history were strong predictors of decline, which is consistent with prior theoretical expectations. Most countries that democratized during the third wave were poorer than the average democracies worldwide. They were also – by definition – newer. These two factors made them prone to backsliding, and according to the model, the breakdowns that we have observed can be attributed to these two factors.

Treisman also challenged proliferating claims that the United States faces a serious risk of a democratic breakdown. Based on its income level and long democratic experience, the odds of breakdown are extremely low. That said, erosion in the quality of democracy is still quite plausible. 

Finally, Triesman questioned the notion that falling public support for democracy and erosion of elite norms have been driving observed incidents of democratic decline. Popular support for democracy seemed relatively high in backsliding democracies. Given how difficult it is to quantify shifts in elite norms, there has yet to be clear cross-national evidence showing an association between elite norms and democratic backsliding.

While Treisman believes there is no evidence to justify extreme alarmism around the issue of global democratic decline, the possibility of chaos and unfairness at the margins of established democracies warrants much attention and vigilance.

In an era marked by profound societal transformations, identity, democracy, and justice have become central to the discourse on shaping fair and inclusive societies. Recognizing the imperative to delve into these complex issues, political scientist Hakeem Jefferson is launching a new research initiative at Stanford University’s Center on Democracy, Development and the Rule of Law. The Program on Identity, Democracy, and Justice (IDJ) serves as a nexus for researchers committed to unraveling the multifaceted dimensions of identity and informing tangible steps toward a more equitable future.

Against the backdrop of diverse topics such as racial and ethnic identity, gender and sexuality, religion, class, and citizenship, the IDJ program emerges as a hub for interdisciplinary collaboration. Its reach extends beyond academic circles, bringing together researchers and organizations who are thinking about how to build fairer, more inclusive societies.

“Hakeem's work on race and politics in America is an important part of the Center's expanding work on the quality of American democracy,” shared Kathryn Stoner, Mosbacher Director of CDDRL. “We are thrilled to launch this new program on such a crucial issue at CDDRL.”

On January 11, 2024, IDJ will host its inaugural event, titled Multiracial Democracy and its Future in the United States, with Harvard University professors Steven Levitsky and Daniel Ziblatt. Levitsky and Ziblatt are the New York Times best-selling authors of How Democracies Die and will discuss their newest book, Tyranny of the Minority: Why American Democracy Reached the Breaking Point (Crown, 2023). In a moderated conversation with Professors Hakeem Jefferson and Jake Grumbach (UC Berkeley) and an audience Q&A, Levitsky and Ziblatt will offer a framework for understanding the current crisis in America's democracy. In the following Q&A, Hakeem Jefferson, an assistant professor of political science in the School of Humanities and Sciences, shares more about the motivations and objectives of the new IDJ program and the transformative potential of identity-focused research.



What motivated the establishment of the Program on Identity, Democracy, and Justice (IDJ) at CDDRL, and what specific gaps or challenges in existing research does it aim to address?


As a scholar of race and politics, it has always been clear to me that we cannot understand threats to democracy or the promise of democracy without engaging issues of race and identity more broadly. I am excited to launch this program at CDDRL because I think we have a real opportunity to bring together scholars, practitioners, and community members concerned with creating a society of political and social equals. At IDJ, we hope to expand people’s understanding of what it means to care about democracy and what the study of democracy looks like. For us, these questions necessitate a focus on difference, a focus on inequality, and a concern with democracy beyond the ballot box. To be sure, we will engage questions related to elections and the health of electoral democracy, but we also want to make the strong case in the research we platform and in the conversations and workshops we convene that being concerned with democracy means thinking quite carefully about how societies are stratified, how power is distributed, and how justice is achieved.

What are some of the program's key goals and objectives?


I want to invite folks who study the program themes to be in community with one another. The hope is that these interactions will lead to more thoughtful scholarship and initiatives. We want people to share early-stage ideas, make connections with like-minded collaborators, sharpen later-stage research, and broaden their aims and interests through consuming the work hosted by the program. We want to keep researchers aware of practitioners, especially at the local level, who are working to promote democratic principles and, in parallel, keep those organizations abreast of findings relevant to our shared interest in a healthier democracy.

How does the IDJ program approach the study of identity-related issues, and what makes it distinctive compared to existing research programs?


IDJ is ideas first. Different backgrounds, training, and scholarly dispositions mean that we think about identity-related questions in different ways. IDJ seeks to bring our attention to how we are engaging the same objective — equitable democracies — whether we are concerned with different identities, different contexts, or different sorts of evidence. By pursuing common insights, IDJ aims to produce work that is interesting to a broad audience.

As the IDJ program unfolds, how do you envision its role in shaping public discourse and influencing policies related to identity, democracy, and justice, both locally and globally?


Throughout my career — and since I was a young boy in South Carolina — I have engaged in public conversations about issues of justice. In recent years, I have written extensively for public audiences about topics ranging from the January 6 insurrection and whiteness to the crisis facing multiracial democracy in the United States. As I launch the IDJ program, this commitment to public engagement remains at the heart of what we plan to do. From writing Op-Eds to engaging directly with those working on the ground to safeguard democracy, we hope to be a public-facing program whose stakeholders include those far beyond our Stanford community.

How and why do armed actors intervene in democratic politics? In a CDDRL seminar series talk, postdoctoral fellow Andres Uribe presented a multifaceted theory explaining the strategies violent groups adopt to influence democratic processes. The talk drew on Uribe’s research on Colombia and Peru.

Uribe shows that armed groups face a choice between co-opting or undermining democracy. More specifically, groups pursuing co-optation try to influence the existing political process through either “corruption” or “capture.” Corruption entails the use of positive inducement to shape the behavior of elected officials or voters, whereas capture entails the use of the threat of force to achieve similar goals.

Those groups seeking to attack democracy do so through two different strategies. The first is “delegitimization,” which could involve attacks on elections and voting sites. The second is “displacement” or the violent removal of the democratic system and its replacement with an entirely different political order.

What determines a given armed group’s choice of strategies (i.e., corruption, capture, delegitimization, or displacement)? The answer, according to Uribe, is determined by the group’s ideological compatibility with democracy and its coercive capacity. Among groups professing ideologies compatible with democracy, they are likely to engage in corruption under low levels of coercive capacity, and capture under higher levels. As for groups whose aims are incompatible with the democratic process, they tend to pursue delegitimization when their coercive capacity is low, and displacement at higher levels of coercive capacity.

Uribe tested his theory based on a paired comparison of Peru’s Sendero Luminioso (SL) and Colombia’s FARC. To characterize each group’s relative ideological compatibility with democratic politics, he drew on a corpus of 7500 documents spanning 21 Latin American countries. He found FARC to be more compatible with democracy than the average armed actor, while SL was less compatible.

To measure coercive capacity, Uribe used data on coca production and cocaine retail pricing in the US as reflective of SL’s and FARC’s military finances. Using casualties in attacks against democracy as an indicator, he found that when FARC possessed a high coercive capacity, there was a slight increase in the number of victims, whereas a similar increase in Sendero’s capacity yielded a 15-fold increase in the number of deaths.

Uribe’s analysis shows that during electoral contests, FARC attempted to reduce the conservative vote share, whereas SL attempted to reduce overall turnout. These outcomes are consistent with Uribe’s theory — FARC’s compatibility with democracy pushes them to work within the system, focusing their attacks on the other party. Sendero, conversely, attempts to prevent all participation in the democratic process.

Uribe’s findings suggest the importance of ideology in understanding how armed actors behave and emphasizes that they do not all share the same motivations. His work also highlights the way some groups play the democratic game using violence, a choice previously seen as mutually exclusive.
