Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

Paragraphs

Public health infrastructure varies widely at the local, state, and national levels, and the COVID-19 response revealed just how critical local health authority can be. Public health officials created COVID policies, enforced behavioral and non-pharmaceutical interventions, and communicated with the public. This article explores the determinants of public health capacity, distinguishing between formal institutional capacity (i.e., budget, staff) and informal embedded capacity (i.e., community ties, insulation from political pressures). Using qualitative data and interviews with county health officers in California, this article shows that informal embedded capacity—while difficult to measure—is essential to public health capacity. It concludes by relating public health capacity to broader issues of state capacity and democracy.

Conventional indicators may suggest that the United States is not susceptible to democratic backsliding, given its levels of wealth and the longevity of its political institutions. Yet a different picture emerges when considering assaults on the law following President Donald Trump’s return to power. In a recent CDDRL seminar. U.C. Berkeley Distinguished Professor of Political Science Paul Pierson examined the institutional roots of this trend and how it was shaped by the current moment of polarization and rising inequality.

Deepening partisanship, Pierson explained, has eroded the checks and balances embedded in U.S. institutions. Some assert that polarization is not abnormal in our country’s history, but Pierson believes that the state of polarization today poses unprecedented challenges. Politics has been increasingly nationalized, with state elections serving as a virtual training ground for ambitious politicians. Local media have declined in influence relative to nationally oriented partisan news outlets like Fox News. State issues are blending into national politics. These trends have undermined the system of federalism that historically kept the national government in check. 

As politicians have become more concerned about teamsmanship and partisan loyalty, the path of least resistance for them has been to prop up their party leaders even at the expense of democratic processes. In the past, partisan politicians could be trusted to keep their leaders in check should they behave undemocratically, regardless of how popular they may be. A case in point is President Richard Nixon, who had been reelected in a landslide in 1972, but was later held accountable by members of his own party once his transgressions were revealed in the wake of the Watergate scandal. The same cannot be said for the contemporary Trump era, as politicians appear reluctant to hold their president accountable due to partisan considerations. This trend has undermined horizontal oversight and, arguably, vertical accountability. On the latter, political elites have failed to adequately press citizens to hold the current administration accountable. 

The U.S. remains an extreme outlier in its growing wealth inequality, as mirrored by the ascendancy of ultra-wealthy plutocrats. Campaign funding has been increasingly dominated by the ultra-wealthy, many of whom supported the Republican ticket in the 2024 election. That said, these individuals’ influence is not unlimited, considering that the president has leverage over them and has shown willingness to threaten their interests should they behave disloyally. 

Despite blatant warning signs, there are some reasons to temper the alarmism surrounding the prospects of democratic backsliding in the United States. President Trump is not overwhelmingly popular, and aspects of his agenda will unlikely garner support from most of the electorate. Furthermore, whether his legacy will endure following the end of his presidency is unclear. Indeed, the vulnerabilities of U.S. political institutions remain salient. But plenty of room remains for resisting anti-democratic transgressions, given the non-partisan orientation of the judiciary and the small size of the Republican majority in the U.S. House of Representatives.

The challenges confronting U.S. political institutions in the face of hyperpolarization and deepening wealth inequality demonstrate that democracy should not be taken for granted and that more efforts are needed to protect and strengthen democratic accountability.

Argument & Key Findings


Hesham Sallam draws our attention to a surprising pattern: Egyptian Islamists and leftists have, for several generations, criticized each other on remarkably similar grounds. Their arguments have sometimes focused on Islam and left-wing political goals. But just as — if not more — frequently, they have focused on how each other’s agendas are inauthentic to Egyptian society and promoted to benefit foreign actors. It is true that the contents of their critiques have differed: Islamists denounce the left as betraying Egypt’s pure, Islamic nation while acting on behalf of “Zionists” or “western imperialists.” Meanwhile, leftists see Islamists as inauthentic to Egypt’s secular, pluralistic history, as well as advancing foreign interests. These differences notwithstanding, a common structure of political argument has been preserved across decades. 

The article introduces the history of Islamist-leftist debate in Egypt since the 1970s. Central to this history was the process of reappropriation: Islamists criticized the left, and the left responded by criticizing Islamists using more or less the same script. The study draws upon an array of Arabic sources likely unknown to readers outside of Egypt, including editorials, monographs, and public debates.

The Islamist Critique


The article first presents the intricacies of Egyptian Islamists’ critique of the left. There is a long history of Egyptian political elites denouncing left-wing politics as inauthentic and foreign. For example, Gamal Abdel-Nasser accused Egyptian communists of conspiring with Zionists and Soviets, while Anwar al-Sadat accused them of atheism and thus betraying Egypt’s Islamic essence. As leftists were repeatedly accused of disloyalty, nationalist ideas became even more dominant within leftist circles — this despite the historical suspicions of left-wing thinkers of nationalism as a distraction from class politics. The Egyptian case thus mirrors the trajectory of Europe’s internationalist labor movements during World War II, when leftist political goals were abandoned for state nationalism. In any case, the Islamist critique, which was led principally by the Muslim Brotherhood, regularly accused the left of foreign loyalties and a betrayal of Egyptian values. Over time, this critique was extended to secular Egyptians and deployed increasingly virulent language; for example, an academic critic of Islamism was denied promotion, ostensibly for his writings that were described by an Islamist detractor as “spreading cultural AIDS.” They also drew on prominent social science frameworks like Samuel Huntington’s “Clash of Civilizations”: Egypt’s authentic Islamic nation was seen as pitted in an irresolvable clash against the atheistic West, which, they alleged, was simultaneously funding the Egyptian left. These are just a few of the examples Sallam uses to show how Islamists portrayed the left as inauthentic and disloyal, undermining its legitimacy in Egyptian politics.
 


As leftists were repeatedly accused of disloyalty, nationalist ideas became even more dominant within leftist circles.


The Leftist Critique


Sallam next shows us how the left struck back at their Islamist foes. A key process in this history concerns the Hosni Mubarak regime’s co-optation of influential leftists into the state’s cultural institutions. This occurred as a response to the Muslim Brotherhood’s electoral successes in the 1980s. Coincident with these institutional changes, leftists began appropriating the authenticity critique. They claimed that Islamists were engaged not in building a pure Islamic state and society, but in a narrow project meant to advance their own political standing. Rejecting the Islamist critique of them as atheists, leftists accused their opponents of weaponizing Islam and betraying its true essence. They rejected the distinction between so-called violent and nonviolent Islamism, on the grounds that nonviolent Islamists still were willing to justify violence. Islamists were said to be working on behalf of foreign interests like Sudanese president Omar Al-Bashir, whose designs on Egyptian territory went unnoticed by Islamists. The Brotherhood was deemed a cult-like vehicle for indoctrinating and promoting foreign goals, especially those of the Gulf. Far from authentic to Egyptian society, Islamists were seen as holding Egyptian Muslims in contempt for their alleged heresies. And in one of the most surprising appropriations, leftists claimed that Islamists were in fact quite similar to both Zionists and imperialists: all three sought to dominate the Middle East through sectarian politics. The Brotherhood’s Egyptian constitution was denigrated for being indistinguishable from versions published in Europe and Pakistan. Especially inauthentic to Egyptian society was the Brotherhood’s view of religious minorities as second-class citizens; this was deemed a fundamental betrayal of Egypt’s national essence, namely secular pluralism. These counter-critiques helped the left frame itself as the true guardian of the Egyptian nation.
 


In one of the most surprising appropriations, leftists claimed that Islamists were in fact quite similar to both Zionists and imperialists: all three sought to dominate the Middle East through sectarian politics.


Beyond Speech


Importantly, the Islamist-leftist debates were not mere rhetoric, but served as a basis for political action, especially when it came to questions of cooperation. For example, after the Islamist critic Farag Foda was assassinated, the so-called ‘moderate’ Islamist Mohamed Al-Ghazali defended his assassins; some leftists used these events to justify their refusal to cooperate with Islamists. More generally, they argued that Islamists’ quest for a religious state would only lead to political violence and exclusion, further grounds to reject compromise. Yet claims about authenticity and nationalism were also used to justify cooperation, as when leftists argued that both they and the Brotherhood were natural allies in the fight against foreign imperialism and Zionism. It is not clear whether a less confrontational approach would have helped Islamists and leftists cooperate against Egypt’s successive dictators, but their divisive rhetoric almost certainly did not help matters.
 


The Islamist-leftist debates were not mere rhetoric, but served as a basis for political action, especially when it came to questions of cooperation.


Contributions


The article will help readers understand why Egyptian politics has become increasingly marked by groups’ ‘affective’ hatreds for one another, as opposed to normal political disagreements. By weaving the themes of treason and inauthenticity through decades of history, Sallam shows us why this new status quo is not surprising. Affective polarization has led many Egyptians to view their opponents as unworthy of political inclusion, consistent with the rise of a global populism that emphasizes “us vs. them” distinctions. Sallam fleshes this out by relaying the different responses among leftists and Islamists to Egypt’s 2013 military coup, which ousted the Brotherhood leader Morsi. Leftists called the coup a necessary evil to counter foreign influences seeking to establish an Islamic state, while Islamists accused the left of being sponsored by the West. 

Readers will see the conflict between Islamists and leftists as not just fleeting moments of political disagreement, but a generations-long battle for domination in the realm of ideas.

Karina Kloos is the Executive Director for the Democracy Hub and the newly launched ePluribus Stanford initiative.

Karina has also co-led the design and implementation of other emergent programs at Stanford, including the signature faculty fellowship, postdoctoral fellowship, PhD fellowship and Scholars in Service programs with Stanford Impact Labs, and the RAISE (Research, Action and Impact through Strategic Engagement) Doctoral Fellowship with the Vice Provost of Graduate Education.

She has professional experience in the domestic nonprofit, international development, and philanthropy sectors, and has published in both academic and media outlets on land rights; women’s rights; indigenous rights; sustainability; nonprofit evaluation; social movements; and democracy, including co-authorship with Doug McAdam of the 2014 book Deeply Divided: Racial Politics and Social Movements in Postwar America.

Having spent more than a decade at Stanford – the place where she met her husband and has brought two wee ones into the world – Karina is invested in the vibrancy and health of our community, as well as leveraging the immense talent and resources we have to engage and contribute positively beyond the university. She received her PhD in Sociology from Stanford in 2014.

Alison Kamhi is the Legal Program Director based in San Francisco. Alison leads the ILRC's Immigrant Survivors Team and conducts frequent in-person and webinar trainings on naturalization and citizenship, family-based immigration, U visas, and FOIA requests. She also provides technical assistance through the ILRC's Attorney of the Day program on a wide range of immigration issues, including immigration options for youth, consequences of criminal convictions for immigration purposes, removal defense strategy, and eligibility for immigration relief, including family-based immigration, U visas, VAWA, DACA, cancellation of removal, asylum, and naturalization and has co-authored a number of publications on the same topics. Alison facilitates the nine member Collaborative Resources for Immigrant Services on the Peninsula (CRISP) collaborative in San Mateo County to provide immigration services to low-income immigrants in Silicon Valley. Prior to the ILRC, Alison worked as a Clinical Teaching Fellow at the Stanford Law School Immigrants' Rights Clinic. Before Stanford, she represented abandoned and abused immigrant youth as a Skadden Fellow at Bay Area Legal Aid and at Catholic Charities Community Services in New York. She clerked for the Honorable Julia Gibbons in the U.S. Court of Appeals for the Sixth Circuit. Alison received her J.D. from Harvard Law School and her B.A. from Stanford University.

Antonio López is a poetician working at the intersections of art, politics, and social change. Raised in East Palo Alto by Mexican immigrants from Michoacán, he is a first-generation college graduate with degrees from Duke University, Rutgers-Newark, and the University of Oxford, where he was a 2018 Marshall Scholar. His poetry and essays have appeared in Poetry Foundation, The Slowdown, Poetry Daily, and Latino Poetry: The Library of America Anthology. His debut poetry collection, Gentefication, won the 2019 Levis Prize from Four Way Books. In 2024, he received a Pushcart Prize. From 2020 to 2024, López served on the East Palo Alto City Council and also as its mayor, grounding his scholarship in community leadership and public service. He is completing his PhD in Modern Thought and Literature at Stanford University. His dissertation, Hood Playin’ Tricks on Me: Gentrification, Grief, and the Ghosts of East Palo Alto, won the Stanford Humanities Center Dissertation Book Prize. Structured as a Netflix-style miniseries, the project blends memoir, theory, oral history, and archival work to explore how gentrification haunts communities of color. López is the 5th Poet Laureate of San Mateo County (2025–2027). In fall 2025, he will be a Residential Fellow at the Stanford Humanities Center. He also serves as Associate Director of Research and Advocacy at ALAS, a nationally recognized Latinx cultural arts and justice organization working along the coastside of San Mateo County.
DeCarol Davis

DeCarol Davis

DeCarol Davis is the Director of the Community Legal Services program, which provides free legal services to low-wage workers at Workers’ Rights Clinics throughout California. Prior to joining Legal Aid at Work in 2020, Davis, in addition to bartending and managing house at Shotgun Players, Ashby Stage, conducted international legal research with the University of Sydney, Australia on the exploitation of migrant workers. Prior to her research, Davis litigated as a plaintiff-side employment attorney at Bryan Schwartz Law.

As a Truman Scholar, Davis received her J.D. from Berkeley Law in 2017, where she served as a student director of the Workers’ Rights Clinic, was a two-time mock trial national champion, including regional and national titles in the ABA Labor and Employment Law Competition, and earned the Francine Marie Diaz Memorial Award for distinguished public service.

Before becoming an attorney, Davis was an officer in the U.S. Coast Guard.  Davis, who graduated top of her class at the Coast Guard Academy in 2008 with a degree in Electrical Engineering, served as a marine inspector, the author of Coast Guard field regulations, and a law enforcement officer. During her service, she was awarded the Judge Advocate General Field Regulations Award, Meritorious Team Commendation, and the Department of Defense STEM Role Model Award.
In 2022, she received the Berkeley Law Kathi Pugh Award for Exceptional Mentorship.

Pam Karlan

Pamela Karlan is the Kenneth and Harle Montgomery Professor of Public Interest Law and co-director of the Supreme Court Litigation Clinic at Stanford Law School. She has argued ten cases before the Court and worked on over one hundred.

Pam’s primary scholarship involves constitutional litigation. She has published dozens of articles and is the co-author of three leading casebooks as well as a monograph on constitutional interpretation—Keeping Faith with the Constitution. She has received numerous teaching awards.

Pam’s public service including clerking for Justice Harry Blackmun, a term on California’s Fair Political Practices Commission, and two appointments as a Deputy Assistant Attorney General in the Civil Rights Division of the United States Department of Justice. She was also an assistant counsel at the NAACP Legal Defense and Educational Fund.

Pam is a member of the American Academy of Arts and Sciences and the American Law Institute, where she serves on the ALI Council. In 2016, she was named one of the Politico 50 — a group of “thinkers, doers, and visionaries transforming American politics”; earlier in her career, the American Lawyer named her to its Public Sector 45 — a group of lawyers “actively using their law degrees to change lives.”

Governance in the Arab World: New Research Agendas

The governance challenges confronting states and societies of the Arab world have continued to limit human development in the countries of the region. In the best functioning Arab states, populations confront problems of economic stagnation, poor or weak governance, and growing income inequality. These problems are compounded in many societies by the additional burdens of political conflict, humanitarian catastrophe, and destruction of critical infrastructure.

This roundtable brings together a group of scholars to reflect on these pressing problems and the imperative for new research agendas and lines of inquiry to address them.

Lisa Blaydes

Professor of Political Science at Stanford University

Lisa Blaydes is a Professor of Political Science at Stanford University. She is the author of State of Repression: Iraq under Saddam Hussein (Princeton University Press, 2018) and Elections and Distributive Politics in Mubarak’s Egypt (Cambridge University Press, 2011). Professor Blaydes received the 2009 Gabriel Almond Award for best dissertation in the field of comparative politics from the American Political Science Association for this project.  Her articles have appeared in the American Political Science Review, International Studies Quarterly, International Organization, Journal of Theoretical Politics, Middle East Journal, and World Politics. During the 2008-2009 and 2009-2010 academic years, Professor Blaydes was an Academy Scholar at the Harvard Academy for International and Area Studies. She holds degrees in Political Science (PhD) from the University of California, Los Angeles, and International Relations (BA, MA) from Johns Hopkins University.

Alexandra Domike Blackman is an Assistant Professor in Cornell University’s Department of Government. In 2019-2020, she was a Post-Doctoral Associate at New York University - Abu Dhabi. Blackman’s work focuses on the development of religious identities in the political sphere, the challenges facing female politicians, and political party development in the Middle East. Her work has appeared in the Journal of PoliticsPolitical BehaviorPolitics & Religion, and Journal of Peace Research. Blackman was a Center for Arabic Study Abroad Fellow in Cairo, Egypt (2010-2011) and a Junior Fellow at the Carnegie Endowment for International Peace in Washington, DC (2011-2012).

Diana B. Greenwald is an Associate Professor (effective August 2025) in the Department of Political Science at the City College of New York. Her research focuses on the politics of the Middle East, nationalism, conflict, and state-building. She obtained her Ph.D. in political science from the University of Michigan in 2017. From 2017 to 2018, she was a Postdoctoral Research Fellow at the Middle East Initiative at the Harvard Kennedy School. Her book, Mayors in the Middle: Indirect Rule and Local Government in Occupied Palestine (Columbia University Press, 2024), examines Palestinian local politics under Israeli occupation. This project draws on interviews with municipal leaders and local data on policing, taxing, and spending collected in the West Bank between 2014 and 2019. Greenwald's research has been published in PS: Political Science & Politics, Middle East Law and Governance, and Civil Wars. Her writing has also appeared in The National Interest, The Washington Post's Monkey Cage, +972 Magazine, and Foreign Policy. Mousa received her PhD from Stanford University's political science department in 2020 and was previously an Assistant Professor of political science at Yale University.

Christiana Parreira is an Assistant Professor in the Department of International Relations and Political Science at the Graduate Institute. Her research focuses on the role of local political institutions and actors in governance, looking primarily at post-conflict contexts in the Middle East and North Africa. Her forthcoming book project examines how local governments and elections facilitated predatory state-building practices in Lebanon. In other research, she examines determinants of governance quality and distributive outcomes in Lebanon, Iraq, and elsewhere in the Global South. She received her PhD from Stanford University in 2020. Before joining the Graduate Institute, she served as a postdoctoral associate in the Department of Near Eastern Studies at Princeton University and a pre-doctoral associate at the Harvard Kennedy School's Middle East Initiative.

David Siddhartha Patel is a residential visiting scholar at the Middle East Initiative at Harvard Kennedy School. His research focuses on religious authority, social order, identity, and state-building in the contemporary Middle East. His book Order Out of Chaos: Islam, Information, and the Rise and Fall of Social Orders in Iraq (Cornell University Press, 2022) examines the role of mosques and clerical networks in generating order after state collapse and is based upon independent field research he conducted in Basra. It won the Best Book Award from the APSA MENA Politics section and honorable mention for the Political Networks section’s Best Book Award. Patel is currently working on two book-length projects. The first, “Defunct States of the Middle East,” chronicles the more than two dozen territorial polities that disappeared from the map of the region after 1918: how they came to be, how they died, and how they are remembered today. The second, “The Market for Ayatollahs,” examines competition and collusion between Shi‘a religious authorities in Najaf in Iraq and Qom in Iran and how that relationship constrains varieties of Shi‘ism in the world today. Before joining MEI, he was a senior fellow and associate director for research at the Crown Center for Middle East Studies at Brandeis University and, previously, an assistant professor of government at Cornell University. He holds a BA in economics and political science from Duke University and a PhD in political science from Stanford University.

An Egyptian-Canadian raised in Saudi Arabia, the UAE, Qatar, and Canada, Salma Mousa received her PhD in Political Science from Stanford University in 2020. A scholar of comparative politics, her research focuses on migration, conflict, and social cohesion.  Salma's dissertation investigates strategies for building trust and tolerance after war. Leveraging field experiments among Iraqis displaced by ISIS,  American schoolchildren, and British soccer fans, she shows how intergroup contact can change real-world behaviors — even if underlying prejudice remains unchanged.   A secondary research agenda tackles the challenge of integrating refugees in the United States. Combining a meta-analytic review, ethnographic fieldwork, and field experiments with resettlement agencies, this project identifies risk factors and promising policies for new arrivals.  Salma has held fellowships at the U.S. Institute of Peace, Stanford’s Immigration Policy Lab, the Freeman Spogli Institute, the Stanford Center for International Conflict and Negotiation, the McCoy Center for Ethics in Society, and the Stanford Center on Philanthropy and Civil Society. Her work has been supported by the Abdul Latif Jameel Poverty Action Lab (JPAL), the Innovations for Poverty Action Lab (IPA), the King Center on Global Development, the Institute for Research in the Social Sciences (IRiSS), the Program on Governance and Local Development (GLD), and the Abbasi Program in Islamic Studies. Her research has been featured by The Economist, BBC, and Der Spiegel,  on the front page of the Times of London and on PBS NOVA.

Lisa Blaydes is a Professor of Political Science at Stanford University. She is the author of State of Repression: Iraq under Saddam Hussein (Princeton University Press, 2018) and Elections and Distributive Politics in Mubarak’s Egypt (Cambridge University Press, 2011). Professor Blaydes received the 2009 Gabriel Almond Award for best dissertation in the field of comparative politics from the American Political Science Association for this project.  Her articles have appeared in the American Political Science Review, International Studies Quarterly, International Organization, Journal of Theoretical Politics, Middle East Journal, and World Politics. During the 2008-2009 and 2009-2010 academic years, Professor Blaydes was an Academy Scholar at the Harvard Academy for International and Area Studies. She holds degrees in Political Science (PhD) from the University of California, Los Angeles, and International Relations (BA, MA) from Johns Hopkins University.

Vladimir Putin has been the undisputed leader of Russia (either as president or prime minister) for almost 25 years. Barring an accident or assassination, Putin seems almost certain to surpass Joseph Stalin's record long reign over the Soviet Union of 29 years. The durability of Putin's regime comes despite a record of endemic corruption, poor governance, economic growth that gave way to recession, a poorly managed COVID response, and a disastrous invasion of a peaceful neighbor in 2022. Despite all of this, Putin endures. How does he do it? A new book by Hannah Chapman, Dialogue with the Dictator: Authoritarian Legitimation and Information Management in Putin's Russia is a welcome addition to a lengthening list of recent studies seeking to explain the resilience and potential vulnerabilities of authoritarianism and of Putin's regime in particular. In one way or another, all of these books focus on the question that also puzzles Russia's opposition politicians: Why is Putin's autocracy so resilient? Chapman offers one answer in exploring the ways in which his regime uses “participatory technologies” to not only enhance regime legitimacy from Russian society but also to control what information reaches Russian citizens. This article reviews her book in the context of other recent studies of how Putin's autocracy works and why it has lasted so long.

As part of CDDRL’s weekly research seminar series, Francis Fukuyama, Olivier Nomellini Senior Fellow at Stanford’s Freeman Spogli Institute for International Studies (FSI), delivered a talk on the challenge of bureaucratic authority and delegation. Fukuyama, known for his influential works on state-building and governance, used this talk to trace how scholars and policymakers have grappled with the tension between empowering bureaucracies to act effectively and ensuring they remain accountable to political leaders. The talk was not only a theoretical journey but also a response to current debates about the U.S. administrative state and what meaningful reform should look like.

Fukuyama began with the basics of organizational theory. He explained that hierarchies — systems where authority is ranked and flows from the top down — exist because they reduce "transaction costs," or the costs of coordinating and enforcing agreements between people. This insight, developed by economist Ronald Coase, shows why firms and governments prefer internal structures rather than always relying on markets. Oliver Williamson expanded this to explain how organizations manage uncertainty and complexity. Fukuyama then discussed libertarian ideas, which hoped that technology and open networks could flatten hierarchies. These visions, he noted, largely failed because real-world decisions still require clear lines of authority.

As organizations grew more complex, scholars turned to “principal-agent theory.” In this framework, a "principal" (such as an elected official) delegates tasks to an "agent" (like a bureaucrat), but must ensure the agent acts in their interest. Yet, as Herbert Simon and John DiIulio observed, bureaucrats are not simply self-interested — they are also shaped by professional norms, organizational culture, and personal values. Fukuyama stressed that delegation is unavoidable because lower-level agents often hold critical, local knowledge that distant leaders lack. As economist Friedrich Hayek argued, knowledge is dispersed in society, and central planners cannot predict every situation.

However, delegation creates a dilemma: how to give bureaucrats enough freedom to use their expertise, while still keeping them accountable. Formal mechanisms like audits and punishments help, but informal tools such as trust, shared values, and education are just as crucial. Fukuyama pointed to Japan’s "kanban" manufacturing system and military strategies like "mission orders," where frontline actors are trusted to make decisions based on shared goals.

A major paradox Fukuyama addressed is that while anti-corruption efforts seek to limit bureaucratic discretion, political science research shows that too much constraint stifles effectiveness. He proposed an "inverse-U curve," where both too little and too much autonomy harm performance. The right balance depends on the state’s overall capacity.

Applying this to the U.S., Fukuyama challenged claims that bureaucrats are "out of control." Instead, he argued that America’s federal bureaucracy is over-regulated, bogged down by rigid rules that prioritize compliance over results. His work with Katherine Bersch identifies five existing tools for political control, such as appointment and removal powers, showing that bureaucratic autonomy is already tightly managed.

Fukuyama concluded by advocating for genuine reform: deregulating the bureaucracy, empowering implementers to work alongside policymakers, and rebuilding internal state capacity. Inspired by agile management methods and Jennifer Pahlka’s Recoding America, he argued that a flexible, mission-driven public sector is essential to meet the complex challenges of modern governance.

Juan Manuel Santos

Former President of Colombia and Nobel Peace Prize Laureate

Juan Manuel Santos was the President of Colombia, from 2010 to 2018, and the sole recipient of the Nobel Peace Prize in 2016 for “his resolute efforts to bring the country’s more than 50-year-long civil war to an end”. Before becoming president, he was Minister of Foreign Trade, Minister of Finance, and Minister of Defense.

Santos graduated from the Colombian Naval Academy in Cartagena. He holds a Business and Economics degree from the University of Kansas and did postgraduate studies at the London School of Economics, the Fletcher School of Law and Diplomacy, and Harvard University, where he obtained a Master’s in Public Administration at the Kennedy School.

He is currently the Chairman of the Board of the Compaz Foundation, which he created to contribute to peacebuilding in Colombia. He is also a member of the boards of the International Crisis Group, the Rockefeller Foundation, the Wildlife Conservation Society, the Global Commission on Drug Policy, and the Planetary Guardians.

In November 2024, he was appointed Chair of The Elders, the organization founded by Nelson Mandela to advocate for peace, justice, human rights, and a sustainable planet.
