Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

Currently pursuing studies in Political Science and Data Science, her academic interests span civil and interstate wars, ethnic conflict, and democratic accountability. In a weekly research seminar, CDDRL's Einstein-Moos Postdoctoral Fellow Julieta Casas explored the varied paths of civil service reform in the Americas during the 19th and early 20th centuries. Her research emphasized the significant impact of patronage systems, particularly the practices surrounding employee dismissals, on the success or failure of these reform efforts.

Patronage systems were frameworks in which government jobs and resources were allocated based on loyalty to political leaders rather than solely merit or qualifications. Although many countries in the Americas operated under such systems during this historical period, the mode of bureaucratic management differed greatly across contexts. The United States and Argentina had similar patronage systems after independence but diverged after the rise of mass politics. That divergence helps us understand why the United States successfully moved to a merit-based civil service system while Argentina encountered significant difficulties in making similar changes.

Casas argued that the practices related to employee dismissals were pivotal in influencing the momentum of reform movements. In the United States, public servants were often dismissed following elections, leading to a significant number of fired employees and job seekers who self-selected out of applying to jobs in the public administration due to the uncertainty of tenure. This created widespread dissatisfaction among civil servants, which political entrepreneurs leveraged to push for civil service reform as a way to improve government efficiency.

In contrast, Argentina's patronage system provided considerable job security to public employees, even during political transitions. As a result, Argentine civil servants experienced fewer grievances and were less motivated to push for systemic change. Rather than advocating for a comprehensive overhaul of the bureaucracy, they primarily focused on labor rights, seeking improvements in wages and working conditions. The absence of a constituency autonomous to the state in favor of reform hindered civil service reform efforts in Argentina, making it challenging to garner the necessary political support.

In building this case, Casas employed diverse methods, utilizing original archival evidence from both the United States and Argentina. She analyzed a variety of archival sources, including civil service reform bills, bureaucratic censuses, government documents, reports from public employee associations, and contemporary accounts, to trace the evolution of bureaucratic and political dynamics, with particular attention to employee turnover before and after the rise of mass politics. Additionally, her quantitative analysis of firing rates and employment trends within the civil service offered a comprehensive understanding of how different patronage systems evolved.

Casas’ research underscored how firing practices within patronage systems significantly shaped divergent trajectories of bureaucratic development across the Americas. The frequent dismissals in the United States created an environment that propelled reform movements forward, while the stable employment conditions in Argentina dampened the drive for professionalization. Her findings provided valuable insights into the complexities of bureaucratic reform, highlighting the critical role of personnel management in determining the success or failure of efforts to professionalize government institutions.

Yesterday, the National Academy of Public Administration — an independent nonprofit organization established in 1967 to assist government leaders in building more effective, efficient, accountable, and transparent organizations — announced that Francis Fukuyama, Olivier Nomellini Senior Fellow at the Freeman Spogli Institute for International Studies, was among the leaders selected for the 2024 Class of Academy Fellows. This prestigious honor places Dr. Fukuyama among an elite group of leaders in the field of public administration who collectively provide expert insights on governance and policy challenges.

In a press release, Terry Gerton, President and CEO of the Academy, shared, “The 2024 class of Academy Fellows reflects a wide range of professional experience, including dedicated civil servants and accomplished academics. These 42 leaders will be an enormous asset to the Academy in the years ahead, and we look forward to working with all of them to help create a bright future for our country.”

The 2024 Class of Academy Fellows consists of 42 distinguished individuals, including public administrators, scholars, business leaders, and former government officials. The rigorous selection process involves nominations by current Fellows, followed by a comprehensive review of each nominee’s professional achievements and contributions to public administration. Dr. Fukuyama and his fellow inductees will be officially welcomed during the Academy’s annual Fall Meeting, which will be held November 13-15, 2024, in Washington, D.C.

Dr. Fukuyama is a political scientist internationally known for his influential work on the development of political order and the concept of liberal democracy. His selection as a Fellow reflects not only his scholarly achievements but also his ongoing efforts to address some of the most pressing governance challenges facing democracies around the world.

In a statement to the Academy, he shared, “I am very interested in civil service reform, and the question dealt with by the Academy concerning agility in government. Regardless of the outcome of the upcoming election, this is an issue that needs to be addressed; it is particularly critical given the changing technological environment within which the government works.”

One of Dr. Fukuyama’s current projects is a working group to protect and reform the U.S. civil service, formed in response to plans elaborated in the Heritage Foundation's Project 2025 to strip civil service protections from all federal workers and replace them with political loyalists in a future administration. “I believe that the revival of Schedule F proposed in the Heritage Foundation's Project 2025 constitutes a severe threat to the future of a merit-based public service and needs to be engaged directly by the Academy and other bodies concerned with good governance.”

The Center on Democracy, Development and the Rule of Law is pleased to invite applications from pre-doctoral students at the write-up stage and from post-doctoral scholars working in any of the four program areas of democracy, development, evaluating the efficacy of democracy promotion, and rule of law. The application cycle for the 2025-2026 academic year will be open from Monday, September 23, 2024, through Sunday, December 1, 2024.

Our goal is to provide an intellectually dynamic environment that fosters lively exchange among Center members and helps everyone to do excellent scholarship. Fellows will spend the academic year at Stanford University focusing on research and data analysis as they work to finalize and publish their dissertation research while connecting with resident faculty and research staff at CDDRL.

Pre-doctoral fellows must be enrolled currently in a doctoral program or equivalent through the time of intended residency at Stanford and must be at the dissertation write-up (post course work) phase of their doctoral program. Post-doctoral fellows must have earned their Ph.D. within 3 years of the start of the fellowship, or plan to have successfully defended their Ph.D. dissertations by July 31, 2025.

In addition to our regular call for applications, CDDRL invites applications for the Gerhard Casper Fellow in Rule of Law for 2025-26. We welcome research on any aspect of rule of law, including judicial politics, criminal justice, and the politicization of judicial institutions. We are an interdisciplinary center; candidates from any relevant field (i.e. the social sciences, law) are welcome to apply. The Gerhard Casper Fellow will be part of CDDRL’s larger cohort of pre- and postdoctoral fellows. Between 2019 and 2024, I held the Peter Mair Chair of Comparative Politics in the Department of Social and Political Sciences at the European University Institute. Prior to my 2019 move to the EUI, I taught at the University of California at Los Angeles. As of fall 2024, I will be a Visiting Scholar at the Center on Democracy, Development and the Rule of Law in the Freeman Spogli Institute at Stanford University.

I was educated at the University of California, Berkeley, the London School of Economics and Political Science, and Cornell University.  My research is in the area of political economy. I have conducted field research on issues of corruption and political malfeasance in Europe, Asia, and Africa.  My work has been honored with the Jewell-Loewenberg Prize, the Lawrence Longley Award, the Gregory A. Leubbert Book Award (runner-up), a Choice Award, and the Gabriel A. Almond Award for the best dissertation in comparative politics. Most recently, I am a recipient of the Lijphart/Przeworski/Verba Data Set Award for the Global Legislator Database. My work has been funded by the National Science Foundation (NSF), the Abdul Latif Jameel Poverty Action Lab (J-PAL), the UK's Department for International Development (DfID), and the International Growth Center (ICG).

I am currently engaged in a large-scale cross-national study of why reelection rates of national legislators rise with economic development. The book manuscript in preparation is provisionally entitled Capacity Gap: Electoral Failure in Weak States. A first publication from this project, co-authored with Eugenia Nazrullaeva, appeared in 2023 as "The Puzzle of Clientelism: Political Discretion and Elections Around the World" in Cambridge University Press' Elements in Political Economy series. My book prior to that was Corruption: What Everyone Needs to Know (Oxford University Press, 2017), written with economist Raymond Fisman.

At the EUI, I taught two graduate seminars annually. The core course in comparative politics (team-taught with Simon Hix) introduces students to topics in the subfield. The Practicum in Reproducible Research Methods walks students through all the steps involved in a complex collaborative reproducible research project and provides instruction in the skills required to successfully execute modern social scientific research.

I am an Associate Member of Nuffield College at the University of Oxford and a Fellow of the John Simon Guggenheim Memorial Foundation. I have been a Visiting Senior Scholar at the Center for the Study of Democratic Politics at the Woodrow Wilson School of Public and International Affairs, Princeton University and a Visiting Scholar at the Russell Sage Foundation. I am an affiliate of the Center for Effective Global Action (CEGA) of the University of California at Berkeley, a Research Fellow in Political Economy at the Center for Economic Research in Pakistan (CERP), and an active member of Evidence in Governance and Politics (EGAP). I am an invited researcher to J-PAL's Governance Initiative. Long a proponent of research transparency and replicability, I am a BITSS Catalyst with the Berkeley Initiative for Transparency in the Social Sciences and have assembled multiple data sets that are available in the public domain on Dataverse.

CDDRL seminar with James Fearon - A Theory of Elite-initiated Democratization, Illustrated With the Case of Myanmar

Around half of democratic transitions are "top-down" in the sense that the autocrats write the constitution that governs post-transition democracy (Albertus and Menaldo 2015). We analyze a model of elite-driven democratization, illustrating its logic and implications in the case of Myanmar.  In the model, continued dictatorship is costly and inefficient due to the risk of a violent rebellion and, possibly, the increase in aid, trade, and geopolitical support that would follow democratization. But the autocrats fear that fair elections would lead quickly to their marginalization. We argue, contrary to a common suggestion, that paper constitutions that provide veto points for the old elite are not by themselves sufficient protection. Top-down "democratic transitions" are really cases of power-sharing, in which the old elite retains de facto control of rent streams that the opposition cannot unilaterally seize simply by changing laws. As the military's coup threat declines over time, democracy may eventually "consolidate."  If the coup threat declines dramatically and is anticipated to do so, a reversion back to autocracy is possible. We also show how the prospect of increased international aid, trade, and investment makes top-down transitions more likely, though only when post-transition power-sharing is feasible.

James D. Fearon is Geballe Professor in the School of Humanities and Sciences, and Professor of Political Science at Stanford University, and a Senior Fellow at Stanford’s Freeman-Spogli Institute for International Studies. His research has focused on civil and interstate war. He has also published on international relations theory, democratization, foreign aid and institution building, and post-conflict reconstruction. Fearon is an elected member of the National Academy of Sciences (2012) and the American Academy of Arts and Sciences (2002), and a member of the Council on Foreign Relations. From 2007 to 2010, he was Chair of the Department of Political Science at Stanford. He served as a Senior Adviser in the U.S. Department of Defense in 2021 and 2022, where he worked primarily with the production and implementation team for the 2022 National Defense Strategy.

James Fearon is the Theodore and Frances Geballe Professor in the School of Humanities and Sciences and a professor of political science. He is a Senior Fellow at FSI, affiliated with CISAC and CDDRL. His research interests include civil and interstate war, ethnic conflict, the international spread of democracy and the evaluation of foreign aid projects promoting improved governance. Fearon was elected to the National Academy of Sciences in 2012 and the American Academy of Arts and Sciences in 2002. Some of his current research projects include work on the costs of collective and interpersonal violence, democratization and conflict in Myanmar, nuclear weapons and U.S. foreign policy, and the long-run persistence of armed conflict.

Last week, the Center on Democracy, Development and the Rule of Law (CDDRL) hosted a panel discussion on the 2024 U.S. Presidential election as part of the programming for its Fisher Family Summer Fellows Program on Democracy and Development — a three-week program for mid-career practitioners from countries in political transition who are working to advance democratic practices and enact economic and legal reform to promote human development. Didi Kuo, a Center Fellow at the Freeman Spogli Institute for International Studies (FSI), moderated the panel which consisted of Bruce Cain (Charles Louis Ducommun Professor in the School of Humanities & Sciences, Director of the Bill Lane Center for the American West, and CDDRL affiliated faculty), Hakeem Jefferson (Assistant Professor of Political Science and CDDRL affiliated faculty), and Brandice Canes-Wrone (Professor of Political Science and Senior Fellow at the Hoover Institution).

The panelists began their election analysis with a discussion of the structural features of American democracy and then addressed the issues, strategies, and stakes central to November’s race.

Cain began his remarks by highlighting a longstanding and escalating concern about the American democratic structure: tension between electability and governance. Rather, that the negative partisanship necessary during the election process has proven incompatible with the bipartisan negotiations required to govern. This, coupled with campaign finance — which, among other things, has complicated the incentive and power structures of political parties — has fueled inefficiency and political frustration.

Jefferson argued that a persistent feature of American democracy is the influence of race on political outcomes. While various identities may shape Americans' political attitudes and behaviors, race, he contended, is unparalleled in its impact. As one example, Black Americans have long been "steadfast Democrats," while no Democratic Party nominee has received a majority of the white vote since 1964.

Referring to comparative politics scholarship, Jefferson noted that, in some ways, the Republican Party functions as an "ethnic party." He pointed out that Trump’s success in generating and consolidating his base is directly tied to white identity politics. Trump has relied on grievance politics to gain power, speaking to white, middle-class American voters who feel left behind and resentful of what they believe is a changing racial order. Positioning himself as their spokesman and defender, Trump attempts to reassure these voters that, if he returns to power, he will defend their place in America's racial hierarchy.

While Cain and Jefferson touched on American democracy’s organizing features, Canes-Wrone brought the conversation back to the current election cycle, highlighting prediction models and key issues. The polls, Canes-Wrone believes, are accurate, yet with such slim confidence intervals, the election is still too close to call.

Contrary to popular portrayal in the media, historical evidence suggests that bounces from the convention and vice presidential picks are rarely pivotal, if impactful at all. However, qualifies Canes-Wrone, this cycle is unprecedented, leaving an opportunity for a break in the trend.

Moving to discuss the issues, Canes-Wrone underscores that the candidates are following traditional political strategy — placing emphasis on the issues that favor them and de-emphasis on those that don’t. The Harris campaign has focused its efforts on abortion rights and threats to democracy, whereas Trump remains fixated on immigration and the economy. Unfortunately for Harris, post-COVID inflation and immigration remain the top issues, and her position is further complicated by the inability to heavily criticize her own administration.

To conclude their remarks, the panelists turned to the issue of gender: is the United States really ready to have a woman in the presidency? Canes-Wrone remarked that while survey data indicates that gender bias on the issue has diminished, it is not yet zero. In other political offices, women now win at equal rates to men, but with one caveat — far more expertise is required. There also appears to be far more sexism attached to executive offices, a reality Trump is likely to exploit. Perhaps luckily for Harris, there is one traditional argument the Republican nominee may have difficulty leveraging against her: it's not so easy to argue that a former prosecutor isn't tough on crime.

After more than a decade of authoritarian rule under President Nicholás Maduro, the Venezuelan elections on July 28, 2024, were domestically and internationally regarded as a potential turning point in the country’s history. Within Venezuela’s borders, hyperinflation has gripped the economy due to poor governance, rampant corruption, and Venezuela’s excessive dependence on oil exports — descending the country into political and economic chaos. Since 2014, more than 7 million people have fled the country in a mass emigration crisis. Experts estimate that an additional 18-25% of the population is considering fleeing if Maduro remains president, putting neighboring Latin American countries and the United States at risk of destabilization as border pressures increase.

Héctor Fuentes, a member of the 2024 class of Fisher Family Summer Fellows at the Center on Democracy, Development and the Rule of Law (CDDRL), is a lawyer, human rights advocate, and agent of social change in Venezuela, dedicated to bottom-up national transformation. He serves as the executive director of EstadoLab, a think-and-do tank focused on state fragility and the reconstruction of democratic governance. In a conversation earlier this week with Michael McFaul, Director of Stanford’s Freeman Spogli Institute for International Studies (FSI), Fuentes explained, “People are not leaving because the situation is bad, they’re leaving because they don’t see a future for their children.”

Although opposition leader Maria Corina Machado was banned from the presidential ballot, her endorsed substitute, Edmundo González, ran and received popular support from the public. Fuentes posits that the Maduro administration needed to give its base the illusion of legitimacy through the most recent elections, although this did not preclude widespread electoral irregularities. From delaying voting in centers where the opposition was grouped to forcefully recollecting boxes containing paper voting records, evidence has emerged of falsified results. After counting 80% of the ballots, the National Electoral Council (CNE) declared Maduro the winner with 51.2% of the votes compared to González’s 44.2%. However, independent research polls conducted in Venezuela containing over 7,000 responses from 100 centers certify that González won by a landslide majority.

How can Venezuela move forward?


Going forward, Fuentes argues that the key to revitalizing the health of Venezuelan democracy is normalizing economic and political ties to global actors. From an international standpoint, measures such as international condemnation of Maduro’s falsification of election results, strategic and massive sanctions, extending a “golden bridge” to Maduro’s administration, vigilance regarding human rights violations, and providing humanitarian aid to Venezuela will be essential.

Despite the government-controlled election authority’s refusal to release detailed results from the election, Fuentes echoes a rousing call that Machado often shares with her followers that has fueled his fight for another day: “Believe in your people.”
