International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

Abstract:

Fifteen years after the American-led international military intervention, Afghanistan faces mounting security, governance, and economic challenges.  The Afghan Army and police remain highly dependent on U.S. combat power and the provision of significant amounts of technical and financial assistance.  Early during its first term, the Trump Administration will need to decide on its long-term policy toward Afghanistan and Central-South Asia.  Karl Eikenberry, former U.S. Ambassador and Coalition Commander in Afghanistan, and Erik Jensen, the faculty director of the Afghanistan Legal Education Project at the Stanford Law School, will provide their assessments of the situation in Afghanistan and discuss U.S. strategic options.

Karl Eikenberry
Karl Eikenberry is the Oksenberg-Rohlen Distinguished Fellow and Director of the U.S.-Asia Security Initiative at Stanford University’s Asia-Pacific Research Center, and a Stanford University Professor of Practice. He served as the U.S. Ambassador to Afghanistan from May 2009 until July 2011 and had a 35-year career in the United States Army, retiring with the rank of lieutenant general. His military assignments included postings with mechanized, light, airborne, and ranger infantry units in the continental United States, Hawaii, Korea, Italy, and Afghanistan as the Commander of the American-led Coalition forces from 2005–2007. He is a graduate of the U.S. Military Academy, earned master’s degrees from Harvard University in East Asian Studies and Stanford University in Political Science, was awarded an Interpreter’s Certificate in Mandarin Chinese from the British Foreign and Commonwealth Office, and has an advanced degree in Chinese History from Nanjing University. He is also the recipient of the George F. Kennan Award for Distinguished Public Service and Harvard University Graduate School of Arts and Sciences Centennial Medal. He was awarded an Honorary Doctorate of Humane Letters Degree from North Carolina State University in December 2015. Ambassador Eikenberry is a fellow of the American Academy of Arts and Sciences, and is a board member of The Asia Foundation and council member of the International Institute for Strategic Studies. His articles and essays on U.S. and international security issues have appeared in Foreign Affairs, Washington Quarterly, American Foreign Policy Interests, American Interest, New York Times, Washington Post, Foreign Policy, and Financial Times.

Erik Jensen holds joint appointments at Stanford Law School and Stanford’s Center on Democracy, Development and the Rule of Law. He is Professor of the Practice, Director of the Rule of Law Program at Stanford Law School, an Affiliated Core Faculty at Stanford’s Center on Democracy, Development and the Rule of Law, and Senior Advisor for Governance and Law at The Asia Foundation. Jensen began his international career as a Fulbright Scholar. He has taught and practiced in the field of law and development for 30 years and has carried out fieldwork in 35 developing countries.  He lived in Asia for 14 years. He has led or advised research teams on governance and the rule of law at the World Bank, the Asian Development Bank and the African Development Bank.

Erik Jensen holds joint appointments at Stanford Law School and Stanford’s Center on Democracy, Development and the Rule of Law. He is Lecturer in Law, Director of the Rule of Law Program at Stanford Law School, an Affiliated Core Faculty at Stanford’s Center on Democracy, Development and the Rule of Law, and Senior Advisor for Governance and Law at The Asia Foundation. Jensen began his international career as a Fulbright Scholar. He has taught and practiced in the field of law and development for 35 years and has carried out fieldwork in approximately 40 developing countries. He lived in Asia for 14 years. He has led or advised research teams on governance and the rule of law at the World Bank, the Asian Development Bank and the African Development Bank. Among his numerous publications, Jensen co-edited with Thomas Heller Beyond Common Knowledge: Empirical Approaches to the Rule of Law (Stanford University Press: 2003).

At Stanford, he teaches courses related to state building, development, global poverty and the rule of law. Jensen’s scholarship and fieldwork focuses on bridging theory and practice, and examines connections between law, economy, politics and society. Much of his teaching focuses on experiential learning. In recent years, he has committed considerable effort as faculty director to three student driven projects: the Afghanistan Legal Education Project (ALEP) which started and has developed a law degree-granting programs at the American University of Afghanistan (AUAF), an institution where he also sits on the Board of Trustees; the Iraq Legal Education Initiative at the American University of Iraq in Sulaimani (AUIS); and the Rwanda Law and Development Project at the University of Rwanda. He has also directed projects in Bhutan, Cambodia and Timor Leste. With Paul Brest, he is co-leading the Rule of Non-Law Project, a research project launched in 2015 and funded by the Global Development and Poverty Fund at the Stanford King Center on Global Development. The project examines the use of various work-arounds to the formal legal system by economic actors in developing countries. Eight law faculty members as well as scholars at the Freeman Spogli Institute are participating in the Rule of Non-Law Project.

Abstract

As President Trump assumes office, it is timely to consider the state of US-People's Republic of China (PRC)-Taiwan relations and how they might evolve in the coming years. Uncertainty regarding US-PRC-Taiwan relations is running high—it is far greater than eight years ago when Barack Obama assumed office. Trump’s phone call with Taiwan’s President Tsai Ing-wen shortly after winning the election and his subsequent suggestion that Taiwan could be used as a bargaining chip to extract trade concessions from China have alarmed Beijing and created anxiety in Taipei. In Washington, Trump’s actions and statements have fueled policy debates about whether to abandon the “one China” policy which has been a mainstay of US policy for 37 years.  How the Trump administration will adjust relations with Beijing and Taipei is unknown. In the months ahead, a new dynamic may be created in the US-PRC-Taiwan triangular relationship in which the source of instability is neither China nor Taiwan, but rather is the United States. 

 

Biography

Bonnie S. Glaser is a senior adviser for Asia and the director of the China Power Project at CSIS, where she works on issues related to Chinese foreign and security policy. She is concomitantly a non-resident fellow with the Lowy Institute in Sydney, a senior associate with CSIS Pacific Forum and a consultant for the U.S. government on East Asia. From 2008 – mid-2015 Ms. Glaser was a Senior Adviser with the Freeman Chair in China Studies, and from 2003 to 2008, she was a senior associate in the CSIS International Security Program. Prior to joining CSIS, she served as a consultant for various U.S. government offices, including the Departments of Defense and State.

Ms. Glaser has written extensively on various aspects of Chinese foreign policy, including Sino-U.S. relations, U.S.-China military ties, cross-Strait relations, China’s relations with Japan and Korea, and Chinese perspectives on missile defense and multilateral security in Asia. Her writings have been published in the Washington Quarterly, China Quarterly, Asian Survey, International Security, Problems of Communism, Contemporary Southeast Asia, American Foreign Policy Interests, Far Eastern Economic Review, Korean Journal of Defense Analysis, New York Times, and International Herald Tribune, as well as various edited volumes on Asian security. Ms. Glaser is a regular contributor to the Pacific Forum quarterly Web journal Comparative Connections. She is currently a board member of the U.S. Committee of the Council for Security Cooperation in the Asia Pacific, and a member of both the Council on Foreign Relations and the Institute of International Strategic Studies. She served as a member of the Defense Department’s Defense Policy Board China Panel in 1997. Ms. Glaser received her B.A. in political science from Boston University and her M.A. with concentrations in international economics and Chinese studies from the Johns Hopkins School of Advanced International Studies.

As the Trump administration prepares to take office, it joins with the previous incoming Bush and Obama administrations in promising to improve U.S.-Russian relations. However, both President Bush and Obama left office with relations far worse than when they took office. Andrey Kozyrev, the first Foreign Minister of the newly independent Russian Federation, will discuss his views on the future prospects of the relationship, and examine some of the deep-rooted issues that contribute to current political tensions between our countries.

Andrei Kozyrev is the former Foreign Minister of the Russian Federation. In 1974 he graduated from the Moscow State Institute for International Relations and subsequently earned a degree in Historical Sciences. He joined the Ministry of Foreign Affairs in 1974 and served as head of the Department of International Organizations from 1989-1990. He became the Foreign Minister of the Russian Soviet Federative Socialist Republic in October 1990 and retained his position when the Russian Federation gained independence in 1991.Kozyrev was an early proponent for increased cooperation between the United States and Russia and advocated for the end of the Cold War. He was a participant in the historic decision taken in December 1991 between the leaders of Russia, Belarus, and Ukraine to peacefully dissolve the Soviet Union. As Russia’s first Foreign Minister, Kozyrev promoted a policy of equal cooperation with the newly formed independent states of the former Soviet Union, as well as improved relations with Russia’s immediate neighbors and the West.Kozyrev left the post of Foreign Minister in January 1996, but continued in politics by representing the northern city of Murmansk in the Russian Duma for four years. Since 2000, Kozyrev has lectured on international affairs and served on the boards of a number of Russian and international companies. He is also a distinguished fellow with the Wilson Center’s Kennan Institute.

Andrei Kozyrev Former Foreign Minister of Russia

ABSTRACT

By now, those following the news on Syria have been saturated with analysis, data, information, and misinformation on developments there since 2011. Yet we observe an increasing gravitation to mutually exclusive narratives that adorn websites and publications on the situation in Syria: (a) the narrative of pure and consistent revolution versus that of (b) external conspiracy/designs on Syria. Both narratives carry grains of truth, but are encumbered by maximalist claims and fundamental blindspots that forfeit various potentials for enduring cease-fires and/or transitions, let alone mutual understanding. This talk will address these competing narratives in the context of international escalation marked by increasing US-Russian tension and continued multi-layered conflicts on the battlefield. It closes with addressing a framework for understanding and gauging potential prospects despite conflicting declarations by all parties involved.

Bassam Haddad is Director of the Middle East Studies Program and Associate Professor at the School of Policy, Government, and International Affairs (SPGIA) at George Mason University. He is the author of Business Networks in Syria: The Political Economy of Authoritarian Resilience (Stanford University Press, 2011) and Co-Editor of Dawn of the Arab Uprisings: End of an Old Order? (Pluto Press, 2012). Bassam serves as Founding Editor of the Arab Studies Journal a peer-reviewed research publication and is co-producer/director of the award-winning documentary film, About Baghdad, and director of a critically acclaimed film series on Arabs and Terrorism, based on extensive field research/interviews. Bassam is Co-Founder/Editor of Jadaliyya Ezine and the Executive Director of the Arab Studies Institute, an umbrella for five organizations dealing with knowledge production on the Middle East. He serves on the Board of the Arab Council for the Social Sciences and is Executive Producer of Status Audio Journal.

Accidental State

Abstract

The existence of two Chinese states—one controlling mainland China, the other controlling the island of Taiwan—is often understood as a seemingly inevitable outcome of the Chinese civil war. Defeated by Mao Zedong, Chiang Kai-shek’s Nationalists fled to Taiwan to establish a rival state, thereby creating the “Two Chinas” dilemma that vexes international diplomacy to this day. Accidental State challenges this conventional narrative to offer a new perspective on the founding of modern Taiwan.

Hsiao-ting Lin marshals extensive research in recently declassified archives to show that the creation of a Taiwanese state in the early 1950s owed more to serendipity than careful geostrategic planning. It was the cumulative outcome of ad hoc half-measures and imperfect compromises, particularly when it came to the Nationalists’ often contentious relationship with the United States.

Taiwan’s political status was fraught from the start. The island had been formally ceded to Japan after the First Sino–Japanese War, and during World War II the Allies promised Chiang that Taiwan would revert to Chinese rule after Japan’s defeat. But as the Chinese civil war turned against the Nationalists, U.S. policymakers reassessed the wisdom of backing Chiang. The idea of placing Taiwan under United Nations trusteeship gained traction. Cold War realities, and the fear of Taiwan falling into Communist hands, led Washington to recalibrate U.S. policy. Yet American support of a Taiwan-based Republic of China remained ambivalent, and Taiwan had to eke out a place for itself in international affairs as a de facto, if not fully sovereign, state.

 

Biography

Hsiao-ting Lin is a research fellow and curator of the East Asia Collection at the Hoover Institution. He holds a BA in political science from National Taiwan University (1994) and an MA in international law and diplomacy from National Chengchi University in Taiwan (1997). He received his DPhil in oriental studies in 2003 from the University of Oxford, where he also held an appointment as tutorial fellow in modern Chinese history. In 2003–4, Lin was a postdoctoral fellow at the Institute of East Asian Studies, University of California at Berkeley. In 2004, he was awarded the Kiriyama Distinguished Fellowship by the Center for the Pacific Rim, University of San Francisco. In 2005–7, he was a visiting fellow at the Hoover Institution, where he participated in Hoover’s Modern China Archives and Special Collections project. In April 2008, Lin was elected a fellow of the Royal Asiatic Society of Great Britain and Ireland for his contributions to the studies of modern China’s history.

Lin’s academic interests include ethnopolitics and minority issues in greater China, border strategies and defenses in modern China, political institutions and the bureaucratic system of the Chinese Nationalist Party (Kuomintang), and US-Taiwan military and political relations during the Cold War. He has published extensively on modern Chinese and Taiwanese politics, history, and ethnic minorities, including Accidental State: Chiang Kai-shek, the United States, and the Making of Taiwan (Harvard University Press, 2016); Modern China’s Ethnic Frontiers: A Journey to the West (Routledge, 2011); Breaking with the Past: The Kuomintang Central Reform Committee on Taiwan, 1950–52 (Hoover Press, 2007); Tibet and Nationalist China’s Frontier: Intrigues and Ethnopolitics, 1928–49 (UBC Press, 2006), nominated as the best study in the humanities at the 2007 International Convention of Asia Scholars; and over a hundred journal articles, book chapters, edited volumes, reviews, opinion pieces, and translations. He is currently at work on a manuscript that reevaluates Taiwan’s relations with China and the United States during the presidency of Harry Truman to that of Jimmy Carter.

Taiwan's Democracy Challenged

This discussion will be based on the authors' recently published book, Taiwan's Democracy Challenged: The Chen Shui-bian Years, Lynne Rienner Publishing (2016).

Abstract

At the end of Chen Shui-bian’s two terms as the president of Taiwan, his tenure was widely viewed as a disappointment, if not an outright failure. Today, the Chen years (2000-2008) are remembered mostly for relentless partisan fighting over cross-Strait relations and national identity questions, prolonged political gridlock, and damaging corruption scandals—as an era that challenged, rather than helped consolidate, Taiwan’s young democracy and squandered most of the promise with which it began.

Yet as Taiwan’s Democracy Challenged: The Chen Shui-bian Years documents, this conventional narrative obscures a more complex and more positive story. The chapters here cover the diverse array of ways in which democratic practices were deepened during this period, including the depoliticization of the military and intelligence forces, the ascendance of an independent and professional judicial system, a strengthened commitment to constitutionalism and respect for the rule of law, and the creation of greater space for civil society representatives in the policy-making process. Even the conventional wisdom about unprecedented political polarization during this era is misleading: while elite politics became more divided and acrimonious, mass public opinion on cross-Strait relations and national identity was actually converging.

Not all developments were so positive: strong partisans on both sides of the political divide remained only weakly committed to democratic principles, the reporting of news organizations became more sensationalist and partisan, and the Taiwanese state’s exceptional autonomy from sectoral interests and vaunted capacity for long-term planning deteriorated. But on the whole, the authors argue, these years were not squandered. By the end of the Chen Shui-bian era, Taiwan’s democracy was firmly consolidated.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.
