Youth with Hope Program
BACKGROUND
Youth with Hope is the first large-scale vocational training program implemented in Mexico. The program aims at increasing educational engagement and attainment, employability and labor market mobility among 15-30 year olds. The situation of youth education and employment in Zapopan, located in the state of Jalisco in Western Mexico, resembles the national crisis.
Legal Education in Developing Countries: Daring to Play the Long Game
Abstract:
This paper argues that given what we know about the role of law and legal institutions at early stages of development and what we know about the difficulties in creating or reforming public institutions, legal education is one of the most cost-effective areas in which to invest rule of law assistance. We know enough about the rough sequencing of law and legal institutions at early stages of development to avoid big and stupid mistakes. We also know enough about the significant challenges in building credible public institutions generally, and legal institutions specifically, to suggest that all-in funding of the building of formal legal institutions at early stages of development is imprudent. Therefore, in light of what we know about sequencing and the challenges of creating or reforming public institutions, legal education competes well compared with other potential rule of law interventions as a prudent and effective investment at earlier stages of development and beyond.
Speaker Bio:
Jensen lived for 14 years in Asia and was an active participant in policy dialogues in South and Southeast Asia. From 1996 to 1998, he led the governance section of an Asian Development Bank-funded study called "Pakistan 2010," which examined subjects including judicial and legal reform, countering corruption, governance process, civil service reform, decentralization and empowering the country's citizenry. In September 1999, he served as co-team leader of a 35-member consulting team which prepared an extensive report on "Legal and Judicial Reform in Pakistan" for the Asian Development Bank.
Jensen's recent past activities include: completing a research project funded by the Ford Foundation that surveys Pakistani and Indian perceptions of doing business across their acrimonious border; serving as an outside expert in an evaluation of a World Bank project on judicial reform in Venezuela; designing and teaching a research workshop, at Stanford Law School, on judicial reform in developing countries; and serving on the advisory board of two international rule-of-law projects for the World Bank in Mexico and Argentina.
Among his recent publications are "Confronting Misconceptions and Acknowledging Imperfections: A Response To Khaled Abou El Fadl's 'Islam And Democracy'" published in the Fordham International Law Review (2003), and Beyond Common Knowledge: Empirical Approaches to the Rule of Law (Stanford University Press, 2003), which he edited with Thomas C. Heller. Nobel Laureate Joseph Stiglitz endorsed Beyond Common Knowledge with the admonition, "No scholar or policymaker should utter the words 'rule of law' without first reading this volume."

Erik Jensen holds joint appointments at Stanford Law School and Stanford’s Center on Democracy, Development and the Rule of Law. He is Lecturer in Law, Director of the Rule of Law Program at Stanford Law School, an Affiliated Core Faculty at Stanford’s Center on Democracy, Development and the Rule of Law, and Senior Advisor for Governance and Law at The Asia Foundation. Jensen began his international career as a Fulbright Scholar. He has taught and practiced in the field of law and development for 35 years and has carried out fieldwork in approximately 40 developing countries. He lived in Asia for 14 years. He has led or advised research teams on governance and the rule of law at the World Bank, the Asian Development Bank and the African Development Bank. Among his numerous publications, Jensen co-edited with Thomas Heller Beyond Common Knowledge: Empirical Approaches to the Rule of Law (Stanford University Press: 2003).
At Stanford, he teaches courses related to state building, development, global poverty and the rule of law. Jensen’s scholarship and fieldwork focuses on bridging theory and practice, and examines connections between law, economy, politics and society. Much of his teaching focuses on experiential learning. In recent years, he has committed considerable effort as faculty director to three student driven projects: the Afghanistan Legal Education Project (ALEP) which started and has developed a law degree-granting programs at the American University of Afghanistan (AUAF), an institution where he also sits on the Board of Trustees; the Iraq Legal Education Initiative at the American University of Iraq in Sulaimani (AUIS); and the Rwanda Law and Development Project at the University of Rwanda. He has also directed projects in Bhutan, Cambodia and Timor Leste. With Paul Brest, he is co-leading the Rule of Non-Law Project, a research project launched in 2015 and funded by the Global Development and Poverty Fund at the Stanford King Center on Global Development. The project examines the use of various work-arounds to the formal legal system by economic actors in developing countries. Eight law faculty members as well as scholars at the Freeman Spogli Institute are participating in the Rule of Non-Law Project.

Pascaline Dupas is a development economist seeking to better understand challenges facing poor households in lower income countries. Her aim is to identify tools and policies that can help overcome these challenges and reduce global poverty. Her research aims to understand the barriers that households and governments face in accumulating or fostering accumulation of health and education, and how these barriers can be overcome. She conducts extensive fieldwork — field experiments embedded in longitudinal data collection efforts, which are used to perform empirical tests of microeconomic theory and to quantify the effects of potential policies. Health is the primary focus of Dupas’ research to date. Her work covers the role of information and education in health behavior, and the role of subsidies in increasing adoption of health technologies.
Why the United States Spends So Much More on Health Care than Other Countries: Economic, Institutional and Political Perspectives
Abstract:
The United States spends over 17 percent of GDP on health care; the next six highest countries spend over 11 percent. This six percent differential indicates an excess spending of approximately one trillion dollars per year. Depending on the benefit from the extra spending, this suggests the possibility of a huge misallocation of resources. Also, because the federal government funds almost half of total health care spending, there are significant effects on the deficit and the debt. The main reasons for the excess are (1) the U.S. pays higher prices for drugs, devices, and equipment and higher fees to specialists and sub-specialists; (2) higher administrative costs; and (3) a more expensive mix of medical care. The seminar will focus on institutional and political explanations for the three proximate reasons.
Speaker Bio:
Victor R. Fuchs is the Henry J. Kaiser Jr Professor Emeritus at Stanford University, in the Departments of Economics and Health Research and Policy. He is also a Research Associate of the National Bureau of Economic Research and a Senior Fellow at SIEPR. He applies economic analysis to social problems of national concern, with special emphasis on health and medical care. He is author of nine books, the editor of six others, and has published over two hundred papers and shorter pieces. His current research focuses on male-female differences in mortality, reform of medical education, and the future of U.S. health care.
His best known work, Who Shall Live? Health, Economics, and Social Choice (1974; expanded edition 1998, 2nd expanded edition 2011), helps health professionals and policy makers to understand the economic and policy problems in health that have emerged in recent decades. Other books include The Service Economy (1968), How We Live (1983), The Health Economy (1986), Women’s Quest For Economic Equality (1988), and The Future of Health Policy (1993). He is the editor of Individual and Social Responsibility: Child Care, Education, Medical Care, and Long-term Care in America (1996).
Professor Fuchs was elected president of the American Economic Association in 1995. He has also been elected to the American Philosophical Society, the American Academy of Arts and Sciences, the Institute of Medicine of the National Academy of Sciences, and is an Honorary Member of Alpha Omega Alpha. He has received the John R. Commons Award, Emily Mumford Medal for Distinguished Contributions to Social Science in Medicine, Distinguished Investigator Award (Association for Health Services Research), Baxter Foundation Health Services Research Prize, and Madden Distinguished Alumni Award (New York University). ASHE’s (American Society of Health Economists) Career Award for Lifetime Contributions to the Field of Health Economics and the RAND Corporation prize for the Best Paper published in the Forum for Health Economics and Policy are named and awarded in honor of Professor Fuchs.

Contemporary Challenges in Global Public Health: A Discussion on How Health is an Integral Aspect of the Overall Development and Sustainability Landscape
For nearly 70 years, CARE has been serving individuals and families in the world's poorest communities. Today, they work in 84 countries around the world, with projects addressing issues from education and healthcare to agriculture and climate change to education and women's empowerment. Helene Gayle, president and CEO of CARE USA, will discuss her work with CARE and her experiences in the field of international development. Dr. Gayle will discuss how access to global health is integral to CARE's effort in addressing the underlying causes of extreme global poverty.
Dr. Michele Barry, director of the Center for Innovation in Global Health, will moderate a conversation between CARE President and CEO, Dr. Helene Gayle and former Prime Minister of Norway and United Nations Special Envoy, Dr. Gro Brundtland.

Dr. Gro Brundtland Bio:
Dr. Gro Harlem Brundtland is the former prime minister of Norway and the current deputy chair of The Elders, a group of world leaders convened by Nelson Mandela and others to tackle the world’s toughest issues. She was recently appointed as the Mimi and Peter E. Haas Distinguished Visitor for spring 2014 at the Haas Center for Public Service at Stanford University. Dr. Brundtland has dedicated over 40 years to public service as a doctor, policymaker and international leader. She was the first woman and youngest person to serve as Norway’s prime minister, and has also served as the former director-general of the World Health Organization and a UN special envoy on climate change.
Her special interest is in promoting health as a basic human right, and her background as a stateswoman as well as a physician and scientist gives her a unique perspective on the impact of economic development, global interdependence, environmental issues and medicine on public health.
Dr. Helene Gayle Bio:
Helene D. Gayle joined CARE USA as president and CEO in 2006. Born and raised in Buffalo, New York, she received her B.A. from Barnard College of Columbia University, her M.D. from the University of Pennsylvania and her M.P.H. from Johns Hopkins University. After completing her residency in pediatric medicine at the Children's Hospital National Medical Center in Washington, D.C., she entered the Epidemic Intelligence Service at the Centers for Disease Control and Prevention, followed by a residency in preventive medicine, and then remained at CDC as a staff epidemiologist.
At CDC, she studied problems of malnutrition in children in the United States and abroad, evaluating and implementing child survival programs in Africa and working on HIV/AIDS research, programs and policy. Dr. Gayle also served as the AIDS coordinator and chief of the HIV/AIDS division for the U.S. Agency for International Development; director for the National Center for HIV, STD, and TB Prevention, CDC; director of CDC's Washington office; and health consultant to international agencies including the World Health Organization, UNICEF, the World Bank and UNAIDS. Prior to her current position, she was the director of the HIV, TB and reproductive health program for the Bill and Melinda Gates Foundation.

Why Government Fails So Often, and How It Can Do Better
Abstract:
Professor Schuck's new book first identifies the endemic ineffectiveness of much federal domestic policy as a major cause of public disaffection with Washington. This disaffection has grown along with the size and ambition of federal programs and now threatens the very legitimacy of our polity. Synthesizing a vast amount of social science evidence and analysis, he argues that this widespread policy failure has little to do with which party dominates Congress and the White house but instead reflects the systemic, structural, institutional obstacles to effective policy. These deep obstacles to coherent policymaking include our political culture, political actors' perverse incentives, voters' collective irrationality, policymakers' poor information, the government's inherent inflexibility and lack of credibility, the effect of dynamic markets on policy coherence, the inherent limits of law as a policy instrument, a deviant implementation process, and a deteriorating bureaucracy. Those policies that have succeeded help to explain why most policies fail. Professor Schuck proposes a variety of remedies to reduce government's failure rate.
Speaker Bio:
Peter H. Schuck is the Simeon E. Baldwin Professor of Law Emeritus at Yale University in New Haven, Connecticut. He has held the Baldwin professorship since 1984, and also served as Deputy Dean of the Law School. Prior to joining the Yale faculty in 1979, he was Principal Deputy Assistant Secretary for Planning and Evaluation in the U.S. Department of Health, Education, and Welfare (1977-79), Director of the Washington Office of Consumers Union (1972-77), and consultant to the Center for Study of Responsive Law (1971-72). He also practiced law in New York City (1965-68) and holds degrees from Cornell (B.A. 1962), Harvard Law School (J.D. 1965), N.Y.U. Law School (Ll.M. in International Law 1966), and Harvard University (M.A. in Government 1969).
His major fields of teaching and research are tort law; immigration, citizenship, and refugee law; groups, diversity, and law; and administrative law. He has published hundreds of articles on these and a broad range of other public policy topics in a wide variety of scholarly and popular journals. His newest book is Why Government Fails So Often, and How It Can Do Better (April 2014). The Fight for Internet Freedom

Abstract
The Internet makes lives better, around the world, in ways people couldn't have imagined not even a decade ago. It sparks prosperity, inspires dissent, improves education, and encourages freedom. But all of the good it does is under threat, largely from governments. He will discuss where those threats are coming from, and the critical importance for us all that we overcome them.
David Drummond joined Google in 2002, initially as vice president of corporate development. Today as senior vice president and chief legal officer, he leads Google’s global teams for legal, government relations, corporate development (M&A and investment projects) and new business development (strategic partnerships and licensing opportunities).
David was first introduced to Google in 1998 as a partner in the corporate transactions group at Wilson Sonsini Goodrich and Rosati, one of the nation’s leading law firms representing technology businesses. He served as Google’s first outside counsel and worked with Larry Page and Sergey Brin to incorporate the company and secure its initial rounds of financing. During his tenure at Wilson Sonsini, David worked with a wide variety of technology companies to help them manage complex transactions such as mergers, acquisitions and initial public offerings.
