International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

On May 20, 2008, Ma Ying-jeou was inaugurated as the 12th-term president of the Republic of China (ROC). During the presidential election Ma campaigned on a platform to revive Taiwan's flagging economy and restore core values of integrity, tolerance, and enterprising spirit. Ma secured a landslide victory with a total of 58.5 percent of the vote. The 2008 election represented Taiwan's second peaceful transfer of political power, marking a milestone in the country’s democratic development. On January 14, 2012, he was re-elected as the 13th-term president, with 51.6 percent of the vote.

President Ma graduated in 1972 from Taiwan's foremost academic institution, National Taiwan University, with a bachelor's degree from the College of Law. After earning a Master of Laws (LL.M.) degree from New York University in 1976, Ma received a Doctor of Juridical Science (S.J.D.) degree from Harvard Law School in 1981, specializing in law of the sea and international economic law.

In his early political career, Ma Ying-jeou served as deputy director of the First Bureau of the Presidential Office, where he acted as President Chiang Ching-kuo's English interpreter and secretary; Chairman of the Research, Development and Evaluation Commission of the Executive Yuan; and Minister of Justice. After teaching law at the College of Law, National Chengchi University, in 1998 Ma Ying-jeou was elected Mayor of Taipei with 51 percent of the vote, and four years he won a landslide victory for a second term with 64 percent of the vote. In 2005 he was elected chairman of the Kuomintang (KMT), again by a decisive margin, and three years later he was elected president of the Republic of China.

As President, Ma Ying-jeou has addressed the repercussions of the global financial crisis, stepping up efforts to bring about a more diversified industrial structure and to jump-start new engines for economic growth in Taiwan. President Ma has attached great importance to promoting energy conservation and carbon reduction, which has helped Taiwan’s energy efficiency to exceed 2%. Crafting a response to regional economic integration in Asia has been another key policy focus for the Ma administration. In 2010, his administration successfully negotiated an Economic Cooperation Framework Agreement (ECFA) with the People's Republic of China, a landmark in the improvement of Cross-Strait relations. President Ma's creative diplomacy has brought a significant improvement in cross-strait relations while putting an end to a long and vituperative standoff between the two sides in the diplomatic sphere.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.

Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science.

Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His book In the Realm of the Last Man: A Memoir will be published in fall 2026.

Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation, and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004. He is editor-in-chief of American Purpose, an online journal.

Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), the Pardee Rand Graduate School, and Adam Mickiewicz University (Poland). He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.

Jessie Jin-Jen Leu a government official from the Republic of China (Taiwan), was a visiting scholar at the Stanford Center on Democracy, Development, and the Rule of Law (CDDRL) in 2012-13. 

Ms. Leu is a senior economic officer who worked in various positions at the Ministry of Economic Affairs of R.O.C. She is experienced on the import management and multilateral trade related to the World Trade Organization (WTO) and Asia-Pacific Economic Cooperation (APEC). Currently she is working as an associate researcher to the National Security Advisor for economic affairs.

Ms. Leu graduated from Taiwan’s Tam-Kang University with a Bachelor's degree of International Trade in 1989. She continued her Master’s degree at University of Wyoming, United States in 1995. Ms. Leu also participated in the WTO negotiation and leadership Program at the Harvard University’s Kennedy School of Government in 2003.

Abstract:

Does formalization really matter for developing economies? Informality has been considered as a negative economic factor as it has been associated with low productivity, high barriers to growth (dead capital), low government revenues and lack of access to credit and property rights. The remedy has been often sought in the formalization of informal economic activities, firms, workers and transactions. However, is formalization anyway a good option for development and growth in such hostile institutional settings like the ones existent in most developing countries including the Middle East? Will formalization save small entrepreneurs from rampant corruption, high interest rates, dependent judiciary, and weak rule of law? or are there alternative means to render the present informal settings more productive and developmental?

Speaker Bio:

Amr Adly has a Ph.D. from the European University Institute-Florence, Department of political and social sciences (Date of completion: September 2010). His thesis topic was "The political economy of trade and industrialization in the post-liberalization period: Cases of Turkey and Egypt". The thesis was published by Routledge in December 2012 under the title of State Reform and Development in the Middle East: The Cases of Turkey and Egypt.

He has several other academic publications that have appeared in the Journal of Business and Politics, Turkish Studies, and Middle Eastern Studies, in addition to articles in several other periodicals and newspapers in English and Arabic. 

Before joining Stanford, he worked as a senior researcher at the Egyptian Initiative for Personal Rights, heading the unit of social and economic rights, and at the Ministry of Foreign Affairs as a diplomat.

At Stanford, he is leading a research project on reforming the regulatory environment governing entrepreneurship after the Arab Spring in Egypt and Tunisia, which will result in policy papers as well as conferences in the two countries.

Kathryn Stoner is the Mosbacher Director of the Center on Democracy, Development, and the Rule of Law (CDDRL), and a Senior Fellow at CDDRL and the Center on International Security and Cooperation at FSI. From 2017 to 2021, she served as FSI's Deputy Director. She is Professor of Political Science (by courtesy) at Stanford and she teaches in the Department of Political Science, and in the Program on International Relations, as well as in the Ford Dorsey Master's in International Policy Program. She is also a Senior Fellow (by courtesy) at the Hoover Institution.

Prior to coming to Stanford in 2004, she was on the faculty at Princeton University for nine years, jointly appointed to the Department of Politics and the Princeton School for International and Public Affairs (formerly the Woodrow Wilson School). At Princeton she received the Ralph O. Glendinning Preceptorship awarded to outstanding junior faculty. She also served as a Visiting Associate Professor of Political Science at Columbia University, and an Assistant Professor of Political Science at McGill University. She has held fellowships at Harvard University as well as the Woodrow Wilson Center in Washington, DC. 

In addition to many articles and book chapters on contemporary Russia, she is the author or co-editor of six books: "Transitions to Democracy: A Comparative Perspective," written and edited with Michael A. McFaul (Johns Hopkins 2013);  "Autocracy and Democracy in the Post-Communist World," co-edited with Valerie Bunce and Michael A. McFaul (Cambridge, 2010);  "Resisting the State: Reform and Retrenchment in Post-Soviet Russia" (Cambridge, 2006); "After the Collapse of Communism: Comparative Lessons of Transitions" (Cambridge, 2004), coedited with Michael McFaul; and "Local Heroes: The Political Economy of Russian Regional" Governance (Princeton, 1997); and "Russia Resurrected: Its Power and Purpose in a New Global Order" (Oxford University Press, 2021).

She received a BA (1988) and MA (1989) in Political Science from the University of Toronto, and a PhD in Government from Harvard University (1995). In 2016 she was awarded an honorary doctorate from Iliad State University, Tbilisi, Republic of Georgia.

About the topic: When in late 2009, President Obama ordered the surge of an additional 30,000 troops into Afghanistan to reverse Taliban momentum, major tenets of the U.S. military counterinsurgency doctrine shaped the resulting campaign plan.  Adages such as "protect the population" and "clear, hold, and build" served to guide civil-military actions.  With the hindsight of four years, however, it seems clear that some of the important assumptions upon which the plan was premised were significantly flawed.  Karl Eikenberry, who served in both senior diplomatic and military posts in Afghanistan, will examine the logic of counterinsurgency doctrine as it was applied during the surge and discuss its strengths and shortcomings.

About the speaker: Karl Eikenberry served as the U.S. Ambassador to Afghanistan from May 2009 until July 2011, where he led the civilian surge directed by President Obama to reverse insurgent momentum and set the conditions for transition to full Afghan sovereignty. Before appointment as Chief of Mission in Kabul, Ambassador Eikenberry had a thirty-five year career in the United States Army, retiring in April 2009 with the rank of Lieutenant General.  He has served in various policy and political-military positions, including Deputy Chairman of the North Atlantic Treaty Organization (NATO) Military Committee in Brussels, Belgium; Director for Strategic Planning and Policy for U.S. Pacific Command at Camp Smith, Hawaii; U.S. Security Coordinator and Chief of the Office of Military Cooperation in Kabul, Afghanistan; Assistant Army and later Defense Attaché at the United States Embassy in Beijing, China; Senior Country Director for China, Taiwan, Hong Kong and Mongolia in the Office of the Secretary of Defense; and Deputy Director for Strategy, Plans, and Policy on the Army Staff.

Abstract:

The levels of violence in Mexico have dramatically increased in the last few years due to structural changes in the drug trafficking business. The increase in the number of drug trafficking organizations (DTOs) fighting over the control of territory and trafficking routes has resulted in a substantial increase in the rates of homicides and other crimes. This study evaluates the economic costs of drug-related violence. We propose electricity consumption as an indicator of the level of municipal economic activity and use two different empirical strategies to test this. To estimate the marginal effect of violence in the rate of homicides (per 100,000 inhabitants) we use an instrumental variable regression created by Mejía, Castillo and Restrepo (2012). For the average municipality, the marginal negative effect of the increase in homicides rates is substantive for earned income and the proportion of business owners, but not for energy consumption. Although negative and statistically significant, the effects are mild for labor participation. We also employ the methodology of synthetic controls to evaluate the effect that inter-narco wars have on local economies. The analysis indicates that the drug wars in those municipalities that saw dramatic increases in violence between 2006 and 2010 significantly reduced their energy consumption in the years after the change occurred, which is interpreted as a significant reduction in GDP per capita for these municipalities.

Gabriela Calderon holds a Ph.D. in Economics from Stanford University. Her research interests include policies that affect gender differences in developing countries, policy evaluation, violence in Latin America and the effect of institutions and governance on the provision of public goods and health/education outcomes. She did her master's degree in economic theory and bachelor's degree in economics at the Instituto Tecnológico Autónomo de México. Currently, in the Program on Poverty and Governance, her research analyzes the way institutions and democracy affect the provision of public goods, and the impact they have on health outcomes like infant mortality trends. She is also studying the effects of government interventions that combat drug-trafficking organizations over violence in Mexico.

Her research has focused on the topics of development, public finance, and the evaluation of public policy programs in Mexico. For example, during the summers of 2009/2010, she conducted a field experiment in Zacatecas, Mexico with Giacomo de Giorgi, an assistant professor from Stanford University, and Jesse Cuhna, a former Stanford student. The main task was to evaluate the impact of financial literacy classes on underprivileged women entrepreneurs in the region. To successfully complete an evaluation in an untreated region, they proposed collaborating with the Mexican NGO CREA on a joint project. They contacted local interviewers, trained them, and identified all women entrepreneurs in the 17 communities, in which we conducted the experiment. Preliminary results suggest that the female entrepreneurs who were randomly assigned to treatment earned higher profits, had larger revenues, and served a greater number of clients. They also found that they were more likely to implement formal accounting techniques.

She has also studied programs that are not randomly assigned as an experiment. For example, she has analyzed the effects of a national policy in Mexico of child care services, called Estancias Infantiles para apoyar a Madres Trabajadoras (EI), using administrative, census and household data. Her empirical research strategy identifies the effects of the program on both the men and women who were eligible for the program. She used time, location and eligibility variation, and considered a major threat to identification of the actual effects: for example, a manufacturer who moves into a municipality at approximately the same time as the EI program and who happens to disproportionately demand the skills of women who were eligible to the program happened to have. To ensure that such scenarios do not affect her results, she chose not triple difference strategy, in which all ineligible people are treated as “controls” for the EI-eligible families. Instead, she employs Synthetic Control Methods, using the same methodology as Abadie and Gardeazabal (2003) and Abadie, Diamond and Hainmueller (2010) to ensure that her control group has the same mix of skills and preferences as the EI-eligible group. She adapted the Synthetic Control Method to analyze repeated cross-sectional household data, which are data that are typically available in developing countries

Abstract:

How can we encourage illegal actors to seek assistance from the state? Lawbreakers are generally hesitant to engage with the state, out of fear of incurring sanctions for having violated the law. They hesitate to seek law enforcement help if they are victims of crimes. They also shy away from other state institutions that could provide them with assistance such as social and health services, or education. The paper addresses this question by evaluating whether an incentive can increase HIV/AIDS testing amongst lawbreakers, who responds, and why. It presents a randomized field experiment in which sex workers in Beijing, China were assigned an incentive for getting an HIV test.

Speaker Bio:

Margaret Boittin is a fellow at CDDRL. She is completing her PhD in Political Science at UC Berkeley, and her JD at Stanford. Her dissertation examines regulation in China, focused on state intervention in prostitution from the perspectives of health, policing, and business. Her work combines ethnographic methods, as well as field and survey experiments.

Margaret Boittin has a JD from Stanford, and is completing her PhD in Political Science at UC Berkeley. Her dissertation is on the regulation of prostitution in China. She is also conducting research on criminal law policy and local enforcement in the United States, and human trafficking in Nepal.

Shui Yung Chang (張水庸) is currently a Visiting Scholar at the Center on Democracy, Development, and the Rule of Law at Stanford University from the Ministry of Foreign Affairs of the Republic of China (Taiwan). 

Mr. Chang is a career diplomat who joined the Foreign Service in 1992 and has served in various capacities in Asia, Europe, Africa, Australia and America. His overseas posts for the Foreign Service include Vice Consul in Johannesburg, South Africa; First Secretary in New Delhi, India; and Director in Miami, Florida, United States. In Taipei he held the positions of Desk Officer of African Affairs; Section Chief of the Institute of Diplomacy and International Affairs (formerly known as Foreign Service Institute); Secretary of the Coordination Council of North American Affairs; Director of the Public Diplomacy Coordination Council on home assignment and served as the External Affairs Officer and translator to the Premier Office of Executive Yuan, R.O.C.

Mr. Chang graduated from National Taiwan University with a Bachelor of Arts in Foreign Languages and Literatures in 1991. He continued his education on History of Art at University of Pretoria, South Africa 1996-1997, and obtained Master of Arts in Strategic Studies from Australian National University, Australia in 2005. He also received his certificate on diplomacy from Oxford University, United Kingdom in 1995. 

Mr. Chang speaks fluent Taiwanese, Mandarin and English. His research interests include Asia studies, International Affairs, Taiwan Foreign Policy, Public Diplomacy, Democracy and Development. In his career he also actively involved in the promotion of culture, academy and humanitarian work for Taiwan. Over the years, Mr. Chang has travelled widely across countries and continents on his official trips and personal tours with family. He is married to Ms Maya Chen and has two children, Sonia and Sophia Chang. They currently reside in Taiwan.

Abstract:

The last few decades have seen a growth in the number and influence of governance indicators in development. These indicators shape the institutional reform agenda in many countries. They create pressure for 'reforms as signals', however, which are often limited to changes in form and not function: governments look better after reforms but are not actually better. Given evidence that this is indeed the case, the question is how to construct governance indicators and promote reforms that actually make governments more functional. Select experiences show that this is possible and suggest a new set of principles that could be used to guide institutional reforms in the future. 

 

Speaker Bio:

Matt Andrews is Associate Professor of Public Policy. His research focuses on public sector reform, particularly budgeting and financial management reform, and participatory governance in developing and transitional governments. Recent articles focus on forging a theoretical understanding of the nontechnical factors influencing success in reform processes. Specific emphasis lies on the informal institutional context of reform, as well as leadership structures within government-wide networks. This research developed out of his work in the provincial government of Kwa-Zulu Natal in South Africa and more recently from his tenure as a Public Sector Specialist working in the Europe and Central Asia Region of the World Bank. He brings this experience to courses on public management and development. He holds a BCom (Hons) degree from the University of Natal, Durban (South Africa), an MSc from the University of London, and a PhD in Public Administration from the Maxwell School, Syracuse University.

Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science.

Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His book In the Realm of the Last Man: A Memoir will be published in fall 2026.

Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation, and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004. He is editor-in-chief of American Purpose, an online journal.

Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), the Pardee Rand Graduate School, and Adam Mickiewicz University (Poland). He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.

Qatar has become an Arab country with a high international profile and an ambitious foreign policy, particularly as a result of its role in the Arab Spring. It has cultivated a reputation as a political mediator and a key source of foreign aid. Following the Libyan uprising, Qatar demonstrated further political adaptability in leading regional action against the Gaddafi regime.

However, this foreign policy does not appear to be built on long-term planning, but rather seems centred on opportunism and promiscuity as Qatar engages with multiple, often clashing, actors and plays the role of political maverick in the Middle East. This article assesses the key components of Qatari foreign policy, as well as public diplomacy, highlighting the potential implications of the lack of a coherent foreign strategy for the country, both on the domestic and external fronts.

Domestically, Qatar faces increasing pressure for reform and the prospect of instability, both catalyzed by high centralization of decision-making with regard to Qatari policy. Externally, it risks overextending its network of political partners to involve potentially volatile actors, losing the credibility of its public diplomacy messages, and subsequently, international scepticism towards its foreign policy motives.

Those domestic and external factors highlight the limits of relying on pragmatism in Qatari foreign policy and the need for long-term strategy if Qatar is to maintain its leadership role in the Middle East.
