Prof. Edward I–Hsin Chen, who earned his Ph.D. from Department of Political Science at Columbia University in 1986, is currently teaching in the Graduate Institute of Americas (GIA) at Tamkang University. He was a Legislator from 1996 to1999, an Assemblyman in 2005, and the director of the institute from 2001 to 2005. He specializes in IR theories, IPE theories, and decision-making theories of U.S. policy toward China and Taiwan. Prof. Yann-huei Song is currently a research fellow at the Institute of European and American Studies, and joint research fellow at the Centre for Asia-Pacific Area Studies, Academia Sinica, Taipei, Taiwan, the Republic of China. 

Professor Song received his Ph.D. in International Relations from Kent State University, Ohio, and L.L.M. as well as J.S.D. from the School of Law (Boalt Hall), University of California, Berkeley, the United States. 

He has broad academic interests covering ocean law and policy studies, international fisheries law, international environmental law, maritime security, and the South China Sea issues. He has been actively participating in the Informal Workshop on Managing Potential Conflicts in the South China Sea (the SCS Workshop) that is organized by the government of the Republic of Indonesia. 

Professor Song is the convener of Academia Sinica’s South China Sea Interdisciplinary Study Group and the convener of the Sino-American Research Programme at the Institute of European American Studies. He is a member of the editorial boards of Ocean Development and International Law and Chinese (Taiwan) Yearbook of International Law and Affairs. He has frequently been asked to provide advisory opinions by a number of government agencies in Taiwan on the policy issues related to the East and South China Seas.

Abstract:

This talk will unveil the story of Taiwan’s economic transformation between 1949 and 1960, as Chiang Kai-shek and his Nationalist leaders turned away from a command economy to build a market economy more productive than any in Chinese history.

The talk gives special attention to how a small group ofpolitical and economic leaders began to formulate and later implement a bold new economic vision for Taiwan. In the process, they embraced institutional and organizational innovations that led to a dismantling of Taiwan's earlier centralized command economy and the growth of a new market system.

Much information in this research was obtained from historical papers that were recently made available at the Hoover Institution of Stanford University: the diaries of Chiang Kai-shek, Kuomintang party archives, and personal papers of Kuomintang leaders. It also makes use of first-hand oral interviews with former Nationalist officials and economists.

 

Speaker Bio:

Tai-chun Kuo is Research Fellow at the Hoover Institution, Stanford University. She was a Visiting Lecturer at the Center for East Asian Studies, Stanford University (2003) and Associate Professor at the Graduate Institute of American Studies, Tamkang University (Taiwan, 1997-2000). Prior to these positions, she served as Press Secretary to the President of the Republic of China (1990-1995), Deputy Director-General of the First Bureau of the Presidential Office (1989-1997), and Director of the ROC Government Information Office in Boston (1987-1988).

Outside of her own research, since 2003 she has assisted the Hoover Institution Archives in developing its Modern China Archives and Special Collections, including Kuomintang (Nationalist) party archives, diaries of Chiang Kai-shek and Chiang Ching-kuo, personal papers of T. V. Soong, H. H. K’ung, and other leading Chinese individuals.

Her major publications include Taiwan's Economic Transformation: Leadership, Property Rights, and Institutional Change; T. V. Soong in Modern Chinese History, China’s Quest for Unification, National Security, and Modernization; Breaking with the Past: China’s First Market Economy; Watching Communist China, 1949-79: A Methodological Review of China Studies in the United States of America and Taiwan; and The Power and Personality of Mao Tse-tung, among others.

President Obama and Mitt Romney meet for their third debate to discuss foreign policy on Monday, when moderator Bob Schieffer is sure to ask them about last month's terrorist attack in Libya and the nuclear capabilities of Iran.

In anticipation of the final match between the presidential candidates, researchers from five centers at Stanford’s Freeman Spogli Institute for International Studies ask the additional questions they want answered and explain what voters should keep in mind.


What can we learn from the Arab Spring about how to balance our values and our interests when people in authoritarian regimes rise up to demand freedom?  

What to listen for: First, the candidates should address whether they believe the U.S. has a moral obligation to support other peoples’ aspirations for freedom and democracy. Second, they need to say how we should respond when longtime allies like Egypt’s Hosni Mubarak confront movements for democratic change.

And that leads to more specific questions pertaining to Arab states that the candidates need to answer: What price have we paid in terms of our moral standing in the region by tacitly accepting the savage repression by the monarchy in Bahrain of that country's movement for democracy and human rights?  How much would they risk in terms of our strategic relationship with Bahrain and Saudi Arabia by denouncing and seeking to restrain this repression? What human rights and humanitarian obligations do we have in the Syrian crisis?  And do we have a national interest in taking more concrete steps to assist the Syrian resistance?  On the other hand, how can we assist the resistance in a way that does not empower Islamist extremists or draw us into another regional war?  

Look for how the candidates will wrestle with difficult trade-offs, and whether either will rise above the partisan debate to recognize the enduring bipartisan commitment in the Congress to supporting democratic development abroad.  And watch for some sign of where they stand on the spectrum between “idealism” and “realism” in American foreign policy.  Will they see that pressing Arab states to move in the direction of democracy, and supporting other efforts around the world to build and sustain democracy, is positioning the United States on “the right side of history”?

What do you consider to be the greatest threats our country faces, and how would you address them in an environment of profound partisan divisions and tightly constrained budgets? 

What to listen for: History teaches that some of the most effective presidential administrations understand America's external challenges but also recognize the interdependence between America's place in the world and its domestic situation.

Accordingly, Americans should expect their president to be deeply knowledgeable about the United States and its larger global context, but also possessed of the vision and determination to build the country's domestic strength.

The president should understand the threats posed by nuclear proliferation and terrorist organizations. The president should be ready to lead in managing the complex risks Americans face from potential pandemics, global warming, possible cyber attacks on a vulnerable infrastructure, and failing states.

Just as important, the president needs to be capable of leading an often-polarized legislative process and effectively addressing fiscal challenges such as the looming sequestration of budgets for the Department of Defense and other key agencies. The president needs to recognize that America's place in the world is at risk when the vast bulk of middle class students are performing at levels comparable to students in Estonia, Latvia and Bulgaria, and needs to be capable of engaging American citizens fully in addressing these shared domestic and international challenges.

Should our government help American farmers cope with climate impacts on food production, and should this assistance be extended to other countries – particularly poor countries – whose food production is also threatened by climate variability and climate change?

What to listen for: Most representatives in Congress would like to eliminate government handouts, and many would also like to turn away from any discussion of climate change. Yet this year, U.S. taxpayers are set to pay up to $20 billion to farmers for crop insurance after extreme drought and heat conditions damaged yields in the Midwest.

With the 2012 farm bill stalled in Congress, the candidates need to be clear about whether they support government subsidized crop insurance for American farmers. They should also articulate their views on climate threats to food production in the U.S. and abroad.

Without a substantial crop insurance program, American farmers will face serious risks of income losses and loan defaults. And without foreign assistance for climate adaptation, the number of people going hungry could well exceed 15 percent of the world's population.

What is your vision for the United States’ future relationship with Europe? 

What to listen for: Between the end of World War II and the end of the Cold War, it was the United States and Europe that ensured world peace. But in recent years, it seems that “Europe” and “European” have become pejoratives in American political discourse. There’s been an uneasiness over whether we’re still friends and whether we still need each other. But of course we do.

Europe and the European Union share with the United States of America the most fundamental values, such as individual freedom, freedom of speech, freedom to live and work where you choose. There’s a shared respect of basic human rights. There are big differences with the Chinese, and big differences with the Russians. When you look around, it’s really the U.S. and Europe together with robust democracies such as Canada and Australia that have the strongest sense of shared values.

So the candidates should talk about what they would do as president to make sure those values are preserved and protected and how they would make the cooperation between the U.S. and Europe more effective and substantive as the world is confronting so many challenges like international terrorism, cyber security threats, human rights abuses, underdevelopment and bad governance.

Historical and territorial issues are bedeviling relations in East Asia, particularly among Japan, China, South Korea, and Southeast Asian countries. What should the United States do to try to reduce tensions and resolve these issues?

What to listen for: Far from easing as time passes, unresolved historical, territorial, and maritime issues in East Asia have worsened over the past few years. There have been naval clashes, major demonstrations, assaults on individuals, economic boycotts, and harsh diplomatic exchanges. If the present trend continues, military clashes – possibly involving American allies – are possible.

All of the issues are rooted in history. Many stem from Imperial Japan’s aggression a century ago, and some derive from China’s more assertive behavior toward its neighbors as it continues its dramatic economic and military growth. But almost all of problems are related in some way or another to decisions that the United States took—or did not take—in its leadership of the postwar settlement with Japan.

The United States’ response to the worsening situation so far has been to declare a strategic “rebalancing” toward East Asia, aimed largely at maintaining its military presence in the region during a time of increasing fiscal constraint at home. Meanwhile, the historic roots of the controversies go unaddressed.

The United States should no longer assume that the regional tensions will ease by themselves and rely on its military presence to manage the situation. It should conduct a major policy review, aimed at using its influence creatively and to the maximum to resolve the historical issues that threaten peace in the present day.

Abstract
At the end of February 2012, the number of mobile subscribers topped 1 billion in China, an average of around four out of every five people, and this number never stops increasing. What are the consequences of such popularity of a communication technology in China, the largest authoritarian state in the world? Among many things, the ubiquity of mobile phones in China, as in other authoritarian states, dramatically changes the way people experience and cope with everyday communication activities, offering unprecedented opportunities for them to expose discontent, air grievances, and coordinate online/offline collective resistance—in short, nourishing changes in political culture and power structure.

My study explores how people appropriate and use their mobile phones to initiate, organize, and mobilize collective resistance and popular protests in contemporary China. Specifically, my presentation will focus on mobile phone rumor as an emerging form of public resistance at the grassroots level in contemporary China. By focusing on several concrete case studies with 80+ in-depth interviews, my study observes that the low-cost and user-friendly mobile device lowers the average protest threshold, creating an opportunity for people, especially those without complicated communication skills, to organize or participate in resistance. The mutual visibility of meta-communication through mobile network greatly increases both credibility of information and sense of security for participation. Additionally, the synchronous mobile communication accumulates rumor discourse into resistance in a very short time. As a kind of contentious politics, rumor communication via mobile phones shows the opposition to government censorship and control of communications, and most important, the resistance against the use of the accusation of “rumor” by authorities to stifle any different voices.

Finally, I will highlight that both the Party-state mass media and the Internet in China tend to focus our gaze too much on “public” communications flows and their related public sphere, ignoring invisible but relevant interpersonal communication as well as the fact that the motivation and actions of human beingsare rooted in the experiences of everyday life.

 

Jun Liu just finished his Ph.D. study at University of Copenhagen and is currentlya visiting researcher in Stanford University. His research interest covers the relationship between media, contemporary culture, and political and social change in China with particular attention to the importance of new media andcommunications technologies including the Internet and mobile phones. He has a Ph.D. in Chinese studies. He has articles published and forthcoming in several academic journals, including Modern Asian Studies and the Journal of Computer-Mediated Communication.

The more a country depends on aid, the more distorted are its incentives to manage its own development in sustainably beneficial ways. Cambodia, a post-conflict state that cannot refuse aid, is rife with trial-and-error donor experiments and their unintended results, including bad governance—a major impediment to rational economic growth. Massive intervention by the UN in the early 1990s did help to end the Cambodian civil war and to prepare for more representative rule. Yet the country’s social indicators, the integrity of its political institutions, and its ability to manage its own development soon deteriorated. Based on a comparison of how more and less aid-dependent sectors have performed, Prof. Ear will highlight the complicity of foreign assistance in helping to degrade Cambodia’s political economy. Copies of his just-published book, Aid Dependence in Cambodia, will be available for sale. The book intertwines events in 1990s and 2000s Cambodia with the story of his own family’s life (and death) under the Khmer Rouge, escape to Vietnam in 1976, asylum in France in 1978, and immigration to America in 1985.

Sophal Ear was named a Young Global Leader by the World Economic Forum in 2011 and a TED Fellow in 2009. His next book—The Hungry Dragon: How China’s Resources Quest is Reshaping the World, co-authored with Sigfrido Burgos Cáceres—will appear in February 2013. Prof. Ear is vice-president of the Diagnostic Microbiology Development Program, advises the University of Phnom Penh’s master’s program in development studies, and serves on the international advisory board of the International Public Management Journal. He wrote and narrated “The End/Beginning: Cambodia,” an award-winning documentary about his family’s escape from the Khmer Rouge. He has a PhD in political science, two master’s degrees from the University of California-Berkeley, and a third master’s from Princeton University.

For Mariah Halperin, it was an extraordinary moment.

The Stanford senior – who is writing a thesis on the development of democracy in Turkey – sat across a table from Kemal Dervis, a former Turkish minister of economic affairs and treasury. Halperin was among several students in the Center on Democracy, Development, and the Rule of Law honors program spending the better part of an hour listening to Dervis speak on the global economy and other topics.

“It was an amazing opportunity,” said Halperin, who was able to ask Dervis about his reform efforts as minister.

The meeting was one of more than a dozen similar sessions the students participated in over five days during a visit to Washington, D.C. The mid-September trip to the nation’s capital was a highlight of CDDRL’s honors college program, which was recently endowed with a gift from philanthropists Sakurako and William Fisher. 

Led by CDDRL Director Larry Diamond and Francis Fukuyama, this year’s honors program director and a senior fellow at the Freeman Spogli Institute for International Studies, the students saw the inside workings of government and development organizations and had lively question-and-answer sessions with a host of prominent figures.

They went to the Center for Strategic and International Studies, the World Bank, the U.S. Agency for International Development, and the Millennium Challenge Corp.  They met with Stephen Hadley, who served as President George W. Bush’s national security advisor, and Carl Gershman, president of the National Endowment for Democracy. And they spoke with Inter-American Dialogue President Michael Shifter.

“Expectations were high; the trip lived up to them,” said Imani Franklin. The international relations major joins Halperin and seven others in this year’s honors class.

“Just mind-blowing to me, that you’re meeting just all these incredibly famous people in such a small setting,” Kabir Sawhney, a management science and engineering major, said after meeting with Dervis at The Brookings Institution, where he is a vice president and director of global economy and development.

The program, whose formal name will be the Sakurako and William Fisher Family Undergraduate Honors Program at CDDRL, was created by a group headed by FSI senior fellows Kathryn Stoner and Michael A. McFaul, who is now Washington’s ambassador to Moscow.

The program allows seniors to graduate with honors in democracy, development and rule of law. Its roots go back seven years, when Stoner-Weiss was teaching a single class to 20 students. 

"Our goal had always been to truly create...an interdisciplinary program,'' Stoner-Weiss said. "It's become, I think, a lot more than we thought it might be.”

Initially the program was for students studying international relations or political science. That changed last year, when the university made CDDRL honors an interdisciplinary program. Diamond said at that point the program crossed a critical threshold, that now it can engage a wider range of students and has become more competitive and more selective.

“It wasn’t as rich and diverse a mix,” said Diamond, who also believes opening the program to students across campus has benefited those who are accepted.

“I think, in a way, it’s more fun for them because they have a more diverse group,” he said.

This year’s group does include two international relations and one political science major. But Halperin is majoring in history and others are studying human biology, public policy, earth systems and economics.

“I wanted to do it because I wanted a challenge, and I wanted to work intensely in a discipline in which I had no experiences,” said Holly Fetter, who is pursuing a bachelor’s in comparative studies in race and ethnicity and a master’s in sociology. “I knew I wanted an international perspective that I had not sought out yet as an undergraduate.”

Sawhney said the honors program allows him to pursue a thesis outside his engineering major and gain a measure of depth in something other than his major before he graduates.

“This is something I can do that’s going to be a very unique experience,” said Sawhney, whose thesis will be a study of the effect of regime type on a country’s propensity to default on its sovereign debt obligations.

Thomas Alan Hendee – who was born in Sao Paulo, Brazil, and whose thesis will be a study of the social determinants of health in Brazilian slums and how they affect child health – said he wanted to be a part of the honors program since freshman year.

“This is the second year when they’ve allowed people from all over the university to come in, and I’m really thankful for that opportunity,” he said.

Explaining the decision to endow the program, Sakurako Fisher said she and her husband are making a yearly investment in a group of students “who are going to go out and make the world a better place,’’ and that some CDDRL honors students may in their careers have an impact that brings more than a ripple of benefit to people in distant lands.

“It could be a tidal wave. It could be a tidal wave on another shore,’’ she said. “We may not know that for 30 years.’’

Fisher said whether or not an honors student ultimately works in one of the fields the program focuses on, the experience of going through the program will affect how each lives his or her life.

“Maybe they don’t stay in this area, but it always influences their decisions for the rest of their lives,’’ she said.

Julie Veroff, who was a member of the first CDDRL honors program class, said the experience has served her well since she graduated from Stanford in 2007.

Veroff went on to receive a master's in international development from Oxford and spent three years as executive director of Face AIDS, the San Francisco-based nonprofit organization that was created by Stanford students to engage high school and college students in the fight to eradicate AIDS. Veroff is now in her first year at Yale Law School. 

"First and foremost, it gave me a lot of confidence as an intellectual person,'' said Veroff, who explained that the program led her to thoroughly explore and think critically about issues and ideas, to not just accept something at face value.

She also said the program taught her how to both accept and ask for feedback and how to be more aggressive in speaking to professors and mentors about her goals. It also left her with lasting connections with peers and professors she can turn to for help - or for a simple friendly conversation. 

"I can't remember anything from statistics, but certainly that peer community is long lasting. And for that I'm grateful,'' she said. 

Honors program students must have at least a 3.5 grade point average, and they apply to the program in the winter quarter of their junior year. Those accepted begin their studies with a three-unit research seminar in the spring quarter of their junior year. 

The students are also encouraged to do field work or other research over the summer before senior year, and several members of this year’s group ranged far and wide over the globe. Keith Calix, whose thesis will examine the relationship of post-apartheid education reform and the rise of organized crime in Cape Town, spent the spring and much of the summer in South Africa.

Fetter, whose focus is the influence of U.S. funding on the development of China’s civil society, did research in Beijing. Halperin spent the summer in Turkey. And Franklin, who will assess whether exposure to Western beauty standards impacts the self-image of women in the developing world, studied Arabic in Jordan. 

Lina Hidalgo is studying the social and political impacts of media in Egypt and China and spent time in both countries. Anna Schickele spent two weeks in Peru to explore the determinants of farmer participation in agricultural development projects in the country. Vincent Chen, who was unable to make the trip to Washington, will study how democratic and autocratic systems affect the formation and efficacy of their environmental policies.

Diamond said the number of students admitted to the program is limited not only by the academic requirements, but also to allow the scholars to be able to develop strong relationships with each other and their instructors.

“I think that having somewhere between about eight to 12 students is a good size. That’s kind of been the size the last few years,” he said.

In D.C., students said bonds were being formed.

“We’re getting more of an idea of what we’re all working on,” said Halperin.  And Hendee said there must be camaraderie in order to face the work ahead.

“It’s a struggle,” he said, “a year-long struggle we’re going to be in together.”

Jenna Nicholas, who was in last year’s honors program, said it was valuable to have her colleagues’ perspectives and opinions as she worked on her thesis that examined the growth of civil society in China. She said her group offered hard analysis of one another’s work, and that the program resulted in her improving her own critical-thinking skills. Nicholas, who is completing her master’s in organizational behavior at Stanford, also advised this year’s group to “keep the commitment level up.”

Then, with a laugh, she said: “And remember what your hypothesis was.”

Diamond said that in terms of teaching, the honors program has become CDDRL’s crown jewel. He said students’ research, which results in theses of 75 to 125 pages, is having an impact.

Otis Reid, who graduated from the program last year, was recognized by the university with the David M. Kennedy Honors Thesis Prize and the Firestone Medal for Excellence - the top prizes for undergraduate social science research - for his thesis on the impact of concentrated ownership on the value of publicly traded firms on the Ghana Stock Exchange.

“They’re generating new knowledge,” Diamond said. “It’s not just an exercise.”

Before heading back to Stanford in late September, the students received an invitation to return to the nation’s capital from David Yang, director of the U.S. AID Center of Excellence on Democracy, Human Rights & Governance in the Bureau for Democracy, Conflict and Humanitarian Assistance.

“Come back,” Yang said. “We’ll share your papers and debate your findings.”

Yeliang Xia is a professor in the Department of Economics at Peking University. His research fields include institutional economics, macroeconomic analysis and public policy, economic history, and labor economics. He has been teaching Principles of Economics, Labor Economics, Institutional Economics, and Western Economic History at Peking University since 2000.

He was deputy director of the institute of public policy, China Society for Restructuring Economic System (2003 –2009) and deputy director of the Center for Western Economic Theory, Peking University(2004--2009). He is also one of the founders of Cathay Institute of Public Affairs (CIPA or “Jiuding” in Chinese).

His books, the Economic Anatomy of Public Issues (2002) and the Weight that Economics Could Not Bear (2003) analyzed economic reform, institutional change and public issues in contemporary China.
