Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

Russia's March 2000 presidential election represents one step forward and two steps back for Russian democracy. For the first time in Russia's history, power within the Kremlin has changed hands through an electoral process. The election not only took place but was conducted as constitutionally prescribed, no small achievement for a country with Russia's authoritarian history. More than two-thirds of the eligible voters participated, and they appeared to make informed choices among a range of candidates who offered competing platforms, policies, and leadership styles. The election, however, was not contested on a level playing field. The winner, acting president Vladimir Putin, enjoyed tremendous advantages that tainted the process. Although weak in some arenas, the Russian state still enjoys too much power with respect to the electoral process, while nongovernmental forces--political parties, civic organizations, trade unions, and independent business groups--remain too weak to shape the outcomes of elections.

A party system is an essential attribute of a democratic policy. No parties, no democracy. Despite the erosion of the influence of parties in old democracies and the difficulties of establishing new parties in new democracies, theorists still agree that parties and a party system are necessary evils for the functioning of representative government. In liberal democracies, parties perform several tasks. During elections, they provide voters with distinctive choices, be they ideological, social, or even ethnic. After elections, parties then represent the interests of their constituents in the formulation (and sometimes implementation) of state policy. The degree of party penetration of state institutions need not correlate directly with a given party?s power over policy outcomes. Empowered by expertise or connections to key decision makers, small parties can have inordinate influence over policy debates, while large parties may suffer the opposite: no expertise, no personal networks, and therefore, little influence over policy. Yet, some degree of representation within the state is usually necessary for a party to influence policy outcomes. In polities with highly developed party systems, parties also perform other functions that can include everything from organizing social life to social welfare.

Panelist biographies: A specialist on democracy in Asia, Africa, and Latin America, Professor Diamond was in Taiwan as an official observer of the March election. He is co-editor of Journal of Democracy. A former associate editor of the Journal of Asian Studies, Dr. Myers has taught economics at National Taiwan University in Taipei. He was an observer of the March election. Formerly the Consul-General of Taiwan in South Africa, Dr. Feng is currently the Executive Secretary for the Research and Planning Board of the Taiwanese Ministry of Foreign Affairs. Dr. Zhao is author of Across the Taiwan Strait: Mainland China, Taiwan, and the 95-96 Crisis, and Associate Professor of Politics at Colby College. He was an official election observer for the Mainland Affairs Commission of Taiwan.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.

Days after staring down the August 1991 coup attempt, Russian President Boris Yeltsin boasted a 90 percent approval rating at home, adorned the cover of every international weekly in the world, and was christened a democratic hero by world leaders from Washington to Tokyo. When he suddenly resigned as president on December 31, 1999, Yeltsin enjoyed an eight percent approval rating at home (with a margin of error of plus or minus four percent). He probably had only two or three international calls to make. With the exception of Bill Clinton and a few others, Yeltsin had almost no friends in high places left. Even the Western media all but ignored the passing of this onetime hero. When Clinton appeared that morning to comment on Yeltsin's retirement, most American television networks chose instead to air the fireworks display in Beijing.

When Taiwan's government launched Hsinchu Science-based Industrial Park Project in 1979, the objectives were three fold: to revitalize the country's economic growth, to establish its indigenous high-tech base, and to slow down the (then) serious brain drain problem. After extensive consultations, study tours, and careful evaluation, a strategy was adopted to emulate Silicon Valley. The key ingredients of the strategy were to establish favorable investment and living environments for high tech entrepreneurs, to lure back some expatriate brain power, and to train more science and engineering graduates. The initial plan involved a 10-year, $500 million government fund to develop a nearly 600 hectare science park in Hsinchu, where two prestigious universities and a government funded research institution already were located. The Taiwanese government established a Hsinchu Science-based Industrial Park Administration in 1979 to execute this plan. What has happened during the past 20 years? The current status of the Hsinchu Park will be presented to substantiate the original plan and strategy. Dr. Irving T. Ho currently serves as Chairman of the Board of EiC Corp. His distinguished career includes serving as the first Director General of the Hsinchu Science-Based Industrial Park, President and CEO of International Integrated System, Inc., Vice Chairman of Taiwan's National Science Council, and senior manager and award winning researcher at IBM's East Fishkill Laboratory. Holder of 34 US patents, Dr. Ho received his M.S. and Ph.D. degrees in Electrical Engineering from Stanford University.

Much social theory takes for granted the core conceit of modern culture, that modern actors - individuals, organizations, nation states - are autochthonous and natural entities, no longer really embedded in culture. Accordingly, while there is much abstract metatheory about 'actors' and their 'agency,' there is arguably little theory about the topic. This article offers direct arguments about how the modern (European, now global) cultural system constructs the modern actor as an authorized agent for various interests via an ongoing relocation into society of agency originally located in transcendental authority or in natural forces environing the social system. We see this authorized agentic capability as an essential feature of what modern theory and culture call an 'actor,' and one that, when analyzed, helps greatly in explaining a number of otherwise anomalous or little analyzed features of modern individuals, organizations, and states. These features include their isomorphism and standardization, their internal decoupling, their extraordinarily complex structuration, and their capacity for prolific collective action.

Russia today is an electoral democracy. Political leaders come to power through the ballot box. They are not appointed by the Central Committee of the Communist Party. They do not take office by seizing power through the use of force. Most elites in Russia and the vast majority of the Russian population now recognize elections as the only legitimate means to power. Leaders and parties that espouse authoritarian practices--be they fascists or neocommunists--have moved to the margins of Russia's political stage. Given Russia's thousand-year history of autocratic rule, the emergence of electoral democracy must be recognized as a revolutionary achievement of the last decade.

Professor Karl has published widely on comparative politics and international relations, with special emphasis on the politics of oil-exporting countries, transitions to democracy, problems of inequality, the global politics of human rights, and the resolution of civil wars. Her works on oil, human rights and democracy include The Paradox of Plenty: Oil Booms and Petro-States (University of California Press, 1998), honored as one of the two best books on Latin America by the Latin American Studies Association, the Bottom of the Barrel: Africa's Oil Boom and the Poor (2004 with Ian Gary), the forthcoming New and Old Oil Wars (with Mary Kaldor and Yahia Said), and the forthcoming Overcoming the Resource Curse (with Joseph Stiglitz, Jeffrey Sachs et al). She has also co-authored Limits of Competition (MIT Press, 1996), winner of the Twelve Stars Environmental Prize from the European Community. Karl has published extensively on comparative democratization, ending civil wars in Central America, and political economy. She has conducted field research throughout Latin America, West Africa and Eastern Europe. Her work has been translated into 15 languages.

Karl has a strong interest in U.S. foreign policy and has prepared expert testimony for the U.S. Congress, the Supreme Court, and the United Nations. She served as an advisor to chief U.N. peace negotiators in El Salvador and Guatemala and monitored elections for the United Nations. She accompanied numerous congressional delegations to Central America, lectured frequently before officials of the Department of State, Defense, and the Agency for International Development, and served as an adviser to the Chairman of the House Sub-Committee on Western Hemisphere Affairs of the United States Congress. Karl appears frequently in national and local media. Her most recent opinion piece was published in 25 countries.

Karl has been an expert witness in major human rights and war crimes trials in the United States that have set important legal precedents, most notably the first jury verdict in U.S. history against military commanders for murder and torture under the doctrine of command responsibility and the first jury verdict in U.S. history finding commanders responsible for "crimes against humanity" under the doctrine of command responsibility. In January 2006, her testimony formed the basis for a landmark victory for human rights on the statute of limitations issue. Her testimonies regarding political asylum have been presented to the U.S. Supreme Court and U.S. Circuit courts. She has written over 250 affidavits for political asylum, and she has prepared testimony for the U.S. Attorney General on the extension of temporary protected status for Salvadorans in the United States and the conditions of unaccompanied minors in U.S. custody. As a result of her human rights work, she received the Doctor of Humane Letters, honoris causa from the University of San Francisco in 2005.

Professor Karl has been recognized for "exceptional teaching throughout her career," resulting in her appointment as the William R. and Gretchen Kimball University Fellowship. She has also won the Dean's Award for Excellence in Teaching (1989), the Allan V. Cox Medal for Faculty Excellence Fostering Undergraduate Research (1994), and the Walter J. Gores Award for Excellence in Graduate and Undergraduate Teaching (1997), the University's highest academic prize. Karl served as director of Stanford's Center for Latin American Studies from 1990-2001, was praised by the president of Stanford for elevating the Center for Latin American Studies to "unprecedented levels of intelligent, dynamic, cross-disciplinary activity and public service in literature, arts, social sciences, and professions." In 1997 she was awarded the Rio Branco Prize by the President of Brazil, Fernando Henrique Cardoso, in recognition for her service in fostering academic relations between the United States and Latin America.

Coit Blacker is a senior fellow emeritus at the Freeman Spogli Institute for International Studies, the Olivier Nomellini Professor Emeritus in International Studies at the School of Humanities and Sciences, and a Bass University Fellow in Undergraduate Education. He served as director of FSI from 2003 to 2012. From 2005 to 2011, he was co-chair of the International Initiative of the Stanford Challenge, and from 2004 to 2007, served as a member of the Development Committee of the university's Board of Trustees.

During the first Clinton administration, Blacker served as special assistant to the president for National Security Affairs and senior director for Russian, Ukrainian and Eurasian affairs at the National Security Council (NSC). At the NSC, he oversaw the implementation of U.S. policy toward Russia and the New Independent States, while also serving as principal staff assistant to the president and the National Security Advisor on matters relating to the former Soviet Union.

Following his government service, Blacker returned to Stanford to resume his research and teaching. From 1998 to 2003, he also co-directed the Aspen Institute's U.S.-Russia Dialogue, which brought together prominent U.S. and Russian specialists on foreign and defense policy for discussion and review of critical issues in the bilateral relationship. He was a study group member of the U.S. Commission on National Security in the 21st Century (the Hart-Rudman Commission) throughout the commission's tenure.

In 2001, Blacker was the recipient of the Laurence and Naomi Carpenter Hoagland Prize for Undergraduate Teaching at Stanford.

Blacker holds an honorary doctorate from the Russian Academy of Sciences' Institute of Far Eastern Studies for his work on U.S.-Russian relations. He is a graduate of Occidental College (A.B., Political Science) and the Fletcher School of Law and Diplomacy (M.A., M.A.L.D., and Ph.D).

Blacker's association with Stanford began in 1977, when he was awarded a post-doctoral fellowship by the Arms Control and Disarmament Program, the precursor to the Center for International Security and Cooperation at FSI.
