Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

Anatol Lieven is right to cite the West's approach to Turkey as a model for how to engage Russia today ("A different way of talking to Russia," Views, Oct. 18). Western advocates of disengagement and containment are gravely mistaken. Such an approach would only lead to greater conflict with Russia and would further isolate the Russian people from the West.

However, Western leaders and especially EU leaders must not compromise their standards concerning markets and democracy.

Sergei Markov is right to worry about potential unrest and instability in Ukraine after the upcoming presidential vote. What his "view from Moscow," laid out in an op-ed in The Moscow Times earlier this week, fails to see, however, is the source of this unrest. The necessary, though not sufficient, condition for unrest is a clearly documented falsified vote. If "Moscow" is concerned about instability on Russia's border, then the Kremlin should be doing all that it can to ensure that the vote is free and fair. To date, there are few signs that Moscow is committed to facilitating such an outcome.

Of course, the playing field for all presidential candidates in the Ukrainian election has never been level, and the Kremlin has done much to tilt the context in favor of Prime Minister Viktor Yanukovych.

Did the U.S. government fund the Yushchenko campaign directly? Not to the knowledge of Michael A. McFaul. Both the International Republican Institute and the National Democratic Institute conducted training programs for Ukrainian political parties, some of which later joined the Yushchenko coalition. But in the years leading up to the 2004 votes, American ambassadors in Ukraine insisted that no U.S. government money could be provided to any candidate. Private sources of external funding and expertise aided the Yushchenko campaign. Likewise, U.S. and Russian public relations consultants worked with the Yushchenko campaign, just as U.S. and Russian public relations people were brought in to help his opponent, Viktor Yanukovych. In future elections Ukrainian officials might enforce more controls on foreign resources. But this kind of private, for-profit campaign advice occurs everywhere now, and Americans no longer control the market.

Lots of ruthless dictators have remained in power during [George W. Bush]'s tenure, but they were in power before Bush came to the White House. Russia is the only major country in the world that has, during Bush's time in office, moved from "partly free" to "not free" (as determined by Freedom House, the leading institution in the democracy assessment business). Vladimir V. Putin is also one of the few leaders in the world with whom Bush has developed a close relationship. If Russian democracy completely breaks down while Bush is still in office, Bush's decision to invest so much time and energy in Putin will look like a strategic mistake.

On the surface, the presidential election campaign in Iran underscores the weakness of the Iranian democratic movement and the futility of elections under Iran's current Constitution.

Most of the would-be candidates were barred from the election by the hard-line Guardian Council, the unelected mullahs who control Parliament. And many leading democrats, disappointed in their hopes that President Mohammad Khatami would be the reformer he had promised to be, have called for a boycott of the vote on Friday.

Beneath the surface, however, there are encouraging signs for the future of Iranian democracy.

Michael A. McFaul - First, the U.N. is not the world's legislature. Pretending that U.N. resolutions approximate laws is misleading in practice and misguided in principle. In practice, the barrage of resolutions passed every year by the General Assembly has little meaning beyond the U.N. walls. The notion, expressed by U.N. Undersecretary-General for Communications Shashi Tharoor in the latest issue of Foreign Affairs, that Security Council resolutions passed under Chapter VII of the charter are "legally binding on all member states" is also deceptive. A Security Council resolution only becomes binding when a powerful state -- i.e., the U.S. -- makes it so. Nor should U.N. "legislation" be viewed as "international law" under the current rules for membership in the U.N. How can Syria's ambassador to the U.N. claim to represent the will of his people, when his government does not? What kind of legislative body allows one royal family an equal vote to a democratic India representing a billion people?

By committing to spend $85 million to promote democracy in Iran in the next fiscal year, the Bush administration has signaled a major escalation of its efforts to challenge autocracy in Tehran. At the level of grand strategy, this major policy revision should be welcomed and supported. On principle, the U.S. should support the democratic aspirations of the Iranian people. For reasons of national security, Washington also has an interest in promoting democracy in Iran, as a democratic regime in Tehran would not threaten the U.S. or its allies and could serve as a powerful force for stability in the region.

In an article written for the current issue of the Washington Quarterly Larry Diamond, Michael A. McFaul and Abbas Milani, suggests that the U.S. government seek a comprehensive agreement with Tehran that would "end the economic embargo, unfreeze all Iranian assets, restore full diplomatic relations, support the initiation of talks on Iran's entry into the WTO, encourage foreign investment, and otherwise move toward a normal relationship with the Iranian government." In exchange, Iran would have to suspend its nuclear weapons program...
