Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

Is Democratic Capitalism in Crisis?

Many developed democracies have been swept by waves of popular anger at aspects of capitalism. Informing this anger is the perception that private-sector markets and institutions do not properly reward innovation and hard work and instead undermine democratic institutions. Democracy, in this view, is failing to create rules and policies capable of generating fair markets and delivering basic human rights and social justice.

Do capitalists and their enablers undermine the principles of democracy by exacerbating inequalities and interfering with the justice system? How can we restore fairness and trust, increase transparency, and empower truth?

Join us to discuss these critical questions in this panel discussion celebrating the launch the new Program on Capitalism and Democracy (CAD) at the Center on Democracy, Development and the Rule of Law (CDDRL). Larry Diamond, Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) and the Hoover Institution will engage with CAD faculty director Anat Admati, Professor of Finance and Faculty at the Graduate School of Business, and Patrick Alley, co-founder of the anti-corruption organization Global Witness. CDDRL Mosbacher Director Kathryn Stoner and GSB Dean Jon Levin will deliver introductory remarks.

Anat Admati is the George G.C. Parker Professor of Finance and Economics at Stanford University Graduate School of Business, Senior Fellow at the Stanford Institute for Economic Policy Research, and faculty director of the Corporations and Society Initiative. Her interests lie in the interaction of business, law, and policy, with a focus on governance and accountability issues. Since 2010, Admati has been engaged in policy discussions related to financial regulations. In 2014, she was named by Time Magazine as one of the 100 most influential people in the world and by Foreign Policy magazine as among 100 global thinkers. Admati has written on information dissemination in financial markets, financial contracting, corporate governance, and banking. She is the co-author, with Martin Hellwig, of The Bankers’ New Clothes: What’s Wrong with Banking and What to Do about It (Princeton University Press 2013, expanded edition 2024).

Patrick Alley is the co-founder Global Witness, an organization that identifies key links between environmental and human rights abuses and is one of the pioneers of the global anti-corruption movement. Since 1995, Global Witness has garnered significant accolades and global recognition, including a nomination for the 2003 Nobel Peace Prize and several prestigious awards.

Patrick’s commitment extends beyond advocacy, having conducted over fifty field investigations globally, ranging from the destruction of rainforests in Southeast Asia, Africa, and Latin America, and contributing substantially to international efforts for greater transparency and accountability in the extractive industries. His dedication reflects a core belief in the transformative power of data and transparency to address critical global challenges, leading to substantive reforms in environmental protection and governance.

Patrick Alley is the author of Very Bad People, the story of how Global Witness uncovered a worldwide network of organized criminality, kleptocracy, and corruption and exposed the people behind it. His second book, Terrible Humans, will be published in May 2024 and gives the reader a fly-on-the-wall view of the work of activists and journalists exposing a pantheon of crimes, including the operations of the Wagner Group, sanctions busting, wildlife trafficking, and top-level political corruption in the EU.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford. He leads the Hoover Institution’s programs on China’s Global Sharp Power and on Taiwan in the Indo-Pacific Region. At FSI, he leads the Program on Arab Reform and Democracy, based at the Center on Democracy, Development and the Rule of Law, which he directed for more than six years. He also co-leads with (Eileen Donahoe) the Global Digital Policy Incubator based at FSI’s Cyber Policy Center. He is the founding coeditor of the Journal of Democracy and also serves as senior consultant at the International Forum for Democratic Studies of the National Endowment for Democracy. His research focuses on democratic trends and conditions around the world and on policies and reforms to defend and advance democracy. His latest edited book (with Orville Schell), China's Influence and American Interests (Hoover Press, 2019), urges a posture of constructive vigilance toward China’s global projection of “sharp power,” which it sees as a rising threat to democratic norms and institutions. He offers a massive open online course (MOOC) on Comparative Democratic Development through the edX platform and is now writing a textbook to accompany it.

Anat R. Admati is the George G.C. Parker Professor of Finance and Economics at Stanford University Graduate School of Business (GSB), a Faculty Director of the GSB Corporations and Society Initiative, and a senior fellow at Stanford Institute for Economic Policy Research. She has written extensively on information dissemination in financial markets, portfolio management, financial contracting, corporate governance and banking. Admati’s current research, teaching and advocacy focus on the complex interactions between business, law, and policy with focus on governance and accountability.

Since 2010, Admati has been active in the policy debate on financial regulations. She is the co-author, with Martin Hellwig, of the award-winning and highly acclaimed book The Bankers’ New Clothes: What’s Wrong with Banking and What to Do about It (Princeton University Press, 2013; bankersnewclothes.com). In 2014, she was named by Time Magazine as one of the 100 most influential people in the world and by Foreign Policy Magazine as among 100 global thinkers.

Admati holds BSc from the Hebrew University, MA, MPhil and PhD from Yale University, and an honorary doctorate from University of Zurich. She has served on a number of editorial boards and is a member of the FDIC’s Systemic Resolution Advisory Committee, a former member of the CFTC’s Market Risk Advisory Committee, and a former visiting scholar at the International Monetary Fund.

Why do politicians belonging to religious minorities attain the highest political offices in some countries but not others? Koç University Professor of International Relations Şener Aktürk presented his research on the subject in a CDDRL research seminar series talk

A key element in shaping this outcome, Aktürk argued, is the configuration of a given nation’s constitutive conflict, which often takes the form of wars of independence or civil wars.  If the primary adversary in this conflict is of a different religion, he explained, the majority religion will likely be closely associated with national identity. However, in cases where that adversary is of the same religious sect, religious identity will end up becoming less central in the formation of national identity. Accordingly, it will become easier for religious minority politicians to assume leadership afterward.  If the majority religion is nationally institutionalized — which generally coincides with constitutive conflict structured along religious lines – it will likely be difficult for minority politicians to rise through the ranks. 

To illustrate this pattern, Aktürk reviewed the religious affiliation of chief executives across various countries. In the United Kingdom, whose constitutive conflict pitted Protestants against Catholics — and resulted in a Protestant victory — every Prime Minister from 1721 through 2021 was Protestant. Any claimed exceptions converted are a telling sign. Catholic, Jewish, and Muslim religious minorities had their first representatives, or “pioneers,” in the House of Commons by affiliating with the left, demonstrating that left-liberalism was their entry point into politics. 

In Catholic France, where the constitutive conflict was internal (French Revolution), there were 5 Protestant Prime Ministers, with the first one elected within the first 50 years of the Third Republic, when the new republican regime consolidated. A Jewish Prime Minister was reelected three times. The left represented politicians of minority religions, whereas the right represented those of the core group. 

In Hungary, the formative conflict consisted of Catholics fighting against each other. This has allowed Protestant minority leaders to claim they are more nationalistic than their Catholic counterparts, who were presumably forced to pick between their nation and religion. A similar story holds in Italy, the first country to have a Jewish Prime Minister. 

Germany is the most unique case, as it experienced a change in constitutive conflict. Following the Franco-Prussian War, Germany was majority Protestant, with state persecution of the Catholic minority. However, a bloodier and more traumatic constitutive conflict replaced the first one — the Holocaust and World War II. Under Hitler, who was of Austrian Catholic origin, German nationalism ceased to be a Protestant-led movement.

The Challenges of Governance in the Arab World

This talk overviews the state of governance in the Arab world and the conditions undermining governance improvement in the countries of the region, including corruption, rentier states, and social factionalism. The talk situates these realities in different conceptions and measurements of governance, including those informed by historical, governmental, economic, and sociocultural perspectives. Finally, it reflects on the prospects for a "governance renaissance" in the Arab world.

ABOUT THE SPEAKER

Raed H. Charafeddine was first vice-governor at Banque du Liban, Lebanon’s central bank, from April 2009 till March 2019 and served as alternate Governor for Lebanon at the International Monetary Fund. An expert in financial markets, his career spans thirty-five years in central and commercial banking. He is currently a partner and executive board director of Vita F&B Capital, a MEA-focused strategic advisory firm. Charafeddine served as a board member and advisor for several NGOs that focus on alleviating poverty, improving education, healthcare, social justice, and women's empowerment. He was also a volunteer consultant for the United Nations Development Program in Beirut on conflict transformation. He holds a BA and an MBA from the University of North Carolina at Charlotte.

What does women’s representation look like under autocratic governments? In a recent research seminar series talk, CDDRL Visiting Scholar Mona Tajali, who is an Associate Professor of International Relations and Women’s, Gender and Sexuality Studies at Agnes Scott College, explored the complexities of this issue in the contexts of Iran and Turkey. 

Tajali’s talk underscored the gap between women’s political participation and representation. Voter turnout rates for women match those of men, and they are quite active in political organizations and in mobilizing for political causes. However, rarely do they reach the highest level of government. It is clear that structural factors, at times more than cultural or religious factors, are impeding women’s accession to senior government posts. 

Women in Iran and Turkey, from across different ideological currents, have long been demanding greater representation and calling for a level playing field. While there has been some progress in enhancing women’s representation, Tajali reminded us that nominal representation does not always lead to meaningful power or influence. Contradictory politics intervenes, with parties sometimes treating women as politically expedient tokens.

But, despite the impediment women face in formal politics, there are many examples of feminist movements making meaningful advancements. The Turkish movement KADER ran a campaign highlighting those parties who were truly responsive to women’s demands, not just those paying lip service. This was effective in putting pressure on mainstream parties to better represent the women in their electorate. In Iran, an online campaign was launched to change the male-dominated face of parliament. It identified misogynist candidates and incumbents with a poor record in their stances on women’s rights. 

However, the state has little tolerance for women critical actors seeking to challenge the status quo. The Council of Guardians in Iran and male party leadership in Turkey have disqualified and prevented many women from running for office. There has been an uptick in the harassment and intimidation of outspoken women in the parliament, not to mention the crackdown on feminist groups. This backlash has undermined collaboration among women activists who do hold political office.

As the confidence in electoral politics wanes, an important shift is happening with a demand for bottom-up political change. Groups are coming together to discuss their grievances despite the authoritarian contexts in which they are operating. The feminist movements are becoming bolder, clearer, and less censored in their demands. From journalists to students, women are engaging in courageous acts of defiance, many of which carry very real consequences.

In April 2023, New America, the Center for Ballot Freedom, Protect Democracy, Lyceum Labs, and Stanford University’s Center on Democracy, Development and the Rule of Law convened a conference at Stanford University on the future of political parties in the United States. The conference, titled “More Parties, Better Parties,” focused on the idea that U.S. democracy would benefit from stronger and more representative parties and that essential to that vision was opportunity for more parties beyond the current party duopoly to emerge. The essays in this collection, derived from papers prepared for the conference, trace the following argument: Parties are essential institutions in a democracy; there is an unjustified hostility to parties in much American political discourse; and fluid and overlapping coalitions of a multiparty system can improve governance and confidence. We then look at the promise of fusion voting, a practice once widespread and now prohibited in most states, which could allow new parties to gain a foothold by cross-endorsing candidates from established parties.

A decade has passed since General Abdel-Fattah al-Sisi assumed the Egyptian presidency. His reign has been marked by autocratic trial-and-error governance and the prioritization of personal desires and instincts over the needs of the Egyptian people. Sisi's focus on state-led infrastructure projects, such as the building of new cities and a new Suez Canal, initially stimulated economic growth but masked underlying economic weaknesses. His military-centered economic strategy expanded the military's role in the economy, leading to a precarious autocracy heavily reliant on coercion and external support. Sisi's economic policies, marked by heavy borrowing and austerity measures, have disproportionately impacted low- and middle-class citizens, leading to rising poverty and social discontent. Despite attempts at economic reform, Sisi's governance remains characterized by personalist rule, resistance to formal institutions, and a reliance on repression to suppress dissent, leaving Egypt in a precarious economic and political state.

Why did state-building efforts in Afghanistan fail? In a CDDRL Seminar Series talk, University of Pittsburgh Professor of Public and International Affairs Jennifer Brick Mutrazashvili argued that the answer lies in the bureaucratic legacies the country inherited from the Soviet era.

Building on her fieldwork in Afghanistan and long engagement with relevant stakeholders on the ground, Murtazashvili explained that the country’s domestic institutions remained static even after the 2001 US-led intervention. Even though presidential elections were convened and a nominally democratic process was put in place, Afghan political institutions retained their longstanding feature. That is, power remained centralized by the executive without any meaningful devolution of authority to subnational structures, notwithstanding the persistence of informal governance bodies at the local level in some parts of the country.

Executive centralization of power was due to the persistence of governance patterns dating back to the Soviet era. These patterns were shaped by the influx of Soviet aid beginning in the 1950s. Soviet influence helped build highly centralized and dysfunctional institutions, which persisted through 2001. Instead of restructuring these institutions after 2001, the international community worked to preserve their centralized features, fearing that decentralization could empower local warlords. This approach aligned with the interest of national leaders who saw centralization as key to their hold on power and control over state resources. 

The Afghan public was uneasy about continued centralization. Public opinion data underscored the widespread sentiment that opportunities for participation in government were limited. People wanted to be represented by local leaders. Numerous protests broke out when the Kabul national leadership handed governorships to individuals hailing from regions other than the ones they were tasked with governing. 

These dynamics deepened feelings of disenfranchisement among communities residing outside the capital. Participation in elections declined as Afghans were disillusioned by the lack of change. With the waning of trust in democratic institutions and people failing to experience tangible change in how they are governed, the political fortunes of the Taliban grew. 

State building, Murtazashvili argued, failed in breaking from the Soviet-era legacies of centralization.

On Wednesday, December 6, Larry Diamond, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), delivered the twentieth annual Seymour Martin Lipset Lecture on Democracy in the World on “Power, Performance, and Legitimacy: Renewing Global Democratic Momentum” in Washington, D.C.

The Lipset Lecture was inaugurated in 2004 by the International Forum for Democratic Studies at the National Endowment for Democracy (NED) and the Munk School for Global Affairs at the University of Toronto as an important new forum for discourse on democracy and its progress worldwide. It is also co-sponsored by the Embassy of Canada to the United States.

The lecture was followed by a conversation between Diamond and Democratic Leader of Belarus Sviatlana Tsikhanouskaya, moderated by NED’s vice president for studies and analysis, Christopher Walker. A recording of both is available below, and the lecture will also be featured in an upcoming issue of the Journal of Democracy.
