FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

This timely study is the first to examine the relationship between competition for energy resources and the propensity for conflict in the Caspian region. Taking the discussion well beyond issues of pipeline politics and the significance of Caspian oil and gas to the global market, the book offers significant new findings concerning the impact of energy wealth on the political life and economies of Azerbaijan, Kazakhstan, and Turkmenistan. The contributors, a leading group of scholars and policymakers, explore the differing interests of ruling elites, the political opposition, and minority ethnic and religious groups region-wide.

Placing Caspian development in the broader international relations context, the book assesses the ways in which Russia, China, Iran, and Turkey are fighting to protect their interests in the newly independent states and how competition for production contracts and pipeline routes influences regional security. Woven throughout the implications for U.S. policy, giving the book wide appeal to policymakers, corporate executives, energy analysts, and scholars alike.

Alexander Wendt has drawn on an exceptional range of theoretical literature in his effort to reconceptualize the nature of the international system. His discussion of scientific realism ought to be required reading for any student of international relations, or political science for that matter. He puts to rest the notion that constructivism is necessarily postmodern, devoid of an objective referent. In John Searle's felicitous formulation it is possible to have a subjective ontology but an objective epistemology. In emphasizing that all knowledge is theory laden, Wendt underscores the point that facts never simply speak for themselves. In both the social and natural sciences brute empiricism is never an adequate research strategy. Our theories shape the way we see the world but they cannot remake the world in their own image.

Having undergone a transition from military authoritarian rule in 1987, Korea quickly became the most powerful democracy in East Asia other than Japan. But the onset of a major economic crisis revealed the dark side of the Korean model of democracy. With that crisis, and the subsequent election of the country's most determined opposition figure as president, serious questions have arisen about the new democracy's vitality.

Institutional Reform and Democratic Consolidation in Korea examines the problems and prospects of democracy in Korea a decade after the transition from military authoritarian rule, including the key factors shaping the quality and viability of Korean democracy. The emerging relationship between China and Russia is perhaps the most important force redefining international relations in post-Cold War Asia. In recent years, Russia and China have built a strategic partnership aimed at the 21st century--a development that deeply worries some Western observers and puzzles others.

In this first comprehensive study of Russian-Chinese relations, Sherman Garnett and a team of fifteen U.S., Russian, and Chinese scholars analyze the most important issues posed by the relationship, including: cross-border trade, the impact of Russia's center-periphery politics, migration, arms sales, and (mis)perceptions of one another. The book assesses what will be one of the most important relationships, economically and strategically, in the dynamic region stretching from Central Asia to the Far East. It also weighs the prospects for real cooperation between Russia, a severely weakened power, and China, a power on the rise.

Expanded scientific activity is thought to benefit national economic development through improved labor force capacities adn the creation of new knolwedge and technology. However, scientific research activity expands as a global process and reflects the penetration of societies by a general rationalistic world culture. The authors point out that scientific expansion and the accompanying cultural penetration legitimate a board progressive agenda of social amelioration (e.g., by identifying environmental and health problems, and social welfare and human rights issues) that can result in regulation and direct constrainsts on productive economic activity in teh short term. Thus, science can be seen as encouraging a trade-off between short-term economic growth and boarder (and longer-term) social development. The effects of dimensions of scientific infrastrucutre on national economic growth are examined over the 1970-1990 period. Cross-national analyses show that the size of a nation's scientific labor force and training system has a positive effect on economic development, supporting conventional theories. However, indicators of national involvement in scientific research activity show negative effects on economic growth. Corollary analyses show that this negative effect is partially explained by the expansion of scientific activity into more socially relevant domains (e.g., medicine, environmental sciences, etc.) thus supporting the main arguments.

In March 2000, Taiwan's voters ended 55 years of Nationalist Party rule by electing Chen Shui-bian to the Presidency, granting power to the Democratic Progressive Party. Now six months into his term, President Chen faces threat of recall, as well as immediate demands to surrender control over foreign policyÑincluding especially negotiations with mainland China. Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.

The war in the Democratic Republic of the Congo (DRC), which began in August 1998, is unprecedented-at times involving armies from eight African states. Soldiers from Chad are fighting alongside regiments from Namibia, Angola, and Zimbabwe in defense of President Laurent Kabila. And on offense, the two main rebel groups, the Congolese Assembly for Democracy (which is known by the acronym RCD) and the Movement for the Liberation of Congo (MLC), are backed by troops from Uganda and Rwanda. As Susan E. Rice, assistant secretary of state for African affairs, warned the House International Relations Committee in September 1998, "The fighting threatens regional stability, hampers economic progress, endangers the lives of millions of people, perpetuates human rights abuses, and impedes the democratic transformation of Africa's third-largest country." This war, Rice said, is potentially "among the most dangerous conflicts on the globe."

Yet, the war in Congo goes on almost unnoticed outside of Africa. While African heads of state spent much of the last year shuttling across the continent, wrestling with the crisis and searching for a peaceful solution, Congo has been largely missing from the agendas of the Western powers and multilateral organizations. Only in January, when the U.S. representative to the United Nations, Richard Holbrooke, taking advantage of his tenure as Security Council president to draw attention to Africa, did the war enter Western consciousness.

The conflict in the DRC is the first interstate war in sub-Saharan Africa since Uganda invaded Tanzania in 1978, and only the third since 1960. Although Africa is seen as a hotbed of violence and warfare, most conflicts have been intrastate in nature. Norms of sovereignty reinforced by clauses in the charter of the Organization of African Unity (OAU) and the constitutions of the various subregional organizations have effectively prevented cross-border conflict from the time of independence until now. The Ugandan and Rwandan-led invasion of Congo, as well as the presence there of the Southern African Development Community (SADC) intervention force, therefore represents a watershed in the recent history of African conflict. It appears that the forces preventing cross-border conflict since 1960 have become seriously weakened.

What are the implications of the rise of interstate war in Africa for peace and security on the continent? Why have Western powers been so reluctant to take an active role in resolving Africa's first "world war"? And what impact will the changing nature of warfare in Africa have on U.S. policy and the role of the United Nations there?

Russian democracy and American national security are intimately intertwined. This link is not new, but it is not well understood. When the cold war ended and Soviet communism disappeared, American national security was enhanced. If dictatorship returns to Russia, the United States and its allies will once again be threatened. Containment would likely be adopted as the guiding principle of American foreign policy. The United States could find itself in an arms race with Russia. We argue here that the connection of Russian politics and U.S. security needs to be clearer in the minds of U.S. decision makers. Failure to recognize and respond to this link will have consequences for U.S. security interests.

Russia's March 2000 presidential election represents one step forward and two steps back for Russian democracy. For the first time in Russia's history, power within the Kremlin has changed hands through an electoral process. The election not only took place but was conducted as constitutionally prescribed, no small achievement for a country with Russia's authoritarian history. More than two-thirds of the eligible voters participated, and they appeared to make informed choices among a range of candidates who offered competing platforms, policies, and leadership styles. The election, however, was not contested on a level playing field. The winner, acting president Vladimir Putin, enjoyed tremendous advantages that tainted the process. Although weak in some arenas, the Russian state still enjoys too much power with respect to the electoral process, while nongovernmental forces--political parties, civic organizations, trade unions, and independent business groups--remain too weak to shape the outcomes of elections.
