International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

Paragraphs

Since the disintegration of the Soviet Union, questions have arisen as to which course the United States should sail in the new international order. In this volume, some of the nation's foremost foreign policy experts present carefully crafted and bold perspectives of what America's global role should be. All contributors, leading authorities in the fields of economics, history, international relations, and political science, offer alternative viewpoints. These sharply drawn approaches permit the general reader and scholar alike to glean an understanding of the main schools of thought about American foreign policy today.

They are written in accessible prose without esoteric language or scholarly jargon. The past decade witnessed a transition from an era of bipolar confrontation with the Soviet Union to a new and still-emerging epoch. Although American economic, military, and diplomatic influence stood unrivaled in the past decade, the future looks much less predictable. The unique insights represented in this volume will help inform the reader about possible courses America can navigate in uncharted seas. Rogue states, humanitarian interventions, terrorism, major and middle powers, international organizations, global trade agreements, and other political and economic developments are analyzed in the context of the policies recommended in this volume. The perspective spans the spectrum from global activism to antiglobalization.

This article investigates the links between trade policy and economic growth in a panel of 57 countries between 1970 and 1989. It develops a new measure of trade policy openness based on the policy component of trade shares, using it in a simultaneous equations system to identify the effect of trade policy on several determinants of growth.

Some of the most pressing issues in the contemporary international order revolve around a frequently invoked but highly contested concept: sovereignty. To what extent does the concept of sovereignty -as it plays out in institutional arrangements, rules, and principles -inhibit the solution of these issues? Can the rules of sovereignty be bent? Can they be ignored? Do they represent an insurmountable barrier to stable solutions or can alternative arrangements be created? Problematic Sovereignty attempts to answer these and other fundamental questions by taking account of the multiple, sometimes contradictory, components of the concept of sovereignty in cases ranging from the struggle for sovereignty between China and Taiwan to the compromised sovereignty of Bosnia under the Dayton Accord.

Countering the common view of sovereignty that treats it as one coherent set of principles, the chapters of Problematic Sovereignty illustrate cases where the disaggregation of sovereignty has enabled political actors to create entities that are semiautonomous, semi-independent, and/or semilegal in order to solve specific problems stemming from competing claims to authority.

The March 2000 presidential election was an important milestone in the democratic development of Taiwan, with the Kuomintang turned out of power after five decades of control and replaced by the Democratic Progressive Party.

This book address the effects that Taiwan's democratic development and the March 2000 election will have on policy in the region. In addition to analyzing trends and changes in Taiwan's politics and the outcome of the March 2000 election, the chapters also discuss the international implications of Taiwan's democratic evolution for a variety of issues, including political, economic and security relations on both sides of the Taiwan strait; Japan's foreign policy in the region; U.S. foreign policy in the region; and peace and security in Southeast Asia. The challenges and prospects for continued democratic consolidation and the implications and lessons for the PRC and Southeast Asia are also explored.

Every international system or society has a set of rules or norms that define appropriate behaviors. These norms are, however, never obeyed in an automatic fashion. Perhaps more than any other setting the international environment is characterized by organized hypocrisy. Actors violate rules in practice without at the same time challenging their legitimacy. In nineteenth-century East Asia this was true for countries embracing the European sovereign state system of formal equality and autonomy, and the Sinocentric Confucian system of hierarchy and dependency. The West imposed the treaty port system which violated the sovereign principle of non-intervention. China accommodated the West, tacitly jettisoning demands for ritual obeisance. Japan chose those principles that were most suitable for its material interests. Korea, however, dominated by a literati class whose position was associated with Confucian principles, failed to pursue policies that might have maintained Korean independence.

Over the several hundred years during which the rules of sovereignty including non-intervention and the exclusion of external authority have been widely understood, state control could never be taken for granted. States could never isolate themselves from the external environment. Globalization and intrusive international norms are old, not new, phenomena. Some aspects of the contemporary environment are uniquethe number of transnational nongovernmental organizations has grown dramatically, international organizations are more prominent; cyber crime could not exist without cyber space. These developments challenge state control. A loss of control can precipitate a crisis of authority, but even a crisis of authority is only a necessary but not a sufficient condition for developing new authority structures. New rules could emerge in an evolutionary way as a result of trial and error by rational but myopic actors. But these arrangements, for instance international policing, are likely to coexist with rather than to supplant conventional sovereign structures. Sovereigntys resilience is, if nothing else, a reflection of its tolerance for alternatives.

For almost two centuries, Americans expected that their public schools would cultivate the personal, moral, and social development of individual students, create citizens, and bind diverse groups into one nation. Since the 1980s, however, a new generation of school reformers has been intent on using schools to solve the nations economic problems. An economic justification for public schoolsequipping students with marketable skills to help the nation compete in a global, information-based workplaceoverwhelmed other historically accepted purposes for tax-supported public schools.

Private sector management has become the model for public school systems as schools and districts are downsized, restructured, and outsourced. Recent reform proposals have called for government-funded vouchers to send children to private schools, the creation of self-governing charter schools, the contracting of schools to private entrepreneurs, and the partnerships with the business community in promoting new information technologies. But if there is a shared national purpose for education, should it be oriented only toward enhancing the countrys economic success? Is everything public for sale? Are the interests of individuals or selected groups overwhelming the common good that the founders of tax-supported public schools so fervently sought?

This volume explores the ongoing debates about what constitutes the common good in American public education, assessing the long-standing tensions between shared purposes and individual interests in schooling. It shows how recent school reform efforts, driven by economic concerns, have worsened the conflict between the legitimate interests of individuals and society as a whole, and demonstrates that reconstructing the common good envisioned by the founders of public education in the United States remains essential and unfinished work.

Stock market liberalizations lead private investment booms. In a sample of 11 developing countries that liberalized their stock markets, 9 experience growth rates of private investment above their non-liberalization median in the first year after liberalizing. In the second and third years after liberalization, this number is 10 of 11 and 8 of 11, respectively. The mean growth rate of private investment in the three years immediately following stock market liberalization exceeds the sample mean by 22 percentage points. The evidence stands in sharp contrast to recent work that suggests capital account liberalization has no effect on investment.
