An Abstract

All too frequently, students of democracy and democratization view the politics they analyze exclusively through the prism of constitutions, elections, and political actors. In the case of the Middle East, this involves worn out questions of religious fundamentalism, neo-colonialism, entrenched autocracy, the politics of oil and Israel, etc. While all of these are indeed relevant to understanding the perseverance of authoritarian political structures, it is equally crucial to understand the dynamics of culture, and the ways in which forms of cultural expression are developing, and are channeled and managed. In his recent  analysis of the region, Hicham Ben Abdallah points out that, while legal and political authorities certainly define the contours of what is permissible or not, it is the shared system of collective beliefs which in turn shapes the law and politics, and it is in the realm of culture that these shared beliefs are produced and consumed.  The wearing of veil, for example, is not mandated by any legislation outside of Saudi Arabia and Iran, and yet it a growing practice throughout the region, part of an increasingly powerful salafist ideological norm that is at least as powerful as any law.

Contrary to the hastily-borrowed western-paradigm of an inexorable development of secularism leading to an inevitable development of democracy, Ben Abdallah demonstrates the proliferation of cultural practices in which result societies, and individuals, learn to live in a complex mix of parallel and conflicting ideological tendencies -- with the increasing Islamicization of everyday ideology developing alongside the proliferation of de-facto secular forms of cultural production, even as both negotiate for breathing room under the aegis of an authoritarian state. 

He finds any prospects for democratization complicated by parallel tacit alliances.  On the one hand, a modus vivendi between the state and fundamentalists, in which the latter is permitted to Islamicize society, and is sometimes allowed a carefully-delimited participation in state structures, under the condition they restrain from attempting radically to reform the state. On the other hand  intellectuals and artists refrain from frontal assaults on autocratic state structures, subtly limiting their militancy to non-controversial causes, while seeking the state's protection from extremism; their aim is to maintain some protected space of quasi-secular liberalism in the present, which they hope portends the promise of democracy to come.

For its part, the state is learning how to manage and take advantage of a segmented cultural scene by posing as the restraining force against extreme enforcement of the salafist norm, and by channeling forms of modernist cultural expression into established systems  of institutional and patronage rewards (for "high" culture) and into a commercialized process of "festivalization" (for popular culture) that ends up as a celebration of an abstract, de politicized "Arab" identity.

Ben Abdallah refers us to the deep history of Islam, which protected and developed divergent cultural and intellectual influences as the patrimony of mankind. He suggests a new paradigm of cultural and intellectual discourse, inspired by this history while also understanding the necessity for political democratization and cultural modernism. We must, he argues, be unafraid to face the challenges in the tension between the growing influence of a salafist norm and the widespread embrace of new, implicitly secular, cultural practices throughout the Arab world.

New Draper Hills Summer Fellows come to Stanford to study linkages between democracy, development, and the rule of law

Rising leaders from a diverse group of nations in transition, including China, Russia, Ukraine, Syria, Iran, Iraq, Pakistan, Egypt, Kenya, Zimbabwe, Mozambique, and Nigeria arrived on campus on July 25 for a three-week seminar as Draper Hills Summer Fellows on Democracy and Development. Initiated by FSI's Center on Democracy, Development, and the Rule of Law (CDDRL) six years ago, the program has created a network of some 139 leaders from 62 transitioning countries.  This year's exceptional class of  23 fellows includes a deputy minister of Ukraine, current and former members of parliament (including a deputy speaker), leading attorneys and rule of law experts, civic activists, journalists, international development practitioners, and founders of non-governmental organizations (NGOs). (One fellow needed to withdraw because he was named to the Cabinet of the new Philippine president, Noynoy Aquino).

"This year's fellows are an inspiring group. They have come here to learn from us, but even more so from one another. And we will learn much from them, about the progress they are making and the obstacles they confront as they work to build democracy, improve government accountability, strengthen the rule of law, energize civil society, and enhance the institutional environment for broadly shared economic growth."

The three-week seminar is taught by an interdisciplinary team of leading Stanford faculty. In addition to Diamond, faculty include FSI Senior Fellow and CDDRL Deputy Director Kathryn Stoner; Stanford President Emeritus Gerhard Casper; FSI Deputy Director and political science Professor Stephen D. Krasner; Olivier Nomellini Senior Fellow Francis Fukuyama; professor of political science, philosophy, and law Joshua Cohen; professor of pediatrics and Stanford Health Policy core faculty Paul H. Wise; visiting associate professor Beth van Schaack; FSI Senior Fellow Helen Stacy; Walter P. Falcon, deputy director, Program on Food Security and the Environment; Erik Jensen, co-director of the Stanford Law School's Rule of Law Program; Avner Greif, professor of economics; Rick Aubry, lecturer in management, Stanford Graduate School of Business; and Nicholas Hope, director, Stanford Center on International Development.

Other leading experts who will engage the fellows include President of the National Endowment for Democracy Carl Gershman, United States Court of Appeals Judge Pamela Rymer, International Center on Nonviolent Conflict founding chair Peter Ackerman, Omidyar Network partner Matt Halprin, Conservation International's Olivier Langrand, executives of leading Silicon Valley companies, such as Google and Facebook, and media and nonprofit organizations in the Bay Area.  Michael McFaul, a Stanford political science professor and former CDDRL director, who now serves on the National Security Council as President Obama's chief advisor on Russia, will come to campus to teach a session on U.S. foreign policy in the Obama administration.

The demanding, but compelling curriculum will devote the first week of the seminar to defining the fundamentals of democracy, good governance, economic development, and the rule of law.  In the second week, faculty will turn to democratic and economic transitions and the feedback mechanisms between democracy, development, and a predictable rule of law. This week will include offerings on liberation technology, social entrepreneurship, and issues raised by development and the environment.  The third week will turn to the critical - and often controversial - role of international assistance to foster and support democracy, judicial reform, and economic development, including the proper role of foreign aid.

The fellows themselves also lead discussions, focused on the concrete challenges they face in their ongoing work in political and economic development. "Fellows come to realize that they are often engaged in solving similar problems - such as endemic corruption in different country contexts," says Kathryn Stoner-Weiss. "Our program helps to create a broader community of global activists and practitioners, intent on sharing experiences to bring positive change to some of the world's most troubled countries and regions."

The program has received generous gifts from donors William Draper III and Ingrid Hills.  Bill Draper made his gift in honor of his father, Maj. Gen. William H. Draper, Jr., a chief advisor to Gen. George Marshall and chief diplomatic administrator of the Marshall Plan in Germany, who confronted challenges comparable to those faced by Draper Hills Summer Fellows in building democracy, a market economy, and a rule of law, often in post-conflict conditions. Ingrid von Mangoldt Hills, made her gift in honor of her husband, Reuben Hills, president and chairman of Hills Bros. Coffee and a leading philanthropist. The Hills project they ran for 12 years improved the lives of inner city children and Ingrid saw in the Summer Fellows Program a promising opportunity to improve the lives of so many people in developing countries.

Thanking the program's benefactors, Larry Diamond says, "The benefit to CDDRL faculty and researchers is incalculable, and we are deeply grateful for the vision and generosity of Bill Draper and Ingrid Hills." As he and Kathryn Stoner-Weiss state, "The Draper Hills Summer Fellows Program allows us to interact with a highly, talented group of emerging leaders in political and economic development from diverse countries and regions. Join Scholars at Risk at Stanford University on Wednesday, April 28 at 12:00 PM for a behind the scenes look at struggles for freedom of speech around the world and the courageous individuals who challenge attempts to control what people think. The goal of this event is to increase awareness and interest in institutionalizing a Scholars at Risk program at Stanford and to encourage faculty and administration to begin thinking about hosting at-risk scholars.This event is cosponsored by the Scholars at Risk Network, the Center for Russian, East European and Eurasian Studies (CREEES), and the Hamid and Christina Moghadam Program in Iranian Studies.

Robert Quinn is the founding Executive Director of the Scholars at Risk Network, a collaboration of more than 220 universities and colleges in 29 countries dedicated to protecting threatened intellectuals and promoting respect for freedom of inquiry, expression and university values. 

The Scholars at Risk Network seeks to bridge the gap between the human rights and higher education communities, building local, regional and global capacity to defend the intellectual space. The Network provides direct assistance to gravely threatened intellectuals, and conducts education and advocacy to target root causes of intellectual repression and to promote systemic change.

Mr. Quinn currently serves on the Steering Committee of the Network for Education and Academic Rights (NEAR), based in London, UK; the governing Council of the Magna Charta Observatory, based in Bologna, Italy; and is a fellow with the Woodrow Wilson Visiting Fellows Program in Washington, DC.  He previously served as a member of the Committee on Scientific Freedom and Responsibility of the American Association for the Advancement of Science; a member of the Human Rights Committee of the Association of the Bar of the City of New York; and an adjunct professor of law at Fordham Law School.  He received his A.B. cum laude from Princeton in 1988, and his J.D. cum laude from Fordham in 1994. 

Fatemeh Haghighatjoo is an expert on Iran's internal affairs and a prominent advocate of political reform, human rights and women's rights. She was a member of the Iranian Parliament from 2000-2004 and chaired the Student Movement Caucus. She was a deputy of the Mosharekat Caucus in the 6th Parliament as well as a member of the political bureau of the Mosharekat party in Iran.  Dr. Haghighatjoo was one of the most courageous in standing up publicly to the hard-line Iranian leadership. She resigned in 2004 after a crackdown on reformers, and left Iran in 2005. More recently, Dr. Haghighatjoo has held several academic posts in the United States: Assistant Professor In-Residence at the University of Connecticut, Fellow in the Women and Public Policy Program at Harvard University's Kennedy School of Government, and Visiting Scholar at the Center for International Studies at the Massachusetts Institute of Technology. Dr. Haghighatjoo earned her Ph.D. in Counseling from Tarbiat Moalem University, served as a Professor at the National University of Iran, and authored Search for Truth (2002). She has served as Vice President of the Psychology and Counseling Organization in Iran and has been honored as a Young Global Leader by the World Economic Forum. Dr. Haghighatjoo has been extensively interviewed and quoted in the U.S. and international media on Iran's domestic politics.

Mohsen Sazegara is an Iranian dissident, writer and political activist. His PhD thesis at the University of London, Royal Holloway focused on religious intellectuals in Iran. He has been a visiting professor at several universities in Iran, and has held visiting scholar positions at Yale University and Harvard University. A founding member of the Iranian Revolutionary Guard Corps, he served as political deputy in the prime minister's office and held several other political offices. He became disillusioned with the revolutionary government and left it in 1989. He later served as publisher of several reformist newspapers closed by regime hardliners and was also managing director of Iran's press cooperative company. Dr. Sazegara was recently appointed as the second Visiting Fellow in Human Freedom at the George W. Bush Institute at the Southern Methodist University in Dallas, Texas. He is the president of Research Institute on Contemporary Iran (RICI).

Natalia Koulinka joins CREEES as a Visiting Scholar from January - December 2010. She is the recipient of a Scholar Rescue Fund fellowship grant from the Institute of International Education, and supported by more than a dozen Centers, Departments, and Programs in the School of Humanities and Sciences and the Freeman Spogli Institute for International Studies at Stanford.

Koulinka was born and raised in Oshmiany in the Republic of Belarus. She graduated from the Belarusian State University in Minsk with both undergraduate and graduate degrees. From 1992-1996, she helped create and run the "Women's Newspaper," the only independent women's paper in Belarus which soon became popular in Russia too. As the paper's editor-in-chief, she focused on women in business and politics. Since 2006, she has been the news editor for the radio station Unistar in Minsk. In addition to her work as a journalist, Koulinka was an associate professor at Belarusian State University 2001-08. She is also the co-editor of the book, Krasnim po Belomy ("Red on White"), which is a collection of texts by murdered Belarus journalist, Veronika Cherkasova. In 2008-09, Koulinka was the Lyle and Corinne Nelson International Fellow, John S. Knight Fellowship for Professional Journalists at Stanford University. During her fellowship year at CREEES she will work on the research project topic "A Social History of the Soviet School of Journalism."

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.

On February 17, 2010 the Program on Good Governance and Political Reform in the Arab World at CDDRL held its inaugural seminar with Prof. Philippe C. Schmitter, Professor Emeritus, European University Institute, Florence and Visiting Scholar at CDDRL and Dr. Sean Yom, Hewlett Postdoctoral Fellow at CDDRL.

The seminar was titled Exploring the missing link between liberalization and democratization in the Middle East. The seminar aimed to start a public discussion on one of the routine assumptions of students of democratization, which is that there is a close, causal relationship between liberalization and democratization. The former is said to drive those who concede it toward convoking credible elections and, eventually, tolerating ruler accountability to citizens. The link between those processes of regime transformation is alleged to be the mobilization of civil society. It has been argued that the weakness or absence of this linkage is one (among many) of the conditions which make the polities of the Middle East and North Africa resistant to democratization.

In his response to this argument, Philippe Schmitter began by saying that in the work that he started on Southern Europe and Latin America, there was a distinction between democratization and liberalization. Once an autocratic regime enters a process of liberalization, it faces unexpected consequences. Thus, the most vulnerable time for a regime is when it starts to reform itself. Some of the consequences of this process are the resurrection of civil society, more freedom of expression and movement, the release of political prisoners and the freer operation of political parties. Such consequences are what liberalization means.

Schmitter argued that all autocratic regimes have tried this process, and that this process is normally triggered by divisions within the regimes or succession struggles, where regimes feel the need to open up. The kind of liberalization that takes place depends on the type of autocracy present. But the objective of liberalization, Schmitter said, is to coopt and produce a large social basis for autocracy, for example, through cultivating political parties that agree not to be too oppositional.

Schmitter added that many autocracies are under pressure from external regimes. Most of the countries in the Middle East have some kind of agreement with the EU for example, which carries clauses on issues like the rule of law. Another factor is that liberalization is selective in its inclusion, focusing on the urban middle class. It is thus "voluntary", conceded from above by the regime, and not based on any form of mobilization from below. In other words, Schmitter argued that regimes choose to liberalize and are not forced to do so. Thus, regimes are limited in their scope of liberalization (elections for example are not always genuinely free). He then presented a scale of measures of autocracy liberalization, saying that the most difficult measure in the Middle East is that of releasing political prisoners, while the easiest measure is concessions on the level of human rights.

He presented the hypothesis is that almost all efforts at democratization are preceded by liberalization. This is triggered by the resurrection of civil society, which itself is triggered when the costs of repression increase quite significantly and a regime is faced with the question of is it "better" to repress or tolerate? Often, in this case, regimes choose to tolerate the self organization of groups that are not tolerated otherwise. But mobilization of such groups, like lawyer groups, may lead to mobilization on the street. Schmitter said that although Arab regimes liberalize, this kind of process does not normally happen in the Middle East. Liberalization occurs then declines without the regimes suffering many consequences. He finished by stating that there seems to be something in the Middle East region that encourages liberalization, but that leads this liberalization to decline.

Sean Yom responded by saying that for the last 10 years, scholars of democratization literature have made ethnocentric assumptions about this issue. He argued that it is almost assumed that democracy is easy, but what actually happens at the end stage of liberalization is complex. He said that if we take a historical view of the Middle East, the literature says that regimes are durable. But countries like Iran, Iraq, Libya and Syria have all witnessed regime termination. The dictators today in the Arab world are merely the winners of the state-building process.  So why is liberalization not followed by democratization for these survivors?

Yom argued that distinctive regimes have distinctive ways through which they liberalize but not democratize. He related the lack of democratization following on from liberalization to two key questions: Why are there no elite splits in the public arena during times of crisis? And why has the middle class not staked any sacrifice to demand more of a democratic and revolutionary change?

He presented two reasons: the first is that many current regimes have well institutionalized methods of dealing with elite splits before they hit the public domain. Hegemonic ruling provide one such mechanism. The National Democratic Party in Egypt, the Neo-Destur of Tunisia, and the Baath parties in Syria and Iraq for example were able to coopt/isolate softline elites well before their conflict became rebellion.  Yom argued that in monarchical autocracies, incumbents have just as well-institutionalized mechanisms of co-optation that revolve around the palace; such networks were developed shortly after colonial rule, and were designed to effectively enshrine a certain distribution of power.

The second reason, Yom argued, lays in the nature of social opposition.  No dictator liberalizes because they want to give up power.  That is, they do not liberalize to achieve democracy; they liberalize in order to survive in the face of burgeoning social unrest.  The problem is that in the MENA context, the so-called "middle-sector"-labor, professionals, intellectuals, and other urban forces-have not staked out sacrifice to their demands for greater freedom, when push comes to shove.  One reason is that they were incorporated into ruling coalitions early on in the state-building process, and that such early coalitional bargains that traded loyalty for prosperity have proven durable even during economic crises in the 1980s and 1990s.  For instance, large-scale employment in the public sector to certain groups is a common side-payment.  Countries like Jordan and Bahrain exploit population cleavages (the Palestinians and the Shiites, respectively, being the key factors), where the regimes operate an optimal mix of loyalty and oppression/coercion.  In these cases, leaders strategically choose to incorporate different constituents into different networks of patronage.

The presentations were followed by a question and answer sessions where additional factors were discussed and others elaborated on, such as the role of Islamists; authoritarian pacts with the West especially in the cases of "countries that are too important to be politically conditioned" as Schmitter put it, or in the case of illegal Western dealings with Middle East states which makes it difficult for the West to present them with reform conditions; the absence of independent middle classes; and the issue of political prisoners, who are the hardest to coopt by any given regime, and hence tend to be kept inside prisons.

Global Voices was inspired by an incident in 2004, when a friend reading a New York Times article about Cameroon's elections posed the question: is there anyone in Cameroon blogging about this? Along with his colleague, former CNN Beijing journalist Rebecca MacKinnon, Ethan convened a group of bloggers from the developing world at Harvard. What came out strongly from these discussions was a desire for participants to be able to read each others' blogs. What started as Rebecca and Ethan each summarizing a couple of hundred blogs daily has grown into the Global Voices website, which uses a network of 400 editors to filter, translate and provide context to global blogs, making them accessible to readers around the world.

Since 2004, there have been some major changes to the context in which Global Voices operates. The organization has tried to respond to each of these:

  • There has been massive expansion in internet access across the developing world, but rarely beyond the middle class and educated. Rising Voices allows media organizations from developing countries to apply for small grants to help them use digital media in their communities. A number of great success stories coming out of this initiative have demonstrated that it is possible to get traction for citizen media, even in very low resource communities.
  • The digital space has emerged as a political space. This has prompted far greater levels of censorship. Global Voices Advocacy works to highlight cases of individuals arrested for involvement in citizen journalism and attempts to keep these stories live. It also works to document censorship of publishing platforms and to provide spaces where people can blog anonymously.
  • In 2004, almost all blogging was in English. Now the majority of people are blogging in their own languages, about local issues. Translation therefore becomes a greater challenge. ProjectLinguauses volunteer translators to amplifyGlobal Voicesin many languages other than English.

Ethan suggested three possible theories about what we are seeing in the growth of social media:

  • Social media will be the natural organizing tool for a new generation.
  • Social media is an asymmetric tool - it is what you use when the tools of more effective mainstream media are not available to you.
  • Social media is a story in itself - it can draw attention to a story that might otherwise not be picked up.

Crisis situations such as the protests in Iran and the Haitian earthquake have started to legitimize the use of social media by mainstream media outlets, blurring the boundaries between professional and citizen reporting. And some of the key challenges associated with access and language barriers are beginning to be addressed. But the problem of global attention span will be hardest to solve. So many situations never receive coverage and for those that do, the media cycle rarely allows them to stay in the spotlight beyond a few weeks. We have developed long standing bad habits in our understanding of what constitutes news. Social media has dramatically changed who is able to speak; but will it change how we choose to listen? This remains a major challenge.

Abbas Milani is the Hamid and Christina Moghadam Director of Iranian Studies at Stanford University and a visiting professor in the department of political science. In addition, Dr. Milani is a research fellow and co-director of the Iran Democracy Project at the Hoover Institution.

Prior to coming to Stanford, Milani was a professor of history and political science and chair of the department at Notre Dame de Namur University and a research fellow at the Institute of International Studies at the University of California at Berkeley. Milani was an assistant professor in the faculty of law and political science at Tehran University and a member of the board of directors of Tehran University's Center for International Studies from 1979 to 1987. He was a research fellow at the Iranian Center for Social Research from 1977 to 1978 and an assistant professor at the National University of Iran from 1975 to 1977.

Milani received his BA in political science and economics from the University of California at Berkeley in 1970 and his PhD in political science from the University of Hawaii in 1974

Dr. Milani is the author of Eminent Persians: Men and Women Who Made Modern Iran, 1941-1979, (Syracuse University Press, Syracuse, NY, 2 volumes, November, 2008); King of Shadows: Essays on Iran's Encounter with Modernity, Persian text published in the U.S. (Ketab Corp., Spring 2005); Lost Wisdom: Rethinking Persian Modernity in Iran, (Mage 2004); The Persian Sphinx: Amir Abbas Hoveyda and the Riddle of the Iranian Revolution (Mage, 2000); Modernity and Its Foes in Iran (Gardon Press, 1998); Tales of Two Cities: A Persian Memoir (Mage 1996); On Democracy and Socialism, a collection of articles coauthored with Faramarz Tabrizi (Pars Press, 1987); and Malraux and the Tragic Vision (Agah Press, 1982). Milani has also translated numerous books and articles into Persian and English.

In light of the ongoing ‘War on Terror’ and the occupation of Iraq, attention has turned again to how countries such as the United States and Britain can use ‘soft power’ to influence not only domestic communities but also countries in the Middle East and Central Asia. Inevitably, the role of media, whether in the form of radio, television, the internet or film, looms large in such debates. The United States, for example, has funded new radio stations such as Radio Farda and Radio Sawa in an attempt to influence Farsi- and Arabic-speaking audiences in Iran and the Arab world. The Middle East has, as a consequence of American geopolitical fears of both Islamist militancy and Iranian power projection, emerged as the critical space for such popular cultural expressions. Geopolitics, in this context, refers to the representation of the geographies of global politics, and in the context of the Middle East, such representations are rarely politically innocent. This special issue of the Middle East Journal of Culture and Communication examines the use of soft power and public diplomacy in the Middle East, the political motives behind them, their modes of operation, and their successes and failure.

Evgeny Morozov is a Yahoo! fellow at Georgetown University's Edmund A. Walsh School of Foreign Service Yahoo! fellow at Georgetown University's Edmund A. Walsh School of Foreign Service. His presentation sought to challenge a number of assumptions that are often made about the relationship between the web, nation states and democracy.

Assumption: It is much harder to censor online content than traditional media; effective censorship is impossible
Subverting content online results in less evidence and can be done with less visibility than the subversion of traditional media like newspapers. The same tools that in the West allow filtering content for child pornography can also be used effectively to filter political content in China and Russia. Some states are finding other creative ways of censoring content online; for example Saudi Arabia recently enlisted the help of 200 ‘flaggers' to create a version of You Tube that does not include content deemed to be offensive to the cultural and moral standards of the country.

Assumption: The growth of the internet will inevitably result in the decline of the nation state
In fact, most states, including authoritarian ones, are investing in techniques to use online tools to increase their own legitimacy and spread their favored ideology. A number of recent examples were cited to highlight this:

  • China is paying web users to generate pro government content online. Dubbed the ‘50 cent party' (the amount users are paid for each positive comment) there are reported to be 280,000 active members
  • Russia currently spends more money on propaganda than it does fighting unemployment. A good example is an online viral documentary (War 08.08.08) produced after last year's war with Georgia and supposedly made using footage from cell phones confiscated from Georgian soldiers. The film became a viral sensation and helped to promote the Kremlin's version of events
  • Iranians are running blogging workshops in Qom seminaries to ensure that online discourse about religious matters doesn't get out of hand.

The internet also gives these regimes new powers to detect potential dissent earlier by monitoring blogs and forums. Using social networking sites, regimes can also glean how individuals are connected to one another and so uncover whole activist networks.

Enough connectivity combined with the availability of the right devices = democracy.
Web enthusiasts are prone to over-simplify matters, assuming that sufficient provision of internet technology in countries like Iran and China will automatically result in overthrowing of dictators and the ushering in of democracy. This ignores the fact that access to information is not the same thing as activism; that protests can now be organized more easily does not mean they will be. There remains a huge role for traditional civil society organizations in moving such countries towards democracy. Evgeny warns that we need to be wary of projecting our own obsessions onto this debate - citing the way many jumped on the use of Twitter in Iran recently. In reality it is difficult to link the use of Twitter with the planning of protests.
