Visiting Scholar, Ukrainian Emerging Leaders Program 2017-18

Oleksandra Matviichuk is a human rights defender who works on issues in Ukraine and the OSCE region. At present she heads the human rights organization Center for Civil Liberties, and also coordinates the work of the initiative group Euromaidan SOS. The activities of the Center for Civil Liberties are aimed at protecting human rights and establishing democracy in Ukraine and the OSCE region. The organization is developing legislative changes, exercises public oversight over law enforcement agencies and judiciary, conducts educational activities for young people and implements international solidarity programs. 

The Euromaidan SOS initiative group was created in response to the brutal dispersal of a peaceful student rally in Kyiv on November 30, 2013. During three months of mass protests that were called the Revolution of Dignity, several thousand volunteers provided round-the-clock legal and other aid to persecuted people throughout the country. Since the end of the protests and beginning of Russian aggression in Ukraine, the initiative has been monitoring political persecution in occupied Crimea, documenting war crimes and crimes against humanity during the hybrid war in the Donbas and conducting the “LetMyPeopleGo” international campaign to release political prisoners detained by the Russian authorities. 

Oleksandra Matviichuk has experience in creating horizontal structures for massive involvement of people in human rights activities against attacks on rights and freedoms, as well as a multi-year practice of documenting violations during armed conflict. She is the author of a number of alternative reports to various UN bodies, the Council of Europe, the European Union, the OSCE and the International Criminal Court. In 2016 she received the Democracy Defender Award for "Exclusive Contribution to Promoting Democracy and Human Rights" from missions to the OSCE.

Following in the footsteps of last year’s international conference on violence and policing in Latin American and U.S. Cities, on April 28th and 29th of 2015, the Poverty Goverance and Violence Lab (PovGov) at Stanford’s Center on Democracy, Development and the Rule of Law (CDDRL) turned Encina Hall at the Freeman Spogli Institute of International Studies (FSI) into a dynamic, instructive and stimulating discussion platform. The exchange of experiences, expertise and ideals that flourished within this space helped create a “dialogue for action,” as speakers and participants explored the various dimensions of youth and criminal violence in Mexico, Brazil and the United States, while advocating for the importance of opening up adequate pathways to hope. The event was sponsored by the Center for Latin American StudiesThe Bill Lane Center for the America WestThe Mexico Initiative at FSI, and the Center on International Security and Cooperation.

Erik Jensen is professor of the practice, director of the Rule of Law Program at Stanford Law School, and affiliated core faculty member at CDDRL. In recent years, he has committed considerable effort to building out law degree-granting programs at the American University of Afghanistan (AUAF) through the Afghanistan Legal Education Project. He spent more than a decade in South Asia, focusing on Pakistan and Afghanistan, and working to launch education development projects. Here Erik gives his account of the Aug. 25, 2016 attack on the AUAF in which 13 people were tragically killed, including seven students and one faculty member. In this video, Jensen reflects on this day, which he describes as the most difficult of his life, but at the same time shares an inspiring story of hope and the progress that only education can bring.

The Center on Democracy, Development and the Rule of Law (CDDRL) at Stanford University collaborates widely with academics, policymakers and practitioners around the world to advance knowledge and practice about democracy, broad-based economic development, human rights, and the rule of law. We are deeply concerned by the recent executive order on immigration issued by the new administration. This order impacts members of our community - students, practitioners, academics, and visitors - who come to Stanford to attend our training programs, conferences and conduct research. Ultimately, barring entry into the country of citizens from a specific set of countries compromises the quality of our research, programming and intellectual activities. It also violates our shared values and integrity as an academic research institute.

 

CDDRL is currently in the process of reviewing the applications for our 2017 Draper Hills Summer Fellowship program and we want to assure everyone that each applicant will be equally considered, regardless of their country of origin.

 

In over a decade of working and training democracy activists from all over the world – including Muslim majority countries – we have developed friendships with colleagues who are working against great odds to build democratic institutions. The overwhelming majority is risking their lives to do so. These fellows together with students and researchers challenge our theories about democratic development and help inspire new projects and ideas to enrich our research agenda, not only for our center, but also for our broader institute - The Freeman Spogli Institute for International Studies.

 

We will continue to build our relationships equally with all countries around the world regardless of this new policy, and will stand in solidarity with those who are targeted by the adverse effects. The one lesson that recent events have conveyed is the resounding importance of the work we do to understand how countries become just, democratic and well-governed states.

The Program on Arab Reform and Democracy (ARD) at Stanford’s Center on Democracy, Development, and the Rule of Law (CDDRL) is pleased to welcome international media figure and Egyptian political satirist Bassem Youssef as a visiting scholar during the Fall of 2016. Dubbed the Jon Stewart of the Arab World, Youssef was the host of the popular TV political satire show Al-Bernameg, which was the first of its kind in the Middle East region. Al-Bernameg was the most watched show in the history of Egyptian TV with an average of 40 million viewers every week. Due to its sharp criticism of Egyptian leaders, Al-Bernameg faced political pressure from successive governments until it was finally taken off the air in the summer of 2014. Recently, Youssef launched “The Democracy Handbook,” a Fusion TV digital series that satirizes American politics through a Middle Eastern perspective. Named one of TIME’s “100 most influential people in the world” in 2013, Youssef served as a resident fellow at the Institute of Politics at Harvard University’s Kennedy School of Government in 2015.

Youssef’s fellowship is supported by a generous grant from the Carnegie Corporation, and by the Stanford Arts Office of the Associate Dean. In the following interview Youssef discusses his current projects and their relevance to the Stanford community.

What are your research goals and priorities at CDDRL, Stanford?

I am not a stranger to CDDRL. About a year ago I spoke at the Center in conversation with Professor Larry Diamond in what might have been one of the best interviews I had on a college campus in the United States. During my visit, I was very impressed with CDDRL’s efforts to try to make sense of all what is happening in the Middle East and to nuance American perspectives on the situation the region. I was elated when I was informed that there was a chance for me to join forces with this prestigious center.

Through my fellowship at CDDRL, I would like to bring a different voice to the discussion over what is happening in the Middle East and the Muslim World, and how narratives in the United States can affect the realities in the region. Beyond my own research on satire and social change, my priority is to connect with the student community at Stanford and encourage them to find their own voices and their own opinions about that part of the world. I believe that satire can be a great tool to understand and even change how people view the world around them. As much I have a lot to share with students, I am sure I will have a great deal to learn from them too, and from the Stanford community more generally. I had the privilege to meet with some of the smartest young people here and I look forward to benefit from this intellectually promising experience.

 

How are the ongoing political developments in the United States informing your current projects?

After I moved to the United States, I started to follow the American elections very closely. With the rise of a populist Right not just in the States but also in Europe, I could see many similarities of how masses are being controlled through hate, xenophobia, and fear. These have been key elements in the narratives used by many Middle Eastern regimes for decades. As people were horrified with the likes of Donald Trump, Ted Cruz and Ben Carson, this came to me as a reminder that no nation, no matter how strong or advanced, is free of such forms of public manipulation and fear-mongering. This was a great starting point for me here in the States. I discovered many similarities that I can comment on and use to show people that we are not that different from each other and that intolerance and bigotry have no single home or language. I was fortunate to relay that message in my new show in America "Democracy Handbook" and also in my coverage of the National Conventions of the Republican and Democratic Parties.

 

What is your assessment of the prospects for meaningful political change at the current moment in Egypt?

The current realities in Egypt and the Middle East are a product of decades of authoritarian rule. What happened in the Arab Spring interrupted the rule of particular autocrats, but did not succeed in delivering the type of lasting social change we all had hoped for. The biggest obstacle to meaningful social change in Egypt remains the massive webs of special interests that have ruled the country for the last 60 years and shaped its political and social hierarchies. It was naive of us to think that 18 days of protests could make profound changes to the system. You can get rid of the autocrat at the helm, but the system can still endure, as evidenced by the current realities. Any changes will be worthless in the absence of complete transparency and accountability of the ruling class that controls the country’s economy, governance, and legislation.

Natalia Forrat is a social scientist at the University of Michigan and Freedom House. Her research focuses on the state, state-society relations, political regimes, and social movements. She is the author of a book manuscript The Social Roots of Authoritarian Power, which is based on her fieldwork in Russian regions, and a chapter on Russian civil society in Russian Politics Today (edited by Susanne Wengle, forthcoming at Oxford University Press). Her earlier research includes a study of the political economy of Russian higher education, which argues it was influenced by the color revolutions in the neighboring states, and a study of schoolteachers’ role in electoral manipulations in Russia. Recently, she has been a co-PI of a research project, Civic Mobilizations in Authoritarian Contexts, at Freedom House. She is also a Research Affiliate at CDDRL’s Governance Project. In the past, she was a pre- and postdoctoral fellow at Stanford’s CDDRL, Kellogg Institute at the University of Notre Dame, and Weiser Center for Emerging Democracies at the University of Michigan.

The Program on Arab Reform and Democracy (ARD) at Stanford’s Center on Democracy, Development, and the Rule of Law (CDDRL) is pleased to welcome Egyptian economist Samer Atallah as a visiting scholar for the 2015-16 academic year. Atallah has taught economics at the American University in Cairo (AUC) since 2011, and his work focuses on development economics and political economy of democratization. He is a leading contributor to debates on economic public policy in Egypt, and previously served as an advisor to the 2012 presidential campaign of Abdel-Moneim Abul-Fettouh. He holds a PhD in Economics from McGill University and a Masters Degree in Engineering from University of California, Berkeley. His research on the Arab world has received the support of the Arab Council for Social Sciences and the Economic Research Fund, and spans a wide range of areas, including; education, electoral behavior, public opinion, trade policies, and political institutions in resource dependent economies.

During his residency at CDDRL, Atallah will work on a series of publications examining salient questions in the political economy of the Arab World, including the impact of trade and capital flows on governance in Egypt and Tunisia, and the relationship between education and wealth inequality in Egypt. Atallah’s fellowship is generously funded by a grant from the Carnegie Corporation to support scholars from the Arab world. In the following interview, Atallah discusses his current research projects and their relevance to important public policy debates.

 

What are your research goals and priorities during your residency at CDDRL?

First of all, I would like to say that I am extremely delighted to be here and excited at this valuable opportunity to collaborate with distinguished scholars at CDDRL and Stanford University, which promises to be a nourishing environment for my research. 

My research agenda during my residency here at CDDRL includes working on two projects, both of which are related to broader questions of democratization and development. This first one is a comprehensive theoretical and empirical study investigating how political and economic institutions evolve as economies become integrated in the global economy. I am interested in understanding how trade and capital flows impact institutions - in the economic sense of the term - and the implications of that impact on political change. For instance, the experiences of economic liberalization in countries like Egypt and Tunisia had unquestionable consequences on the distribution of wealth within their respective societies. Economic liberalization policies had equally important effects on the performance and evolution of their legal, economic governance and political institutions. My own research seeks to investigate how these institutional changes have evolved and the impact of these processes on political change.  The second project is an empirical study examining the relationship between wealth inequality and educational inequality in Egypt.

 

In what ways do your projects speak to contemporary debates on the origins and trajectories of the Arab uprisings?

I would argue that the divergence in outcomes across the various uprisings in Arab region cannot be understood without seriously thinking about the different historical evolution of political and economic institutions in these countries. These institutions impact the functioning of the economy, its growth, and the social inclusiveness of that growth—factors that were very pertinent to the popular mobilization that advanced the post-2010 uprisings. Certainly these institutions are in part the product of how the economy is managed in a given country in the short-run. At the same time, they are the result of long-term external and internal factors that we need to investigate and understand.

A case in point is the bureaucratic apparatus in Egypt. That sizable bureaucracy is the outcome of a long-standing policy of guaranteed employment, which the government had adopted in the 1960s to secure political support. Whereas economic liberalization policies adopted by President Anwar al-Sadat in the 1970s shrunk the economic role of the state, the size of the bureaucracy, nevertheless, increased significantly. Thus, the question we confront as researchers is why have these institutions remained stagnant and shielded from change despite the fact the nature and priorities of the economy have shifted. This is a major concern in my own research.

 

What lessons, if any, does your work offer policy-makers involved in the areas of economic and human development?

My second project on inequality and education speaks to one of the central factors that have animated the post-2010 uprisings in the Arab world, namely economic inclusion. In the context of Egypt, educational inequality has contributed greatly to the huge disparities in income and wealth in the country. Exacerbating and reinforcing these disparities is an intergenerational dependency in educational attainment—that is, children of uneducated parents are highly likely to remain uneducated, and by implication, economically underprivileged. This is an area that leaves a lot of room for policy interventions.

But such interventions must be grounded in a better understanding of the causes of this dependency and why it persists. Toward that end, my research seeks to investigate how the type and range of assets in a given household affect schooling and education decisions. Other key determinants of these decisions include access to credit, spatial distribution of educational facilities, and volatility of household income. With a sufficiently nuanced understanding of the problem at hand, all of these factors present potential areas for policy interventions to alter the incentives for school enrolment and quality of education delivery. Such interventions could potentially lead to a better distribution of education and income in the long run.

 

What are the potentially important research questions that address Arab reform and democracy?

I believe the recent upheavals in the Arab world have pushed us to re-evaluate our understanding of the underlying reasons and implications of political and economic change. This has opened up a multitude of lines of inquiry related to the economic incentives and costs of political change. One such endeavor entails an ambitious effort to compare the evolution of social movements, economic policies, and political structures in the Arab world with other regions of the world. For instance, I think we could draw multiple parallels between the Arab experience and that of many Latin American countries, especially with respect to the role of military institutions, the impact of economic liberalization, social inequality, and civil society movements. Having said that, there is also a lot of work that needs be done in understanding and analyzing the divergent outcomes of the Arab uprisings.

Stanford’s Program on Social Entrepreneurship welcomes four social entrepreneurs to campus this year to engage students and the Stanford community with leaders in the social sector. The four will serve as Social Entrepreneurs in Residence at Stanford (SEERS) Fellows at the Haas Center for Public Service through June, and will be teaching a service-learning course (IR142) in the spring quarter. 

The SEERS Fellows lead organizations using entrepreneurial models to advance social justice and pioneer new approaches to public service delivery for marginalized communities in the San Francisco Bay Area and internationally. They have all been recognized for their path-breaking work in the field of social entrepreneurship with awards and prestigious fellowships for their contributions to their sector. 

The 2016 cohort will join 15 other SEERS alumni who have been part of the program since its launch in 2011. 


Hip Hop Therapy Goes Global

Trained as a social worker, Tomás Alvarez quickly realized that there was little diversity amongst clinicians in the field, which created a cultural mismatch and barrier to those accessing services. He set off to transform mental health service delivery for communities of color by pioneering “Hip Hop Therapy,” which uses the art of creating rap music to connect to troubled teens. In 2011, Alvarez launched Beats Rhymes and Life (BRL) in Oakland, California to offer trainings to local schools and mental health providers to share their culturally responsive approach to working with marginalized youth. In January, Alvarez stepped down from his role as executive director of BRL to launch a new platform to connect Hip Hop Therapy providers across the globe to each other and the resources they need to grow and sustain their models.

From Farm to Firm to Family: Advancing the Food Justice Movement 

Jered Lawson is making food systems change and reform a reality through his work as the co-founder of Pie Ranch, a farm located along Northern California’s coastline. Pie Ranch’s mission is not just to grow delicious and organic agriculture, but to educate, train, and form regional partnerships to realize their vision of cultivating a just food system. Lawson leads many of their education programs, which bring Bay Area high school students to farm the land, learn more about locally grown food, and maybe even inspire a new generation of farmers. Lawson has worked with local government and community organizations on policy reform to secure more land for small farming. He has also partnered with Silicon Valley technology firms – and Stanford Dining – to provide sustainably grown and sourced food for employees and students to enjoy.

Re-envisioning Just Development 

Rajasvini (Vini) Bhansali brings an international lens to the SEERS program this year as the executive director of the International Development Exchange (IDEX), an organization based in San Francisco, California that works globally in Asia, Africa, and Latin America. Growing up in Rajasthan, India, Vini developed a strong sense of social justice from an early age and has translated that wisdom into her work at IDEX. The organization provides flexible funding to local organizations led by women, youth, and indigenous leaders with innovative solutions based on local knowledge and customs. Vini has helped lead IDEX’s work to challenge traditional patterns of philanthropy and international development that favor top-down externally driven solutions to local problems.

Breaking the Cycle of Poverty 

Josefina Alvarado-Mena is the 2016 Echoing Green-SEERS Fellow, her fellowship made possible through a partnership with Echoing Green, an organization that funds early-stage social entrepreneurs. Each year, Echoing Green selects a member of their alumni community to participate in the SEERS fellowship. Mena, a 1996 Echoing Green fellow, is the executive director of Safe Passages, an organization based in Oakland, California that works to create a better future for Oakland’s children and youth. Through an integrated model that works with children and their families from the cradle through adulthood, Safe Passages helps to interrupt the cycle of poverty and put children on a track towards college and career. Their innovative programs provide early childhood education to new parents, work with schools to integrate education and social services, provide career development opportunities for youth, and build strong family partnerships with community members.

Stanford students will have the opportunity to work on service learning-based projects with SEERS fellows through a course (INTNLREL 142) offered in the spring quarter. Service-learning allows students to gain experience working alongside non-profit leaders to tackle real organizational challenges. From designing new policy reform to developing fundraising strategies, students come away from the experience with new insight into the field of social change and concrete skills. 

The SEERS fellows will be on campus through June to teach the service-learning course, participate in events, and engage with student groups.
