Abstract of Richard Locke's "Beyond Corporate Codes of Conduct: Work Organization and Labor Standards in Two Mexican Garment Factories":

This paper presents a matched pair case study of two factories supplying Nike, the world's largest athletic footwear and apparel company. These two factories have many similarities - both are in Mexico, both are in the apparel industry, both produce more or less the same products for Nike (and other brands) and both are subject to the same code of conduct. On the surface, both factories appear to have similar employment (i.e., recruitment, training, remuneration) practices and they receive comparable scores when audited by Nike's compliance staff. However, actual labor conditions exist between these two factories. What drives these differences in working conditions? What does this imply for traditional systems of monitoring and codes of conduct? Field research conducted at these two factories reveals that beyond the code of conduct and various monitoring efforts aimed at enforcing it, workplace conditions and labor standards are shaped by very different patterns of work organization and human resource management policies.

Richard Locke is professor of political science at Massachusetts Institute of Technology (MIT). He is also faculty director of the MIT Sloan Fellows program and co-director of the MIT Italy program. His research focuses on economic development, comparative labor relations, and political economy.

Alberto Díaz-Cayeros is a Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and co-director of the Democracy Action Lab (DAL), based at FSI's Center on Democracy, Development and Rule of Law (CDDRL). His research interests include federalism, poverty relief, indigenous governance, political economy of health, violence, and citizen security in Mexico and Latin America.

He is the author of Federalism, Fiscal Authority and Centralization in Latin America (Cambridge, reedited 2016), coauthored with Federico Estévez and Beatriz Magaloni, of The Political Logic of Poverty Relief (Cambridge, 2016), and of numerous journal articles and book chapters.

He is currently working on a project on cartography and the developmental legacies of colonial rule and governance in indigenous communities in Mexico.

From 2016 to 2023, he was the Director of the Center for Latin American Studies at Stanford University, and from 2009 to 2013, Director of the Center for US-Mexican Studies at UCSD, the University of California, San Diego.

Beatriz Magaloni Magaloni is the Graham Stuart Professor of International Relations at the Department of Political Science. Magaloni is also a Senior Fellow at the Freeman Spogli Institute, where she holds affiliations with the Center on Democracy, Development and the Rule of Law (CDDRL) and the Center for International Security and Cooperation (CISAC). She is also a Stanford’s King Center for Global Development faculty affiliate. Magaloni has taught at Stanford University for over two decades.

She leads the Poverty, Violence, and Governance Lab (Povgov). Founded by Magaloni in 2010, Povgov is one of Stanford University’s leading impact-driven knowledge production laboratories in the social sciences. Under her leadership, Povgov has innovated and advanced a host of cutting-edge research agendas to reduce violence and poverty and promote peace, security, and human rights.

Magaloni’s work has contributed to the study of authoritarian politics, poverty alleviation, indigenous governance, and, more recently, violence, crime, security institutions, and human rights. Her first book, Voting for Autocracy: Hegemonic Party Survival and its Demise in Mexico (Cambridge University Press, 2006) is widely recognized as a seminal study in the field of comparative politics. It received the 2007 Leon Epstein Award for the Best Book published in the previous two years in the area of political parties and organizations, as well as the Best Book Award from the American Political Science Association’s Comparative Democratization Section. Her second book The Politics of Poverty Relief: Strategies of Vote Buying and Social Policies in Mexico (with Alberto Diaz-Cayeros and Federico Estevez) (Cambridge University Press, 2016) explores how politics shapes poverty alleviation.

Magaloni’s work was published in leading journals, including the American Political Science Review, American Journal of Political Science, Criminology & Public Policy, World Development, Comparative Political Studies, Annual Review of Political Science, Cambridge Journal of Evidence-Based Policing, Latin American Research Review, and others.

Magaloni received wide international acclaim for identifying innovative solutions for salient societal problems through impact-driven research. In 2023, she was named winner of the world-renowned Stockholm Prize in Criminology, considered an equivalent of the Nobel Prize in the field of criminology. The award recognized her extensive research on crime, policing, and human rights in Mexico and Brazil. Magaloni’s research production in this area was also recognized by the American Political Science Association, which named her recipient of the 2021 Heinz I. Eulau Award for the best article published in the American Political Science Review, the leading journal in the discipline.

She received her Ph.D. in political science from Duke University and holds a law degree from the Instituto Tecnológico Autónomo de México.

Abstract of Seema Jayachandran's "Applying the Odious Debts Doctrine while Preserving Legitimate Lending":

Odious debts are debts incurred by the government of a nation without either popular consent or a legitimate public purpose. While there is some debate within academic circles as to whether the successor government to a regime which incurred odious debts has the right to repudiate repayment, in the real world this is currently not an option granted legitimacy either by global capital markets or the legal systems of creditor states. There are compelling reasons to reform the law of odious debts to allow for such a repudiation in citizens of a tyrant to repay their oppressor's personal debts, but the burden of odious-debt servicing can perpetuate the cycle of state failure which has direct national security consequences. In addition, a properly designed odious debt reform could function as an alternative sanctions mechanism to trade sanctions with fewer harmful implications for the general population of the targeted state. Classical proponents of odious debt reform advocate for recognition of a legal rule under which successor governments could challenge the validity of debts incurred by prior regimes against the odious debt legal standard in a judicial-style forum. We make the case for an alternative "Due Diligence" model of reform which provides far greater ex ante certaining for lenders both as to which investments from subsequent invalidation. The Due Diligence Model also solves certain time-consistency problems inherent to the Classical model.

Christine Scheiber is the Microsoft Research Scholar on Corruption on the Rule of Law at the Center on Democracy, Development and the Rule of Law (CDDRL). Her current research examines corruption in the extractive industries (in particular hydrocarbons and diamonds) and how international anti-money laundering instruments can help to prevent and combat political corruption and further the restitution of ill-gotten funds. She received her PhD from the London School of Economics. Her dissertation advances a functionalist theory of the design of international institutions with a focus on international institutions that deal with illicit flows of money, small arms, narcotics and conflict diamonds. She pursued her undergraduate studies in Switzerland and at the Institut d'Etudes Politiques (Sciences Po), Paris, France.

Peter Lorentzen's research addresses informal institutions that arise where formal institutions are absent. The paper to be presented at the seminar considers the high levels of popular unrest in contemporary China. Lorentzen argues that "regularized rioting" serves as a useful tool of the central government in solving two important information problems - it helps to monitor and limit corruption by local officials, and it helps the government to identify discontented groups, resolve their concerns, and maintain political stability.

External-led state building is at the forefront of international security governance; it has been called "a growth industry"; and it is, against the backdrop of the US-led intervention in Iraq, more controversial than ever. Since the end of the cold war, the UN have launched more than 60 missions in 24 countries. Whilst the primary objective of all of these missions was to monitor, keep, enforce or build peace, a second objective, which is intrinsically linked to the first, was to contribute directly or indirectly to the reestablishment of functioning state-hood. Peace-building mission have become state-building missions. There are two broad reasons for this. First, fragile states are seen as a risk to both their societies and to international security. And second, it is now broadly assumed that one vital condition for sustainable peace is that the state-apparatus has the capacity to exercise core functions of state-hood in an efficient, non-violent and legitimate way. Consequently, peace-building is more and more seen as state-building, and this evolution is reflected in both UN strategy documents, and the development aid strategies of most nation states.

It is against this background that the need for a systematic evaluation of successes and failures of external-led state building emerges. This in turn requires a framework that enables a cross-case comparison of outcomes of external-led state building efforts.

This paper has two objectives: First, I propose a framework that allows for the tracing of the absolute and the relative state-building progress of countries hosting a state-building operation. I argue that "success" should be disaggregated and measured along five dimensions: the absence of war, the reestablishment of a full monopoly over the means for violence, economic development, democracy, and institutional capacities. I discuss at some length the implications for data collection and proxying these measures of success. Secondly, I evaluate the outcome of 17 UN-led peace-building operations, using a new data set. I compare the successes and failures of state-building along these five dimensions against three hypothetical scenarios: The first one is "more is better." In this scenario, it is assumed that the more intrusive the intervention, the more successful the outcome. The second scenario can be called "less-is-more" and assumes that too intrusive missions are counterproductive, because they hinder the endogenous emergence of stable statehood. The third scenario is the "trade-off-scenario." Here, it is assumed that more intrusive interventions produce better outcome in some policy fields and worse in others. This then would point to existing trade-offs between different objectives of state building. Rather than assuming that all good things go together, in the "trade-off"-scenario the success in one dimension (for example democracy) comes at the expense of less success in another dimension (for example economic development).

Lyman and Morrison will discuss the Council on Foreign Relations-sponsored Independent Task Force Report on the US and Africa. The Report argues that Africa is becoming steadily more central to the United States and to the rest of the world in ways that transcend humanitarian interests. Africa now plays an increasingly significant role in supplying energy, preventing the spread of terrorism, and halting the devastation of HIV/AIDS. Africa's growing importance is reflected in the intensifying competition with China and other countries for both access to African resources and influence in this region. A more comprehensive U.S. policy toward Africa is needed, the report states, and it lays out recommendations for policymakers to craft that policy. The report is available at www.cfr.org.

Princeton N. Lyman is the Ralph Bunche Senior Fellow and Director for Africa Policy Studies at the Council on Foreign Relations. He is also an Adjunct Professor at Georgetown University. Ambassador Lyman served for over three decades at the U.S. Department of State and the U.S. Agency for International Development (USAID), completing his government service as Assistant Secretary of State for International Organization Affairs. He was previously Ambassador to South Africa, Ambassador to Nigeria, Director of Refugee Programs and Director of the USAID Mission to Ethiopia.

From 1999 to 2000, he was Senior Fellow at the United States Institute of Peace. Ambassador Lyman held the position of Executive Director of the Global Interdependence Initiative of the Aspen Institute (1999 to 2003) and has received the President's Distinguished Service Award and the Department of State Distinguished Honor Award. Ambassador Lyman has published on foreign policy, African affairs, economic development, HIV/AIDS, UN reform, and peacekeeping. He coauthored the Council on Foreign Relations Special Report entitled Giving Meaning to "Never Again": Seeking an Effective Response to the Crisis in Darfur and Beyond. His book, Partner to History: The U.S. Role in South Africa's Transition to Democracy, was published in 2002. He earned his B.A. from the University of California at Berkeley and his Ph.D. in Political Science from Harvard University. He serves as the Co-Director of the Council on Foreign Relations-sponsored Independent Task Force on Africa.

J. Stephen Morrison is Director of the Africa Program and the Task Force on HIV/AIDS at the Center for Strategic and International Studies (CSIS). He joined CSIS in January 2000 and in late 2001, launched the CSIS Task Force on HIV/AIDS. The task force is a multiyear project co-chaired by Senators Bill Frist (R-TN) and John Kerry (D-MA) and funded by the Gates Foundation and the Catherine Marron Foundation. Dr. Morrison co-chaired the reassessment of the U.S. approach to Sudan that laid the basis for the Bush administration push for a negotiated peace settlement, and in the summer of 2002 he organized an energy expert mission to the Sudan peace negotiations in Kenya.

From 1996 through early 2000, Dr. Morrison served on the Secretary of State's Policy Planning Staff, where he was responsible for African affairs and global foreign assistance issues. In that position, he led the State Department's initiative on illicit diamonds and chaired an interagency review of the U.S. government's crisis humanitarian programs. From 1993 to 1995, Dr. Morrison conceptualized and launched USAID's Office of Transition Initiatives; he served as the office's first Deputy Director and created post-conflict programs in Angola and Bosnia. From 1992 until mid-1993, Dr. Morrison was the Democracy and Governance Adviser to the U.S. embassies and USAID missions in Ethiopia and Eritrea. He serves as the Co-Director of the Council on Foreign Relations-sponsored Independent Task Force on Africa.

Professor Park will address the changes that have occurred in the Chinese labor market over the past quarter century, focusing on the extent to which labor market reforms have successfully created a well-functioning market for labor with a high degree of labor mobility. Like other rapidly growing developing countries, China has experienced rapid structural change featuring a steady flow of labor from agriculture to industry, and from rural areas to urban areas. As a transition economy, China has shifted gradually from planned allocation of labor in state-sector jobs to a more open labor market. Although the large magnitudes of these changes are impressive, reform of the labor market has been halting, uneven, and difficult, with much additional reform still required. Prof. Park will look at several dimensions of the Chinese labor market: labor allocation, wage setting, regional differences, and ownership sectors. He will conclude by discussing the key policy challenges that lie ahead.

Albert Park is Associate Professor of Economics and Faculty Associate of the Center for Chinese Studies at the University of Michigan. He is also a research affiliate at the Population Studies Center and chairs the faculty steering committee for Michigan's China Data Center. Dr. Park has been a visiting professor and researcher at Harvard University and Peking University, as well as other research institutions in China and Taiwan, and has served as a consultant for the World Bank on several projects analyzing economic development issues in China, including the Bank's current China Poverty Assessment project. Dr. Park earned a Ph.D. in applied economics from the Food Research Institute and Department of Economics at Stanford University in 1996. His research interests include economic development, economic transition, labor, applied microeconomics, and the Chinese economy. He is involved in numerous collaborative research activities in China, including several large survey projects to study labor market developments in urban areas, and rural education, health, and labor outcomes. He has published over thirty journal articles and chapters in edited volumes, and is the coeditor of a forthcoming volume titled Education and Reform in China. At Michigan, he teaches a graduate course on the microeconomics of development and an undergraduate course on the Chinese economy.

The authors examine the global expansion of higher educational enrollments over the 20th century. Rates of growth accelerated in virtually all countries after 1960. Drawing upon institutional arguments, we discuss the nature of this transformation and the historical trends that brought it about. A changed model of society came into place globally - one in which schooled knowledge and personnel came to be seen as appropriate for a wide variety of social positions, and where many more young people could be viewed as appropriate candidates for higher education. An older vision of education as contributing to a closed society and occupational system - with associated fears of "overeducation" - was replaced by an open-system picture of education as useful "human capital" for unlimited progress. This shift involves several global changes, including:

  1. increasing global emphasis on democracy and human rights;
  2. the advent of modern national development planning; and
  3. the expansion of science as a broad authority in social life. The authors these arguments and several others using pooled panel regression analyses over the period 1900-2000.

They find support for the institutional argument, as well as for several more specific arguments regarding national variation: enrollments are higher in countries better organizationally linked-in to world society, where secondary enrollments are high, where economic development is higher, and where state control over education is low. But global trends dominate the analysis, such that many developing countries now have higher enrollment rates than European countries did only a few decades ago. The article discusses implications of a world in which all countries have large elite sectors schooled in institutions that have a great deal of cultural commonality.

In today's global economy, access to resources around the world has never been easier. The high tech industry has always been in the forefront of globalization in lowering costs, acquiring talent as well as serving markets. For instance, Asian countries have long been known for their vast manufacturing bases for western high tech industry.

In recent years, thanks to Y2K, India has become the leader in software outsourcing. China, given its expanding economy as well as its open market direction, has rapidly become the emerging location for multi-national semiconductor companies to outsource their product development amidst China's own burgeoning integrated circuit (IC) industry. Mr. Lee has first-hand experience in building and managing an IC product development center in Shanghai, China. He will discuss the challenges of operating a R&D organization in an environment of different languages and cultures. He will also share his vision of the future of the IC industry in China.

Mr. Lee is Group Vice President and general manager of Timing Solutions Products at Integrated Device Technology, Inc.(IDT), a public semiconductor company of $650 million annual sales, focusing on valued-added solutions for communication, consumer and computing markets. He has been with IDT for the last 22 years and has served various management roles. In 2001, he architected the acquisition of Newave Semiconductor Corporation in China and established the Shanghai Product Development Center for IDT. Before joining IDT in 1984, Mr. Lee spent 5 years at Intel Corporation as a technologist for the early development of flash memory technology. Mr. Lee earned his B.S. degree in Electrical Engineering from National Taiwan University in 1975 and M.S. degree from Case Western Reserve University in 1979.
