FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

North Korea is the world's last true Stalinist regime. In most of the world, communism is dead, at least in everything but name. But in North Korea, totalitarian controls and a bizarre ideology have survived the collapse of the Soviet Union, the global wave of democratization and liberalization, the political transformation of South Korea, and the death in 1994 of dictator Kim Il Sung. Like almost everything else about the country, its very name - the "Democratic People's Republic of Korea" - is a grotesque, Orwellian lie.

Since April 1974, when the Portuguese military overthrew the Salazar/Caetano dictatorship, the number of democracies in the world has multiplied dramatically. Before the start of this global trend - what Samuel Huntington has famously dubbed the "third wave" of democratic expansion - there were about forty democracies. The number increased moderately through the late 1970s and early 1980s as several states experienced transitions from authoritarian rule (predominantly military) to democratic rule. In the mid-1980s, the pace of global democratic expansion accelerated markedly. By the end of 1995, there were as many as 117 democracies or as few as 76. The number depends on whether the standard is the more minimal electoral democracy (in which the people can choose their leaders through regular, free, and fair multiparty elections) or the more substantial liberal democracy (which secures individual liberties and civic pluralism through institutional checks and balances and a strong rule of law).

If the twentieth century was the century of totalitarianism, total war, genocide, and brutality, it was also the century of democracy. As Freedom House notes in its latest annual survey of freedom in the world, there was not a single country in 1900 that would qualify by today's standards as a democracy. By 1950, only 22 of the 80 sovereign political systems in the world (28 percent) were democratic. When the third wave of global democratization began in 1974, there were 39 democracies, but the percentage of democracies in the world was about the same (27 percent). Yet by January 2000, Freedom House counted 120 democracies, the highest number and the greatest percentage (63) in the history of the world.

Larry Diamond - Vicente Fox's presidential election victory in Mexico on July 2 was more than a shattering defeat for the world's longest-ruling governing party, the Institutional Revolutionary Party (PRI); it was also a hugely significant victory for democracy. In Mexico, it puts a long-overdue end to seven decades of rotten, cynical control by a single party over a swollen and abused state. In Latin America, it ends the biggest exception to the two-decade-long regional swing toward genuine electoral competition.

From a humanitarian perspective, few international policy proposals appear more compelling than debt relief for the world's poor. The poorest countries have seen their external debts spiral to the point where interest payments are crowding out desperately needed investments in roads, schools, sanitation, health care, and other social services. The majority of their people live below the poverty line, struggling to survive on a dollar or two a day. Average life expectancy is well below 60 years and declining in many countries because of AIDS. Lacking access to safe drinking water, preventive medicine, and basic education, as well as to markets, credit, and justice, people live needlessly short and degrading lives.

Since Saddam Hussein's fall from power last April, the world has learned a great deal about the consequences of his abhorrent rule: mass killings, a brutalized population, staggering corruption, an impoverished population, a devastated environment, neglected educational institutions, a miscarried justice system, and other failing governmental functions. This legacy of Saddam's horrific misrule is the most dramatic demonstration of the vital connection between the vibrancy and economic development of a people and the nature of their governing institutions. The mounting evidence of this linkage around the world must drive a revolution in the way that we administer foreign assistance.

Larry Diamond - Out of the ruins of one of the world's worst tyrannies, in an ancient land that has rarely known any form of decent or constitutional governance, a democracy is struggling to be born. Iraq is one of the world's least likely sites for a transition to democracy. Virtually all the classic preconditions for liberal government are lacking. And yet, with its decades-long despotism shattered, Iraq is now better positioned than any of its 15 Arab neighbors to become a democracy in the next few years. That achievement, however tentative and imperfect, would ignite mounting aspirations for democratization throughout the region - from Iran to Morocco - and renew the momentum of freedom worldwide.

When I traveled the country speaking about this new document, I was stunned by the anger and frustration of Iraqis who felt excluded from the process. But by then, the CPA was interested only in "selling" the document (for which we hired an expensive advertising agency). Too often, our engagement with ordinary Iraqis was a one-way conversation from above.

Today, as the U.S. continues to battle the radical Shiite insurgency led by cleric Muqtada Sadr while trying to sell Iraqis on its post-occupation plans, the challenges are as tough as ever. The new interim government includes a number of politically shrewd Iraqis, some with roots in Iraq's crucially important tribes, who may yet prove capable of mobilizing support for the political transition. But the new government will not be viable and the elections for a transitional parliament will drown in bloodshed and fraud unless the new Iraqi state can defeat the former regime loyalists, the terrorists, the organized criminals and the militias. To do that, a recommitment from the United States -- and a smarter American strategy -- will be needed.

HILLA, IRAQ - On a rough, woven mat, under a huge tented mudheef (a traditional reed-frame guesthouse), atop the roof of one of Iraq's most beautiful mosques, a giant bear of a man implores his American visitors to act against the religious fanatics who have vowed to kill him and destroy his movement for democracy. The black-turbaned man with outsized feet, hands, girth, and ambition is a Sayyid, a direct descendant of the Prophet Mohammed. With his unruly black beard, flowing clerical garb, and retinue of religious followers, he could easily be mistaken for just another radical Shiite mullah.
