Over the several hundred years during which the rules of sovereignty including non-intervention and the exclusion of external authority have been widely understood, state control could never be taken for granted. States could never isolate themselves from the external environment. Globalization and intrusive international norms are old, not new, phenomena. Some aspects of the contemporary environment are uniquethe number of transnational nongovernmental organizations has grown dramatically, international organizations are more prominent; cyber crime could not exist without cyber space. These developments challenge state control. A loss of control can precipitate a crisis of authority, but even a crisis of authority is only a necessary but not a sufficient condition for developing new authority structures. New rules could emerge in an evolutionary way as a result of trial and error by rational but myopic actors. But these arrangements, for instance international policing, are likely to coexist with rather than to supplant conventional sovereign structures. Sovereigntys resilience is, if nothing else, a reflection of its tolerance for alternatives.

New theories and theory-based methodological approaches have found their way into Comparative Education - just as into Comparative Social Science more generally - in increasing number in the recent past. The essays of this volume express and critically discuss quite a range of these positions such as, inter alia, the theory of self-organizing social systems and the morphogenetic approach; the theory of long waves in economic development and world-systems analysis; historical sociology and the sociology of knowledge; as well as critical hermeneutics and post-modernist theorizing. With reference to such theories and approaches, the chapters - written by scholars from Europe, the U.S.A., Australia and New Zealand - outline alternative research agendas for the comparative study of the social and educational fabric of the modern world. In so doing, they also expound frames of reference for re-considering the intellectual shaping, or Discourse Formation, of Comparative Education as a field of study.

This book brings together emerging perspectives from organization theory and management, environmental sociology, international regime studies, and the social studies of science and technology to provide a starting point for discipline-based studies of environmental policy and corporate environmental behavior. Reflecting the book's theoretical and empirical focus, the audience is two-fold: organizational scholars working within the institutional tradition, and environmental scholars interested in management and policy. Together this mix forms a creative synthesis for both sets of readers, analyzing how environmental policy and organizational practices are shaped, spread and contested.

Alexander Wendt has drawn on an exceptional range of theoretical literature in his effort to reconceptualize the nature of the international system. His discussion of scientific realism ought to be required reading for any student of international relations, or political science for that matter. He puts to rest the notion that constructivism is necessarily postmodern, devoid of an objective referent. In John Searle's felicitous formulation it is possible to have a subjective ontology but an objective epistemology. In emphasizing that all knowledge is theory laden, Wendt underscores the point that facts never simply speak for themselves. In both the social and natural sciences brute empiricism is never an adequate research strategy. Our theories shape the way we see the world but they cannot remake the world in their own image.

Expanded scientific activity is thought to benefit national economic development through improved labor force capacities adn the creation of new knolwedge and technology. However, scientific research activity expands as a global process and reflects the penetration of societies by a general rationalistic world culture. The authors point out that scientific expansion and the accompanying cultural penetration legitimate a board progressive agenda of social amelioration (e.g., by identifying environmental and health problems, and social welfare and human rights issues) that can result in regulation and direct constrainsts on productive economic activity in teh short term. Thus, science can be seen as encouraging a trade-off between short-term economic growth and boarder (and longer-term) social development. The effects of dimensions of scientific infrastrucutre on national economic growth are examined over the 1970-1990 period. Cross-national analyses show that the size of a nation's scientific labor force and training system has a positive effect on economic development, supporting conventional theories. However, indicators of national involvement in scientific research activity show negative effects on economic growth. Corollary analyses show that this negative effect is partially explained by the expansion of scientific activity into more socially relevant domains (e.g., medicine, environmental sciences, etc.) thus supporting the main arguments.

In March 2000, Taiwan's voters ended 55 years of Nationalist Party rule by electing Chen Shui-bian to the Presidency, granting power to the Democratic Progressive Party. Now six months into his term, President Chen faces threat of recall, as well as immediate demands to surrender control over foreign policyÑincluding especially negotiations with mainland China. The numerous foreign policy and strategic implications will be discussed in a roundtable format with three panelists.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.

Since 1997, Dr. Richard Bush has been the leadig on-site practitioner of US-Taiwan relations. He was appointed to the Board of the American Institute of Taiwan by Secretary of State Madeleine Albright, and named Chairman and Managing Dircetor at the same time. Prior to his appointment, he was staff to the International Relations Committee in the United States House of Representatives, and also served as National Intelligence Officer for East Asia. He holds a doctorate in political science from Columbia University.

When Taiwan's government launched Hsinchu Science-based Industrial Park Project in 1979, the objectives were three fold: to revitalize the country's economic growth, to establish its indigenous high-tech base, and to slow down the (then) serious brain drain problem. After extensive consultations, study tours, and careful evaluation, a strategy was adopted to emulate Silicon Valley. The key ingredients of the strategy were to establish favorable investment and living environments for high tech entrepreneurs, to lure back some expatriate brain power, and to train more science and engineering graduates. The initial plan involved a 10-year, $500 million government fund to develop a nearly 600 hectare science park in Hsinchu, where two prestigious universities and a government funded research institution already were located. The Taiwanese government established a Hsinchu Science-based Industrial Park Administration in 1979 to execute this plan. What has happened during the past 20 years? The current status of the Hsinchu Park will be presented to substantiate the original plan and strategy. Dr. Irving T. Ho currently serves as Chairman of the Board of EiC Corp. His distinguished career includes serving as the first Director General of the Hsinchu Science-Based Industrial Park, President and CEO of International Integrated System, Inc., Vice Chairman of Taiwan's National Science Council, and senior manager and award winning researcher at IBM's East Fishkill Laboratory. Holder of 34 US patents, Dr. Ho received his M.S. and Ph.D. degrees in Electrical Engineering from Stanford University.
