Security

FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.

Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.

Rajaie Batniji is a resident physician in internal medicine at Stanford and a CDDRL affiliate. His research examines the selection of priority diseases and countries in global health, and he is interested in global health financing and the priority-setting process of international institutions.  His work has also examined social determinants of health in the Middle East.  At FSI, Dr. Batniji is co-investigator on Global Underdevelopment Action Fund projects explaining U.S. global health financing and political causes of public health crisis.

Dr. Batniji received his doctorate in international relations (D.Phil) from Oxford University where he studied as a Marshall Scholar. He also earned a M.D. from the University of California, San Francisco School of Medicine and M.A. and B.A. (with distinction) degrees in History from Stanford University.   Dr. Batniji was previously based at Oxford's Global Economic Governance Program, and he has worked as a consultant to the World Health Organization.

As Dominique Strauss-Kahn, head of the world’s most powerful financial institution, the International Monetary Fund (IMF), spends a few nights in Rikers Island prison awaiting a hearing, the world is learning a lot about his history of treating women as expendable sex objects. Strauss-Kahn has been charged with rape and forced imprisonment of a 32-year-old Guinean hotel worker at a $3,000-a-night luxury hotel in New York.

While the media dissects the attempted rape of a young African woman and begins to dig out more information about Strauss-Kahn’s past indiscretions, we couldn’t help but see this situation through the feminist lens of the “personal is political.” 

For many in the developing world, the IMF and its draconian policies of structural adjustment have systematically “raped” the earth and the poor and violated the human rights of women. It appears that the personal disregard and disrespect for women demonstrated by the man at the highest levels of leadership within the IMF is quite consistent with the gender bias inherent in the IMF’s institutional policies and practice.

Systematic Violation of Women’s Human Rights

The IMF and the World Bank were established in the aftermath of World War II to promote international trade and monetary cooperation by giving governments loans in times of severe budget crises. Although 184 countries make up the IMF’s membership, only five countries—France, Germany, Japan, Britain, and the United States—control 50 percent of the votes, which are allocated according to each country’s contribution.

The IMF has earned its villainous reputation in the Global South because in exchange for loans, governments must accept a range of austerity measures known as structural adjustment programs (SAPs). A typical IMF package encourages export promotion over local production for local consumption. It also pushes for lower tariffs and cuts in government programs such as welfare and education. Instead of reducing poverty, the trillion dollars of loans issued by the IMF have deepened poverty, especially for women who make up 70 percent of the world’s poor.

IMF-mandated government cutbacks in social welfare spending have often been achieved by cutting public sector jobs, which disproportionately impact women. Women hold most of the lower-skilled public sector jobs, and they are often the first to be cut. Also, as social programs like caregiving are slashed, women are expected to take on additional domestic responsibilities that further limit their access to education or other jobs.

In exchange for borrowing $5.8 billion from the IMF and World Bank, Tanzania agreed to impose fees for health services, which led to fewer women seeking hospital deliveries or post-natal care and naturally, higher rates of maternal death.  In Zambia, the imposition of SAPs led to a significant drop in girls’ enrollment in schools and a spike in “survival or subsistence sex” as a way for young women to continue their educations.

But IMF’s austerity measures don’t just apply to poor African countries. In 1997, South Korea received $57 billion in loans in exchange for IMF conditionalities that forced the government to introduce “labor market flexibility,” which outlined steps for the government to compress wages, fire “surplus workers,” and cut government spending on programs and infrastructure. When the financial crisis hit, seven Korean women were laid off for every one Korean man. In a sick twist, the Korean government launched a "get your husband energized" campaign encouraging women to support depressed male partners while they cooked, cleaned, and cared for everyone.

Nearly 15 years later, the scenario is grim for South Korean workers, especially women. Of all OECD countries, Koreans work the longest hours: 90% of men and 77% of women work over 40 hours a week.  According to economist Martin Hart-Landsberg, in 2000, 40 percent of Korean workers were irregular workers; by 2008, 60 percent worked in the informal economy. The Korean Women Working Academy reports that today 70 percent of Korean women workers are temporary laborers.

Selling Mother Earth

IMF policies have also raped the earth by dictating that governments privatize the natural resources most people depend on for their survival: water, land, forests, and fisheries. SAPs have also forced developing countries to stop growing staple foods for domestic consumption and instead focus on growing cash crops, like cut flowers and coffee for export to volatile global markets. These policies have destroyed the livelihoods of small-scale subsistence farmers, the majority of whom are women.

“IMF adjustment programs forced poor countries to abandon policies that protected their farmers and their agricultural production and markets,” says Henk Hobbelink of GRAIN, an international organization that promotes sustainable agriculture and biodiversity. "As a result, many countries became dependent on food imports, as local farmers could not compete with the subsidized products from the North. This is one of the main factors in the current food crisis, for which the IMF is directly to blame."

In the Democratic Republic of Congo (DRC), IMF loans have paved the way for the privatization of the country’s mines by transnational corporations and local elites, which has forcibly displaced thousands of Congolese people in a context where women and girls experience obscenely high levels of sexual slavery and rape in the eastern provinces. According to Gender Action, the World Bank and IMF have made loans to the DRC to restructure the mining sector, which translates into laying off tens of thousands of workers, including women and girls who depend on the mining operations for their livelihoods. Furthermore, as the land becomes mined and privatized, women and girls responsible for gathering water and firewood must walk even further, making them more susceptible to violent crimes.

We Are Over It

Women’s rights activists around the globe are consistently dumbfounded by how such violations of women’s bodies are routinely dismissed as minor transgressions. Strauss-Kahn, one of the world’s most powerful politicians whose decisions affected millions across the globe, was known for being a “womanizer” who often forced himself on younger, junior women in subordinate positions where they were vulnerable to his far greater power, influence, and clout. Yet none of his colleagues or fellow Socialist Party members took these reports seriously, colluding in a consensus shared even by his wife that the violation of women’s bodily integrity is not in any sense a genuine violation of human rights.

Why else would the world tolerate the unearthly news that 48 Congolese women are raped every hour with deadening inaction? Eve Ensler speaks for us all when she writes, “I am over a world that could allow, has allowed, continues to allow 400,000 women, 2,300 women, or one woman to be raped anywhere, anytime of any day in the Congo. The women of Congo are over it too.”

We live in a world where millions of women don’t speak their truth, don’t tell their dark stories, don’t reveal their horror lived every day just because they were born women.  They don’t do it for the same reasons that the women in the Congo articulate – they are tired of not being heard. They are tired of men like Strauss-Kahn, powerful and in suits, believing that they can rape a black woman in a hotel room, just because they feel like it. They are tired of the police not believing them or arresting them for being sex workers. They are tired of hospitals not having rape kits. They are tired of reporting rape and being charged for adultery in Iran, Pakistan, and Saudi Arabia.

Fighting Back

For each one of them, and for those of us who have spent many years investing in the tenacity of women’s movements across the globe, the courage and gumption of the young Guinean immigrant shines like the torch held by Lady Liberty herself. This young woman makes you believe we can change this reality. She refused to be intimidated.  She stood up for herself. She fought to free herself—twice—from the violent grip of the man attacking her. She didn’t care who he was—she knew she was violated and she reported it straight to the hotel staff, who went straight to the New York police, who went straight to JFK to pluck Strauss-Kahn from his first-class Air France seat.

In a world where it often feels as though wealth and power can buy anything, the courage of a young woman and the people who stood by her took our breath away. These stubborn, ethical acts of working class people in New York City reminded us that women have the right to say “no.”  It reminded us that “no” does not mean “yes” as the Yale fraternities would have us believe, and, most importantly that no one, regardless of their position or their gender, should be above the law.  A wise woman judge further drove home the point about how critically important it is to value women’s bodies when she denied Strauss-Kahn bail citing his long history of abusing women.

Strauss-Kahn sits in his Rikers Island cell. It would be a great thing if his trial succeeds in ending the world’s tolerance for those who discriminate and abuse women. We cannot tolerate it one second longer.  We cannot tolerate it at the personal level, we must refuse to condone it at the professional level, and we must challenge it every time it we see it in the policies of global institutions like the International Monetary Fund.

Twenty-seven rising leaders from emerging democracies around the world have been named to the 2011 class of Draper Hills Summer Fellows on Democracy and Development at CDDRL.

Twenty-seven rising leaders from emerging democracies around the world have been named to the 2011 class of Draper Hills Summer Fellows on Democracy and Development at CDDRL.

This group represents the seventh class of Draper Hills Summer Fellows and is composed of democracy activists, development practitioners, academics, policymakers, journalists, and entrepreneurs, among others. The finalists were selected from a competitive pool of over 200 applicants and represent a dynamic cohort of mid-career professionals who are committed to improving or establishing democratic governance, economic growth, and rule of law in their home countries.

The program is funded by generous support from Bill and Phyllis Draper and Ingrid von Mangoldt Hills.

Some interesting statistics to illustrate the diverse nature of this class are as follows: 50% are women, the average age is 37 years, almost half hold graduate degrees, and Africa and the Middle East represent the largest geographical proportion of the incoming class.

Collectively, the Draper Hills Summer Fellows are helping to accelerate social and political change by developing multiparty democracy in Ghana, fighting for minority rights in Nepal, promoting good governance in Zimbabwe, training political parties in Iraq, and advocating for constitutional reform in Venezuela.

This group will convene at Stanford University July 25-August 12 for a three-week intensive executive education program led by an interdisciplinary team of leading faculty affiliated with CDDRL. During this time, the Draper Hills Summer Fellows will hear from distinguished speakers, engage in peer learning, and meet with executives of leading Silicon Valley companies and non-profit organizations to share best practices and expand their professional networks.

This high-impact program helps to create a broader community of global activists and practitioners intent on sharing experiences to bring positive change where democracy is at risk.

CDDRL consulting professor Hicham Ben Abdallah wrote a new piece for the French daily Libération on the state of the democratic movement in Morocco as it enters a defining period this summer.

As the Arab Spring meets the Moroccan summer, the movement for democratic reform in our country finds itself in a rare moment when constitutional issues are in the forefront, demanding immediate attention, while the political and social forces that shape the fundamental context, and will determine ultimate outcomes, remain in motion and cannot be forgotten. With the February 20th movement evolving into a series of rolling demonstrations, and the regime drawing other political forces into a process of constitutional reform guided by a royally-appointed consultative commission (CCRC), the major players continue to circle each other, testing their strengths and weaknesses. The movement wants to see how far it can go with militant non-violence, reinforced by the regional momentum of reform; the regime wants to see how well it can contain the pressure with a mixture of co-optation and repression, and is also drawing on an emerging regional pushback against reform demands.

For the moment, the regime has established an agenda: By the end of June, a consultative commission will report to the King, who will then prepare a revised constitution to be presented to the voters in a referendum. The King’s speech regarding this commission was initially greeted as a very positive response to popular pressure, but observers are now wary that this process is quickly being diverted into familiar channels of cosmetic change. 

The regime has put itself in a conundrum: Either you have a real campaign with open, democratic debate around this commission and the proposed reforms – in which case there will be serious dissent and the results will be unpredictable; or, you have a carefully managed and restricted theater of discussion with a familiar cast of characters and a predictable happy ending. 

What seems to be developing is more like the latter – an opaque process, in which traditional party and union leaders (most of whom withheld or hedged their support of the movement), presided over by a royal advisor, will formulate reform proposals that will be further edited by the king before being submitted to a popular vote. From such a process, it will not be difficult to come up with some “good enough” constitutional revisions that are likely to win approval in a quick referendum, as well as international praise. This would gain the regime some instant credibility for democratic reform, and might give it an excuse to brand any further extra-electoral mobilization as “undemocratic.” Since this process would also produce low participation, a weak turnout, and increased disappointment, those extra-electoral demonstrations would be a virtual certainty.

It is not hard to understand why movement activists have declined to participate in such a tightly-managed “consultative” process, though their participation could have transformed it into a useful forum. The constitutional issues in play are extremely relevant in the Moroccan context, as the demonstrators themselves have made clear, with, for example, their frequent references to the articles pertaining to the commanderie des croyants. Clearly, the heart of the matter, and the real test of constitutional reform, will be whether and how the powers and prerogatives of the monarchy are, for the first time, precisely and carefully delimited. This includes, not only the powers of the monarch relative to the different branches of government, but also a wide range of traditionally extra-legal, patrimonial prerogatives, such as the power to issue royal decrees, which should now be delimited within a constitutional framework.

But, although no real reform will advance without resolving this question of monarchical privilege, the kind of political change that people are now seeking goes beyond the fate of any single institution. Authoritarianism is not an office but a system, embedded in a widely-dispersed network of institutions and practices. Nowhere else is this clearer, for example, than when we consider the issues surrounding elections. Until now, we have tolerated “transparent” elections that are, in fact, structurally rigged, through gerrymandering, the complexity of the electoral code, and the tacit agreement of parties, to prevent an inconvenient majority. At the least, we need to strengthen the electoral code, and give the electoral commissions total independence from the Ministry of the Interior. If we also think about the independence and integrity of municipal and regional governments, the judiciary, the police, schools and universities, and even economic entities, we see the breadth of the changes that are implied in a thorough process of democratization. The persistence and complexity of the political effort necessary to advance that process and make it self-sustaining is clear. Democracy is a process, not a result, and it would be naive to think that a statute, or a referendum, or a demonstration could make it happen.

Indeed, beyond any set of legal or institutional changes, there is the more fundamental question of political culture. It requires, not just elections, but engagement -- the ongoing participation of millions of citizens in all the difficult decisions required to remake their society and their lives. But the legacy of decades of authoritarianism includes passivity, resignation, fear, and cynicism -- as well as, in Morocco, illiteracy. It includes a political framework in which parties become part of a spoils system, inured to their dependence on the monarchy, and reluctant to embrace a reform that would cut those ties. These implicit but powerful elements of authoritarianism provide the most stubborn obstacles to a thoroughgoing, self-sustaining process of democratization. The world is full of countries with perfect constitutions, passive, fearful citizens, and compliant political parties.

The educated, energetic, internet-savvy youth who inspired the February 20th movement, like their comrades across the region, have largely overcome this legacy for themselves, but have barely begun to bring with them the large swaths of Moroccans who are traditionalist, religious, culturally conservative, and -- not without reason -- afraid of making their lives any worse. To attract and mobilize these people, to help them become active citizens rather than passive subjects, requires setting another agenda, proposing a new social project—something visionary enough to inspire them, and programmatic enough to give them hope that their lives can be, not just different, but better. Do that, and the law will follow.

It has been understandably difficult to articulate such a project in a movement that has been a mixture of different social and political tendencies. But to advance, the movement must become more than a front de réfus. It has to adapt to a political space in Morocco that is more open than in many other Arab countries, and a target for its demands that is more difficult to define. The movement has tapped into the enormous desire for change among the populace, but has not yet been able to craft coalitions that will mobilize a broad constituency or develop a politically effective program and strategy.

For its part, the regime has not yet articulated a new vision of its own, adequate to the challenges we face. It is likely to find that the aura of history and tradition is no longer sufficient to sustain its own front de réfusbricolé from the sticks and carrots of the security apparatus and the usual suspects among the political parties, against the forces of change. 

The relations between movement and regime are still dominated by suspicion and fear, and this creates a very dangerous situation. We have to realize that, whatever the results of the consultative commission and referendum, they will almost certainly be overtaken by ongoing political events. Constitutional reform might turn a page, but it will begin another chapter. Either it will be substantive, and therefore become the condition and support of a continuing process of democratization that affects all the institutions of society, or it will be restricted and superficial, and quickly become an excuse for increased repression and a provocation to renewed militancy.

Particularly troubling in this regard is the regime’s seeming turn, already, to a strategy of harsher repression. It’s as if the regime believes not only that a single constitutional reform constitutes the process of democratization, but also that the mere promise of one puts an end to it. Beating people out of streets and squares, mass arrests, and drive-by attacks by police on motorcycles will do more to undermine the support of the government, and the monarchy, than would a sympathetic understanding of the need for a change that is comprehensive and social, not narrow and legal.

Whether the result of a momentary ascendancy of our own forces sécuritaires, or of the fear of lobbies with vested interests, or of the influence of some of our Arab brethren, who seem to think the Arab Spring can be choked off in mid-bloom by a strong enough dose of the herbicide of repression, such a harsh turn is dangerous and self-defeating. Throughout the region, the appeal of monarchy as a unifying and stabilizing force has been real, but it is also fragile, and requires its own careful and constant tending, or it may quickly wither. In February, the demonstrators in Bahrain were not calling for the ouster of the King or the end of the monarchy. Does anybody think they will be as reticent the next time they take to the streets? Does anybody think there will not be a next time? No “club of Kings” will protect a monarchy from the rage of people who have been beaten by the King’s clubs.

Bleeding wounds leave a harsher and longer-lasting impression than cast ballots. It would be wise for all political actors in Morocco to build on their own strengths rather than on their own or others’ weaknesses, to meet their political opponents with respect rather than fear, as compatriots and citizens rather than as enemies, and to prepare, as best they can, for a complex project of reform that will reach beyond the central squares of major cities, and will not be over in a month, or two months, or on anyone’s timetable. The Arab Spring is entering a long, but let’s hope not too hot, Moroccan summer.

On November 5-6  2010, the global Network of Democracy Research Institutes (NDRI) convened a conference in Quito, Ecuador, on "Political Clientalism, Social Policy, and the Quality of Democracy: Evidence from Latin America, Lessons from Other Regions." The meeting was cosponsored by three NDRI member institutes: the Washington-based International Forum for Democratic Studies (IFDS) of the National Endowment for Democracy (NED), Ecuador's Grupo FARO, and the Program on Poverty and Governance at the Center on Democracy, Development, and the Rule of Law (CDDRL).

The conference aimed to explore, in comparative framework, the modus operandi of political clientalism in the realm of social policies as well as the strategies that might be employed to combat it. The conference brought together 21 scholars and practitioners from around the world, including several from South America, particularly the Andean region. Participants from CDDRL included; Larry Diamond, Beatriz Magaloni, Francis Fukuyama, and Simeon Nichter.

Please see the attached conference report, which summarizes the main issues and key findings discussed at the meeting. The papers presented at the conference will be compiled into a volume edited by Diego Abente, deputy director of the International Forum for Democratic Studies at NED.

Simeon Nichter is a Postdoctoral Fellow at the Center on Democracy, Development and the Rule of Law at Stanford University. He also serves as a non-resident Postdoctoral Fellow at the Center for Global Development. Nichter holds a PhD in Political Science from UC Berkeley, an MPA in International Development from the Harvard Kennedy School, and a BA in Economics from Carleton College.

Simeon's ongoing research explores the political voice of poor and marginalized populations in emerging democracies, with central reference to Latin America. He examines how politicians offer material benefits to the poor in exchange for political support, and investigates how individuals' vote choices affect subsequent access to services. His research has been funded by fellowships from the National Science Foundation, Jacob K. Javits Program, and other sources. He has recently published articles in the American Political Science Review, Comparative Political Studies, Review of Economics and Statistics, and World Development.

Beatriz Magaloni Magaloni is the Graham Stuart Professor of International Relations at the Department of Political Science. Magaloni is also a Senior Fellow at the Freeman Spogli Institute, where she holds affiliations with the Center on Democracy, Development and the Rule of Law (CDDRL) and the Center for International Security and Cooperation (CISAC). She is also a Stanford’s King Center for Global Development faculty affiliate. Magaloni has taught at Stanford University for over two decades.

She leads the Poverty, Violence, and Governance Lab (Povgov). Founded by Magaloni in 2010, Povgov is one of Stanford University’s leading impact-driven knowledge production laboratories in the social sciences. Under her leadership, Povgov has innovated and advanced a host of cutting-edge research agendas to reduce violence and poverty and promote peace, security, and human rights.

Magaloni’s work has contributed to the study of authoritarian politics, poverty alleviation, indigenous governance, and, more recently, violence, crime, security institutions, and human rights. Her first book, Voting for Autocracy: Hegemonic Party Survival and its Demise in Mexico (Cambridge University Press, 2006) is widely recognized as a seminal study in the field of comparative politics. It received the 2007 Leon Epstein Award for the Best Book published in the previous two years in the area of political parties and organizations, as well as the Best Book Award from the American Political Science Association’s Comparative Democratization Section. Her second book The Politics of Poverty Relief: Strategies of Vote Buying and Social Policies in Mexico (with Alberto Diaz-Cayeros and Federico Estevez) (Cambridge University Press, 2016) explores how politics shapes poverty alleviation.

Magaloni’s work was published in leading journals, including the American Political Science Review, American Journal of Political Science, Criminology & Public Policy, World Development, Comparative Political Studies, Annual Review of Political Science, Cambridge Journal of Evidence-Based Policing, Latin American Research Review, and others.

Magaloni received wide international acclaim for identifying innovative solutions for salient societal problems through impact-driven research. In 2023, she was named winner of the world-renowned Stockholm Prize in Criminology, considered an equivalent of the Nobel Prize in the field of criminology. The award recognized her extensive research on crime, policing, and human rights in Mexico and Brazil. Magaloni’s research production in this area was also recognized by the American Political Science Association, which named her recipient of the 2021 Heinz I. Eulau Award for the best article published in the American Political Science Review, the leading journal in the discipline.

She received her Ph.D. in political science from Duke University and holds a law degree from the Instituto Tecnológico Autónomo de México.

Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science.

Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His book In the Realm of the Last Man: A Memoir will be published in fall 2026.

Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation, and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004. He is editor-in-chief of American Purpose, an online journal.

Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), the Pardee Rand Graduate School, and Adam Mickiewicz University (Poland). He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.

The Center on Democracy, Development, and the Rule of Law (CDDRL) is pleased to announce that undergraduate senior honors student Yihana von Ritter was awarded The Firestone Medal for Excellence in Undergraduate Research for her outstanding thesis examining HIV/AIDS policy in Papua New Guinea. Von Ritter was presented with the award at a ceremony held on June 11 during commencement weekend at Stanford University.

Von Ritter, a political science major, spent the summer of 2010 on the Papua New Guinea island of Karkar, where she performed extensive field research. She interviewed over 40 government officials, medical personnel, religious and civic leaders, youth, and HIV positive individuals. Her thesis entitled "Between Hope and Despair: An Assessment of HIV/AIDS Policy in Papua New Guinea," underscored the fact that while only 1% of Papua New Guinea's adult population is AIDS-infected, a public health crisis is looming if preventative policies are not swiftly adopted.

According to her thesis co-advisor Professor Emeritus David Abernethy, Von Ritter's thesis received the Firestone Medal­--awarded to the top ten percent of honors theses in social science, science, and engineering--for its remarkable combination of social science analysis and informed policy advocacy.

"Von Ritter provides policy-relevant recommendations in her thesis to enhance interagency communication and encourage active government leadership (in Papua New Guinea)," said Abernethy. Von Ritter also worked closely with Francis Fukuyama, FSI senior fellow and CDDRL faculty member, who provided guidance and support during the thesis writing process.

Purun Cheong and Kamil Dada were both recipients of the CDDRL Undergraduate Honors Program "Best Thesis Award" for their outstanding research and policy-relevant scholarship. Cheong, an international relations major, critically evaluated the failed United Nations state-building efforts in East Timor in his thesis, "When the Blind lead: The United Nations in East Timor-Lessons in State Building."

After spending a summer conducting research in Pakistan, Dada, a political science major, wrote "Understanding International Democracy Assistance: A Case Study of Pakistan," a sobering account of democracy assistance to Pakistan. Cheong and Dada were both advised by CDDRL director Larry Diamond.

The Program on Liberation Technology at the Center on Democracy, Development, and the Rule of Law (CDDRL) hosted two events in May, which brought together the technology and activist communities in support of a common cause-Egypt. The Program benefitted tremendously from the presence of two Egyptian activists, Ahmed Saleh and Sabah Hamamou, who traveled from Cairo to share their experiences and contribute ideas to help build a community between Tahrir Square and Silicon Valley. These events were coordinated by Stanford and Silicon Valley technology firms interested in leveraging their expertise in technology innovation to provide practical benefits for pro-democracy activists in Egypt and beyond.

On May 14, the Program on Liberation Technology in partnership with the Stanford Peace Innovation Lab, Code the Change (a Stanford student group), CloudtoStreet, and Platform d, organized a Hack-a-Thon for Egypt at Stanford's design school. This event attracted more than 80 computer engineers, programmers, technologists, academics, activists, and members of the public. All expressed a firm commitment to volunteer their skills and time towards the development of technology applications to aid activists.

Volunteers connected in real time with Egyptian activists through videoconference and live presentations where they described the type of applications that would be beneficial to their work. Programmers and designers in the room listened intently as ideas for the following technologies were proposed; mobile phone applications for political mobilization, web-based training for election monitors, a crowdsourcing platform for constitutional negotiations, and a tool to monitor the Egyptian parliament.

Ahmed Saleh, a political activist and founder of the Kifaya movement (the Egyptian Movement for Change), provided a personal account of the revolution, captivating the audience's attention with his details of the 18 days leading up to President Mubarak's fall. Sabah Hamamou, a journalist and blogger, emphasized social media's impact on the public's capacity to organize and connect.

Hackers quickly got to work dividing into groups to begin designing the prototypes for some of the suggested applications. Sketching out designs on whiteboards and developing basic code, programmers worked late into the evening on four tangible projects: a web platform to crowdsource constitutional negotiations, a content management system for an Egyptian watchdog group to increase citizens’ ability to hold politicians to account, an election monitoring training and certification interface, and new visualizations of Twitter usage data emerging from the 18 days of protests.

Going forward, the teams will work with their Egyptian counterparts to scale-up their projects into applications with practical and broad application. The CloudtoStreet project led by CDDRL visiting scholar Ben Rowswell will work to incubate several of the projects and maintain connections with their Egyptian partners to aid in the implementation phase on the ground. A follow-on event to the Hack-a-Thon is planned for the summer quarter of 2011 to encourage the teams to continue the development of applications.

The second event hosted by the Program on Liberation Technology on May 20, brought executives from Google and Facebook to Stanford to explore social media's impact on democratic transition. More than 40 gathered to hear from Egyptian activists Saleh and Hamamou who spoke at length about their direct experience using social media and its impact on the uprisings.

According to Saleh, "Facebook had a humble start in 2008 (in Egypt) but quickly became viral when activists coordinated a national strike on April 6. This shocked the security services but they quickly learned from their mistakes.” The We Are All Khaled Said Facebook page communicated the message of the revolution, Saleh explained, but it still took a great deal of social mobilization to convince people to join the protests in Cairo. Once the power was cut, Saleh told the audience, the "keyboard activists" were then inspired to go to the streets.

Hamamou showed a variety of YouTube videos featuring cartoons poking fun at the deposed regime, which were produced by small Egyptian media companies. In doing so, she highlighted the fact that social media is becoming increasingly more popular in Egypt as politicians and civil society groups use this tool for civic education and outreach. Sabah explained this by noting that "people want alternative ways of being entertained outside of traditional media." She continued by pointing out that, "if it wasn't for the world watching (the revolution) I am not sure we could have done it."

Both activists outlined practical steps that the technologists in the room could take to help aid their efforts. Saleh underscored the importance of secure communication, which is an enormous challenge for activists who are confronted with sophisticated technologies used by regimes to survey their communication. With limited funds, activists are unable to afford expensive circumvention systems and require software and secure tools that provide user-friendly and cheap solutions. Saleh ended by emphasizing that these secure communication technologies can save lives and are urgently needed.

Hamamou suggested that Silicon Valley-based technology companies should expand their grant-making and philanthropic programs to include Egypt where they can engage directly with NGOs on the ground. She specifically highlighted YouTube's Partnership program and Google's digital journalism grant, which currently have no formal presence in Egypt. A representative from Google explained that engagement in Egypt requires them to comply with local laws to use the Egypt domain, requiring them to censor materials that are not permitted by the authorities. These laws and limitations make it challenging to maximize freedom of expression in this kind of environment.

Both events allowed the Program on Liberation Technology and its partners to match the technological ingenuity of Silicon Valley with the needs of activists in Egypt. Looking forward, the Program will be building on the applications created and the community established around this cause to make a more profound impact on the efforts of pro-democracy activists in Egypt and beyond.

Note: News of the Hack-a-Thon spread quickly through both the traditional and social media sectors, eliciting a great deal of interest and coverage of this event. The initiative was featured on the We Are All Khaled Said Facebook page, home to over 100,000 international members generating an upwards of 350 "likes" and 80 comments. On June 4, 2011, SPICE co-sponsored a conference, “Teaching Human Rights in a Global Context,” with the Program on Human Rights (Center on Democracy, Development, and the Rule of Law, FSI), the Division of International Comparative and Area Studies (ICA), and the Stanford Humanities Center. Fifty community college and high school faculty attended a full day of lectures, panel discussions, and small-group work. Dr. Helen Stacy, Director of the Program on Human Rights, set the context for the conference, and her remarks were followed by a lecture on “The Globalization of Human Rights Education” by Professor Francisco Ramirez, Stanford School of Education. 

Educators discussed, shared, and learned about each other’s experiences of teaching human rights in a wide range of world areas, academic disciplines, and classroom settings. The rudiments of syllabus construction, methods of incorporating a human rights component into traditional courses, sample lesson plans, best ways to make use of interdisciplinary pedagogic resources and materials, and strategies for reaching diverse student populations were topics of discussion. One panel, “Incorporating Human Rights into Your Syllabus,” was facilitated by SPICE’s Jonas Edman. Jonas, Michael Lopez of the Program on Human Rights, and Dr. Robert Wessling, Center for Russian, East European & Eurasian Studies, ICA, served as the primary organizers of the conference, and Dr. Laura Hubbard, Center for African Studies, ICA, served as the emcee. Megan Gorman, Center for Latin American Studies, ICA, and John Groschwitz, Center for East Asian Studies, ICA, also contributed to the organization and promotion of the conference.

As a follow-up to the conference, ICA and the Program on Human Rights will sponsor a limited number of year-long Human Rights Curricular Fellows in the coming 2011–12 academic year. Fellows must teach at an accredited California community college. Also, Jonas will be developing curricular lessons in consultation with some of the educators who attended the conference.

"What if we offered a prayer for the soul of bin Laden?" The question was tossed into the meeting of the February 20 Movement like a hand grenade. But the young men and women gathered in the Moroccan Labor Union building in Rabat didn't duck for cover. Instead, they angrily challenged the questioner, a bearded, middle-aged man representing the Islamist prisoners who have joined from behind the bars with the secular youth movement calling for greater freedoms. "Are you out of your mind?" asked one young man. "Just because we defend you people against torture, it doesn't mean we support terrorism. Don't you impose your creepy agenda on us."

The bearded man beat a hasty retreat. "No problem, let's just do a regular prayer," he said. "We're all Muslims, aren't we?"

The meeting had been held to discuss plans for protest outside the infamous Temara detention center, located in a cork-oak forest near Rabat, where terrorism suspects have been tortured, according to Amnesty International. The Islamist may have thought he could set the agenda: after all, his kind had for decades been the only antimonarchy group of any consequence. But as he discovered, change has come to Morocco.

It must annoy the Islamists that the shots are being called by these new kids on the block — and that their vibrant activism is shaking up the monarchy in ways the Islamists have consistently failed to for more than 30 years. The kids scored their first big success on Feb. 20, when tens of thousands of Moroccans hit the streets of more than 50 towns and cities, demanding change. The protests had been organized by young independent activists responding to calls made on Facebook.

Since that date — so glorious that the youth movement was named after it — hundreds of thousands have demonstrated, at least once a week. The pressure has already compelled King Mohammed VI to promise constitutional reforms, to devolve some of his absolute powers to the elected government. But many young Moroccans want the king to "reign, not rule." The political arm wrestling with the monarchy continues.

The Islamists, long thought to have the only grass-roots organization, had no choice but to line up behind the Feb. 20 banner. But the youth set stringent conditions: they would tolerate no Islamic signs or banners, no chants of "Allahu akbar" (God is great), and no segregation of the sexes. It was a revolution within a revolution.

Not so long ago, the Islamists were condemning as apostates some of the same youth leaders. In 2009, they launched a Facebook group calling for a public daytime meal during the holy month of Ramadan, when Muslims can eat only before dawn and after dusk. The objective: to "open a debate on freedom of conscience." Predictably, a national scandal ensued. But this was not an isolated instance of iconoclastic behavior. For several years, groups of Moroccans have been using the power of social media — as well as the ability to attract the conventional media — to clamor for the freedom of belief, sexual liberty (notably for gays) and other individual freedoms that had until then been unthinkable.

The country's conservative majority was suitably horrified, but the young activists were able to rally growing constituencies among human-rights advocates, leftist groups and the middle-class youth. Even so, the core group of renegades continued to be perceived as little more than a bunch of crazy kids — until they and their sympathizers spearheaded the most powerful wave of change since the kingdom's independence, half a century ago.

What are the kids going to do with their newfound status? Nizar Bennamate, a leader of the Feb. 20 Rabat group, says some of their more envelope-pushing demands will have to wait for another day. "For now, democracy is our priority battle," he told me. Fair enough. But sooner or later, this battle will come to a close: Morocco's authoritarian system will irrevocably change, for that is the direction of history. When that day comes, Islamists and secularists will face off for a new fight over the soul of the new Morocco.

Who will win? That's hard to predict. But the secular youth have done well to position themselves as the leaders of the antigovernment protests. That planned demonstration at the Temara detention center was brutally broken up by police: 16 protesters were taken to the hospital, but the others reconvened in Rabat's city center to keep protesting. Nobody's calling them the crazy kids anymore.

Even though the last of the remaining aged survivors of the Second World War who fought and suffered through its horrors are now dying out, interpretations of what happened remain politically and morally contested. It is now an old story that West (but not East) Germany admitted the criminal nature of the Nazi regime, apologized, and incorporated recognition of what occurred into its school curriculum. Officially, Japan never has unambiguously done so and Japanese remain deeply divided over their wartime historical record, including its colonial rule in Asia.  

But the story is much more complicated than that because most of the West European countries occupied by Germany during the war only gradually and belatedly admitted that their many collaborators played a crucial role in helping the Germans carry out the Holocaust and fight their war. This was even more the case in East Europe, where many are still evasive about the widespread cooperation with the Nazis that occurred during those years. Poland had to be shocked by Jan Gross’s path-breaking book, Neighbors, before starting to come to grips with the reality of its anti-Semitism, and in many other parts of the region that has not really begun to take place, even now. And in East Asia, the successful channeling of nationalist passions against Japan by the Koreans and Chinese has allowed them to evade the records of their own numerous collaborators.

The importance of World War II memories goes well beyond arguments about guilt or innocence, or concerns about official obscurantism in school textbooks and public avoidance, even denial of the relevance of the topic. The reality is that people have their own version of what happened passed on in family lore, while leaders’ interpretations of their past continue to shape present policy choices. 

There has been much valuable scholarship on how both Europe and East Asia have approached issues related to World War II, but relatively little that directly compares the two areas. By bringing together a small group of the best analysts of the contentious twentieth century in both Europe and East Asia, we hope to deepen the comparative scholarship of how they have shaped their historical memory of the wartime past and how that legacy continues to shape current history in both regions. Each panel focuses on a key question and pairs specialists from Asian and European studies to address that same question.

This conference draws upon the three-year Divided Memories and Reconciliation project of the Walter H. Shorenstein Asia-Pacific Research Center. The papers presented here will be published as an edited volume by a major university press.
