Valentino Achak Deng's life has been described by The New York Times as a testament "to human resilience over tragedy and disaster." Born in the village of Marial Bai, in Southern Sudan, he was forced to flee in the 1980s, at the age of seven, when civil war erupted. As one of the so-called Lost Boys, he trekked hundreds of miles, pursued by animals and government militias, and lived for years in refugee camps in Kenya and Ethiopia. He eventually resettled in America, to a new set of challenges. Deng's life is the basis of Dave Eggers' epic book What Is the What, which Francine Prose calls "an extraordinary work of witness, and of art." In 2009, as part of his Valentino Achak Deng Foundation, he opened the Marial Bai Secondary School, the region's first proper high school. Valentino Deng spent his formative years in refugee camps, where he worked as a social advocate and reproductive health educator for the UN High Commission for Refugees. He has toured the United States and Europe, telling his story and becoming an advocate for social justice and the universal right to education. In 2006, Deng collaborated with Dave Eggers on What Is the What, an international bestseller that is now required reading on college campuses across America. With Eggers, Deng is co-founder of the Valentino Achak Deng Foundation, which helps rebuild Sudanese communities by providing educational opportunities and facilities.

Professor Anne Bartlett received her Ph.D. from the Sociology Department at the University of Chicago. She is a director of the Darfur Centre for Human Rights and Development based in London. Since 2002, Bartlett has worked with tribes and rebel groups from Darfur as part of a research project on insurgent politics. At the invitation of the Darfur delegation, Bartlett was the chair of the United Nations hearing on the Darfur crisis, UN commission on Human Rights, 60th Session, Geneva, Switzerland, April 2004. She was also a guest speaker at "The Human Rights and Humanitarian Crisis in Darfur (Western Sudan): Challenges to the International Community," UN Commission on Human Rights, 61st session, April 2005, Geneva, Switzerland. Bartlett has published extensively on the crisis and has given numerous talks on the Darfur crisis worldwide. She is currently working on a project that examines the effect of humanitarian intervention in the region.

Professor Joseph previously taught at Emory University, Dartmouth College, the University of California at Los Angeles, the University of Ibadan (Nigeria), and the University of Khartoum (Sudan). He has held research fellowships at Harvard University, Boston University, the Massachusetts Institute of Technology, the Institute of Development Studies (Sussex, UK), Chr. Michelsen Institute (Norway), and the Ecole des Hautes Etudes en Sciences Sociales (France). Joseph has devoted his scholarly career to the study of politics and governance in Africa with a special focus on democratic transitions, state building and state collapse, and conflict resolution.

He directed the African Governance Program at the Carter Center (1988-1994) and coordinated elections missions in Zambia (1991), Ghana (1992), and peace initiatives in Liberia (1991-1994). He has been a longtime member of the Council of Foreign Relations. Joseph is the recipient of numerous fellowships and awards including a Rhodes Scholarship, a Kent Fellowship, and a Guggenheim Fellowship. In 2002-03, he held visiting fellowships at the U.S. Institute of Peace and the National Endowment for Democracy. He was a Fulbright Scholar in France and a Fulbright Professor in Nigeria.

He has written and edited dozens of scholarly books and articles including Radical Nationalism in Cameroun (1977); Gaullist Africa: Cameroon Under Ahmadu Ahidjo (1978); Democracy and Prebendal Politics in Nigeria (1987); State, Conflict, and Democracy in Africa (1999); Smart Aid for African Development (2009) and the Africa Demos series (1990-94). Mark Fathi Massoud's research focuses on the development of law in volatile states rife with violent conflict. An attorney of the California Bar, he received his JD and PhD in Jurisprudence and Social Policy from the University of California, Berkeley, School of Law.

Massoud's current research examines tensions between international rule-of-law aid and local perceptions of rights in a divided society.

Massoud's dissertation, which he is revising into a book manuscript at Stanford, builds on the interdisciplinary tradition of law and society to examine the role of law in development. Taking Sudan as a case, it explores how government officials, civil society activists, and the international aid community all use law to construct and maintain their influence over society.

FSI senior fellow Stephen Stedman reviews John Bolton's book, Surrender Is not an Option, in the July/August issue of the Boston Review. "The memoir reads like an international relations primer done in the style of a modern morality tale," he writes. "Imagine Kenneth Waltz's classic Man, the State, and War as written by Ayn Rand."

One of the more remarkable underreported stories of 2008 was a speech in which the State department’s legal adviser John Bellinger admitted that there “are also realities about the International Criminal Court that the United States must accept.” He also stated that the Bush administration would work with the Court to maximize its chances of success in Darfur. Bellinger did not say that the United States might actually join the Court, but acknowledged that it enjoyed widespread international support and legitimacy, and that the United States could fruitfully cooperate with it on areas of mutual benefit.

Neither mea culpa nor volte-face, the speech nonetheless indicates the distance the administration has traveled in seven years. While Bellinger’s oratory went largely unnoticed by foreign policy wonks and the attentive public alike, it did not escape the scrutiny of John Bolton, who dismissed it as Clinton-era “pabulum” and reflective of “the yearning the Rice State Department has for acceptance” by academics and foreign intellectuals. He added ominously, “the fight resumes after Jan. 20.”

Bolton has been a powerful influence on Republican foreign policy for the last twenty years. Before his appointment as ambassador to the United Nations in 2005—which was achieved without Senate confirmation—Bolton dominated arms-control policy in the first Bush term. He killed the Anti-Ballistic Missile (ABM) Treaty, negotiations with North Korea, and the Biological Weapons Convention verification protocol. During the Clinton years, he campaigned tirelessly from his Heritage Foundation perch for missile defense and against global governance, which he seems to equate with global government. In 1998, when then-Secretary-General of the United Nations Kofi Annan released a report critical of both the United Nations secretariat and member states for the failure to prevent genocide in Srebrenica, Bolton chastized Annan for having the temerity to criticize governments for what they did or did not do in the former Yugoslavia. He added menacingly: “I think if he continues down this road, ultimately it means war, at least with the Republican Party.”

Bolton came of age politically during Barry Goldwater’s presidential campaign. The future policy heavyweight was a high schooler in Baltimore at the time. He honed his conservatism at Yale College and Yale Law School, ducked Vietnam through a National Guard posting (“looking back, I am not terribly proud of this calculation”), and got his first taste of Washington as an intern to Spiro Agnew. During the Bush Sr. presidency, Bolton was Assistant Secretary for International Organization Affairs in James Baker’s State Department, and was one of the first people who Baker called when he needed a posse of chad-disputing lawyers in Florida in November 2000. Bolton’s name keeps showing up in various articles about the fight inside the Republican Party for the soul of John McCain’s foreign policy.

All of this makes it imperative to read his memoirs, which clarify the stakes in the forthcoming election. Although it is hard to imagine Bolton in a McCain administration—his memoirs offend so many within his party, across the aisle, and overseas, that Bolton could not win Senate confirmation for capitol dog-catcher—Bolton will be plotting, pressing, and pushing to force McCain’s foreign policy back to the unilateralism of George Bush’s first term, when the war on terror meant never having to say you’re sorry. And there are important national security posts that do not require Senate approval.

To Bolton, the United Nations is a “target rich environment,” and I had a front row seat to watch his gunslinging. In 2005 I served as Special Adviser to UN Secretary-General Kofi Annan. I was responsible for developing member-state support for his efforts to overhaul the United Nations. In that capacity, I was in Brussels in March 2005 when President Bush nominated Bolton as Ambassador to the United Nations. One high-ranking EU official recoiled in horror, and, to share his agita, repeated two of Bolton’s more famous lines: that “UN headquarters could lose ten floors and no one would know the difference,” and that “there was no United Nations.” How in the world, the official asked, could such a man be Ambassador to the United Nations?

Amidst nodding heads and shared pained looks, I offered that if I could pick the ten floors, I would agree with Bolton. Moreover, I said, any sentient being who spends time in Turtle Bay—the Manhattan site of the United Nations—will at some point in frustration say to themselves that there is no United Nations. Bolton’s sin was to say it publicly. Finally, I suggested that John Bolton was irrelevant: “If the President of the United States and the Secretary of State want a strong, effective United Nations, then Bolton will have to deliver. If they don’t, you could have John Kerry as the U.S. ambassador, and nothing will happen.”

Oh well; win some, lose some. Which is what Condoleeza Rice is rumored to have told a friend who asked how John Bolton could have possibly been nominated for the position under her watch.

Or more accurately, I was half right, half wrong. Reading this book, one can almost feel sorry for how unsuited Bolton was for his new job. For four years he had been the point man for breaking American commitments abroad, insulting allies and enemies alike, ditching the ABM Treaty, and unsigning the Rome Statute, which established the International Criminal Court (“my happiest moment at State”). In the heady days of the first Bush administration, when it believed the United States was so powerful it could get anything that it wanted without friends, partners, or institutions, Bolton was the “say no” guy, a job he performed with great brio. How could he know that in 2005 his big boss, the President, and his nominal boss, the Secretary of State, would actually decide that international cooperation was necessary, and that maybe we should start worrying about America’s free fall in world opinion? A pit bull in the first term, Bolton would be a yap dog in the second, grating on the Secretary of State, the President, and most American allies.

Almost sorry, for whatever else you say about John Bolton, he is not of the “we can disagree without being disagreeable” school of American politics. This is one of the nastiest, pettiest memoirs in the annals of American diplomatic history. Among the many targets of insults and catty remarks are former and present U.K. ambassadors to the United Nations Emyr Jones Parry, Adam Thomson (“I could never look at or listen to Thomson without immediately thinking of Harry [Potter] and all his little friends”), and John Sawers; recent U.K. foreign ministers; just about every UN civil servant mentioned; indeed, just about every U.S. civil servant mentioned, along with countless journalists and politicians.

The memoir reads like an international relations primer done in the style of a modern morality tale—imagine Kenneth Waltz’s classic Man, the State, and War as written by Ayn Rand. Bolton, usually singlehandedly, takes on what he calls the High Minded, the Normers (those who create international norms of behavior or try to “[whip] the United States into line with leftist views of the way the world should look”), the EAPeasers (career State Department officials who advocate negotiations with North Korea), the Risen Bureaucracy, the Crusaders of Compromise, the Arms Control True Believers, and the EUroids.

The book has the formulaic allegories typical of the genre—the young, innocent female (Kristen Silverberg, Assistant Secretary for International Organization Affairs) driven to tears after being berated by the cold-hearted career bureaucrat (Nicholas Burns); the noble knight (Bolton himself) fighting against the political higher ups who care only about “positioning themselves” (Rice) or their legacy (Colin Powell). And of course Bolton’s plaintive cries that the 2005-06 changes in administration policy occurred against the will of the President. One sees the peasants now: ‘If only the King knew what was happening, this would never go on.’

Now add a heaping dose of xenophobia. Foreigners, appeasing foreigners, foreigners claiming to know us better than we know ourselves: all loom large in Bolton’s memoirs. He insults the former Swedish foreign minister and President of the General Assembly Jan Eliasson as not only having “an ethereal Hammarskjöldian vision problem, but also a Gunnar Myrdal problem, yet another foreigner who ‘understood’ us better than we did ourselves.” (This is the Myrdal who shared the 1974 Nobel Prize in Economics with Friedrich Hayek, and whose classic book on race, An American Dilemma: The Negro Problem and Modern Democracy, was cited in Brown v. Board of Education.) At one point in his belittlement of a Bush political appointee, a special assistant to Condoleeza Rice, no less, Bolton adds that she was “a naturalized citizen originally from Pakistan,” in case we wondered why she could not possibly understand America’s real foreign policy interests. In Bolton’s worldview Zbigniew Brzezinski is probably a naturalized American citizen originally from Poland; Henry Kissinger, a naturalized American citizen originally from Germany.

In the Bolton universe, you want Iran and North Korea to be referred to the Security Council, so that when it fails to unite behind a resolute strategy, the United States is then free to take the tough action it needs to take. And in the case of North Korea, Bolton is clear about what that would be: “unilateralist, interventionist, and preemptive.” Is it any wonder that when it came to Iran and North Korea, our allies and adversaries were loathe to refer them anywhere near Bolton?

Richard Hofstadter’s 1964 article “The Paranoid Style in American Politics” was prompted by the supporters of the Goldwater campaign. Bolton strides right off the pages of Hofstadter’s essay:

He is always manning the barricades of civilization . . . he does not see social conflict as something to be mediated and compromised, in the manner of the working politician. Since what is at stake is always a conflict between absolute good and absolute evil, what is necessary is not compromise but the will to fight things out to a finish. Since the enemy is thought of as being totally evil and totally unappeasable, he must be totally eliminated—if not from the world, at least from the theatre of operations to which the paranoid directs his attention. This demand for total triumph leads to the formulation of hopelessly unrealistic goals, and since these goals are not even remotely attainable, failure constantly heightens the paranoid’s sense of frustration. Even partial success leaves him with the same feeling of powerlessness with which he began, and this in turn only strengthens his awareness of the vast and terrifying quality of the enemy he opposes.

According to Bolton, we do not need diplomats who negotiate, seek common ground, and strive for cooperative solutions. We need litigators who will go to the wall defending American interests, who will understand that when others say no, they mean no, and that therefore compromise is illusion. But in a world where the United States needs international cooperation for its own peace and prosperity, what comes next? Bolton’s answers are laughable—we stick with our “closest friends in the United Nations”—Israel, Palau and the Marshall Islands. Or we forge a new alliance with Japan, South Korea, Australia, Canada, and New Zealand to overcome the parasitic and paralytic EU. The road to global primacy runs through . . . Wellington?

There are, of course, some glaring contradictions in the memoirs. Bolton is known as a sovereignty hawk and he spells out the content of that doctrine as “greater independence and fewer unnecessary restraints.” The job of civil servants, politically appointed or career, is “to implement the president’s policies.” So it comes as a double shock when we find Bolton handing a draft Security Council resolution to the Israeli ambassador, in case the ambassador wants to ask his Prime Minister to appeal directly to Bush or Rice to change President Bush’s policy on Lebanon.

Another example concerns Bolton’s recurring beratement of UN officials for forgetting that they work for the member states. He then describes how one Under-Secretary-General, American appointee Christopher Burnham, surreptitiously showed him budget documents that put the United States at an advantage in budget negotiations. It is hard to see how you can have it both ways. Either UN officials serve all member states equally or the organization is up for grabs to the most powerful state.

But it is the big betrayal that is at the heart of the book. Facing a quagmire in Iraq, a faltering coalition in Afghanistan, a nuclear armed North Korea, the possibility of a nuclear Iran, and a war against terror that was creating more, not fewer, terrorists, Condoleeza Rice convinced President Bush that maybe they should stop digging a bigger hole for American foreign policy. And that meant actually trying diplomacy in North Korea, Iran, and the Middle East.

The losers were John Bolton and his acolytes; the winners were the professionals like Nicholas Burns and Christopher Hill. Faced with defeat and repudiation of the failed policies he advocated, Bolton’s response is familiar and tiresome: the professionals had secretly hijacked the president’s policy; the Secretary of State cares more about appeasing foreigners than protecting American interests.

The moment of reckoning for Bolton and for the President that nominated him is not described in the book, but it took place two months after Bolton left the administration. When the United States and North Korea reached a deal in February 2007 that holds the promise of denuclearizing the country, Bolton tried to scuttle it. Asked by reporters whether he was loyal to the President, Bolton answered, “I’m loyal to the original policy.”

What did Bolton achieve at the United Nations? Very little, which was fine by him and fine by the cast of nonaligned Ambassadors who oppose a more effective international organization. I asked one of them in December 2006 if he was happy that Bolton was leaving. He said, “No, we’ve learned how to deal with Mr. Bolton.” When I sought clarification, he said, “Look, Bolton comes in and asks for the sun, the moon, and the stars, and we say ‘no.’ He then says, ‘I told you so’ and leaves. Everybody is happy.”

Which returns us to the question of why anyone would want to wade through these 500 self-serving pages. The best answer: to remind yourself of the stakes of this upcoming election and why the United States needs more old-fashioned diplomacy and less paranoia and arrogance. A McCain presidency might not eschew diplomacy, but in the political free-for-all that is the Republican party, Bolton and his minions are always there, ready to denigrate any agreement or compromise, to sabotage and subvert real diplomacy.

Asked by reporters whether he was loyal to the President, Bolton answered, "I'm loyal to the original policy."

To understand the stakes, consider the little known and even less appreciated record of American negotiations with North Korea since 1994. Between what was called the “Agreed Framework” that brought North Korea back into the Nonproliferation Treaty (NPT) in 1994 and the end of 2000, the United States and North Korea reached twenty agreements on a wide array of issues. Certain of these agreements foundered in implementation, but an objective assessment shows that some of the noncompliance stemmed from constraints placed by American domestic politics.

The Bolton strategy killed the Agreed Framework, hoping through threats, sanctions, and use of force to end the North Korean regime. Unfortunately for Bolton—fortunately for the rest of us—our ally South Korea and our necessary partner China did not want to deal with the consequences: either a war or a collapsed, deadly state on their borders. In the end, they did not have to because North Korea left the NPT, developed a nuclear bomb, and tested it, bankrupting the Bolton policy and producing the sharp change of strategy that has born fruit in recent North Korean steps to end its nuclear program.

Writing about the successes of American negotiators in bringing North Korea and the United States back together in February 2007, former State Department negotiator Robert Carlin and Stanford Professor Emeritus John Lewis have described why Bolton and his crowd loathe diplomacy is loathed by Bolton and his crowd, and why it is so necessary:

Diplomats strive to put down words all of them can swallow and hopefully their superiors in [the] capital can stomach. Written agreements are difficult to reach. The pain often comes not so much in dealing with the other side but in dealing with your own. Unless you are dictating terms to a defeated enemy, you are going to have to compromise on something, probably several somethings, that will make many people unhappy. That was done for the February 13th agreement, and there is no shame to it.

John Bolton did much damage to American interests in the first Bush administration, but he was implementing the president’s policy. President Bush deserves the blame for putting Bolton in a position to continue hardming American interests even when the overall direction of policy changed.

Given that many countries treated the United States as radioactive in 2005; given that trust and confidence in the United States were at all time lows; given that our record was one of a violator of international law and human rights; President Bush, had he truly wanted to start to move the United States out of the hole he had been so assiduously digging, would have had to send to the United Nations an ambassador with extraordinary listening skills, who could work across various international chasms, rebuild respect for American diplomacy, and, yes, advocate agreements that would make a lot of people unhappy. Someone, in fact, a lot like our present Ambassador, Zalmay Khalilzad, a naturalized citizen originally from Afghanistan. Instead he sent . . . Yosemite Sam.

So back to January 20. A new American president will take office with grinding wars in Iraq and Afghanistan, a nuclear-armed North Korea, an Iran headed that way, and crises in Sudan, Israel and Palestine, Lebanon, and Pakistan. Our foreign policy is anathema; our reputation in tatters. Throw in big issues like global warming, non-proliferation, catastrophic terrorism, and a potential pandemic of a deadly new influenza. It is hard to see how any of these crises or issues can be solved without sustained international cooperation and strong international institutions. Take global warming: protecting Americans from its ravages will depend on exercising sovereignty to strike deals with other countries whose domestic behavior threatens us and whose security our domestic behavior threatens. A narrow view of sovereignty as the ability to do as we damned well please will be—quite literally—the death of us all.

Michael M. May, Michael A. McFaul, Scott D. Sagan, David G. Victor, and John P. Weyant talk to Stanford magazine for the November/December cover story on energy security. It's not our oil dependence that's the problem, say these scholars - it's our vulnerability to oil producers who use revenues for political purposes that work against our own. In this discussion, these five FSI scholars talk about the dynamics of an energy security threat that's more serious than supply disruption, the risks of isolationist solution-seeking instead of collective action, and why we need to come up with good economic incentives for alternative-energy research.

Every day, the United States burns through 20.7 million barrels of oil. China, the world's second largest consumer, uses about 6.9 million barrels a day. Although the United States is the third leading oil producer in the world (behind Saudi Arabia and Russia), its appetite is so enormous that it overwhelms the country's production capacity. Its known reserves, about 21 billion barrels, would supply only enough to keep the country running at full speed for about three years.

So when STANFORD gathered five faculty members to talk about the implications of U.S. dependency on foreign oil, we expected grave declarations of alarm. But their concern did not square with the growing chorus of citizens and elected officials about why reducing this dependency is so important.

On the next five pages, faculty from political science, economics, law and engineering explain why the debate about energy security is missing the point, and what they think needs to be done.

STANFORD: How would you frame the issue of dependency on foreign oil? What should we be concerned about?

David Victor: The problem is not dependence per se. In fact, dependence on a world market produces enormous benefits, such as lower prices. Nor is the problem that energy's essential role in the economy means that dependence must be avoided. The real problem is that energy - oil, especially - doesn't operate according to normal market principles. Something like 75 percent of the reserves of oil and gas are controlled by companies that are either wholly owned or in effect controlled by governments, and there's enormous variation in how those companies perform. Some of them are just a disaster, like [Mexico's state-owned oil company] Pemex, and others can work at world standards, like Saudi Aramco or Brazils Petrobrás. Some of these governments, such as Venezuela, use oil revenues for political purposes that undermine U.S. influence. High prices do not automatically generate new supply or conservation, partly because suppliers can drop prices to undercut commercial investment in alternatives. Second, we have what has become known as "the resource curse." There'sa lot of evidence that the presence of huge windfalls in poorly governed places makes governance even worse. Revenue that accrues to oil-exporting governments is particularly prone to being misspent, often in ways that work against U.S. interests.

Scott Sagan: I agree that calling the problem "energy dependence" and therefore seeking energy independence is the wrong way to think about this problem. Talking about energy independence feeds the xenophobic impulse that occurs all too easily in American politics. And it suggests to other countries that they should seek independence rather than a more cooperative approach. I see very negative consequences politically in the signal that attitude sends. Think about the current nuclear crisis with Iran. Iran claims that it needs independent uranium enrichment capabilities to have "energy sovereignty." Such uranium enrichment production could be used, however, for civilian nuclear power or for making a bomb, creating enormous nuclear weapons proliferation problems. We're feeding into that kind of thinking when we use the same language about independence when referring to oil. And it produces uncooperative effects elsewhere. The Chinese, for example, cut a deal with Sudan as a means of creating energy security for themselves. It inhibits efforts of the international community to encourage that government to behave responsibly.

John Weyant: There is a distinction between dependence, meaning how much of the oil the United States consumes is imported, and vulnerability, meaning how at risk our economy and our social order are to oil-supply disruptions. That vulnerability is defined by how much of the total supply of oil in the world market comes from unreliable sources. So you have to look at oil supply on a global scale, not just in the United States. It's the instability of the supply that affects price.

Victor: I like John's term "vulnerability," and it leads us to various kinds of actions to reduce our vulnerability to the market rather than trying to make us completely independent. One of them has been around since the '70s - building and coordinating strategic stockpiles so that they are supplied into a single world market. Traditionally that could be done by the major Western countries because they were the major oil consumers. One of the big challenges for policy makers today is how to get India and China to think about the operation of this world market in the same market-based way that we think about it, and to get them to build up those stockpiles and coordinate them with our own. There's some evidence that that kind of coordination can reduce our vulnerability.

Weyant: There's this fallacy among the public that if we don't import so much oil, other oil-exporting countries are going to be hurt and we will be unaffected if oil supplies are cut off. But these countries are sometimes major trading partners of allies, and asking those allies to take a hit on our behalf just leads to other economic problems. If the economies in China and Europe and Japan, who are all major trading partners, go down, it affects how much they can buy from us. It's another reason we can't be xenophobic and just look inward on an issue like this. You get these international trade flows outside the energy sector that could be pretty devastating.

STANFORD: Last summer we saw crude oil prices hit $70 a barrel and gas prices went well above $3 per gallon nationwide. That momentarily changed consumer behavior, and reduced demand. Are high prices a good thing?

Michael May: The key factor in normalizing market conditions is assuring the market that high prices are here to stay. Major oil companies like Exxon and bp have been putting their money to other uses than exploration. They have been buying back shares and increasing returns to stockholders because that's the way Wall Street drives them. That might change if prices stayed high. It probably won't be $70 a barrel, but even $50 a barrel as a base price is almost twice the historic average. The extent to which investors become convinced that that's going to be the future average will have some bearing as to how much money they spend on exploration. Toyota and General Motors and others can make hybrids or much more efficient cars, but it takes billons of dollars of investment, and if the price of gasoline goes down, they have less incentive. When gas is cheap, driving an SUV is not such a big deal.

Victor: The reason some of these companies are buying back the shares is not just because of Wall Street but because they don't have a lot of truly attractive opportunities for investing in new production. Most of the oil reserves are either legally off limits for the Western oil companies or international oil companies generally, or they're de facto off limits because they're in places where it's so hard to do business. Although the public is seized by the high price of energy, the major energy companies are seized by concerns that prices are going to decline sharply. If there is a recession, which would dampen demand for energy, or the capacity to produce oil around the world improves, then prices will decline. It has happened in the past. That fear really retards a lot of investment because these investments have a very long capital lifetime, and you need to protect them against low prices over an incredibly long time horizon.

Michael McFaul: It's very important to understand that oil companies owned and operated by governments are not necessarily profit-maximization entities. Take Gazprom, the gas company of Russia. It is closely aligned with state interests, so profit isn't its only motivation. It will use its money for strategic purposes as defined by Vladimir Putin, not as defined by the shareholders of Gazprom. For instance, early in 2006, Gazprom cut off gas supplies to Ukraine, mostly for geopolitical reasons. Why is Hezbollah so well armed? Because of Iran, which uses oil revenue for strategic purposes; it is not used for investing in a company or investing in the market per se. This is part of the problem of the "resource curse" David referred to. If oil is discovered in a country before democratic institutions are in place, the probability of that country becoming democratic is very low. In countries where the state does not rely on the taxation of its citizens for its revenues, it doesn't have to listen to what its citizens want to do with that money. So instead of building roads or schools or doing things that taxpayers would demand of them, they use their money in ways that threaten the security of other countries, and, ultimately, their own.

Victor: It's important that we not overstate the extent to which users of energy are going to respond automatically to high prices, and the personal vehicle is a great example. Fuel accounts for about 20 percent of the total cost of operating a vehicle. Traditionally it's only been 10 or 15 percent, but we are much wealthier today than we were three decades ago when we had the [first OPEC oil embargo]. I think that helps explain a lot of the sluggishness in response in the marketplace. People are buying smaller, more fuel-efficient cars, but that trend will only go so far because there are other factors that determine what kinds of vehicles people purchase. In the United States and most advanced industrialized countries, most oil is used for transportation, where oil products have no rival. It is hard to switch. In most of the rest of the world, oil gets used for a variety of other purposes, including generating electricity. Those markets are probably going to be more responsive to the high price of oil because they're going to have opportunities to switch to other fuels. The United States used a lot of oil to generate electricity in the early 1970s and when that first oil shock came along, essentially all of that disappeared from our market. That's part of the reason why the U.S. energy system responded fairly quickly to the first oil shock, and why changes in behavior are harder to discern in the current crisis. There is no easy substitute for gasoline.

May: If we generally agree that high oil prices, on the whole, are a good thing because they cause investment in more production and more efficient uses of oil, then it would follow that the rapid growth in consumption in China is also a good thing and we should welcome it, right?

Victor: I disagree with that. In effect what we have right now is a "tax" that's been applied to the oil market due to the various dysfunctions of the way it operates and to unexpectedly high demand in the United States and China. The revenue from that tax is accruing to the producers, and if we think about how to get out of the mess here, then what we want to do is in effect apply a tax to the oil products. If we raise the price of these products to reflect the real total cost of our vulnerability to the world oil market, those companies have an incentive to go off and look for alternatives.

May: So you're saying the same thing: that high oil prices, whether from this tax or otherwise, are a good thing.

Weyant: It depends significantly on who is collecting the tax.

McFaul: Yes, the fundamental question is how the money is being spent. If I had high confidence that the money was going to reinvestment, then I could agree that high prices are good, but that's not what is happening. The Soviet Union's most dangerous adventures in the Third World correlated with the high oil prices in the 1970s. You can see the direct effect. And when the prices came down, the Soviet Union collapsed. The same is true with Iran today. They are being very aggressive in the region - in Iraq, in Lebanon, in Afghanistan - trying to become the Middle East hegemon. This would not be happening if they didn't have all these clients - Hezbollah, Hamas, their friends in Iraq - that they can support with millions of dollars. Going back a few decades, where did Osama bin Laden come from? Where did support for the Taliban come from? It came from this tax that David is talking about. If we're talking about security issues and oil, this is much more serious than supply disruption to the United States.

Victor: I agree with Mike 100 percent. If you look at where the revenues are going from Iran, Venezuela and so on, there's a long list of folks who are doing things that are contrary to our interests with the money that ultimately is coming out of the pockets of American consumers. Dealing with that is job one.

STANFORD: So how would you counsel American policy makers? What needs to happen to reduce our vulnerability over the long term?

Sagan: The vulnerabilities we have today should provide an incentive to make some critical investments and to change our thinking, but we're not really doing that. I was quite surprised at how much I agreed with one aspect of the second Bush inaugural address. [He said] let's start talking about our addiction to oil and all the problems associated with that, but I've been completely disappointed with the lack of follow-through. And part of the problem is this notion of energy independence. We need diversity in our research and development spending across the board, on a variety of technologies. We're going to produce energy security to a large degree by finding cooperative solutions that are efficient and secure for many countries working together. We need to see our national security as being very dependent on others and that's not entirely a bad thing.

Victor: There is one cluster of technology that's going to be exceptionally important - electric vehicles. The all-electric vehicle has been kind of a disaster. We tried to do that in California without much success at all. The new set of pluggable hybrid vehicles, which you plug in at night and charge up, are more promising. If such technologies make it feasible to reduce some of the transportation dependence on oil, then markets will be forced to become more "normal" and more responsive. Electric cars and other technologies can help to keep prices lower and ultimately help make the transition completely away from oil over a period of 30 or 50 years.

Weyant: We only think about energy as a nation when prices are high, and so there's a short attention span on the issue. That makes it really hard to sustain a policy that would be rational over the long term. If we're going to have a big R&D program, for example, you need to invest in technologies and sustain the investment over a long time horizon. If you couple this short attention span with our aversion to taxes, at least historically, you end up with policies that are almost designed from the outset to fail. The political tide is turning a little bit so a well-designed tax might be possible. Maybe you don't raise taxes now but you assure that the price of a [hybrid] car won't go below a certain level and that'll help create a little more confidence with the marketplace. If you just focus on research and development without getting the economic incentives right, you come up with all kinds of great gizmos that no one will actually make or use.

McFaul: We've been talking mostly about how to manipulate the market to change people's behavior and I think that's quite right. I can't tell you how many people I saw come out of a Palo Alto theater after seeing Al Gore's movie [An Inconvenient Truth] and jump into their gas-guzzling machines. I would like to tax those machines; use economic tools to change people's behavior in a way the movie didn't. This has to become a public policy issue. It's not right now. Think about the way the market for cigarettes worked in this country 50 years ago, and think of how it is structured now. We have not just taxes but regulation - they can't be advertised on television - and a national campaign trying to educate people about the health concerns. We need a similar effort on this issue.

Sagan: When you watch the Super Bowl you don't see advertisements for cigarettes, but you do for Hummers. There's no attempt at all to educate people about the relationship between these longer-term problems and what you do individually. And that takes decades.

Victor: One of the acid tests for whether the nation is pursuing a coherent energy policy is our policy on ethanol. Ethanol is important because it is a partial substitute for oil-based gasoline. In this country, almost all of the ethanol that is delivered to the marketplace is made from corn, which is economically inefficient. But we do that because the corn grows in the heartland, such as Iowa - an important state electorally. There have been lots of proposals to, for example, erase the tariff on imported ethanol. Brazil produces ethanol from sugar cane and it's much cheaper and more efficient. But the farm lobby always intervenes and these proposals languish, with the result that the U.S. ethanol industry never faces the rigors of world competition. So long as energy is bouncing around lower on the list of priorities, it will be difficult to have a coherent policy.

Weyant: It would be far better if people were willing to bite the bullet and say this is a problem and it's not going to be painless to solve it, but if we play our cards right it's not going to reduce our standard of living much. Convincing the public is really one thing that might be worth some more effort. It's a cacophony to them.

STANFORD: What is your greatest hope and your worst fear with regard to demand for oil?

Victor: My greatest hope is that inside the Chinese government and inside the Indian government people know that this independence view of the world energy market is completely wrongheaded. Maybe that will create an opportunity for the United States and India and China along with other major oil consumers to collectively manage this issue, and the consequences of doing that will spill over onto other areas of cooperation. My greatest fear, in addition to the things we've already discussed, is that the United States will use the oil issue to beat up on the Chinese and the Indians, and that our relationship with those countries, which is already fragile, will make it harder to work together on other things that also matter.

May: My greatest hope is that the United States, China, India and other major countries work together towards a more hopeful future, including improving the global environment, providing a counterbalance to mischief in the Middle East, and promoting a transition to modernization and away from extremism. My greatest fear is that the little termites who are nibbling at what is currently a somewhat sensible Chinese policy will have their way, either because the country's economy slows down - which it will inevitably - or for some other reason, and we'll wind up fighting each other or destroying each other's capabilities.

McFaul: My greatest sense of optimism comes from this discussion, and about what my colleagues in this discussion said about China, because from the surface it looks like there's a much more pernicious policy of China going its own way. I've learned today that in fact there are very reasonable voices within the Chinese government, and I hope that there will be in my own government. My greatest fear is that there will continue to be politicians who control oil revenues who do things that do not serve international security, and I'm speaking not only of Iran. My nightmarish scenario is that 10 years from now Iran, Iraq and, God forbid, Saudi Arabia are controlled by hostile governments that want to use the revenues that we pay them for their oil to harm us. I give that a low probability, but in terms of things that worry me about our security, it's the instability of those oil-exporting regimes.

Sagan: The hope is that this current crisis will provide the right set of incentives to encourage investment in a diverse set of energy R&D programs across the board, and will encourage cooperation between countries in energy research and development. That would help educate and change the culture of the United States away from a gas-guzzling, governor-in-the-Hummer culture. The fear is that this will become yet one more excuse to move to a more xenophobic policy that discourages cooperative international policies.

Weyant: Remember David Stockman, the erstwhile head of the Office of Management and Budget? I ran into him in Washington and he literally said to me, "Don't worry about oil security and disruptions or any of that stuff. We've got battleships to take care of this problem." That shocked me to no end, and my response was "Do you really want to be in that position, where that's your only option?" Your whole response is "We're best in the battleship field and you shouldn't mess with us?" This type of attitude is what worries me the most.

Sagan: We were earlier talking about the resource curse, and this strikes me as an example of the hegemon's curse. To not take the necessary steps on economic policies or energy policies because you think you've got a military backup solution. If our military strength causes us to be passive or uncooperative on the economic or energy front, it will have a boomerang effect that will really hurt us.
