The Center on Democracy, Development, and the Rule of Law (CDDRL) at Stanford University is pleased to announce the 2014 class of undergraduate senior honors students.
Honors students will spend four quarters participating in research seminars to refine their proposed thesis topic, while working in consultation with a CDDRL faculty advisor to supervise their project. In September, the group will travel to Washington, D.C. for honors college where they will visit leading government and development organizations to witness policymaking in practice and consult with key decision-makers.

Aline Bass
Major: History, minor in East Asian Studies
Hometown: Dallas, TX
Thesis Title: How do the concepts of law and morality in China reflect and impact the development of private property rights, specifically urban land-use rights, in the post-Mao era?
Why is this topic important to the field of democracy, development, and the rule of law? In the Western tradition, clarification of property rights is an essential catalyst for economic development and foundation for the rule of law. China’s unparalleled economic growth and rapid urbanization since the beginning of the reform era offers a counterpoint experience, which I hope to examine through the lens of land use rights, since, historically and currently, land ownership has played a crucial role in determining social security and wealth in Chinese society. My thesis will combine historical and qualitative analysis and examination of the current real property situation in China’s urban areas, which should contribute perspective to the broader study of China’s development as well as urban property rights in emerging countries.
What attracted you to the CDDRL undergrad honors program? An opportunity to work under the guidance of the CDDRL faculty and alongside fellow honors students in an interdisciplinary program provides an ideal and challenging intellectual environment. In addition, CDDRL’s focus on development and its inextricable ties to good governance offers a unique insight into various development situations, their associated successes, shortcomings, and consequences for social improvement.
Future aspiration post-Stanford: I hope to attend law school after Stanford, work and live abroad, and pursue a career related to China.
What are your summer research plans: I will be working in a law firm in Shanghai this summer and conducting research in both Shanghai and Beijing.
Fun fact about yourself: I can consume more ice cream than a Ben and Jerry’s factory tour group.

Thesis Title: Blended ROI? Analyzing the economic and social returns of private equity investment in emerging markets
Why is this topic important to the field of democracy, development, and the rule of law? For my honors thesis I plan to research private equity investments in sub-Saharan Africa. I hope to investigate whether private equity investments (and partnerships with international financial institutions such as the IFC and World Bank) generate robust returns for the investors as well as catalyze development in their communities. I hope that my thesis, while adding to the literature in the field, will more importantly serve as support for further investment in developing economies and promote the power of impact investing.
What attracted you to the CDDRL undergrad honors program? The people! I am thrilled to have the opportunity to be mentored by some of Stanford’s most renowned faculty and I am excited to learn from my fellow undergraduates in the CDDRL.
Future aspiration post-Stanford: For my career, I would love to be able to combine my interest in finance and my interest in development. I hope to travel, attend business school, and be a socially responsible investor.
What are your summer research plans: First I will be interning in investment banking in New York and then I hope to head to South Africa to conduct some field research for my thesis!
Fun fact about yourself: I spent this past summer working in Dubai and had the opportunity to ride a camel and play with penguins!

Thesis Title: The impact of civil war on food production in Sri Lanka
Why is this topic important to the field of democracy, development, and the rule of law? War can pose serious threats to food security within a country. These threats stem from disruption of the economy and institutions as well as from policy changes. It is through understanding the impacts of these factors on food security that food insecurity and hunger can be alleviated or avoided. The understanding gained from this work can guide development work.
What attracted you to the CDDRL undergrad honors program? My research on the impact of war cannot be understood using concepts drawn only from economics or politics. CDDRL views issues using a broader, integrated lens of economics, politics, and law, and it provides a wonderful forum that brings senior scholars and student researchers pursuing a wide variety of topics together for discussions. This interdisciplinary environment offers the perfect academic home for me.
Future aspiration post-Stanford: I hope to pursue doctoral studies either in international economics or development economics. I would like to become a professor and pursue research and development work in Asia.
What are your summer research plans: I will be collecting and analyzing food production data and interviewing policy experts and farmers in Sri Lanka so that I can better understand the changes in food economy that results from the civil war in Sri Lanka.
Fun fact about yourself: I grew up learning sword fighting in the ancient tradition of Tamil kingdom. I also enjoy listening to carnatic music, and playing Veena.

Thesis Title: How is the Media Used to Advocate for Land Rights in Vietnam?
Why is this topic important to the field of democracy, development, and the rule of law? Civil society actors are using the media network in Vietnam - from the state-owned press to the increasingly vocal blogosphere - to advocate for policy change on land rights. My research will contribute to the literature on how information technology is affecting the media and how it can be directed towards positive social impact.
What attracted you to the CDDRL undergrad honors program? I want my undergraduate education to culminate in a project in which I take ownership of my learning and contribute to scholarly knowledge on a topic that is meaningful to me. I am not sure if grad school lies in the future, and the honors program is a wonderful opportunity to have the resources of the university and the mentorship of the CDDRL community to ask these questions.
Future aspiration post-Stanford: I hope that the process of completing a thesis will connect me with the resources to pursue my interest in democratic development and liberation technology.
What are your summer research plans: I will be in Vietnam collecting data for my research. I also have plans to travel to Cambodia, Thailand, and Singapore!
Fun fact about yourself: I coincidentally saw Professor Larry Diamond in Hue, Vietnam when I was traveling there. I believe it was fate, and I knew I had to join the CDDRL community and return to Vietnam to work with him on my thesis!

Devanshi Patel
Major: International Relations, minor in Comparative Studies in Race and Ethnicity
Hometown: San Jose, CA
Thesis Title: How the Chain of Command Structure of the U.S. Military Affects the Reporting and Prosecution of Internal Sexual Assault Cases
Why is this topic important to the field of democracy, development, and the rule of law? Though the Department of Defense observes a “zero tolerance policy,” in the year 2011 alone 3,191 military sexual assaults were reported. Because most assaults are not reported, Secretary of Defense Leon Panetta estimates that the number is closer to 19,000, translating into a 16.7% reporting rate. Some legislation has suggested developing joint jurisdiction between the Department of Defense and the Department of Justice to prosecute sexual assault cases. Through my thesis, I hope to explore the "rule of law" aspect of the zero tolerance policy, and assess the effects of internal prosecution.
What attracted you to the CDDRL undergrad honors program? So far, I have enjoyed deepening my understanding of research methods through the CDDRL weekly seminar. I am drawn to the program because of its interdisciplinary nature that will allow me to blend both quantitative and qualitative approaches to research.
Future aspiration post-Stanford: I hope to study human rights law and spend considerable time studying and working abroad.
What are your summer research plans: I will be interviewing members of the military in different regions of the United States, including California and Washington, DC.

Thesis Title: Anti-Americanism in Pakistan
Why is this topic important to the field of democracy, development, and the rule of law? I believe that the general American narrative on anti-American perceptions lacks nuance, and I hope to present a more complex picture with a framework of the various anti-Americanisms, particularly in Pakistan, a critical geo-political partner to the U.S. I hope such a study can help inform U.S. foreign policy for future relationships with Pakistan and other strategic conflict-ridden states in the non-Western world, to minimize levels of distrust and promote mutual respect and sustainable relations.
What attracted you to the CDDRL undergrad honors program? I have always been a fan of the work of CDDRL and its fellows throughout my time at Stanford. As a research assistant for international human rights expert Helen Stacy, I understood the value of close interactions and guidance from scholars at CDDRL. The honors program provided the perfect opportunity to pursue my research passion, along with the guidance of some of the world's most respected scholars in the field.
Future aspiration post-Stanford: To work in the foreign policy and international human rights space in Washington D.C. and abroad
What are your summer research plans:I will conduct virtual interviews with individuals in Pakistan, and prepare for a research trip to Islamabad in December. I will also be interning at the Ashoka Foundation in Caracas, Venezuela on social entrepreneurship projects, and the Ford Foundation in New Delhi, India, on governance projects.
Fun fact about yourself: I've visited 23 countries, speak four languages, and grew up in India and the US. I was voted "most likely to be a future leader" in fourth grade.

Thesis Title: The Origins of Political Gridlock- Institutional and Societal Mechanisms that Inhibit Government Productivity in the United States
Why is this topic important to the field of democracy, development, and the rule of law? Gridlock has become a paralyzing constraint to our current American political institutions, but little has been done in an attempt to overcome such a significant strain to our democratic system. Legislative productivity and representation in government have been compromised by our government's inability to make, pass and execute laws. In many ways, political gridlock blocks the government from affecting the will of the people and effectively addressing its constituents needs.
What attracted you to the CDDRL undergrad honors program? The interdisciplinary nature of the program was truly key for the thesis I wanted to write. I appreciate the freedom to use different methods to approach relevant questions about society and government, and the CDDRL faculty is the best resource any Stanford student could ask for.
Future aspiration post-Stanford: I plan to attend law school after Stanford, but also hope to do some campaign work during the 2014 midterm elections. I hope to pursue a career in national politics and eventually be in a position to implement the ideas and theories my thesis and CDDRL endorses for better democracy and governance.
What are your summer research plans: I will be in Washington D.C. this summer working for Congressman Xavier Becerra, and hope to use my time in D.C. to conduct interviews with prominent political thinkers and actors.

Thesis Title: The Implications of Women Policymakers in a Natural Experiment in Lesotho
Why is this topic important to the field of democracy, development, and the rule of law? A lot of previousresearch has shown that, when it comes to making decisions on how to allocate resources, women, at both the household and government-level, make different decisions than males do, particularly for health and education-related public goods. If that's also a result of giving women power in local government in an African country, then increasing the institutional power of women could represent a strong mechanism through which we can improve development indicators in the world's poorest region.
What attracted you to the CDDRL undergrad honors program? The inspiring cohort of students I will be able to work with and learn from (and the abundance of free lunches!).
Future aspiration post-Stanford: To do research with implications for the lives of individuals in poverty.
What are your summer research plans: I will be doing fieldwork in Lesotho in July and August.
Fun fact about yourself: My name in Chinese tells a story of how many small and seemingly insignificant streams can flow together to form a large and powerful one - I like to think this is a metaphor for my life!

Thesis Title: The role and importance of political parties in consolidating democracy with a focus on Nepal and potentially South Africa and Ghana
Why is this topic important to the field of democracy, development, and the rule of law? Political parties are an integral part of democracies anywhere, but even so in countries undergoing democratic transition. Nepal has already had two failed "experimentations" with democracy in the past fifty years. The historic elections of 2008 have paved the way for Nepal to move forward and consolidate democracy. Going forward, it will be crucial for political parties to play their part in strengthening democracy in Nepal and to represent the people of the country to the best of their abilities.
What attracted you to the CDDRL undergrad honors program? Other than the free lunches, it would have to be the faculty and the interdisciplinary aspect of the program. The faculty as well as inter-student engagement makes the program very unique and appealing.
Future aspiration post-Stanford: Pursue further studies in business and public policy as well as have a chance to travel extensively within Nepal.
What are your summer research plans: I will be doing some preliminary research in Nepal during the two weeks I am there this summer. I also hope to gather data and learn about the political parties in Ghana during my time as a Stanford in Government (SIG) Fellow at the Center for Democratic Development.
Fun fact about yourself: I enjoy playing and watching cricket and would be down to watch a Hindi film any time of day.
Emily Arnold-Fernández is the executive director of Asylum Access, an innovative international nonprofit that transforms the human rights landscape for refugees in Africa, Asia and Latin America. Using a unique combination of grassroots legal assistance and broader advocacy and strategic litigation efforts, Emily leads a team of refugee rights advocates to make human rights a reality for refugees, so they can live safely, work, send children to school and rebuild their lives.
Emily was a fall 2012 Social Entrepreneur in Residence at Stanford's Program on Social Entrepreneurship.
Abstract:
For the last half-century, the international response to refugees has been internment. Today, the average time in a refugee camp has reached 17 years.
When refugees reach “safety,” we imprison them behind barbed wire fences, often for years, sometimes for generations. We relegate them to starvation rations if aid runs low or politics intervenes. They almost never have adequate access to police, courts, or other mechanisms that could protect them from crime or ensure justice for victims. Adults are not allowed to go out and get a job, to feed their families and fill their days. Children grow up knowing no other life.
And refugees are protesting. Recently, a riot broke out in Zaatari refugee camp in Jordan after Syrian refugees attempted to leave the camp without permission. Hundreds of other refugee protests never make the news.
Answers to this problem have so far focused on supporting so-called “urban refugees” – refugees who have chosen to leave camps, usually illicitly, to move to the city. But what if we brought the city to the refugees?
Building cities, not camps, in refugee arrival zones has the potential to transform refugee response. Developing urban centers that can attract and support both locals and refugees creates the conditions for refugees to meet their own needs and make choices about their own lives, while also growing the regional and national economy and increasing opportunities for locals to thrive.
Building a city in place of a camp won't be easy. It requires convincing and coordinating multiple actors to make long-term investments in a refugee arrival area. National and local governments must work with development funders to implement roads, high-volume sanitation systems, and other infrastructure. Corporations must be invited, and at times incentivized, to locate factories, IT centers or other labor-intensive operations in the new location. Underemployed local populations in other urban centers must be made aware and take advantage of opportunities in the emerging city, so that refugees do not vastly outnumber the local population. This (correctly) sounds complex, but coordinating diverse actors for rapid development in the context of a mass influx lies exactly within the UN refugee agency's area of expertise.
To build a successful city also requires a policy framework and enforcement infrastructure that can ensure resources are equitably distributed. Refugees currently in urban areas often experience deep discrimination, exploitation, and poverty when their rights are not effectively protected. Refugees must be able to access resources and opportunities equitably with locals if the new city is to live up to its promise.
These and other challenges must be explored and overcome: Refugee camps may be built in a day (or at least a matter of weeks), but transforming our response from internment to urban center will take careful planning, piloting of iterations, and a willingness to learn from mistakes. The possibilities if we get it right are enormous: In place of segregated, aid-dependent camps, we'll have integrated, emerging urban economies offering opportunities for millions.

Asylum Access
Actors in government, civil society, and academia have been pioneering innovative approaches to advance transparency, accountability, and democracy around the world. Citizen engagement is at the forefront of democratic practices worldwide and a key pillar to support civil society is access to information.
Andrea Sanhueza, a 2012 Draper Hills Summer fellow, shares her success story of how a group of civil society organizations helped advocate for improved environmental governance cooperation across government and civil society in Latin America and the Caribbean region.
Sanhueza has been an active civil society stakeholder in the Summit of the Americas process, which works to build regional cooperation among governments of the Western Hemisphere. In 2009, Sanhueza drafted a strategy for the Organization of American States (OAS) to structure participation of civil society organizations in OAS activities. From 2001-2010, she served as the executive director of PARTICIPA, a Chilean NGO that works in the democracy field on issues of elections, transparency, access to information, and citizen participation.
What is The Access Initiative?
Founded in 2000, The Access Initiative (TAI) is a global coalition of civil society organizations that work towards the implementation of the right to access of information, participation and justice regarding environmental issues. These rights —known as access rights — are included in Principle 10 of the Río Declaration that was signed at the first Earth Summit in 1992.
Why are access rights important?
Access rights are key for democracy and governance because they are the foundation for exercising human rights. If a person can have access to information about a public issue (education, health, or pension) and can participate in a meaningful way, then he/she will be able to effectively exercise their rights. Without access to information — which is the major building block — it is almost impossible to exercise human rights.
Since its founding, TAI has been dedicated to improving citizens’ access to environmental decision-making, strengthening the enforcement of environmental law and policy, combating corruption, and realizing human rights.
What has been one of The Access Initiatives' key milestones?
In June 2012, the second conference on sustainable development took place in Brazil, known as the Río+20 Summit. TAI came together to advocate for the advancement of access rights for countries in the Latin American and Caribbean region.
I visited the government of Chile — specifically the Foreign Affairs Ministry and the Ministry of the Environment — to let them know about the TAI proposal for a regional convention. The proposal included evidence-based advocacy to encourage collaboration across government and civil society and promote innovation that advances transparency, accountability, and inclusiveness of civil society at all levels.
The government of Chile submitted the TAI proposal for a regional convention on the Principal 10 Declaration to the U.N. The governments of Jamaica and Brazil also submitted the TAI proposal and showed their support. This was a milestone in the longer process.
How were you and your partners successful in convincing other governments to support TAI?
TAI was successful in getting other governments on board to support the initiative through a strategic partnership with the government of Chile who was key to getting other governments to sign the declaration.
TAI and representatives of the government of Chile started advocating during the preparatory meetings of the summit to other governments. We encouraged them to join this proposal for the advancement of access rights for countries in the Latin American and Caribbean region. After two years of advocating for the relevance of a regional instrument in the declaration, we had 11 governments supporting our proposal for the development of a regional instrument to strengthen access to information, public participation, and access to justice in sustainable development decision‐making. These governments include: Brazil, Costa Rica, Chile, the Dominican Republic, Ecuador, Jamaica, Mexico, Panama, Paraguay, Peru, and Uruguay.
What was the outcome of this collation of governments in the Latin American and Caribbean region?
The signatory governments committed to drafting and implementing a Plan of Action 2012-14, to work towards an international instrument. The U.N. Economic Commission for Latin America and the Caribbean (ECLAC) is serving as the technical secretariat for the process.
In November 2012, ECLAC hosted the first meeting of representatives appointed by the signatory governments in Santiago, Chile. The representatives agreed on a roadmap that defines the next steps for the collation and appointed a steering committee composed of the governments of Chile, Dominican Republic, and Mexico to coordinate the process.
What role does civil society play in advancing environmental democracy?
The participation of civil society in the development of a Latin American and Caribbean Principle 10 instrument is essential to the process. There now exists a real opportunity to advance environmental democracy and access rights in the Latin American and Caribbean region. Civil society's participation would ensure that the instrument is capable of actually strengthening public institutions in the region, and ensure its legitimacy and viability as a tool to strengthen environmental governance for sustainable development. Governments have committed to a participatory process, but this commitment will not materialize if civil society lacks the actual capacity to participate in the relevant meetings of the process.
What does the future hold for TAI?
We are very excited about the possibility of creating a regional instrument for the efficient implementation of access rights in Latin American and Caribbean region. Today there is a real opportunity for both governments and civil society to promote good environmental governance through implementation of the LAC Principle 10 Declaration. The declaration is still open for signature by other Latin American and Caribbean countries, and it is expected that more countries will join the process and lend increased vigor to this innovative approach to regional cooperation on environmental governance.
The levels of violence in Mexico have dramatically increased in the last few years due to structural changes in the drug trafficking business. The increase in the number of drug trafficking organizations (DTOs) fighting over the control of territory and trafficking routes has resulted in a substantial increase in the rates of homicides and other crimes. This study evaluates the economic costs of drug-related violence. We propose electricity consumption as an indicator of the level of municipal economic activity and use two different empirical strategies to test this. To estimate the marginal effect of violence in the rate of homicides (per 100,000 inhabitants) we use an instrumental variable regression created by Mejía, Castillo and Restrepo (2012). For the average municipality, the marginal negative effect of the increase in homicides rates is substantive for earned income and the proportion of business owners, but not for energy consumption. Although negative and statistically significant, the effects are mild for labor participation. We also employ the methodology of synthetic controls to evaluate the effect that inter-narco wars have on local economies. The analysis indicates that the drug wars in those municipalities that saw dramatic increases in violence between 2006 and 2010 significantly reduced their energy consumption in the years after the change occurred, which is interpreted as a significant reduction in GDP per capita for these municipalities.

Gabriela Calderon holds a Ph.D. in Economics from Stanford University. Her research interests include policies that affect gender differences in developing countries, policy evaluation, violence in Latin America and the effect of institutions and governance on the provision of public goods and health/education outcomes. She did her master's degree in economic theory and bachelor's degree in economics at the Instituto Tecnológico Autónomo de México. Currently, in the Program on Poverty and Governance, her research analyzes the way institutions and democracy affect the provision of public goods, and the impact they have on health outcomes like infant mortality trends. She is also studying the effects of government interventions that combat drug-trafficking organizations over violence in Mexico.
Her research has focused on the topics of development, public finance, and the evaluation of public policy programs in Mexico. For example, during the summers of 2009/2010, she conducted a field experiment in Zacatecas, Mexico with Giacomo de Giorgi, an assistant professor from Stanford University, and Jesse Cuhna, a former Stanford student. The main task was to evaluate the impact of financial literacy classes on underprivileged women entrepreneurs in the region. To successfully complete an evaluation in an untreated region, they proposed collaborating with the Mexican NGO CREA on a joint project. They contacted local interviewers, trained them, and identified all women entrepreneurs in the 17 communities, in which we conducted the experiment. Preliminary results suggest that the female entrepreneurs who were randomly assigned to treatment earned higher profits, had larger revenues, and served a greater number of clients. They also found that they were more likely to implement formal accounting techniques.
She has also studied programs that are not randomly assigned as an experiment. For example, she has analyzed the effects of a national policy in Mexico of child care services, called Estancias Infantiles para apoyar a Madres Trabajadoras (EI), using administrative, census and household data. Her empirical research strategy identifies the effects of the program on both the men and women who were eligible for the program. She used time, location and eligibility variation, and considered a major threat to identification of the actual effects: for example, a manufacturer who moves into a municipality at approximately the same time as the EI program and who happens to disproportionately demand the skills of women who were eligible to the program happened to have. To ensure that such scenarios do not affect her results, she chose not triple difference strategy, in which all ineligible people are treated as “controls” for the EI-eligible families. Instead, she employs Synthetic Control Methods, using the same methodology as Abadie and Gardeazabal (2003) and Abadie, Diamond and Hainmueller (2010) to ensure that her control group has the same mix of skills and preferences as the EI-eligible group. She adapted the Synthetic Control Method to analyze repeated cross-sectional household data, which are data that are typically available in developing countries

She used time, location and eligibility variation, and considered a major threat to identification of the actual effects: for example, a manufacturer who moves into a municipality at approximately the same time as the EI program and who happens to disproportionately demand the skills of women who were eligible to the program happened to have. To ensure that such scenarios do not affect her results, she chose not triple difference strategy, in which all ineligible people are treated as “controls” for the EI-eligible families. Instead, she employs Synthetic Control Methods, using the same methodology as Abadie and Gardeazabal (2003) and Abadie, Diamond and Hainmueller (2010) to ensure that her control group has the same mix of skills and preferences as the EI-eligible group. She adapted the Synthetic Control Method to analyze repeated cross-sectional household data, which are data that are typically available in developing countries
Francis Fukuyama is the Olivier Nomellini Senior Fellow at the Freeman Spogli Institute for International Studies (FSI), resident in FSI's Center on Democracy, Development, and the Rule of Law, effective July 2010. He comes to Stanford from the Paul H. Nitze School of Advanced International Studies (SAIS) of Johns Hopkins University, where he was the Bernard L. Schwartz Professor of International Political Economy and director of SAIS' International Development program.
Dr. Fukuyama has written widely on issues relating to questions concerning democratization and international political economy. His book, The End of History and the Last Man, was published by Free Press in 1992 and has appeared in over twenty foreign editions. His most recent books are The Origins of Political Order: From Prehuman Times to the French Revolution, America at the Crossroads: Democracy, Power, and the Neoconservative Legacy, and Falling Behind: Explaining the Development Gap between Latin America and the United States.
Francis Fukuyama was born on October 27, 1952. He received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation from 1979-1980, then again from 1983-89, and from 1995-96. In 1981-82 and in 1989 he was a member of the Policy Planning Staff of the US Department of State, the first time as a regular member specializing in Middle East affairs, and then as Deputy Director for European political-military affairs. In 1981-82 he was also a member of the US delegation to the Egyptian-Israeli talks on Palestinian autonomy. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University. He served as a member of the President's Council on Bioethics from 2001-2004.
Dr. Fukuyama is chairman of the editorial board of a new magazine, The American Interest, which he helped to found in 2005. He holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), and Kansai University (Japan). He is a member of the Board of Trustees of the Rand Corporation, member of the Board of Governors of the Pardee Rand Graduate School, and member of the advisory boards for the Journal of Democracy, the Inter-American Dialogue, and The New America Foundation. Global Populisms
A new project examining the global surge in populist movements and what it means for established democratic rules and institutions.
Program on Poverty and Governance director Beatriz Magaloni, associate professor of political science and FSI senior fellow, post-doctoral fellow Gabriela Calderón and graduate student Gustavo Robles were recently featured in an Inter-American Development Bank (IDB) report for their participation in a research group for the IDB's Citizen Security Research Platform. Their project, entitled "The Economic Consequences of Drug-Trafficking Violence in Mexico," seeks to quantify the local economic impact of Mexico's drug war across the country.
The study uses electricity consumption as a proxy for per-capita gross domestic product to calculate the impact of violence on economic output in Mexico. The research team found that when municipalities become embroiled in high levels of drug violence, local electrical consumption drops. They also examined census employment statistics to measure the impact of violence on the number of people employed or actively seeking employment. Their research has suggested that citizens are increasingly hesitant to launch businesses, and may even choose unemployment over risking the daily walk to work in a highly insecure environment.
Following the highly successful conference "Violence, Drugs and Governance: Mexican Security in Comparative Perspective", the Program on Poverty and Governance is partnering with the Instituto Tecnológico Autónomo de México (ITAM) and the United Nations Development Programme (UNDP) to host a new conference on violence, crime and citizen insecurity in Latin America. The greater objectives of this two day conference are to:
Deepen the critical analysis of insecurity in Latin America through an interdisciplinary dialogue and the creation of methodological tools
Create an interdisciplinary network of academics focused on the study and comprehension of insecurity in the Western Hemisphere
Share the findings and recommendations from this network with key actors and decision makers of the region
Develop a program of annual Forum-Conferences on citizen security in Latin America, with a high degree of academic analysis, and open to dialogue with government officials and authorities
Launch a new collaborative database for crime and violence research among the networks of scholars
Presenters will speak on four thematic areas:
Citizen Insecurity Tipping Points
Costs and Impacts of Insecurity
Drug Trafficking and Drug Regimes
Interventions and Best Practices to Decrease Violence
The conference will be held at ITAM's Santa Teresa campus in Mexico City on March 11-12.
Why have militarized crackdowns on drug cartels had wildly divergent outcomes, sometimes exacerbating cartel-state conflict, as in Mexico and, for decades, in Brazil, but sometimes reducing violence, as with Rio de Janeiro's new 'Pacification' (UPP) strategy? CDDRL-CISAC Post Doctoral Fellow Benjamin Lessing will distinguish key logics of violence, focusing on violent corruption--cartels' use of coercive force in the negotiation of bribes. Through this channel, crackdowns can lead to increased fighting unless the intensity of state repression is made conditional on cartels' use of violence--a key difference between Mexico and Brazil.

Benjamin Lessing is a recent Ph.D. in Political Science from the University of California, Berkeley. He is a joint postdoctoral fellow at the Center on Democracy, Development and the Rule of Law (CDDRL) and the Center on International Security and Cooperation (CISAC), and will join the Political Science faculty at University of Chicago as assistant professor in 2013.
Lessing studies 'criminal conflict'—organized armed violence involving non-state actors who, unlike revolutionary insurgents, are not trying to topple the state. His doctoral dissertation examines armed conflict between drug trafficking organizations and the state in Colombia, Mexico and Brazil. Additionally, he has studied prison gangs’ pernicious effect on state authority, and the effect of paramilitary groups’ territorial control on electoral outcomes.
Prior to his graduate work, he conducted field research on the licit and illicit small arms trade in Latin America and the Caribbean for international organizations like Amnesty International, Oxfam, and the Small Arms Survey, as well as Viva Rio, Brazil’s largest NGO, and was a Fulbright Student Grantee in Argentina and Uruguay.

Beatriz Magaloni Magaloni is the Graham Stuart Professor of International Relations at the Department of Political Science. Magaloni is also a Senior Fellow at the Freeman Spogli Institute, where she holds affiliations with the Center on Democracy, Development and the Rule of Law (CDDRL) and the Center for International Security and Cooperation (CISAC). She is also a Stanford’s King Center for Global Development faculty affiliate. Magaloni has taught at Stanford University for over two decades.
She leads the Poverty, Violence, and Governance Lab (Povgov). Founded by Magaloni in 2010, Povgov is one of Stanford University’s leading impact-driven knowledge production laboratories in the social sciences. Under her leadership, Povgov has innovated and advanced a host of cutting-edge research agendas to reduce violence and poverty and promote peace, security, and human rights.
Magaloni’s work has contributed to the study of authoritarian politics, poverty alleviation, indigenous governance, and, more recently, violence, crime, security institutions, and human rights. Her first book, Voting for Autocracy: Hegemonic Party Survival and its Demise in Mexico (Cambridge University Press, 2006) is widely recognized as a seminal study in the field of comparative politics. It received the 2007 Leon Epstein Award for the Best Book published in the previous two years in the area of political parties and organizations, as well as the Best Book Award from the American Political Science Association’s Comparative Democratization Section. Her second book The Politics of Poverty Relief: Strategies of Vote Buying and Social Policies in Mexico (with Alberto Diaz-Cayeros and Federico Estevez) (Cambridge University Press, 2016) explores how politics shapes poverty alleviation.
Magaloni’s work was published in leading journals, including the American Political Science Review,American Journal of Political Science, Criminology & Public Policy, World Development, Comparative Political Studies, Annual Review of Political Science, Cambridge Journal of Evidence-Based Policing, Latin American Research Review, and others.
Magaloni received wide international acclaim for identifying innovative solutions for salient societal problems through impact-driven research. In 2023, she was named winner of the world-renowned Stockholm Prize in Criminology, considered an equivalent of the Nobel Prize in the field of criminology. The award recognized her extensive research on crime, policing, and human rights in Mexico and Brazil. Magaloni’s research production in this area was also recognized by the American Political Science Association, which named her recipient of the 2021 Heinz I. Eulau Award for the best article published in the American Political Science Review, the leading journal in the discipline.
She received her Ph.D. in political science from Duke University and holds a law degree from the Instituto Tecnológico Autónomo de México.
Abstract: Initially, the global debate over Internet regulation questioned whether any regulation is necessary. These discussions have since moved beyond this question to consider a wide array of new regulatory challenges, such as which online activities require regulation; what regulation is most effective; and, what is the desired outcome of these regulations.
Latin American countries have in recent years begun addressing these questions through legislation aimed at improving existing regulations. In his recent edited work, “Towards an Internet Free of Censorship: Proposals for Latin America,” Professor Eduardo Bertoni discusses the responsibility of intermediaries, the management of private data, content filtering, and the applicability of jurisdiction, within the context of Latin America. During his presentation, "Internet Regulation in Latin America: Are we Moving in the Right Direction?” Prof. Bertoni will expand upon these themes by exploring the legal questions they raise and will present specific cases from Latin America to illustrate recent examples of regulatory challenges. The presentation will encourage a discussion of how these questions and alternatives can be answered in Latin America, with a comparative perspective in mind. These answers are of crucial importance due to the effect they could have on the politics of freedom of expression.
Prof. Eduardo Bertoni is director of the Center for Studies on Freedom of Expression and Access to Information at Palermo University School of Law, in Buenos Aires. He teaches Human Rights and Criminal law at Palermo University and University of Buenos Aires. He served as executive director of the D.C.-based Due Process of Law Foundation from 2006 to 2009 and as special rapporteur for freedom of expression of the Inter-American Commission of Human Rights at the Organization of American States from 2002 to 2005. Prof. Bertoni has also been a legal advisor to nongovernmental human rights organizations in Argentina and an advisor to Argentina’s Ministry of Justice and Human Rights. He has published opinion pieces on democracy and human rights in leading newspapers in the Americas and has written several publications on the right to freedom of expression, judicial reforms, and international criminal law. During his fellowship, Prof. Bertoni plans to explore the prospects for and obstacles to freedom of expression on the Internet in Latin America, including recommendations to ensure that increased access to the Internet promotes, rather than undermines, free speech.

Augusto Lopez-Claros became the director of global indicators and analysis in the World Bank–IFC Financial and Private Sector Development Vice Presidency in March 2011. Previously he was chief economist and director of the Global Competitiveness Program at the World Economic Forum in Geneva, where he was the editor of the Global Competitiveness Report, the Forum’s flagship publication, as well as a number of regional economic reports.
Before joining the Forum he was an executive director with Lehman Brothers (London) and a senior international economist. He was the International Monetary Fund’s resident representative in the Russian Federation during 1992–95. Before joining the IMF, Lopez-Claros was a professor of economics at the University of Chile in Santiago. He was educated in England and the United States, receiving a diploma in mathematical statistics from Cambridge University and a PhD in economics from Duke University. He is a much-sought-after international speaker, having lectured in the last several years at some of the world’s leading universities and think tanks. In 2007 he was a coeditor of The International Monetary System, the IMF, and the G-20: A Great Transformation in the Making? and The Humanitarian Response Index: Measuring Commitment to Best Practice, both published by Palgrave. He was the editor of The Innovation for Development Report 2009–2010: Strengthening Innovation for the Prosperity of Nations, published by Palgrave in November 2009.
