In 2006, under the auspices of the Program on Democracy, CDDRL initiated a project called "Waves and Troughs of Post Communist Reform." The project is led jointly by Michael McFaul and Kathryn Stoner-Weiss. The idea is to look over a fifteen plus year span at the ups and downs of post-communist democratic development since 1989. Why have some countries transited relatively smoothly to consolidated democracy (like Poland, for example), while others, like Belarus languish in authoritarianism? Why did some countries in the region experience a second wave of democratic reform beginning in Serbia in 2000, Georgia in 2003 and Ukraine in 2004, while others, like Russia suffered notable slips back from democracy toward autocracy by 2005?

McFaul and Stoner-Weiss assembled a group of scholars to compare country experiences in the former communist world, but more specifically to compare the interplay of two factors that have been downplayed so far in the political science work done on democratic transitions: the power of mass mobilization, and the influence of international actors on democratic transitions.

The project hopes to contribute a greater understanding to what makes democratic

transitions stick, and why some democracies fail to consolidate, by examining in greater

detail these previously overlooked variables in comparison to others like level of economic development, for example. In this way, the project should help further a more general and complete understanding of democratic transition worldwide.

Participants in the project include scholars and policy makers from North America and

Europe, as well as from Eastern Europe and the former Soviet Union.

Michael McFaul is the Ken Olivier and Angela Nomellini Professor of International Studies in Political Science, Senior Fellow at the Freeman Spogli Institute for International Studies, and the Peter and Helen Bing Senior Fellow at the Hoover Institution, all at Stanford University. He joined the Stanford faculty in 1995 and served as FSI Director from 2015 to 2025. He is also an international affairs analyst for MSNOW.

McFaul served for five years in the Obama administration, first as Special Assistant to the President and Senior Director for Russian and Eurasian Affairs at the National Security Council at the White House (2009-2012), and then as U.S. Ambassador to the Russian Federation (2012-2014).

McFaul has authored ten books and edited several others, including, most recently, Autocrats vs. Democrats: China, Russia, America, and the New Global Disorder, as well as From Cold War to Hot Peace: An American Ambassador in Putin’s Russia, (a New York Times bestseller) Advancing Democracy Abroad: Why We Should, How We Can; and Russia’s Unfinished Revolution: Political Change from Gorbachev to Putin.

He is a recipient of numerous awards, including an honorary PhD from Montana State University; the Order for Merits to Lithuania from President Gitanas Nausea of Lithuania; Order of Merit of Third Degree from President Volodymyr Zelenskyy of Ukraine, and the Dean’s Award for Distinguished Teaching at Stanford University. In 2015, he was the Distinguished Mingde Faculty Fellow at the Stanford Center at Peking University.

McFaul was born and raised in Montana. He received his B.A. in International Relations and Slavic Languages and his M.A. in Soviet and East European Studies from Stanford University in 1986. As a Rhodes Scholar, he completed his D. Phil. in International Relations at Oxford University in 1991.

Kathryn Stoner is the Mosbacher Director of the Center on Democracy, Development, and the Rule of Law (CDDRL), and a Senior Fellow at CDDRL and the Center on International Security and Cooperation at FSI. From 2017 to 2021, she served as FSI's Deputy Director. She is Professor of Political Science (by courtesy) at Stanford and she teaches in the Department of Political Science, and in the Program on International Relations, as well as in the Ford Dorsey Master's in International Policy Program. She is also a Senior Fellow (by courtesy) at the Hoover Institution.

Prior to coming to Stanford in 2004, she was on the faculty at Princeton University for nine years, jointly appointed to the Department of Politics and the Princeton School for International and Public Affairs (formerly the Woodrow Wilson School). At Princeton she received the Ralph O. Glendinning Preceptorship awarded to outstanding junior faculty. She also served as a Visiting Associate Professor of Political Science at Columbia University, and an Assistant Professor of Political Science at McGill University. She has held fellowships at Harvard University as well as the Woodrow Wilson Center in Washington, DC. 

In addition to many articles and book chapters on contemporary Russia, she is the author or co-editor of six books: "Transitions to Democracy: A Comparative Perspective," written and edited with Michael A. McFaul (Johns Hopkins 2013);  "Autocracy and Democracy in the Post-Communist World," co-edited with Valerie Bunce and Michael A. McFaul (Cambridge, 2010);  "Resisting the State: Reform and Retrenchment in Post-Soviet Russia" (Cambridge, 2006); "After the Collapse of Communism: Comparative Lessons of Transitions" (Cambridge, 2004), coedited with Michael McFaul; and "Local Heroes: The Political Economy of Russian Regional" Governance (Princeton, 1997); and "Russia Resurrected: Its Power and Purpose in a New Global Order" (Oxford University Press, 2021).

She received a BA (1988) and MA (1989) in Political Science from the University of Toronto, and a PhD in Government from Harvard University (1995). In 2016 she was awarded an honorary doctorate from Iliad State University, Tbilisi, Republic of Georgia.

On Dec. 7, 2006, Georgian Prime Minister Zurab Noghaideli met with FSI scholars and students and reported on his administration's reforms, negotiations with the breakaway provinces of Abkhazia and South Ossetia, whether Georgia sought NATO membership, and energy security vis-à-vis Russia. Noghaideli, who became prime minister of the Republic of Georgia in February 2005, was considered a member of a team of young reformists headed by Zurab Zhvania and Mikheil Saakashvili in the years leading up to the Rose Revolution. He also discussed Russian sanctions on Georgian exports, and was optimistic about Georgia's ability to adapt to and rebound from such constraints. As an example he pointed to the success of a recent advertising campaign in neighboring Ukraine, in which billboards advertise, "Promote democracy. Drink Georgian wine."

His Excellency Zurab Noghaideli assumed the prime ministerial position in Georgia in February 2005. He started his political career in the Green Party of Georgia in the 1990s. Noghaideli was a member of the Parliament of Georgia from 1992 to 2000, where he chaired the Parliamentary Committee on Environment Protection and Natural Resources (1992-1995) and the Parliamentary Tax and Income Committee (1999-2000). He was appointed Minister of Finance in the government of Eduard Shevarnadze in May 2000, but was dismissed from this post in 2002 due to his growing dissent with the corrupt policies of the government. During these years, he was considered a member of a team of young reformists headed by Zurab Zhvania and Mikheil Saakashvili and proved to be quite an effective minister. After the Rose Revolution of November 2003, Noghaideli returned to government as the economic adviser to the acting president Nino Burjanidze. He was re-appointed to his old post as Minister of Finance in February 2004 in the government of Prime Minister Zurab Zhvania.

Noghaideli graduated from Moscow State University with a degree in physics in 1988. He also specialized in the Institute of Geology of the Academy of Sciences of Estonia.

The wave of democratic electoral revolutions in the Eastern Europe and post-Communist Eurasia revived one of the most appealing and at the same time disputable arguments in the theory of democratization: that is, that successful democratic breakthroughs in one of several places help to shape the timing and dynamic of transformation in others, where the regime change has yet to occur. This interconnectivity of transitions in time (and space) is described in terms such as 'contagion,' 'diffusion,' or 'demonstration effect.' Indeed, although hardly a decisive factor, the evidence that contagion played certain important role in transmitting the spirit of democracy and techiques for achieving it from Serbia in 2000 to Georgia in 2003 to Ukraine in 2004 to Kyrgyzstan in 2005 is evident. Needless to say that there is more than enough evidence that a large community of activists, policy advisors, local and international NGOs, and media, were purposefully involved in translating the experience, strategy and tactics of successful revolutions to the new territories. This often led to a feeling of deja vu once an observer saw TV scenes of yet another autocrat being ousted and a new democratic leader being installed by the people's power.

In the broader sence, contagion is definitely facilitated by the proximity of historical experiences and present-day concerns and dilemmas staying for the societies in the region: in other words, as far as they face similar problems, they audiences throughout the post-Communist world may have immediate understanding of what sort of solutions are suggested to them by the roaming revolutionaries.

But democrats and revolutionaries are not the only ones who can learn from the past and apply the knowledge to fulfill their political goals. Indeed, their antagonists appeared to have mastered the science and crafts of democratic transitions in order to stop them at their borders. What is more, they are becoming increasingly aware that, paraphrasing George W Bush's second inaugural address, 'survival of autocracy at home increasingly depends upon the failure of democracy abroad.' The first trend, learning to combat the democratic contagion, is an essential element of the new political trend in post-Communist Eurasia, defined by the author as preemptive authoritarianism. The second trend, joining efforts to combat democratic contagion, is reflected what can be defined as authoritarian international, which is rapidly emerging in the post-Soviet space.

This paper consists of three parts. The first explains the concept of preemptive authoritarianism. The second gives an overview of preemption may be done in a nearly perfect manner in the case study of Belarus, the country where it was used most extensively and proficiently. The third highlights the international dimension of preemptive authoritarianism on the example of Belarus-Russia cooperation, that increasingly spreads into the area of combatting democracy.

This paper explores the sources of both autocratic breakdown and democratization in the context of the six post-Soviet countries that emerged as competitive authoritarian between 1990 and 1995: Armenia, Belarus, Georgia, Moldova, Russia, and Ukraine. By 2006, two patterns had emerged. First, in stark contrast to their counterparts in central Europe, competitive authoritarian regimes in the former Soviet overwhelmingly failed to democratize. Ukraine has been the only exception. Second, while some countries - Georgia, Moldova, and Ukraine - had frequent autocratic breakdowns, others - Armenia, Russia, and to a lesser extent Belarus - demonstrated high degrees of autocratic stability.

When Vladimir Putin was elected President of Russia in March 2000, the country bequeathed to him by his predecessor, Boris Yeltsin, was an unconsolidated, often disorderly and raucous electoral democracy. Gradually though, the Russian political system under Putin came to be described as first "managed democracy" then "illiberal democracy" or "delegated democracy" and finally, by 2005, a non-democracy.

What happened? Why did the fourth wave crash on Russia's shores, and what prospects are there for external factors to play a role in bringing about a rejuvenation of democracy in Russia in the next decade? Is Russia immune to the diffusion effect of democratization that purportedly swept the East in the late 1980's and that is again moving eastward in the last 4 years? What are the implications for this apparent resistance to the fourth wave for Russia's fragile newly democratic neighbors in Ukraine, Georgia and Serbia? In this essay, I will explore these and other questions as I try to assess the internal and external factors that might help us to understand why Russia has undergone a "reverse wave" in democratization even as its smaller neighbors have apparently resisted the authoritarian tide that struck parts of the post-communist world in the late 1990s.

The state-based factor was the regime's extreme vulnerability to electoral loss or pressure: an astonishingly diverse set of indicators suggested that the government was going to lose a fair vote and that it had limited capacity or will to fix a vote decisively in its favor. This structural "'vacuum'' of state vulnerability explains much of the success of popular mobilization in Georgia. A more confident government, in particular one capable of brandishing a more credible threat of force, would have been able to deter or withstand the not very large protests.

At the same time, without substantial popular mobilization even a teetering regime might hang on and buttress itself anew. As Georgia's own slow-moving mobilization suggests, it would be a mistake to assume that regime vulnerability automatically engenders popular mobilization. A collective action problem must still be overcome - if not regarding the fear of punishment, then regarding the perceived benefits of participation. To overcome this collective action problem, the actions of a number of social actors, including the government, appear to have been necessary.

The collapse of communism did not lead smoothly or quickly to the

consolidation of liberal democracy in Europe and the former Soviet

Union. At the time of regime change, from 1989 into the first few years

of the 1990s, popular democratic movements in the three Baltic states,

Hungary, Poland, Slovenia, Eastern Germany, and western Czechoslovakia

translated initial electoral victories into consolidated liberal

democracy. These quick and successful democratic breakthroughs were

the exception, however. Bulgaria, Croatia, Romania, and eastern

Czechoslovakia (after 1992 known simply as Slovakia) failed to consolidate

liberal democracy soon after communism collapsed. Yet in time,

the gravitational force of the European Union did much to draw these

countries onto a democratic path.

On May 18 a roundtable organized jointly by CDDRL and CREEES and chaired by SIIS Senior Fellow Gail W. Lapidus brought together visiting scholars Temuri Yakobashvili from Georgia, Volodymyr Kulyk from Ukraine, Uladzimir Rouda from Belarus, and Wall Street Journal reporter Steve LeVine to examine the dramatic wave of democratic revolutions and protest movements which have transformed the geopolitics of the post-Soviet region over the past 2 years.

The participants argued that although the "Rose Revolution"in Georgia in October 2003, the Ukrainian "Orange Revolution" of November-December 2004, and the more recent regime change in Kyrgyzstan were all precipitated by popular protest against fraudulent elections, they expressed a deeper dissatisfaction with the widespread corruption and failures of the three governments, combined with the emergence of an increasingly mature and organized political opposition. While international organizations and actors played a supportive role in delegitimizing electoral fraud and nurturing civil society, domestic factors were the decisive ones in bringing about peaceful regime change.

The panelists also concurred that the "easy"revolts were now over. They predicted that future upheavals in the region were inevitable, but were far less likely to go smoothly. In Belarus, although popular hostility to a tyrannical political regime is growing, inspired by the successful example of neighboring Ukraine and the attraction of Europe, the absence of a united and organized opposition remains a major barrier. In Uzbekistan, the repressive regime of President Karimov has demonstrated its willingness to resort to violence to put down opposition, and to forestall international criticism by stigmatizing opponents as Islamist terrorists.
