Since the fall of the Shah's regime in 1979, the United States has lacked a viable and coherent policy toward the Islamic Republic of Iran. Now more than ever, the United States must develop a new grand strategy that addresses all three principal U.S. national interests in the country. U.S. policy must seek to halt the development of an Iranian nuclear bomb, to end the regime's support of terrorist groups, and to foster democratic change in Tehran.

In the fall of 2003, Stanford professor Larry Diamond received a call from Condoleezza Rice, asking if he would spend several months in Baghdad as an adviser to the American occupation authorities. Diamond had not been a supporter of the war in Iraq, but he felt that the task of building a viable democracy was a worthy goal. Bestselling author Francis Fukuyama brings together esteemed academics, political analysts, and practitioners to reflect on the U.S. experience with nation-building, from its historical underpinnings to its modern-day consequences. This paper argues that it is difficult to understand the effects of American democracy promotion abroad without examining the bureaucratic context from which the policy emerges at home. Which actors within the U.S. government are involved in promoting political and economic change abroad? What strategies and conceptual models guide them? What tools and resources do they bring to bear? How does the interaction of American bureaucratic politics affect the impact of American democracy promotion? Articulating this mix of goals, strategies, and resources helps explain incoherent patterns of outcomes on the ground.

This paper explore these questions by reference to the U.S. government's most ambitious democracy promotion efforts of the past decade: the effort to rebuild its former Soviet enemies into a democratic allies in the 1990s. Yet the patterns of American bureaucratic politics are not unique to this democracy promotion effort. While American democracy promotion has changed in tone and substance under the watch of George W. Bush, American domestic politics has powerfully shaped American democracy promotion in similar ways in Iraq, Afghanistan, and beyond.

In this decade, fostering democratic regime change in Iraq is the great challenge (or folly) before American foreign policymakers. In the previous decade, fostering democratic regime change in Russia was the great challenge (or folly) before American foreign policymakers. For much longer and with much greater capacity than Saddam Hussein's regime, the Soviet regime threatened the United States. The destruction of the Soviet regime and the construction of a pro-Western, democratic regime in its place, therefore, was a major objective of America foreign policy. Some presidents pursued this goal more vigorously than others: Nixon cared less, Reagan more.

Almost twenty years after Mikhail Gorbachev became General Secretary of the Communist Party of the Soviet Union and soon thereafter began the process of political change inside the USSR, it is still not clear what kind of regime will eventually consolidate in Russia. To date, however, the influence of the United States in fostering regime change inside the Soviet and then Russia has been limited. This paper explores the causes and consequences of US efforts at regime change in the Soviet Union and contemporary Russia.

Nancy Birdsall is the founding president of the Center for Global Development. Prior to launching the center, Birdsall served for three years as Senior Associate and Director of the Economic Reform Project at the Carnegie Endowment for International Peace. Her work at Carnegie focused on issues of globalization and inequality, as well as on the reform of the international financial institutions. From 1993 to 1998, Birdsall was Executive Vice-President of the Inter-American Development Bank, the largest of the regional development banks, where she oversaw a $30 billion public and private loan portfolio. Before joining the Inter-American Development Bank, Birdsall spent 14 years in research, policy, and management positions at the World Bank, most recently as Director of the Policy Research Department.

Ms. Birdsall is the author, co-author, or editor of more than a dozen books and monographs. She has also written more than 75 articles for books and scholarly journals published in English and Spanish. Shorter pieces of her writing have appeared in dozens of U.S. and Latin American newspapers and periodicals.

Zachary Kaufman is currently a Juris Doctorate (JD) candidate at Yale Law School, where he is Managing Editor of the Yale Human Rights & Development Law Journal, Articles Editor of the Yale Journal of International Law, Policy Editor of the Yale Law & Policy Review, and co-founder and co-president of Yale Law Social Entrepreneurs. At the same time, Mr. Kaufman is completing his D.Phil (PhD) degree in International Relations at the University of Oxford, where he was a Marshall Scholar from 2002-05.He was a CDDRL Pre-Doctoral Fellow (2005-2006).

Kaufman's dissertation is an analysis of the U.S. government policy objectives in supporting the establishment of four war crimes tribunals: the International Military Tribunal (the Nuremberg Tribunal), the International Military Tribunal for the Far East (the Tokyo Tribunal), the United Nations International Criminal Tribunal for the former Yugoslavia, and the United Nations International Criminal Tribunal for Rwanda.

Kaufman's professional experience has focused on the investigation, apprehension, and prosecution of suspected perpetrators of atrocities, including genocide, war crimes, crimes against humanity, and terrorism. He has served at the U.S. Department of State, the U.S. Department of Justice, the UN International Criminal Tribunal for the former Yugoslavia, and the UN International Criminal Tribunal for Rwanda. Kaufman also was the first American to serve at the International Criminal Court, where he was policy clerk to the first Chief Prosecutor.

Kaufman is the founder, president, and chairman of the Board of Directors of the American Friends of the Kigali Public Library; co-founder and Executive Director of Marshall Scholars for the Kigali Public Library; and an Honorary Member of the Rotary Club of Kigali-Virunga, Rwanda. Together, these three non-profit organizations are fundraising and collecting books for, raising public awareness about, and building Rwanda's first public library, the Kigali Public Library. Kaufman is also a Board Member and Senior Fellow of Humanity in Action, which, in order to engage student leaders in the study and work of human rights, sponsors an integrated set of education programs and internships for university students in Europe and the United States.

In 2004, Kaufman received his M.Phil (Master's) degree in International Relations from the University of Oxford. In 2000, Kaufman received his B.A. (Bachelor's) degree with honors in Political Science from Yale University.

However, it is possible to build software development teams in China, collaborating with teams in the United States, to be as good as software development teams anywhere in the world.

Dr. Liu will discuss his experience as Chairman and CEO of Augmentum, a value-added software development services company that has grown in two years to more than 450 people worldwide, 90% of them at Augmentum's development facility in Shanghai. Sixty percent of Augmentum's work is high-value added such as total products and solutions, from architecture to system integration test. All their customers are in North America -- many of them leaders in their respective industries.

Leonard Liu has spent 30 years in the systems industry, with a track record of developing innovative computing technologies into successful businesses. Most recently, he served as president of ASE Group, a leading provider of IC test and packaging services, having held roles as Chairman and CEO of Walker Interactive Systems, COO of Cadence Design Systems, and President of Acer Group. He was an early champion of outsourcing to India and China at Cadence and Walker. Dr. Liu began his career at IBM where he was responsible for the creation and implementation of SQL and the management of CICS, SNA and AIX, eventually overseeing the worldwide Database and Language lines-of-business. He received his undergraduate degree from Taiwan University and his Ph.D. from Princeton University.

In his first term in office, President George W. Bush established and nurtured a close personal relationship with Russian President Vladimir V. Putin. Early on, Bushs overtures toward his counterpart in the Kremlin produced beneficial results for the presidents policies. President Bush succeeded in persuading Putin to acquiesce in the abrogation of the Anti-Ballistic Missile Treaty, a revision of the Cold War arms-control regime that Bush deemed necessary for his security agenda. After the attacks of September 11, Putin sided publicly and unequivocally with the United States in the war on terror, providing material and intelligence assistance to the American military intervention in Afghanistan and not hindering the deployment of American troops in Central Asia. Since then, Russian and American officials claim that the two countries have continued to share intelligence in fighting cooperatively the global war on terror.
