Michael McFaul is the Ken Olivier and Angela Nomellini Professor of International Studies in Political Science, Senior Fellow at the Freeman Spogli Institute for International Studies, and the Peter and Helen Bing Senior Fellow at the Hoover Institution, all at Stanford University. He joined the Stanford faculty in 1995 and served as FSI Director from 2015 to 2025. He is also an international affairs analyst for MSNOW.

McFaul served for five years in the Obama administration, first as Special Assistant to the President and Senior Director for Russian and Eurasian Affairs at the National Security Council at the White House (2009-2012), and then as U.S. Ambassador to the Russian Federation (2012-2014).

McFaul has authored ten books and edited several others, including, most recently, Autocrats vs. Democrats: China, Russia, America, and the New Global Disorder, as well as From Cold War to Hot Peace: An American Ambassador in Putin’s Russia, (a New York Times bestseller) Advancing Democracy Abroad: Why We Should, How We Can; and Russia’s Unfinished Revolution: Political Change from Gorbachev to Putin.

He is a recipient of numerous awards, including an honorary PhD from Montana State University; the Order for Merits to Lithuania from President Gitanas Nausea of Lithuania; Order of Merit of Third Degree from President Volodymyr Zelenskyy of Ukraine, and the Dean’s Award for Distinguished Teaching at Stanford University. In 2015, he was the Distinguished Mingde Faculty Fellow at the Stanford Center at Peking University.

McFaul was born and raised in Montana. He received his B.A. in International Relations and Slavic Languages and his M.A. in Soviet and East European Studies from Stanford University in 1986. As a Rhodes Scholar, he completed his D. Phil. in International Relations at Oxford University in 1991.

Introduction and Motivation:


Social scientists and philosophers have shown increased interest in the concept of descriptive representation. Indeed, the identities and life experiences of those doing the representing may be critical for enacting the preferences of those being represented. This is especially the case for historically marginalized groups — upper-class, educated men may simply fail to adequately represent lower-class, uneducated, or women voters. In addition to considerations of fairness, there is growing recognition that descriptive representation can improve policy outcomes, such as service delivery or trust in government.

However, the study of descriptive representation has been hampered by data availability. Identifying simple correlations across the world’s democracies — for example, between proportions of working-class legislators and levels of social welfare provision — has hitherto been impossible.

In “The Global Legislators Database,” Nicholas Carnes, Joshua Ferrer, Miriam Golden, Esme Lillywhite, Noam Lupu, and Eugenia Nazrullaeva introduce the largest dataset of biographic and demographic information on national legislators ever assembled. GLD will enable scholars to assess just how much voters elect those with life experiences resembling their own. The authors compile information on five descriptive variables across 97 democracies: legislators’ party affiliation, gender, age, highest level of education, and previous occupation (to assess their social class). By contrast, prior datasets have focused only on heads of state or cabinet members, or on only a selection of more developed democracies.

Some questions around descriptive representation would seem to have intuitive answers: Wouldn’t developed countries have more women representatives, or wouldn’t women legislators feature less prominently in right-wing parties? Scholars can now hope to do more than merely gesture at answers.

The authors introduce the largest dataset of biographic and demographic information on national legislators ever assembled. GLD will enable scholars to assess just how much voters elect those with life experiences resembling their own.

Characteristics, Validity Checks, and Applications:


GLD comprises countries that (a) have a population of over 300,000 and (b) meet the standard for what Freedom House calls “Electoral Democracy” — having some minimum of political rights and civil liberties. Excluding six cases of data availability constraints, this yields 97 countries, including India, the United States, Brazil, Mexico, Nigeria, and the Philippines. Scholars of Pakistan, Bangladesh, or Turkey — who would likely characterize these countries as authoritarian during the 2015-17 time period — will be pleased that the authors chose a more forgiving measure of democracy.

Biographic data is drawn from the national legislature in unicameral countries and the lower chamber in bicameral countries. (By contrast, upper chambers are sometimes indirectly appointed or hereditary, which sheds less light on whether voters choose descriptively similar representatives.) This yields over 19,000 individuals who held office during at least one legislative session in 2015, 2016, and 2017. GLD has remarkably complete data for the five variables mentioned above: age and education data are presented for over 90% of legislators in the dataset, for over 93% as regards occupation, and nearly 100% for gender.

In order to assess GLD’s validity, the authors compare select variables to those in comparable datasets. For example, the gender variable is compared with gender data from the Varieties of Democracy (V-Dem) project, which shows that the two measures are nearly identical. So too is the age data nearly identical to an index from 15 affluent democracies.

For categories like education and prior occupation — where comparable data are unavailable — the authors conduct “face validity” tests: these draw on our intuitions that legislators are, for example, mostly educated and not working class. And indeed, these intuitions are borne out in the distributions of GLD data. In terms of total coverage, GLD includes information on more legislators than the comparable Global Leadership Project database for all but two countries, and in many cases, the differences are large.

The authors then use GLD in application to a number of questions for which scholars have lacked global data. First, some have hypothesized that in legislatures with more (a) uneducated, (b) female, and (c) working-class representatives, incumbency rates will be lower. This is because individuals from these three groups might have a harder time overcoming challenges relating to expertise, sexism, and fundraising, respectively. Correlating GLD data with a global reelection database, the authors find only evidence for (b), suggesting that women may face higher barriers to remaining in office. These are only correlations, but they point to fruitful areas for exploration: why might women face unique barriers, and what distinguishes countries with lower versus higher barriers?

A second application involves public financing of elections, which is thought to favor more working-class legislators who would have a harder time fundraising. Correlating V-Dem data on public financing with the GLD variable on prior occupation, however, the authors find limited evidence for this conjecture. Finally, some have proposed that countries with a stronger rule of law would favor a higher proportion of lawyers in the national legislature. Looking again at GLD prior occupation data alongside V-Dem rule of law data, the authors find limited evidence for this hypothesis.

These varied applications point to how the Global Legislators Database can serve as a valuable resource for scholars interested in the causes and consequences of descriptive representation. Although the GLD covers only a single point in time, it can serve as a bedrock for additional data-collection efforts. In addition to expanding its temporal coverage, scholars may also wish to gather data on upper chambers. Especially in ethnically diverse countries like Bosnia and Herzegovina, upper chambers are intended to mirror the descriptive composition of specific regions. However, it may be the case that ethnic representatives are still vastly more wealthy or educated than their constituents, thus impeding their ability to represent.

The "Meet Our Researchers" series showcases the incredible scholars at Stanford’s Center on Democracy, Development and the Rule of Law (CDDRL). Through engaging interviews conducted by our undergraduate research assistants, we explore the journeys, passions, and insights of CDDRL’s faculty and researchers.

Marcel Fafchamps is a Senior Fellow Emeritus at the Freeman Spogli Institute for International Studies (FSI) and a faculty member at the Center on Democracy, Development and the Rule of Law. Previously, he was the Satre Family Senior Fellow at FSI. He is also a Professor (by courtesy) in the Department of Economics, and his research focuses on economic development, market institutions, social networks, and behavioral economics, with a regional emphasis on Africa and South Asia. Before joining Stanford, Dr. Fafchamps served as a professor at Oxford University and spent several years in Ethiopia working with the International Labour Organization.

What inspired you to pursue research in your current field, and how did your journey lead you to CDDRL? 


My choice of research field was actually somewhat serendipitous. I wasn’t initially interested in development; I was drawn to human behavior, but not development specifically. After finishing my undergraduate studies, I went to Ethiopia for what was meant to be just one year and ended up staying nearly five. Being there completely changed my direction. As a young graduate, I suddenly had a lot of freedom. I carried out individual research, traveled on missions to several African countries, observed institutions, asked questions, and produced studies. That experience made me much more interested in international issues.

I spent the first ten years of my career at Stanford before moving to Oxford University, which had a strong research community in this field. Eventually, I decided to return, and by the time I came back in 2013, Stanford had developed a vibrant and dynamic community in this area.

What is the most exciting or impactful finding from your research, and why do you think it matters for democracy, development, or the rule of law? 


I haven’t pursued research with the aim of having a specific policy impact. I’ve always been more interested in understanding behavior — why people act the way they do — rather than focusing on whether a particular intervention changes outcomes. Without understanding the underlying mechanism, it’s hard to know whether a result will carry over to another context. 

My citations, about 33,500, are spread across a wide range of papers rather than concentrated in one or two major hits. If I had to choose the work I’m proudest of, it would be the book I wrote on market institutions in the early 2000s. Many of my papers have also been influential.

What have been some of the most challenging aspects of conducting research in this field, and how did you overcome these challenges? 


Early on, one of the major challenges was finding a place with the right kind of support: interested colleagues, staff who could assist with fieldwork, and, especially, a community of graduate students interested in similar questions. That kind of environment takes time to build. Oxford had a very strong community with a lot of support, funding, and students working in this area. When I later returned to Stanford, we hired younger development economists and were able to build a similarly vibrant student community working on different aspects of behavior and development.

How do you see your research influencing policy or contributing to real-world change? 


Mostly through understanding behavior and what lies behind different types of decisions. That’s what matters. In addition, the direct policy impact has largely come through my students. Many have gone into academia, but many others have joined organizations like the World Bank, the IMF, or private companies. One student, for example, helped set up a commodity exchange in Ethiopia, which certainly had policy impact. So my influence on policy has been felt primarily through the work that my students go on to do.

How have things changed in your field since you first began your research, and how has this influenced the way you approach your work? 


Research methodologies have evolved significantly over time. In the early days, researchers did not even use surveys. Later, surveys became more rigorous, and the field moved toward panel data to follow households over longer periods. With the introduction of GPS, it became possible to work with spatial data in new and more precise ways. The emergence of randomized controlled trials marked another major shift and shaped development economics for many years, although that influence is now starting to decline. Conceptually, the growing importance of behavioral economics has also been a major change and has become increasingly central to how we study issues in economic development.

What gaps do you feel need to be addressed in your research field, and what do you anticipate you will study more in the future? 


There are always gaps. It never is a finished business. The challenges also change over time. Recently, in a very short period, many things built over our lifetimes have been undone. The question is whether to try to rebuild them or conclude that they did not work and try something else. I do not think many of the solutions being proposed now will last; they are not effective. The erosion of the rule of law is especially disturbing. Even democracies struggle with it, but in this country, it has essentially gone out the window. The neglect of international law is also profoundly shocking.

Could you elaborate on the broader shifts you’ve observed in recent years, especially the weakening of institutions and systems that once supported development and international cooperation? 


Closing down USAID is a massive change. Development institutions could certainly be improved, but shutting them down entirely is something very different. These shifts have also affected research funding. Funding has dwindled, and academic positions in development have declined. The job market in development economics overall seems to be shrinking. There is also less interest in people who study democracy, because their work would necessarily be critical of what is happening. It has been a significant backward step.

In times of uncertainty, what gives you hope for the future of your field? 


My students! Their enthusiasm has not disappeared, and the enthusiasm among researchers remains strong as well. Our international contacts remain solid, and parts of the world, especially in Europe, such as Germany and Switzerland, have not given up on these ideals. For example, Esther Duflo recently moved from MIT to Zurich, and we may see more moves like that.

Lastly, what book would you recommend for students interested in a research career in your field? 


Development economics now covers everything; it’s essentially all economics for 80 percent of the world, so there isn’t one book that summarizes it. If someone wants to start a research career focused on market institutions, I would recommend the book I wrote on that topic: Market Institutions in Sub-Saharan Africa: Theory and Evidence (MIT Press, 2003). But if I had to pick a book I personally enjoyed, it would be the historian Fernand Braudel's three-volume Civilization and Capitalism, which looks at market institutions across the world from 1400 to 1800. It was eye-opening and a lot more interesting than traditional, battle-focused history.
 



As he approaches retirement at the end of 2025, Dr. Fafchamps offers insights drawn from decades of research on behavior and institutions. His legacy endures through his students and the body of research that continues to shape scholarship worldwide.

On November 14, 2025, CDDRL and the King Center on Global Development hosted "Unfinished Business: A Tribute to Marcel Fafchamps" — a full-day academic symposium celebrating the career and contributions of economist Marcel Fafchamps on the occasion of his retirement. Featuring a keynote by Marcel himself, this tribute brought together colleagues, collaborators, and students to engage with the themes and ideas that have shaped his influential work in development economics, labor markets, and social networks.

Drawing on a statistical analysis and case studies, Semuhi Sinanoglu, Lucan Way and Steven Levitsky argue that incumbent control over the economy fosters authoritarianism by undermining the popular, financial and organizational bases of opposition activity. The concentration of economic resources in the hands of state leaders – whether it emerges out of statist economic policies, oil wealth, or extreme underdevelopment – makes citizens and economic actors dependent on the whim of state leaders for survival. Indeed, poor, statist and/or oil rich states account for the overwhelming share of closed autocracies today.    To establish the plausibility that economic dependence is a major source of authoritarianism, the paper presents a statistical analysis of authoritarian durability and evidence from four diverse cases – Belarus, Russia, Kuwait, Togo, Burundi -- that such dependence has weakened opposition. 

Lucan Ahmad Way received his BA from Harvard College and his PhD from the University of California, Berkeley. Way’s research focuses on global patterns of democracy and dictatorship.  His most recent book (with Steven Levitsky), Revolution and Dictatorship: The Violent Origins of Durable Authoritarianism (Princeton University Press) provides a comparative historical explanation for the extraordinary durability of autocracies (China, Cuba, USSR) born of violent social revolution. Way’s solo-authored book, Pluralism by Default: Weak Autocrats and the Rise of Competitive Politics (Johns Hopkins, 2015), examines the sources of political competition in the former Soviet Union.  Way argues that pluralism in the developing world often emerges out of authoritarian weakness: governments are too fragmented and states too weak to monopolize political control.  His first book, Competitive Authoritarianism: Hybrid Regimes after the Cold War (with Steven Levitsky), was published in 2010 by Cambridge University Press. Way’s work on competitive authoritarianism has been cited thousands of times and helped stimulate new and wide-ranging research into the dynamics of hybrid democratic-authoritarian rule.

Way also has published articles in the American Journal of Political ScienceComparative Politics, Journal of Democracy, Perspectives on Politics, Politics & Society, Slavic Review, Studies in Comparative and International Development, World Politics, as well as in a number of area studies journals and edited volumes. His 2005 article in World Politics was awarded the Best Article Award in the “Comparative Democratization” section of the American Political Science Association in 2006. He is Co-Director of the Petro Jacyk Program for the Study of Ukraine and is Co-Chair of the Editorial Board of The Journal of Democracy. He has held fellowships at Harvard University (Harvard Academy and Davis Center for Russian and Eurasian Studies), and the University of Notre Dame (Kellogg Fellowship).

Why have efforts to improve tax compliance in low-income countries, especially in sub-Saharan Africa, failed? Existing policy and research ignore the central importance of non-state institutions in low-income countries, which both mediate interactions between states and citizens and provide governance in their own right. Can Social Intermediaries Build the State? presents a new theory of how non-state institutions shape tax collection and state-building. Drawing on a field experiment, qualitative work, and survey data from Lagos, Nigeria, the book argues that the strength of social intermediaries and their role in clientelistic exchange makes taxation and state-building more difficult. 

ABOUT THE SPEAKER

Adrienne LeBas (PhD, Columbia University) joined American University's Department of Government in the fall of 2009. Prior to joining AU, LeBas was a Prize Research Fellow at Nuffield College, University of Oxford, and Assistant Professor of Political Science and African Studies at Michigan State University. Her research interests include democratic institutions, political violence, and the rule of law. She is the author of the award-winning From Protest to Parties: Party-Building and Democratization in Africa (Oxford University Press, 2011) and articles in the American Political Science Review, the British Journal of Political Science, Comparative Political Studies, the Journal of Democracy, and elsewhere. LeBas also worked as a consultant for Human Rights Watch in Zimbabwe, where she lived from 2002 to 2003.

Dr. LeBas's research has been supported by grants from the EGAP Metaketa program, the Abdul Latif Jameel Poverty Action Lab (J-PAL), the Harry Frank Guggenheim Foundation, and the Department for International Development (UK), among others. During the 2015-2016 academic year, LeBas was a residential fellow at the Woodrow Wilson International Center for Scholars in Washington, DC. She is currently working on her second solo-authored book, which investigates the reasons for persistent election violence in some democratizing countries. With Jessica Gottlieb of the University of Houston, she is also writing a book on taxation and contradictory logics of state-building in Lagos, Nigeria. In spring 2024, she is a visiting professor at Sciences Po's Centre de recherches internationales in Paris.

Stephen Stedman is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) and the Center on Democracy, Development and the Rule of Law (CDDRL), an affiliated faculty member at CISAC, and professor of political science (by courtesy) at Stanford University. He is director of CDDRL's Fisher Family Honors Program in Democracy, Development and Rule of Law, and will be faculty director of the Program on International Relations in the School of Humanities and Sciences effective Fall 2025.

In 2011-12 Professor Stedman served as the Director for the Global Commission on Elections, Democracy, and Security, a body of eminent persons tasked with developing recommendations on promoting and protecting the integrity of elections and international electoral assistance. The Commission is a joint project of the Kofi Annan Foundation and International IDEA, an intergovernmental organization that works on international democracy and electoral assistance.

In 2003-04 Professor Stedman was Research Director of the United Nations High-level Panel on Threats, Challenges and Change and was a principal drafter of the Panel’s report, A More Secure World: Our Shared Responsibility.

In 2005 he served as Assistant Secretary-General and Special Advisor to the Secretary- General of the United Nations, with responsibility for working with governments to adopt the Panel’s recommendations for strengthening collective security and for implementing changes within the United Nations Secretariat, including the creation of a Peacebuilding Support Office, a Counter Terrorism Task Force, and a Policy Committee to act as a cabinet to the Secretary-General.

His most recent book, with Bruce Jones and Carlos Pascual, is Power and Responsibility: Creating International Order in an Era of Transnational Threats (Washington DC: Brookings Institution, 2009).

María Ignacia Curiel is a Research Scholar at the Center on Democracy, Development and the Rule of Law and Research Affiliate of the Poverty, Violence and Governance Lab at Stanford University. Curiel is an empirical political scientist using experimental, observational, and qualitative data to study questions of violence and democratic participation, peacebuilding, and representation.

Her research primarily explores political solutions to violent conflict and the electoral participation of parties with violent origins. This work includes an in-depth empirical study of Comunes, the Colombian political party formed by the former FARC guerrilla, as well as a broader analysis of rebel party behaviors across different contexts. More recently, her research has focused on democratic mobilization and the political representation of groups affected by violence in Colombia, Mexico, and Venezuela.

Curiel's work has been supported by the Folke Bernadotte Academy, the Institute for Humane Studies, and the APSA Centennial Center and is published in the Journal of Politics. She holds a Ph.D. in Political Science and dual B.A. degrees in Economics and Political Science from New York University.

Sanjeev Khagram seminar

This seminar will introduce the prototype of an innovative new AI-powered decision-making intelligence platform that forecasts country trajectories with scenario analysis, predictive analytics, hotspot detection, causal explanations through large language models, etc., for a range of outcomes central to CDDRL and FSI's missions — effective governance, human security, and sustainable development. The initial use case is for political resilience and its inverse, fragility, conflict, and violence.

ABOUT THE SPEAKER

Dr. Sanjeev Khagram is a world-renowned leader, entrepreneur, scholar, and professor across the academic, private, public, and civic sectors. His specialities include global leadership and management across sectors, entrepreneurship and innovation, the data revolution and 4th Industrial Revolution — including AI, sustainable development and human security, good governance and accountability, globalization and transnationalism, public-private partnerships and multi-stakeholder networks. Dr. Khagram holds all of his transdisciplinary bachelor's, master's, and doctoral degrees from Stanford University. He has lived and worked for extended periods in Australia, Brazil, China, Kenya, India, Indonesia, Mexico, Nigeria, the GCC, Germany, South Africa, Thailand, and the United Kingdom.

Dr. Sanjeev Khagram is currently a Visiting Scholar at Stanford University’s Center for Democracy, Development and the Rule of Law and Department of Management Science and Engineering.  He is also a Distinguished Visiting Fellow with the Hoover Institution's Emerging Markets Working Group, where he leads the Global Reslience Intelligence Platform Partnership (GRIPP), and at the Center for Sustainable Development and Global Competitiveness, where he leads the AI and Sustainability Initiative at Stanford.

Khagram was most recently CEO, Director-General, and Dean of the Thunderbird School of Global Management, 2018-2024, which he took to #1 in International Trade with QS World University Rankings. He is on leave from his position as Foundation Professor of Global Leadership and Global Futures at the Thunderbird School of Global Management, Arizona State University.  Previously, he was the inaugural Young Professor of Global Political Economy at Occidental College, Wyss Scholar at the Harvard Business School, Founding Director of the Lindenberg Center for International Development, Professor at the University of Washington, and Associate Professor at Harvard’s Kennedy School of Government.

Dr. Khagram is an award-winning scholar and teacher. Dr. Khagram has established and led a range of global multi-stakeholder initiatives over the last three decades, including the Global Carbon Removal Partnership, Global Partnership for Sustainable Development Data, the Global Initiative for Fiscal Transparency, and the World Commission on Dams, authoring its widely acclaimed final report.  

Dr. Khagram was selected as a Young Global Leader at the World Economic Forum, was a senior advisor to United Nations Secretary General Ban Ki-Moon, Dean of the Desmond Tutu Peace Centre, and Founder/CEO of Innovations for Scaling Impact – a global technology enterprise solutions network. He is currently Chair of the Board of United Platform Solutions (an African AI-IOT Pollution Monitoring Venture) and Vice Chair of Altos Bank (the first new bank in Silicon Valley since 2008).

Dr. Khagram was born in Uganda as a fourth-generation East African Indian.  He and his family were expelled by Idi Amin and spent several years in refugee camps before being provided asylum in the United States in the 1970s.  He has lived and worked across all regions of the world and travelled to over 140 countries.

The Fisher Family Summer Fellows on Democracy and Development Program at Stanford University's Center on Democracy, Development and the Rule of Law is now accepting applications for our summer 2026 program. The deadline to apply is 11:59 pm PST on Thursday, January 15, 2026.

The program brings together an annual cohort of approximately 30 mid-career practitioners from countries in political transition who are working to advance democratic practices and enact economic and legal reform to promote human development. Launched by CDDRL in 2005, the program was previously known as the Draper Hills Summer Fellows Program. The new name reflects an endowment gift from the Fisher family — Sakurako (Sako), ‘82, and William (Bill), MBA ‘84 — that secures the future of this important and impactful program.

From Afghanistan to Zimbabwe, our program participants are selected from among hundreds of applicants every year for the significant contributions they have already made to their societies and their potential to make an even greater impact with some help from Stanford. We aim to give them the opportunity to join a global network of over 500 alumni from 97 countries who have all faced similar sets of challenges in bringing change to their countries.

The Fisher Family Summer Fellows Program provides an intensive 3-week on-campus forum for civil society leaders to exchange experiences and receive academic and policy training to enrich their knowledge and advance their work. Delivered by a leading Stanford faculty team composed of Michael McFaul, Kathryn Stoner, Francis Fukuyama, Larry Diamond, Erik Jensen, and more, the program allows emerging and established global leaders to explore new institutional models and frameworks to enhance their ability to promote good governance, accountable politics, and find new ways to achieve economic development in their home countries.

Prospective fellows from Ukraine are also invited to apply for our Strengthening Ukrainian Democracy and Development (SU-DD) Program, which runs concurrently with the Fisher Family Summer Fellows Program. The SU-DD program provides a unique opportunity for mid-career practitioners working on well-defined projects aimed at strengthening Ukrainian democracy, enhancing human development, and promoting good governance. Applicants to the SU-DD program will use the Fisher Family Summer Fellows Program application portal to apply and indicate their interest there. You will then be directed to a series of supplemental questions specific to the SU-DD program, including requiring a detailed description of your proposed project.

Although the impact of foreign aid on governance and development has been widely debated, its effect on bureaucracies remains underexplored. This is significant as bureaucracies play a vital role in key functions of the state and can affect development and growth. CDDRL postdoctoral scholar Maria Nagawa addressed this gap in a recent research seminar examining how project aid impacts the incentives and efforts of bureaucrats in aid-receiving countries.

Aid projects have predetermined objectives, activities, timelines, and budgets that rely heavily on bureaucrats for implementation. Consequently, they can lead to a reallocation of bureaucrats’ time and effort away from core government duties. To explore these dynamics, it is important to consider bureaucrats’ preferences for work and how they allocate effort. In the context of aid, these preferences can relate to specific projects and organizational characteristics. Project preferences may include financial incentives, ownership over priorities, and discretion in implementation, while organizational preferences include exposure to donor funding, pay inequities, and coordination with peers. With these factors in mind, Nagawa conducted her study in Uganda, one of the top foreign aid recipients in Sub-Saharan Africa.

The study takes a mixed-methods approach, utilizing interviews, surveys, and survey experiments. Because data on bureaucrats who work on aid projects is virtually non-existent, primary data collection was vital to generating evidence on how aid reshapes bureaucracies. Nagawa conducted 64 semi-structured interviews across 14 central government ministries and agencies, finding that although bureaucrats are pro-socially motivated when they join government, donor-funded projects amplify the importance of financial incentives. These projects provide attractive allowances and other benefits, and while such rewards can drive bureaucrats’ effort on projects, they also create tensions among colleagues to the point of eroding collaboration within departments. This is in part because projects are selectively allocated under unclear criteria. Bureaucrats also highlighted how donor priorities often took precedence, making it harder for them to advance contextually appropriate policies.

Results from the survey of 559 mid-level bureaucrats across six ministries reinforced these findings. Nearly 70 percent of bureaucrats had worked on aid projects, and many observed that such projects increased inequalities in pay and opportunity within ministries. To further explore these dynamics, Nagawa conducted conjoint survey experiments, which confirmed that monetary gain was the strongest driver of effort on projects. Although bureaucrats had strong preferences for ownership and discretion, these factors did not influence their willingness to increase effort on projects.

Nagawa’s findings highlight how aid projects reshape bureaucrats’ incentives in ways that can negatively impact state capacity. Many civil servants value government service and prefer the autonomy of government funding, but the structure of project aid often pushes them to prioritize donor-funded projects over their governmental duties. This weakens the internal cohesion and collaboration necessary to maintain a robust government.

Nagawa underscored the need for increased donor coordination to reduce bureaucratic burden, alignment of aid with the budget cycle to ensure synergy between aid projects and government work, and focusing funding on scaling local priorities. The findings from this research provide an important roadmap for how to reform aid delivery and ensure aid supports rather than undermines government effectiveness as international development assistance undergoes unprecedented changes.
