About the Speakers:

Scott D. Sagan is the Caroline S.G. Munro Professor of Political Science, the Mimi and Peter Haas University Fellow in Undergraduate Education, and Senior Fellow at the Center for International Security and Cooperation and the Freeman Spogli Institute at Stanford University. He also serves as Chairman of the American Academy of Arts and Sciences’ Committee on International Security Studies. Before joining the Stanford faculty, Sagan was a lecturer in the Department of Government at Harvard University and served as special assistant to the director of the Organization of the Joint Chiefs of Staff in the Pentagon.

Clayborne Carson, the Martin Luther King, Jr., Centennial Professor of History, emeritus, at Stanford University, has devoted his professional life to the study of Martin Luther King, Jr., and the human rights movements inspired by King, Mohandas K. Gandhi, and other visionaries. His award-winning first book, In Struggle: SNCC and the Black Awakening of the 1960s, was published in 1981 and remains the definitive study of the courageous activists and organizers who challenged the strongholds of segregation. In 1985, Mrs. Coretta Scott King chose Dr. Carson to edit and publish a definitive, multi-volume edition of her late husband’s speeches, sermons, correspondence, publications, and unpublished writings. In addition to publishing numerous other books and scholarly articles, Carson has also reached broader audiences as a senior advisor to the Eyes on the Prize series and his contributions to more than two dozen subsequent documentaries. After launching the online Liberation Curriculum for K-12 students, Carson founded Stanford's Martin Luther King, Jr., Research and Education Institute in 2005 to disseminate King-related educational resources to a global audience. After retiring as the King Institute’s Director, Carson has continued his online educational efforts by establishing The World House Project to collaborate with other human rights advocates to realize King's vision of a global community in which all people can "learn somehow to live with each other in peace.”

Rose Gottemoeller is the Steven C. Házy Lecturer at Stanford University's Freeman Spogli Institute for International Studies and its Center for International Security and Cooperation. Before joining Stanford Gottemoeller was the Deputy Secretary General of NATO from 2016 to 2019, where she helped to drive forward NATO’s adaptation to new security challenges in Europe and in the fight against terrorism.  Prior to NATO, she served for nearly five years as the Under Secretary for Arms Control and International Security at the U.S. Department of State, advising the Secretary of State on arms control, nonproliferation and political-military affairs. While Assistant Secretary of State for Arms Control, Verification and Compliance in 2009 and 2010, she was the chief U.S. negotiator of the New Strategic Arms Reduction Treaty (New START) with the Russian Federation.

David Holloway is the Raymond A. Spruance Professor of International History, a professor of political science, and an FSI senior fellow. He was co-director of CISAC from 1991 to 1997, and director of FSI from 1998 to 2003. His research focuses on the international history of nuclear weapons, on science and technology in the Soviet Union, and on the relationship between international history and international relations theory. His book Stalin and the Bomb: The Soviet Union and Atomic Energy, 1939-1956 (Yale University Press, 1994) was chosen by the New York Times Book Review as one of the 11 best books of 1994, and it won the Vucinich and Shulman prizes of the American Association for the Advancement of Slavic Studies. It has been translated into seven languages, most recently into Chinese. The Chinese translation is due to be published later in 2018. Holloway also wrote The Soviet Union and the Arms Race (1983) and co-authored The Reagan Strategic Defense Initiative: Technical, Political and Arms Control Assessment (1984). He has contributed to the Bulletin of the Atomic Scientists, Foreign Affairs, and other scholarly journals.

I am a Ukrainian national. I studied at Stanford University in 2019 and 2020 in the Ukrainian Emerging Leaders Program run by the Center on Democracy, Development and the Rule of Law at the Freeman Spogli Institute for International Studies.

For several years now, I have been a leader of environmental and anti-corruption NGOs. Among other endeavors, my team and I developed the SaveEcoBot program, which is the most popular air quality monitoring service in Ukraine and has 1.5 million users in 15 countries.

I was with my wife and six-year-old daughter in Kyiv when Putin’s invasion of Ukraine began. I grabbed my family and brought them to a place I thought they would be safer. Then I immediately volunteered to join the Ukrainian Defense Force. I have already seen active fire, which has resulted in a dreadful number of casualties, both for Ukrainians and Russians. But this tragedy is not just a humanitarian emergency.

The Pentagon estimates that 600 Russian missiles have been fired at Ukrainian targets in the first 10 days of war alone. Additionally, the infamous abandoned Chernobyl nuclear plant has been seized by Russian forces and, most recently, the Zaporizhzhia Nuclear Power Station in Enerhodar has been attacked and occupied by armed Russian soldiers. Zaporizhzhia is the largest nuclear power plant in Europe and Russian projectiles started a localized fire in an auxiliary building on the site on March 3, 2020.

Russian forces have also cut off the power supply to the Chernobyl reactor and containment site. This means that spent nuclear fuel is not being cooled at the site in accordance to internationally recognized standards. The head of the Chernobyl nuclear plant has said that the back-up generators have enough fuel to power the site for 48 hours. We can only guess what might happen after that. If this were not enough, there is still ongoing shelling at a nuclear research facility in Kharkiv. The current conditions there are unknown.


In Ukraine, we have a saying, “мавпа з гранатою,” which means, “Like a monkey with a grenade." Russia is playing the monkey to all of Europe.

Despite these chaotic circumstances, the SaveEcoBot team, in coordination with the Ministry of Environmental Protection, has put a lot of effort into radiation monitoring and informing the public about changes in background radiation. We’ve been set back in this critical work by the damages done to our monitoring equipment by Russians, but Ukrainian technicians are restoring the systems as fast as they can.

The assaults on the Chernobyl and Zaporizhzhia power plants have already had implications for the environment. The radioactive dust raised by the wheels and trucks of the Russian combat vehicles in the Chernobyl zone has raised the background radiation levels to a hundredfold excess of the normal threshold. Just imagine what chaotic attacks, with Russians shooting, firing missiles, and bombing other parts of Ukrainian territory might lead to. In Ukraine, we have a saying, “мавпа з гранатою,” which means, “Like a monkey with a grenade." Russia is playing the monkey to all of Europe.

Russia continues to assert that its forces are in Ukraine for reasons of safety and security. The takeover of Chernobyl disturbed large amounts of radioactive soil, propelling it into the air. The attack on Zaporizhzhia resulted in a fire on the site of an active nuclear plant. This is not what safety looks like. To pretend that these actions are anything but a dangerous disregard for life is an insult to all sane, rational people. We are all very lucky that none of Zaporizhzhia’s six reactors were hit by the tank shell that started that fire.

Russia, the U.S. and the UK committed 20 years ago to ensure Ukraine’s peaceful sovereignty in exchange for Ukraine giving up its nuclear weapons program. This agreement was built on the idea that Ukraine without nuclear weapons would never have cause to be the target of any attack. This assurance was guaranteed by the signers of the memorandum.

But Russia’s violent attacks have proven that a nuclear threat still exists in Ukraine. It is not a threat of Ukraine’s making, but one engineered by Russia’s own reckless assault on our civilian nuclear facilities. The consequences of this diabolical action go well beyond a potential environmental catastrophe for Ukraine; our neighbors, including Russia itself, and even countries outside of Europe could all be affected by nuclear fallout carried on high-atmosphere winds across continent and over oceans.


This is not what safety looks like. To pretend that these actions are anything but a dangerous disregard for life is an insult to all sane, rational people.

One way to mitigate this threat and to realize security assurances to Ukraine is to implement a no-fly zone over Ukraine. The hesitance of the EU and U.S.  to implement a no-fly zone is understandable. But at the same time, it is critically important to develop options and generate models for other types of no-fly zones beyond the proposals being discussed today. Such alternative options could be the key to helping prevent a Ukrainian tragedy not only in terms of nuclear security, but also in averting a similar tragedy to what the world witnessed in Aleppo.

To do this, Ukraine needs more military support. We have gratefully received strong military support from our allies, but even this bounty is not enough to defend our country. Stinger missiles can shoot down small, low-flying aircraft from a fairly short distance, but are useless against ballistic missiles and high-altitude bombers. We need weapons that can shoot down planes at considerable distances and altitudes, systems to detect and shoot down cruise missiles, and planes to protect our airspace. Early Russian attacks targeted our airports to deplete our air defense capabilities and frustrate our ability to get planes in the air. But we still stand. But if we want to avert a second Chernobyl or another Aleppo, we need to strengthen our air defenses.

We learned in 1939 that making concessions to tyrants is no plan for peace. Putin is a bully. Like all bullies, he will take as much as he can get while treating all harm — including environmental harm — as merely incidental. Like all bullies, he will stop only when he meets strong resistance. Putin and the Russia propaganda machine frame all attempts to stymie Russian aggression as not only a provocation, but a provocation that could trigger a nuclear response. Such veiled threats of nuclear attacks are a form of prior restraint meant to constrain Ukraine’s allies from even suggesting that the Russian invasion is improper. But we must not accept this starkly irrational framework. Nuclear weapons are weapons of deterrence, not tools to chill diplomatic criticism.


Any compromised nuclear facility in Ukraine inherently becomes an international problem, not just a local one. Like Putin, radioactive fallout does not respect borders.

American analysts say that they expect the Russian attacks to become increasingly more brutal. Any increased risks to civilian and military targets commensurately increases risks to nuclear sites as well. Just ten days ago, my life changed dramatically. I used to be a successful civil leader and entrepreneur with an innovative business. Now I sleep on the floor of an abandoned building with my gun in hand. My daughter knows exactly how the air raid siren sounds. But we are still Ukrainians. We are still Europeans. We still count on our allies. So to our allies, I say: close the Ukrainian sky. Provide us with enough weapons. We will do the rest.

Iran should move beyond its "false nationalism" and embrace the significant benefits of a peaceful nuclear approach, Stanford scholars say.

In return, professors Siegfried Hecker and Abbas Milani wrote Jan. 21 in the Bulletin of the Atomic Scientists, the West should neither isolate nor attack Iran  – those approaches would not necessarily stop Iran from weaponizing its nuclear program if it chose to do so.

Interestingly, the Iranian government republished the Hecker-Milani article in Farsi on at least one official website. That could reflect, the scholars say, a "genuine internal debate" in Iran regarding its nuclear future directions.

Hecker is a professor in the Department of Management Science and Engineering, a senior fellow at the Freeman Spogli Institute for International Studies, and the institute's Center for International Security and Cooperation. He is also a former director of Los Alamos National Laboratory. Milani is the director of Iranian Studies at Stanford University and co-director of the Iran Democracy Project at the Hoover Institution. He is also an affiliated faculty member of FSI's Center on Democracy, Development, and the Rule of Law.

In an interview, Milani expressed cautious optimism. "Clearly, this is an important fact that they allowed this article to be posted on an official website. They are rethinking their nuclear program. But there are many others who will oppose it as well."

He added that Iranian reformers – who won the last presidential election – understand that the confrontational approach of Iran's hard-liners was not working. Many people are hurting due to the economic sanctions: inflation is at least 35 percent by official measures and may actually be twice that, Milani said.

South Korean model

As Hecker and Milani wrote in the article, South Korea in the last few decades has become one of the world's preeminent peaceful nuclear energy countries by focusing on the profitable parts of the middle nuclear fuel cycle — reactor component fabrication, fuel fabrication and reactor construction.

However, Hecker acknowledged, there has been talk that South Korea may be seeking consent from Washington for enrichment and reprocessing options beyond peaceful uses. He pointed out, however, that South Korea has had a peaceful nuclear program for four decades.

The problem with a weaponized approach is that it steals away the resources and expertise needed for a civilian-minded energy program, the authors stated.

"For Iran, the lesson of the South Korean experience is clear: Tehran should decide to abandon its enrichment efforts because the costs – technological, economic and political – are not worth the price of keeping the nuclear weapon option open," Hecker and Milani wrote.

When Iran's covert nuclear program was discovered in the early 2000s, the West enacted crippling economic sanctions against the country. Despite oil revenue windfalls, Iran has an economy riled by inflation and on the verge of collapse. 

There is hope. An interim nuclear agreement between Iran and the United Nations Security Council plus Germany that went into effect Jan. 20 consists of a short-term freeze of portions of Iran's nuclear program in exchange for limited sanctions relief for Iran. The idea is to give the countries time to work toward a long-term agreement.

Milani said that after the short-term agreement was reached, Iran's inflation rate began to moderate and its currency rate began to stabilize. That small bit of economic relief may bolster the reformers' argument in favor of a civilian nuclear policy.

"There are many people in Iran who want to see this issue resolved peacefully," said Milani, explaining that the hard-liners are associated with the clergy and Iranian Revolutionary Guard.

How close is Iran to a bomb?

Hecker and Milani warned of a "breakout scenario" in which Iran's centrifuge program could make enough highly enriched uranium (90 percent uranium 235) for a nuclear bomb "in a matter of months or even weeks."  The Iranian scientists would still need to craft a bomb and develop the means to deliver a nuclear weapon, which requires a high level of miniaturization.

"Iran would need a number of years of research, development and testing before it could have a reliable, missile-deliverable nuclear warhead," they wrote, noting the periodic missile threats made by the Iranian Revolutionary Guard against the United States and Israel.

In an interview, Hecker said the primary challenge now is no longer how to keep Iran from the capability, but rather "how to convince Iran it is not in its interest to build the bomb."

He noted that Iranian Foreign Minister Javad Mohammad Zarif told him that it was not in Iran's security interest to build the bomb. "In fact, he added, even the appearance of pursuing the bomb was bad for Iran's security."

As Hecker explained, completely getting rid of the Iranian bomb option is not possible through military action or sanctions with political pressure. "The only chance is through diplomatic means. We need to make it clear to the Iranian regime that they are better off without pursuing the bomb."

For now, Hecker and Milani wrote in their article, the interim agreement will temporarily prevent Iran from reaching a breakout scenario. While a delay is good, more must be done to actually stop the Iranians from militarizing their nuclear program. After all, external pressure did not stop Israel, Pakistan, India, South Africa or North Korea from building nukes.

"Such a decision, we believe, must be made internally, not externally driven," the two Stanford experts wrote.

The Iranian elite should take note of the scant returns of the country's nuclear efforts to date. "After 50 years, Iran has very little to show for its nuclear pursuit," they said.

Iran has one commercial reactor, built by the Russians and only partially ready for electricity production. Another reactor, used primarily for medical isotope production, is on its last legs. The new Iranian reactor planned for Arak is not of modern design nor suited for medical production, and presents serious proliferation concerns because it will produce plutonium suitable for bombs.

"Iran's pride and joy, the uranium centrifuge program, can enrich in one year only as much uranium as the European consortium Urenco can produce in about five hours," wrote Hecker and Milani.

Change in government

The timing may be right for a new nuclear approach, Hecker and Milani wrote. In his September 2013 speech at the United Nations, Iran's new president, Hassan Rouhani, acknowledged that other nations could have "legitimate concerns" about Iran's nuclear program.

"That admission opens up the possibility for objective debate within Iran on the economic and technical costs of its current nuclear trajectory," wrote the Stanford professors. Such a debate would include business leaders, intellectuals and a broad spectrum of civic groups advocating on behalf of the "enormous benefits" of a safe, peaceful nuclear program.

"For this to happen, the international community must of course provide reliable access to uranium and enrichment services," they wrote.

Hecker added that Washington must demonstrate that it is prepared to cooperate with Tehran on a "peaceful nuclear pursuit, and not continue to isolate it."

As for Iran, it would need to operate transparently and implement specific protocols to assure the international community that it would not return to the nuclear weapons option. Both the West and Iran need to save face on such a deal, Milani said.

He noted, "The Iranians need to make a deal that has some real concessions, but they need to sell it at home as a victory."

As Hecker put it, if the Iranians want nuclear energy and relations with the West, they need "nuclear integration, not isolation."
