Vicky Fouka is an Associate Professor of Political Science at Stanford University, a Faculty Research Fellow at the NBER, and a Research Affiliate at CEPR. She is a political economist with interests in group identity and intergroup relations, culture, and historical social dynamics. Her articles are published in journals such as the American Political Science Review, the Review of Economic Studies, the Journal of Politics, the Economic Journal, Public Opinion Quarterly, and Nature Human Behaviour. Her work has received the Joseph L. Bernd award for best paper published in the Journal of Politics, the Economic Journal Austin Robinson prize, and the best article award of the APSA Migration and Citizenship section. She holds a PhD in Economics from Pompeu Fabra University.

The Program on Arab Reform and Democracy (ARD) at Stanford’s Center on Democracy, Development, and the Rule of Law (CDDRL) is pleased to welcome Egyptian economist Samer Atallah as a visiting scholar for the 2015-16 academic year. Atallah has taught economics at the American University in Cairo (AUC) since 2011, and his work focuses on development economics and political economy of democratization. He is a leading contributor to debates on economic public policy in Egypt, and previously served as an advisor to the 2012 presidential campaign of Abdel-Moneim Abul-Fettouh. He holds a PhD in Economics from McGill University and a Masters Degree in Engineering from University of California, Berkeley. His research on the Arab world has received the support of the Arab Council for Social Sciences and the Economic Research Fund, and spans a wide range of areas, including; education, electoral behavior, public opinion, trade policies, and political institutions in resource dependent economies.

During his residency at CDDRL, Atallah will work on a series of publications examining salient questions in the political economy of the Arab World, including the impact of trade and capital flows on governance in Egypt and Tunisia, and the relationship between education and wealth inequality in Egypt. Atallah’s fellowship is generously funded by a grant from the Carnegie Corporation to support scholars from the Arab world. In the following interview, Atallah discusses his current research projects and their relevance to important public policy debates.

 

What are your research goals and priorities during your residency at CDDRL?

First of all, I would like to say that I am extremely delighted to be here and excited at this valuable opportunity to collaborate with distinguished scholars at CDDRL and Stanford University, which promises to be a nourishing environment for my research. 

My research agenda during my residency here at CDDRL includes working on two projects, both of which are related to broader questions of democratization and development. This first one is a comprehensive theoretical and empirical study investigating how political and economic institutions evolve as economies become integrated in the global economy. I am interested in understanding how trade and capital flows impact institutions - in the economic sense of the term - and the implications of that impact on political change. For instance, the experiences of economic liberalization in countries like Egypt and Tunisia had unquestionable consequences on the distribution of wealth within their respective societies. Economic liberalization policies had equally important effects on the performance and evolution of their legal, economic governance and political institutions. My own research seeks to investigate how these institutional changes have evolved and the impact of these processes on political change.  The second project is an empirical study examining the relationship between wealth inequality and educational inequality in Egypt.

 

In what ways do your projects speak to contemporary debates on the origins and trajectories of the Arab uprisings?

I would argue that the divergence in outcomes across the various uprisings in Arab region cannot be understood without seriously thinking about the different historical evolution of political and economic institutions in these countries. These institutions impact the functioning of the economy, its growth, and the social inclusiveness of that growth—factors that were very pertinent to the popular mobilization that advanced the post-2010 uprisings. Certainly these institutions are in part the product of how the economy is managed in a given country in the short-run. At the same time, they are the result of long-term external and internal factors that we need to investigate and understand.

A case in point is the bureaucratic apparatus in Egypt. That sizable bureaucracy is the outcome of a long-standing policy of guaranteed employment, which the government had adopted in the 1960s to secure political support. Whereas economic liberalization policies adopted by President Anwar al-Sadat in the 1970s shrunk the economic role of the state, the size of the bureaucracy, nevertheless, increased significantly. Thus, the question we confront as researchers is why have these institutions remained stagnant and shielded from change despite the fact the nature and priorities of the economy have shifted. This is a major concern in my own research.

 

What lessons, if any, does your work offer policy-makers involved in the areas of economic and human development?

My second project on inequality and education speaks to one of the central factors that have animated the post-2010 uprisings in the Arab world, namely economic inclusion. In the context of Egypt, educational inequality has contributed greatly to the huge disparities in income and wealth in the country. Exacerbating and reinforcing these disparities is an intergenerational dependency in educational attainment—that is, children of uneducated parents are highly likely to remain uneducated, and by implication, economically underprivileged. This is an area that leaves a lot of room for policy interventions.

But such interventions must be grounded in a better understanding of the causes of this dependency and why it persists. Toward that end, my research seeks to investigate how the type and range of assets in a given household affect schooling and education decisions. Other key determinants of these decisions include access to credit, spatial distribution of educational facilities, and volatility of household income. With a sufficiently nuanced understanding of the problem at hand, all of these factors present potential areas for policy interventions to alter the incentives for school enrolment and quality of education delivery. Such interventions could potentially lead to a better distribution of education and income in the long run.

 

What are the potentially important research questions that address Arab reform and democracy?

I believe the recent upheavals in the Arab world have pushed us to re-evaluate our understanding of the underlying reasons and implications of political and economic change. This has opened up a multitude of lines of inquiry related to the economic incentives and costs of political change. One such endeavor entails an ambitious effort to compare the evolution of social movements, economic policies, and political structures in the Arab world with other regions of the world. For instance, I think we could draw multiple parallels between the Arab experience and that of many Latin American countries, especially with respect to the role of military institutions, the impact of economic liberalization, social inequality, and civil society movements. Having said that, there is also a lot of work that needs be done in understanding and analyzing the divergent outcomes of the Arab uprisings.

As the catch-up phase of economic growth is ending or has ended for many Asian economies, they face the challenge of transforming their economic systems to ones that encourage innovations and use those as the most important source for growth. The panel will discuss various issues surrounding the economic system that is favorable for innovations. Silicon Valley, where Stanford University is located, has an ecosystem that is conducive to innovations. The panel will pay special attention to implications for Japan and other Asian economies.

Abstract:

We discuss a method aimed at reducing the risk that spurious results are published. Researchers send their datasets to an independent third party who randomly generates training and testing samples. Researchers perform their analysis on the former and once the paper is accepted for publication the method is applied to the latter and it is those results that are published. Simulations indicate that, under empirically relevant settings, the proposed method significantly reduces type I error and delivers adequate power. Unlike alternative approaches such as the registration of a pre-analysis plan, this method allows researchers to learn from the data.

The University of Cape Town’s Graduate School of Development Policy and Practice (GSDPP), in collaboration with the Leadership Academy for Development (LAD), an affiliate of Stanford University, will be offering a course in April 2015 that addresses some of the challenges faced by public sector leaders as they foster economic growth in politically-charged environments. 

This course was run successfully in both 2011 and 2013. The 2015 version – updated with new case studies – will also be facilitated by international and national trainers and experts. 

The course is a 5-day, intensive programme for a small number of high level government officials and business leaders from South Africa and other African countries (25-30 in total). It will explore how government can encourage and enable the private sector to play a more effective, productive role in economic growth and development. The curriculum is designed to reinforce and illustrate three critically important hypotheses about the role of public policy in private sector development.

Abstract

The Trans-Pacific Partnership (TPP) is widely regarded as the economic component of the US strategy of “rebalance” to Asia. As a major trading partner of many of the founding members, Taiwan has obvious economic and security interests at stake and is therefore seeking to join the TPP in the next round. But an overlooked aspect of the TPP for Taiwan is its potential impact on sovereignty. Trade agreements provide a revealing window into the evolving conceptions of modern sovereignty. The way Taiwan’s unique form of statehood and international status is defined in trade agreements could strengthen its position under international law and contribute to its national security. This talk will consider how Taiwan was defined as a sui generis legal entity in its application to join the World Trade Organization (WTO) and as a party to the Cross-Straits Economic Cooperation Framework Agreement (ECFA), with lessons for future negotiations to join the TPP.

Joseph Yen-ching Chao
Joseph Yen-ching Chao is an Executive Officer in the Department of International Cooperation and Economic Affairs. A member of Taiwan’s Ministry of Foreign Affairs (MOFA) diplomatic corps since 2005, he has previously served as a German-language interpreter for the Presidential Office, an officer in the Department of Treaty and Legal Affairs, and as a deputy secretary of Taiwan’s permanent mission to the World Trade Organization in Geneva, Switzerland.  He holds an LL.M. from Ruprecht-Karls University in Heidelberg and a Doctor juris from Albert-Ludwige University, Frieberg, Germany. Dr. Chao is in residence at Stanford from May-July 2015, where his research examines Taiwan’s prospects for entry into the Trans-Pacific Partnership (TPP).

As part of the Arab Reform and Democracy Program's speaker series, George Mason University scholar Noura Erakat examined the political and legal contexts for the 2014 Gaza war. In July and August of 2014, hostilities in the Gaza Strip left 2,131 Palestinians and 71 Israelis dead, including 501 Palestinian children and one Israeli child. Of Gaza’s 1.8 million residents, 475,000 are living in temporary shelters or with other families because their homes have been severely damaged. The extent of destruction has raised questions around culpability for war crimes on all sides of the conflict.

As part of the Arab Reform and Democracy Program's speaker series, George Washington University scholar Mona Atia discussed her book Building a House in Heaven: Pious Neoliberalism and Islamic Charity in Egypt. Islamic charities occupied a critical space in Mubarak-era Egypt. While there are a plethora of organizational types and activities, Atia's book describes a particular type of work performed by Islamic charities as a merging of religious and capitalist subjectivity, or pious neoliberalism. Pious neoliberalism describes how Islamism works in conjunction with neoliberalism rather than as an alternative to it. It represents a new compatibility between business and piety that is not specific to any religion, but rather is a result of the ways in which religion and economy interact in the contemporary moment. In Egypt, pious neoliberalism produces new institutions, systems of knowledge production and subjectivities. The lecture explored the relationship between Islamic charity and Egypt’s variegated religious landscape. The author discussed how Islamic charities helped spread Islamic practices outside the space of the mosque and into everyday life/spaces and their impact on development in Egypt.

As part of the Arab Reform and Democracy Program's speaker series, Executive Director of the Mediterranean Development Initiative Ghazi Ben Ahmed examined the challenge of youth alienation in the context of the Tunisian transition. Social and economic grievances of Tunisian youth played a major role in igniting the uprising in Tunisia, and more generally, the so-called Arab Spring. Despite a successful political transition in the country, progress on addressing youth grievances has been slow in light of deteriorating living conditions, rampant corruption, and rising unemployment. These realities continue to pose a serious challenge to the prospects of building a sustainable democracy in Tunisia. Based on data gathered from meetings with a diverse group of 500 young Tunisians, this talk will shed light on youth’s perceived and actual exclusion from social, economic, and political opportunities. In doing so it will provide a critical assessment of the underlying causes of youth alienation in the country and prospects for greater political, social and economic inclusion.
