Meg Caldwell, Director, Environmental and Natural Resources Law & Policy Program; Executive Director, Center for Ocean Solutions, Woods Institute for the Environment. Professor Caldwell's scholarship focuses on the environmental effects of local land use decisions, the use of science in environmental and marine resource policy development and implementation, and developing private and public incentives for natural resource conservation.
Deborah Sivas, Luke W. Cole Professor of Environmental Law and Director, Environmental Law Clinic. Professor Sivas's current research is focused on the interaction of law and science in the arena of climate change and coastal/marine policy and the ability of the public to hold policymakers accountable.
Ursula Heise, Director, Program in Modern Thought & Literature and Professor of English; member of the Executive Committee of the Program in Science, Technology & Society; Affiliated Faculty of the Woods Institute for the Environment. Mary Robinson : Human Rights Strategies in the 21st Century [Humanities Center Event]
President Robinson will be drawing on the work of Realizing Rights in
areas of corporate responsibility, right to health, decent work and
climate justice.
Mary Robinson, the first woman President of Ireland (1990-1997) and
former United Nations High Commissioner for Human Rights (1997-2002), has
spent most of her life as a human rights advocate. Born Mary Bourke in
Ballina, County Mayo (1944), she was educated at the University of Dublin
(Trinity College), Kings Inns Dublin, and Harvard Law School to which she
won a fellowship in 1967.
As an academic (Trinity College Law Faculty 1968-90), legislator (Senator
1969-89) and barrister (1967-90. Senior Counsel 1980, English Bar 1973)
she has always sought to use law as an instrument for social change,
arguing landmark cases before the European Court of Human Rights as well
as in the Irish courts and the European Court in Luxembourg. In 1988 Mary
Robinson and her husband founded the Irish Centre for European Law at the
Trinity College. Ten years later she was elected Chancellor of the
University.
Now based in New York, Mary Robinson is currently the President of
Realizing Rights: The Ethical Globalization Initiative. Its mission is to
make human rights the compass which charts a course for globalization
that is fair, just and benefits all.

Liberation Through Interconnection
Abstract
One of the biggest themes of the 21st century is interconnection -- specifically, the interconnection of people and data. These interconnections can change everything about how we see the world, how the world sees us, and how we work together. Where some people might see "big brother," I see empowerment -- empowerment of groups and individuals to improve quality of life and reduce our impact on the planet.
Megan Smith oversees teams that manage early-stage partnerships, explorations and technology licensing. She also leads the Google.org team, guiding strategy and developing new partnerships and internal projects with Google's engineering and product teams. She joined Google in 2003 and has led several of the company's acquisitions, including Keyhole (Google Earth), Where2Tech (Google Maps), and Picasa. She also co-led the company's early work with publishers for Google Book Search. Previously, Megan was the CEO and, earlier, COO of PlanetOut, the leading gay, lesbian, bisexual and transgender online community. Under her leadership, PlanetOut grew tenfold in reach and revenue. Prior to that, Megan was at General Magic for six years working on handheld communications products and partnerships. She also worked in multimedia at Apple Japan in Tokyo.
Over the years, Megan has contributed to a wide range of engineering projects, such as designing an award-winning bicycle lock; working on a space station construction research project that eventually flew on the U.S. space shuttle; and running a field-research study on solar cookstoves in South America. She was also a member of the MIT-Solectria student team that designed, built, and raced a solar car in the first cross-continental solar car race, covering 2000 miles of the Australian outback. She was selected as one of the 100 World Economic Forum technology pioneers for 2001 and 2002.
Megan holds a bachelor's degree and a master's degree in mechanical engineering from MIT, where she now serves on the board. She completed her master's thesis work at the MIT Media Lab.
Summary of the Seminar
Megan Smith, Vice President, New Business Development and General Manager, Google.org., argued that greater interconnectedness achieved by information technology is a major liberating force in the world. Whether it is aiding the coordination of protests or increasing transparency of governments, the exchange of information has huge benefits. This is not a new phenomenon. In places where people have been able to exchange information easily, social progress has followed. Megan cited the example of Seneca Falls, New York where the canal system allowed for extensive communication; it became significant in both the women's rights and abolition movements.
While a large proportion of the world is benefiting from greater interconnectedness, Africa still lacks the infrastructure to take full advantage. Submarine fiber optic cables are necessary for quick and cheap internet cables and many African countries, particularly in the east, are not connected to these, relying instead on satellites. This is likely to change over the next few years, bringing great potential for further development.
The mission of Google.org is to use technology to drive solutions to global challenges such as climate change, pandemic disease and poverty. The organization was set up as part of a commitment to devote approximately one percent of Google's equity plus one percent of annual profits to philanthropy, along with employee time. Google.org now places its strategic focus on those projects that can leverage the resources of Google staff, particularly its engineers.
Current projects that harness the power of information include:
- Google Flu Trends: This uses aggregated Google search data to estimate flu activity up to two weeks earlier than traditional methods. This system has almost 90% accuracy in real time flu prediction and is therefore an extremely useful tool for health delivery agencies. It is now being used in 30 countries. Google is also starting to work in Cambodia to collect data around SARS.
- Google Power Meter provides a system for consumers to understand their in-home energy use and to take steps to reducing this. The Meter receives information from utility smart meters and in-home energy management devices and visualizes this information on iGoogle (a personalized Google homepage).The premise underlying this project is that greater information is going to be crucial to tackling climate change and consumers ought to be able to be empowered to make informed decisions about their energy use.
- Disaster relief: In response to the Haitian earthquake, a team of engineers worked with the U.S. Department of State to create an online People Finder gadget so that people can submit information about missing persons and to search the database. Google Earth satellite images have also been used to document the extent of damage.

Mobile Phones and Economic Development in Africa
Mobile phones are transforming lives in low-income countries faster than ever imagined. The effect is particularly dramatic in rural areas of sub-Saharan Africa, where mobile phones have often represented the first modern infrastructure of any kind. The iconic image of cell phones in Africa is the market woman, surrounding by her goods while making calls to potential clients in the capital city. Equally common are the slogans of mobile phone companies promising a better life for those who use it.
Yet do these images and slogans reflect the reality of what cell phones can do? Cell phones are being adopted by the rural and urban poor at a surprising rate, far exceeding cell phone companies' projections. An emerging body of research suggests that mobile phones are improving households' access to information and reducing costs, thereby making markets more efficient and increasing incomes. These impacts have occurred without NGOs or donor investments - but as a positive externality from the IT sector.
Governments, donors and NGOs have noticed the potential of information technology in achieving development goals in a variety of sectors, including agriculture, education, health, financial services and governance. Mobile phones can greatly facilitate the effectiveness of development programs, but are needed in partnership with the private sector. And while cell phone coverage reaches over 60% of the population in most African countries, other constraints to cell phone adoption - namely pricing and handset cost - should be addressed.
Jenny Aker has worked extensively in Central, North and West Africa for the past ten years for NGOs, international organizations and universities. Her research uses field work and field experiments to better understand field-driven development problems, primarily by teaming up with NGOs and program implementers in an effort to link research with policy and implementation.
Jenny is currently involved in three main areas of research. The first assesses the impact of information technology (mobile phones) on development outcomes, namely farmers’ and traders’ welfare, market performance, labor outcomes, literacy rates and early warning systems. Based upon her previous work in Niger, she is collaborating with Catholic Relief Services in Niger on Project ABC (Alphabétisation de Base par Cellulaire), which uses cell phones as a learning tool to allow literacy participants to read and write in their local languages via SMS. The project takes a rigorous impact evaluation approach, assessing the impact of cell phones on literacy rates and farmers’ marketing behavior. Her second area of research involves assessing the impact of climate change on farmer-herder conflicts in the Sahel, with a particular focus on Mali. Her third area of research evaluates the impact of specific development interventions -- including food aid distributions, local purchases, and cash vouchers – on producers’ welfare and market performance in the Sahel.
In September 2009, Jenny joined Tufts University as an Assistant Professor in the Economics Department and Fletcher School of Law and Diplomacy.

Kieran Oberman completed his PhD at Oxford University. His thesis, "Immigration and Freedom of Movement," argued that people have a human right to freedom of movement that entails a right to cross international borders. He thus concluded that immigration restrictions could not be justified outside of emergency situations.
In his post-doctoral workat Stanford, where he divides his time between The Program on Global Justice and the Center for Ethics in Society, Kieran is continuing to focus on the ethical issues surrounding international migration. While at Stanford he has completed an article, "Immigration, Global Poverty and the Right to Stay", that argues against using migration as a means to address the problem of global poverty. The article is forthcoming in Political Studies. He has also written an article that explores the question of whether the brain drain of skilled workers from poor states could justify the imposition of immigration restrictions. He is currently working on a publication, based upon his dissertation, entitled "Immigration as a Human Right".
In the spring Kieran will teach a class entitled Introduction to Global Justice. The course is designed to encourage students to think critically about some of the most important issues in international politics including global poverty, terrorism, war, development and climate change.
