ABSTRACT

The formation of Saudi Arabia’s anti-corruption commission and the arrest of dozens of princes and former ranking officials have brought to focus the prospects for political and economic reform in the Kingdom. Many observers have characterized these recent steps as an attempt by Crown Prince Mohammed Bin Salman to sideline opponents of his bold, far-reaching reforms. Yet a closer analysis suggests that these measures are part of an effort to consolidate and centralize power in ways that will only move the Kingdom farther away from greater political inclusion and participation. They also threaten the future of stability inside the Kingdom and the region at large. More generally, these recent developments raise critical questions regarding the feasibility of advancing the Crown Prince’s proposed economic reforms in the absence of meaningful political reform that could allow for monitoring and holding accountable the proclaimed leaders of economic reforms.

Jamal Khashoggi is a Saudi journalist, columnist, and author. Born in Medina, Saudi Arabia, in 1958, where he completed high school, Jamal graduated from Indiana State University in 1982. Khashoggi began his career as a correspondent for the English language Saudi Gazette. Between 1987-90, he was a foreign correspondent for the pan-Arab Arabic daily Alsharq Alawsat and the Jeddah-based, English language daily Arab News. He became widely recognized for his coverage of the Afghan War and the first Gulf War (1990-91). From 1990 to 1999, Jamal was foreign correspondent for the other prominent pan-Arab Arabic daily, Al-Hayat. There he reported on Afghanistan, Algeria, Lebanon, Sudan, and various conflicts in the Middle East. As a result of his extensive experience, he became known as an expert in political Islam and related movements. In 1999, Jamal was appointed Deputy Editor-in-Chief of Arab News, the leading English newspaper of Saudi Arabia. In 2003, he became Editor-in-Chief of Al-Watan, the country’s pioneering reformist newspaper. In less than two month he lost his job because of his editorial policies. He was then appointed as the media advisor to Prince Turki Al-Faisal, then-Saudi Ambassador in London and later Washington. In 2007, he returned to Al-Watan as Editor-in-Chief. In 2010, again due to his editorial style, pushing boundaries of discussion and debate within Saudi society, he was fired. In June 2010, Prince Alwaleed Bin Talal appointed Jamal to lead a new 24-hour Arabic news channel, Al-Arab. He launched the station in Manama, Bahrain, in 2015. On the air less than 11 hours, the government ordered Al-Arab to cease broadcasting. Jamal is now an independent writer based in Washington, DC.

Dr. Ali Yaycıoğlu is a historian specializing in the History of the Ottoman Empire, Middle East, and Modern Turkey. Currently he is serving as the director of the Abbasi Program of Islamic Studies and the Middle East Studies Forum.

His research focuses on different dimensions of political, economic, and legal institutions and practices, as well as the social and cultural dynamics of the eighteenth and nineteenth centuries. Dr. Yaycıoğlu is particularly intrigued by visions, representations, and documentation of concepts like property, territory, and nature in early periods. His is also interested in the application of digital tools to comprehend, visualize, and conceptualize these historical perspectives. Dr. Yaycıoğlu offers courses on the Ottoman Empire and Modern Turkey, Empires, Markets, and Networks in the Early Modern World, Global History of the Age of Revolutions, Doing Economic History, and Digital Humanities.

Dr. Yaycıoğlu's first book, Partners of the Empire: Crisis of the Ottoman Order in the Age of Revolutions (Stanford, 2016), reevaluates the Ottoman Empire within the global context of the revolutionary age in the late eighteenth and early nineteenth centuries. He also co-edited the Ottoman Digital Humanities Special Issue of the Journal of Ottoman and Turkish Studies (2023) and Crafting History: Essays on the Ottoman World and Beyond in Honor of Cemal Kafadar (Boston, 2023). Dr. Yaycıoğlu's essays on the history and contemporary affairs of the Republic of Turkey were published in his Uncertain Past Time: Empire, Republic, and Politics (in Turkish, Istanbul, 2024).

Currently, he is immersed in two book projects: Karlowitz Moment: The Ottoman Empire and the Making of the Modern World, 1699-1839, a reconsideration of the Ottoman experience in the global context during the long eighteenth century and The Order of Debt: Power, Wealth, and Death in the Ottoman Empire, analyzing property, finance, and Ottoman statehood in the first half of the nineteenth century.

Dr. Yaycıoğlu is the co-editor of the Stanford Ottoman World Series: Critical Studies in Empire, Nature and Knowledge also oversees a digital history project, Mapping Ottoman Epirus, housed in Stanford’s Center for Spatial and Textual Analysis (CESTA).

Born and raised in Ankara, Turkey, Dr. Yaycıoğlu earned degrees in International Relations from the Middle East Technical University and Ottoman History from Bilkent University. Further studies led him to McGill University in Montreal, where he focused on Arabic and Islamic legal history. He completed his Ph.D. in History and Middle Eastern Studies at Harvard in 2008, followed by post-doctoral studies in the Agha Khan Program for Islamic Architecture at Harvard and later in Hellenic Studies at Princeton. He Joined the History Department at Stanford in 2011. Dr. Yaycıoğlu regularly writes opinion pieces in Gazete Oksijen and other venues in Turkish and English on History and contemporary politics, mainly focusing on Turkey and the Middle East. In parallel with his academic pursuits, Dr. Yaycıoğlu is engaged in visual arts under the name "Critical Imagination," conducting artistic work in Palo Alto and Istanbul through the Atölye20 platform.

ABSTRACT

In this talk, Karine Walther discusses her new book Sacred Interests: The United States and the Islamic World, 1821-1921. Throughout the nineteenth and early twentieth centuries, as Americans increasingly came into contact with the Islamic world, U.S. diplomatic, cultural, political, and religious beliefs about Islam began to shape their responses to world events. In Sacred Interests, Karine V. Walther excavates the deep history of American Islamophobia, showing how negative perceptions of Islam and Muslims shaped U.S. foreign relations from the Early Republic to the end of World War I.

Karine Walther is an Associate Professor of History at Georgetown University's School of Foreign Service in Qatar. She holds a PhD in history from Columbia University, a Maîtrise and Licence in Sociology from the University of Paris VIII and a BA in American Studies from the University of Texas, Austin. Her book, Sacred Interests: The United States and the Islamic World, 1821-1921 was published by the University of North Carolina Press in August of 2015.  Her forthcoming book, tentatively titled Spreading the Faith: American Missionaries, ARAMCO and the Birth of the US-Saudi Special Relationship, 1889-1955 will be published by UNC Press in 2018.

ISIS behadings, AL Qaeda bombings, killing of cartoonists, flogging of bloggers, or stoning of women... Such disturbing news have shaped the image of Islam in the West in the past two decades. Buy what do they really tell us? Is Islam, the religion of 1.6 billion people, on a destructive mission against the West, as some claim? Or is there a battle, and a crisis, within the Islamic civilization itself? And are liberal Western values inherently incompatible with this youngest Abrahamic religion? Mustafa Akyol, Turkish writer and contributing columnist for the New York Times, will tackle these questions honestly, by granting the troubles in his own religious tradition, but also showing the reasons for hope.

A Turkish journalist and author, Mustafa Akyol studied political science and history at Bogazici University, and teaches politics and religion at Fatih University, both in Istanbul. For about a decade, he has been writing regular opinion columns for Turkish publications like Hurriyet Daily News, and recently for the Middle-East focused Al-Monitor.com. Since fall 2013, he is also a regular contributing opinion writer for The International New York Times. He has published six books in Turkish, including “Rethinking the Kurdish Question: What Went Wrong, What Next?” (2005). His latest book, “Islam Without Extremes: A Muslim Case for Liberty,” an argument for Islamic liberalism, was published in the United States in 2011 by W.W. Norton. The book was long-listed for the Lionel Gelber Prize, a literary prize awarded by the University of Toronto for the best nonfiction book in English that seeks to deepen public debate on significant international issues, and praised by The Financial Times as “a forthright and elegant Muslim defense of freedom.” The book has been published also in Turkish, Malay and Indonesian.

As part of the Program on Arab Reform and Democracy speaker series, Director of The Markaz: Resource Center Mona Damluji examined the impact of the US-led occupation of Iraq on sectarian-based urban segregation in Baghdad. In a talk held on February 3, 2016, she argued that the sectarian-based segregation that has shaped urbanism in Baghdad is a direct outcome of the 2003 U.S.-led invasion and occupation of Iraq. The "post"-occupied city is characterized by the normalization of concrete “security” blast-walls that choke urban circulation and sever communities. The notorious blast walls -- or "Bremer Walls" -- perpetuate and intensify conditions of urban segregation. As the summer's surge of anti-government protests in Baghdad demonstrate, the short-sighted nature of this militarized solution to sectarian-based violence has proven to be a superficial and unsustainable fix to the deep dilemma of sectarian segregation codified in Iraq’s political system. The presentation also examined the context for recent public dissent on the streets of Baghdad through the story of the capital city's fragmentation between 2006 and 2007.

On November 17, CDDRL’s Program on Arab Reform and Democracy (ARD) hosted Lina Khatib, a senior research associate with the Arab Reform Initiative, for a special talk on the Syrian crisis. Khatib was a co-founder of the ARD Program and managed its research agenda for four years before leaving CDDRL to lead the Carnegie Middle East Center in Beirut.

After conducting extensive fieldwork on the Syrian-Turkish border, Khatib provided a detailed analysis of ISIS’ origins and how they are benefitting from the unresolved crisis in Syria. Khatib also weighed in on the refugee crisis, as well as the regional rivalries that are using Syria as a proxy to exert themselves militarily. Khatib argued that a military solution to solving the ISIS problem is not the right approach, and encouraged the international community to begin engaging different members of the Syrian opposition, and rethinking their approach to international diplomatic negotiations.

The Program on Arab Reform and Democracy at Stanford’s Center on Democracy, Development, and the Rule of Law is pleased to welcome Egyptian academic and Former Member of Parliament Amr Hamzawy as a visiting scholar for the 2015-16 academic year. Hamzawy, who teaches political science at Cairo University and the American University in Cairo, brings to the program a deep knowledge of Middle East politics and specific expertise on democratization and reform processes in the region. A former Senior Associate at the Carnegie Endowment for International Peace, Hamzawy’s research focuses on questions of political change, human rights, and the rule of law in Egypt. He is a daily columnist for Al-Sherouk, an independent Egyptian newspaper, and writes regularly on the role of civil society actors and parties in Egypt’s often restricted political arena. Hamzawy is a former member of the Egyptian National Council for Human Rights, and was elected to serve in Egypt’s first parliament after the outset of the January 25 Revolution before it was dissolved in the summer of 2012.

Hamzawy will spend his residency at CDDRL working on a research project on the liberal elite and reemergence of autocracy in Egypt. His residency is generously funded by a grant from the Carnegie Corporation to support scholars from the Arab world. In the interview below, Hamzawy describes his current project and research plans. Hamzawy will be sharing his research findings with the CDDRL community in a seminar on October 27.


What are your research goals and priorities?

While at CDDRL, my research objective is to analyze contemporary liberal discourses on democracy and human rights in Egypt. The fact that the majority of Egyptian liberals called on the military establishment - prior to the July 3, 2013 coup which deposed the elected president Mohamed Morsi - to interfere in politics and terminate the emerging pluralist dynamics warrants an in-depth examination. Equally puzzling, is the readiness of Egyptian liberals to allow the former minister of defense and current president Abdel-Fattah al-Sisi’s rise to power, to accept a subordinate role in an increasingly restricted public space, and to tolerate without any noticeable resistance the emergence of a new autocracy in Egypt.

 

What has your research uncovered?

The research journey has been going in some fascinating directions and yielding some interesting answers. For instance, one set of factors pertains to the formation of the modern Egyptian state and the long-standing dependency of liberal elites on successive autocratic rulers and governments. Another revolves around historical legacies of mistrust and fear towards religious-based social movements and political actors. These legacies have contributed to the tendency of liberals to side with autocrats against popular opposition currents. Finally, the predominance of rent-seeking tendencies inside the state bureaucracy and among economic elites has limited the integration of liberals into Egypt’s social fabric. While there are fascinating historical analogies between the current moment and previous experiences in Egypt from the nineteenth and twentieth centuries, my research will remains focused on the contemporary era.

 

How is your experience in Egyptian politics informing your current projects?

Throughout the last four years, and while putting on different institutional hats and operating in very different contexts, I have collected first-hand insights on liberal narratives on the formation of the Egyptian state and state-society relations. These experiences also deepened my understanding of liberals’ discourses on their historical encounters with religious forces, their social and political preferences, and their views on the wider public—which some key liberal figures have been willing to disenfranchise to avoid Islamist victories in the polls. These insights, as well as my own experiences as an elected member of the Egyptian People’s Assembly of 2012, the first legislature that was elected freely and without government manipulation, will inform the research.  

 

What are the most important factors that undermined the movement that supported the January 25, 2011 Revolution in Egypt?

That is a tough question. It is easy to state that neither the military establishment nor the vastly entrenched security apparatus wanted the January 25, 2011 Revolution. They feared that it could lead to a democratic transition in which their roles, benefits, and privileges would have been limited or at least subjected to greater scrutiny. Also, there is no doubt that the rent-seeking economic elites and various forces of the Mubarak regime were heavily invested in blocking an orderly transition to democracy. These are facts that have been well documented and researched.

However, no less significant is the recurrent retreat of liberal elites from pluralist processes and procedures. It appears as if Egyptian liberals have never been ready to support a democratic opening that could bring Islamists to power. Liberals have also been reluctant to shoulder the burden of standing against the autocratic ways of the military and the security establishment, or to help civil society and human rights groups garner more popular support. To explain the root causes and impacts of Egypt’s illiberal liberals is the task of my current research project.
