The Chen administration has attempted to deal with the growing economic and technological links across the Taiwan Straits through confrontation with and coercion against Taiwanese businesses with investments in the People's Republic of China. These attempts have done little to stop the flow of capital and knowledge from Taiwan to China, but this failure is not necessarily bad for Taiwan even as it is a boon for China. This talk will address in which sectors and in what ways the flow of Taiwanese business activities to China have been beneficial or detrimental to each economy. Looking forward, the talk will also attempt to answer how further integration will benefit each side.

Douglas Fuller has spent over ten years researching technological development in East Asia. Most recently, he completed a doctorate at MIT in political economy. The topic of his thesis was technological development in China's IT industry. For this and previous research, he has interviewed IT firms in Malaysia, Japan, Korea, Taiwan, the People's Republic of China and the US. He has published articles in Industry and Innovation and other peer-reviewed journals.

A wine and cheese reception will follow the seminar.

This is the inaugural seminar of the CDDRL Taiwan Democracy Program and it is co-sponsored by the Walter H. Shorenstein Asia Pacific Research Center.

For years policymakers in China have advocated creating "Silicon Valleys" in China, but only recently has China's semiconductor industry taken off. Rather than the state leading the way, economic globalization has created the large flow of capital and knowledge to the developing world that has spurred China's technological development in recent years.

However, not all firms in China benefit equally from these inflows of financial and human capital. Presenting both industry-wide data and case studies of individual firms, Dr. Fuller will explain how the politics of finance in China shape which Chinese chip firms become fast learners able to compete in world markets and which ones remain technological laggards.

Among the different types of capital resources, venture capital as practiced in Silicon Valley is broadly acknowledged as being an important constituent of a high technology, entrepreneurial habitat. In the past two decades, policy makers from different regions have learned much from its experience.

The IT industry attributes its success partly to venture capital investments in early, risky, stages. Looking ahead, other industries will emerge in the knowledge economy. Within Taiwan and Mainland China, information related industries still dominate investment, yet in Silicon Valley emerging industries including biotechnology, medical instruments and nanotechnology have recently been attracting as much venture capital as the IT industry.

Today, venture capitalists from Silicon Valley and Taiwan are probing what they perceive as growing investment opportunities in Mainland China, On the other hand, the immaturity of its private equity market and the undeveloped state of exit mechanisms there is causing venture capitalists to hesitate to made large investments. Currently, Taiwan's venture capital faces low price-earnings ratios in its 1,400 publicly listed companies. This has contributed to a decline in VC investment. The Taiwan government expects to further liberalize the financing environment to bolster it as a regional center for domestic and international corporations.

This conference will address the influence of the system of capital on regional innovation and entrepreneurship in the United States, Taiwan, and Mainland China. The focus will be on the venture capital industry, corporate venturing and other institutions of capital related to regional industrial development.

Here are some questions to be addressed in this conference:

  • What is the pattern of venture capital investing in high-tech start-ups in the Greater China Area?
  • What are the trends in this industry?
  • How, specifically, does venture capital promote innovation and entrepreneurship?
  • What are the similarities among independent venture capital funds, corporate venture funds, angel funds, and commercial bank involvements?

This two-day research workshop at Stanford University aims to bring together experts to explore the nature of the connections between universities/research institutes and industry in the United States , Taiwan , and Mainland China . Within this national and international context, the workshop will focus on several leading cases, including Stanford University , Tsinghua University in Beijing , and the Industrial Technology Research Institute in Hsinchu Science-based Park. The workshop will facilitate exchange of data and ideas among leading scholars and practitioners from several disciplines, institutions, and countries. Workshop proceedings will be published and distributed by SPRIE as part of its Greater China Networks program.

In recent years, the rise of the Knowledge Economy has underscored the essential role technological innovation has played in economic development. As key institutions in the innovation process, universities and public research institutes have become the center of many theoretical and empirical studies, most of which have focused on the various roles of academia in national innovation systems and their linkages with industry in fulfilling these roles.

Kimberly Marten is a tenured associate professor of political science at Barnard College, Columbia University, and also teaches at Columbia's School of International and Public Affairs (SIPA).

She earned her Ph.D. at Stanford in 1991, and held both pre-doc and post-doc fellowships at CISAC. She has written three books: Enforcing the Peace: Learning from the Imperial Past (Columbia Univ. Press, 2004), Weapons, Culture, and Self-Interest: Soviet Defense Managers in the New Russia (Columbia University Press, 1997), and Engaging the Enemy: Organization Theory and Soviet Military Innovation (Princeton University Press, 1993), which received the Marshall Shulman Prize. Her numerous book chapters and journal articles include a Washington Quarterly piece in Winter 2002-3, "Defending against Anarchy: From War to Peacekeeping in Afghanistan," as well as op-eds in the New York Times and International Herald Tribune.

In May 2004 she was embedded for a week with the Canadian Forces then leading the ISAF peace mission in Kabul. She is a member of the Council on Foreign Relations and the Program on New Approaches to Russian Security (PONARS). Her current research asks whether warlords and gangs can be changed from potential spoilers to stakeholders in state-building processes.

Creative destruction "revolutionises the economic structure from within," Joseph Schumpeter famously said, "incessantly destroying the old one, incessantly creating a new one." Innovation in business-new goods, new markets, new methods of production, new ways of organizing firms-is the "fundamental impulse that sets and keeps the capitalist engine in motion" (Schumpeter, 1975, p. 82). Does the economy have enough flexibility? Are there barriers in the way of entrepreneurship? This paper develops a framework for quantifying creative destruction.

As democracy has spread over the past three decades to a majority of the world's states, analytic attention has turned increasingly from explaining regime transitions to evaluating and explaining the character of democratic regimes. Much of the democracy literature of the 1990s was concerned with the consolidation of democratic regimes. In recent years, social scientists as well as democracy practitioners and aid agencies have sought to develop means of framing and assessing the quality of democracy. This stream of theory, methodological innovation, and empirical research has three broad motives: first, that deepening democracy is a moral good, if not an imperative; second, that reforms to improve democratic quality are essential if democracy is to achieve the broad and durable legitimacy that marks consolidation; and third, that long-established democracies must also reform if they are to attend to their own gathering problems of public dissatisfaction and even disillusionment. In fact, these latter trends, the broad decline of public confidence in governmental and political institutions, the growing citizen alienation from political parties in particular, and the widespread perceptions that democratic governments and politicians are increasingly corrupt, self-interested and unresponsive are common to many democracies, new and old, and have even led prominent researchers to speak of a "crisis of democracy."
