Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

Beatriz Magaloni Magaloni is the Graham Stuart Professor of International Relations at the Department of Political Science. Magaloni is also a Senior Fellow at the Freeman Spogli Institute, where she holds affiliations with the Center on Democracy, Development and the Rule of Law (CDDRL) and the Center for International Security and Cooperation (CISAC). She is also a Stanford’s King Center for Global Development faculty affiliate. Magaloni has taught at Stanford University for over two decades.

She leads the Poverty, Violence, and Governance Lab (Povgov). Founded by Magaloni in 2010, Povgov is one of Stanford University’s leading impact-driven knowledge production laboratories in the social sciences. Under her leadership, Povgov has innovated and advanced a host of cutting-edge research agendas to reduce violence and poverty and promote peace, security, and human rights.

Magaloni’s work has contributed to the study of authoritarian politics, poverty alleviation, indigenous governance, and, more recently, violence, crime, security institutions, and human rights. Her first book, Voting for Autocracy: Hegemonic Party Survival and its Demise in Mexico (Cambridge University Press, 2006) is widely recognized as a seminal study in the field of comparative politics. It received the 2007 Leon Epstein Award for the Best Book published in the previous two years in the area of political parties and organizations, as well as the Best Book Award from the American Political Science Association’s Comparative Democratization Section. Her second book The Politics of Poverty Relief: Strategies of Vote Buying and Social Policies in Mexico (with Alberto Diaz-Cayeros and Federico Estevez) (Cambridge University Press, 2016) explores how politics shapes poverty alleviation.

Magaloni’s work was published in leading journals, including the American Political Science Review, American Journal of Political Science, Criminology & Public Policy, World Development, Comparative Political Studies, Annual Review of Political Science, Cambridge Journal of Evidence-Based Policing, Latin American Research Review, and others.

Magaloni received wide international acclaim for identifying innovative solutions for salient societal problems through impact-driven research. In 2023, she was named winner of the world-renowned Stockholm Prize in Criminology, considered an equivalent of the Nobel Prize in the field of criminology. The award recognized her extensive research on crime, policing, and human rights in Mexico and Brazil. Magaloni’s research production in this area was also recognized by the American Political Science Association, which named her recipient of the 2021 Heinz I. Eulau Award for the best article published in the American Political Science Review, the leading journal in the discipline.

She received her Ph.D. in political science from Duke University and holds a law degree from the Instituto Tecnológico Autónomo de México.

Alberto Díaz-Cayeros is a Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and co-director of the Democracy Action Lab (DAL), based at FSI's Center on Democracy, Development and Rule of Law (CDDRL). His research interests include federalism, poverty relief, indigenous governance, political economy of health, violence, and citizen security in Mexico and Latin America.

He is the author of Federalism, Fiscal Authority and Centralization in Latin America (Cambridge, reedited 2016), coauthored with Federico Estévez and Beatriz Magaloni, of The Political Logic of Poverty Relief (Cambridge, 2016), and of numerous journal articles and book chapters.

He is currently working on a project on cartography and the developmental legacies of colonial rule and governance in indigenous communities in Mexico.

From 2016 to 2023, he was the Director of the Center for Latin American Studies at Stanford University, and from 2009 to 2013, Director of the Center for US-Mexican Studies at UCSD, the University of California, San Diego.

Conventional sovereignty assumes a world of autonomous, internationally recognized, and well- governed states. Although frequently violated in practice, the fundamental rules of conventional sovereigntyrecognition of juridically independent territorial entities and nonintervention in the internal affairs of other stateshave rarely been challenged in principle. But these rules no longer work, and their inadequacies have had deleterious consequences for the strong as well as the weak. The policy tools that powerful and well-governed states have available to "fix" badly governed or collapsed statesprincipally governance assistance and transitional administration (whether formally authorized by the United Nations or engaged in by a coalition of the willing led by the United States) are inadequate. In the future, better domestic governance in badly governed, failed, and occupied polities will require the transcendence of accepted rules, including the creation of shared sovereignty in specific areas. In some cases, decent governance may require some new form of trusteeship, almost certainly de facto rather than de jure.

Three experts on Russian elections analyze the surprising degree to which Russian voters supported their leaders, especially Putin, in the December 2003 Duma elections and the March 2004 presidential election. Drawing on the results of surveys of a nationally representative sample of Russians of voting age made between December 19, 2003, and February 15, 2004, and then between April 4 and May 11, 2004, the authors identify some distinctive trends in voting behavior. The results of the election are analyzed in terms of the views and characteristics of the people who voted in particular ways. The trends revealed by the surveys and the authors' analysis are used to consider how Putin's Russia compares to "delegative democracies" in Latin America.

The field of authoritarian subtypes has usefully described the third wave's undercurrent, an international trend toward plebiscitarian politics among persistent dictatorships. Yet classification does not replace explanation and the proliferation of "authoritarianism with adjectives" risks diverting attention from the core question of comparative regime change studies: Under what conditions do authoritarian regimes become democracies? This paper attempts to reorient the study of contemporary authoritarianism with a theory of ruling parties and coalition management. Whether electoral or exclusionary, authoritarian regimes with ruling parties prove more robust than other nondemocratic systems. Statistical analysis of 135 regimes during the period 1975-2000 shows that the presence or absence of multiparty elections, the key feature of the brand new authoritarianism, has no significant impact on regime survival while party institutionalization remains a strong predictor of regime longevity. Process tracing in four cases with limited multiparty politics details the causal relationship between ruling parties and regime persistence. Egypt and Malaysia evince a pattern of durability in which the dominant party resolves intra-elite conflict and prevents the defection of influential leaders. Iran and the Philippines show that the decline of ruling party institutions generates elite polarization and public rifts, a necessary but insufficient condition for successful opposition mobilization and regime change. Contrary to widespread expectations, elections do not destabilize authoritarian regimes. Authoritarian regimes that have neglected the institutions of coalition maintenance destabilize elections.

The fifth enlargement round (Enlargement) of the European Union (EU), which took place on May 1st 2004, is rightly recognized to be a momentous landmark in the history of modern European integration; the culmination of a fifteen-year process that has variably transformed and will continue to deeply impact the regime characteristics of the post-communist New Member States (NMS) and the remaining candidates (Bulgaria, Croatia, Romania and Turkey) - as well as the EU governance system and its perception of itself as an international actor.

This paper will address some of the legal and institutional issues that arise in relation to the European Neighbourhood Policy (ENP), its genesis, rationale and policy context. These include the interaction between the ENP and other legal instruments governing EU relations with the neighbourhood states, the appropriateness of its methodology and structures, and the approach taken towards the membership aspirations of (some of) the states concerned. It will focus in particular (and with an emphasis on the Eastern European states) on the EU's emphasis on the rule of law, in the light of its overall objectives in relation to the ENP states, especially its security objectives.
