FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.

They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.

FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.

FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.

The Social Agenda for Democracy in Latin America is a policy-oriented research initiative of the Global Center for Development and Democracy, which was founded by former Peruvian President Alejandro Toledo in 2006. Authored by a taskforce of 20 former Latin American Presidents, as well as development experts from academia, the private sector, and multi-lateral organizations, the Social Agenda comprises 16 pressing social issues and 63 specific public and private policy recommendations to the region's current heads of state.

The Global Center for Development and Democracy, founded and presided over by former Peruvian President Alejandro Toledo, along with The Johns Hopkins University Paul H. Nitze School of Advanced International Studies (SAIS), the National Endowment for Democracy, the Brookings Institution, and the Inter-American Dialogue, is pleased to invite you to join us at the Falk Auditorium at the Brookings Institution on Tuesday, November 3, from 2:30 to 4:30 p.m. for a presentation of The Social Agenda for Democracy in Latin America for the Next Twenty Years by Dr. Alejandro Toledo and the following former presidents: Vicente Fox of Mexico; Carlos Mesa, Bolivia; Nicolas Ardito Barletta, Panama; Ricardo Maduro, Honduras; and Vinicio Cerezo, Guatemala.

The Global Center for Development and Democracy has sponsored five Presidential Meetings over the last two years, at which a Presidential Task Force (including 20 former presidents of Latin American countries) has met with leading experts from policy-oriented academia, multilateral organizations, the private sector, and members of civil society to consider the innovative policy research of those experts and to discuss what the former heads of state consider to be the 15 most important social issues facing the region.  The conclusions of their research and discussions at these meetings have been synthesized into a report that will be shared with the sitting presidents of Latin American nations at the Ibero-American Summit in Estoril, Portugal, on December 1, 2009 – as well as with President Obama, the Prime Minister of Canada, and the heads of state of the European Union.  The report will present specific recommendations for actions to significantly reduce poverty, inequality, and social exclusion, as well as to strengthen democratic institutions in Latin America. The report will also include mechanisms for carrying out a twenty-year program of monitoring the results of the policy initiative.

In the four years since a State Council think tank, the Development Research Center, bluntly declared the failure of three decades of healthcare reform, China has placed a high political priority on designing, building and financing a modern, equitable health delivery system that serves every last one of its 1.3 billion people. As publisher of practice-building trade magazines for medical specialists in China and India, Jeffrey Parker has developed unique and valuable perspectives on what's wrong with China's healthcare system -- and how Indian practitioners are able to deliver results despite a per-capita GDP that is roughly half of China's. Through an unprecedented China-India training exchange, Mr. Parker has begun testing whether Indian models of self-financed grassroots medical startup practices can help doctors shake free of China’s Stalinist paralysis without having to wait for sweeping programmatic reforms that are always on the horizon, but seem never to come. What's more, would such grassroots empowerment models not create unprecedented opportunities for participation by international investors who up to now have been largely marginalized in China's healthcare development?

In this lunchtime colloquium, Mr. Parker reviews his experiences in China and India over the past six years and looks at several exciting recent developments in China. These include:

  • An ambitious rural reimbursement scheme that already has begun to complete a nationwide healthcare safety net. The program is creating a vast pool of funds to finance rural medical services, but how will Beijing populate the countryside with sustainable grassroots practices?
  • The first domestic healthcare IPO, by which Aier Ophthalmology raised some $50 million as one of 28 debut listings in the Shenzhen's new "ChiNext" Growth Enterprise Market. New wind in the sails of healthcare privatization?
  • Licensing reforms that have begun delinking doctors' certification from their "work unit" hospitals under trials in Beijing and Yunnan, removing a vexing obstacle to hands-on surgical training of young practitioners. Will the breaking of senior doctors' "skills monopoly" create opportunities for private-sector training programs that will shake up China's Soviet-style residency programs?

Jeffrey Parker has lived in Greater China since 1990, first as a journalist and since 2003 as a publisher. His transition from chronicler of China's historic rise to active proponent of its economic development gives him a unique perspective on the opportunities still opening up in China -- and the challenges facing anyone keen to participate. With a twin B.A. in Asian Studies and Geography from U.C. Santa Barbara and Masters training in Journalism from Columbia University, Parker trimmed his sails for a China career from an early age. After early editorial jobs in New York and Washington, D.C., he was dispatched to Beijing by United Press International as senior correspondent in 1990. During the next 10 years with UPI and then Reuters, he covered a wide range of political, economic and social stories from postings in Hong Kong, Taiwan and the Peoples Republic. In his final two years at Reuters, Parker got his first taste of media development, launching local-language multimedia news and video feeds in China, Japan, Korea, India and Southeast Asia. Since 2003, Parker has built up a family of world-class doctors' magazines serving more than 50,000 specialists in China and India from the Shanghai base of ILX Media Group, where he is editorial director, chief operating officer, a corporate director and investor. Among his objectives is to help foster a badly needed transformation of medical practice across China by inspiring grassroots doctors to deliver high-quality, cost-effective services in rural and less-developed communities left behind by government health care.

I look forward to hearing your thoughts on the attached paper at the session on Friday. The paper is part of a larger project on how we should regulate conduct that is socially productive, but poses some risk of harm to others. The official technique for risk regulation in the modern administrative state is some form of cost/benefit analysis: we tote up the expected social benefits and expected social costs of alternative courses of conduct, and opt for that course that is expected to generate the largest aggregate benefits (net of costs). There is a vast and growing critical literature on the normative, conceptual, and administrative problems with cost/benefit analysis. I agree with many of those criticisms. But my particular interest in this project is the objection raised to any aggregative procedure, on the familiar deontological ground that it fails to respect the distinct rights and interests of individuals. Accepting the moral impulse behind that objection as understandable, maybe even compelling, the question I want to address is whether nonconsequentialists have offered—or could offer‐‐ any coherent alternative to aggregation in this context.

The short answer is, I don’t think so. I want to underscore that this is not a broadside attack on nonconsequentialist principles or a categorical defense of consequentialism. It is a domain‐specific concern. For reasons I touch on briefly in this chapter, I think that deontological principles by their nature are the wrong tools to solve the fundamental problems raised by accidental (unintended) harms, and that this reality has been obscured by the limited and somewhat peculiar focus of the immense philosophical literature on harm to others.

While these larger concerns are in the background, this chapter mostly focuses on the central deontological objection to aggregative solutions to regulating potentially harmful conduct: that it violates our duty not to act in a fashion that will result in harm to others.

This 2009-10 interdisciplinary research workshop examines the trajectory of human rights discourse and institutions in Africa by means of regional and international comparisons. Africa is the third, and most recent, region to establish a regional human rights court, the African Court of Human and Peoples' Rights (ACPHR). At this critical juncture in African human rights, there is an urgent need for deeper understandings and applications of the law of human rights.

This workshop will be of interest and benefit to faculty and graduate students conducting research in the following areas: African studies; human rights; law; anthropology; cultural studies; history; political science and international relations; philosophy; and sociology.

The workshop, coordinated by Helen Stacy (Law School, FSI), will meet once this quarter and between three and four times during the Winter and Spring quarters of the 2009-2010 academic year.

After eight years of President Bush's trumpeting the virtues of promoting freedom and democracy abroad but achieving limited results, many Americans have grown suspicious of democratic development as a goal of American foreign policy. As a new administration reviews the role democratization will play in its foreign policy, distinguished Stanford University political scientist, Hoover Institution senior fellow, and former Director of CDDRL Michael McFaul calls for a reaffirmation of democracy's advance as a goal of U.S. foreign policy and sets out a radically new course to achieve it.

In Advancing Democracy Abroad, McFaul explains how democracy provides a more accountable system of government, greater economic prosperity, and better security compared with other systems of government. He then shows how Americans have benefited from the advance of democracy abroad in the past, and speculates about security, economic, and moral benefits for the United States from potential democratic gains around the world. The final chapters explore past examples of successful democracy promotion strategies and outline proposals for effectively supporting democratic development in the future.

CDDRL faculty members Francisco Ramirez, John Meyer, and Christine Min Wotipka have been awarded a major grant from the Spencer Foundation for their research on "Globalization, Citizenship, and Education: A Cross-National Study of Curricula, 1995-2005."

Since World War II, cultural, political, and economic globalization have undercut an earlier educational model that only emphasizes the nation state and national citizenship. Increasingly, the student is to be prepared to function as a responsible rights-bearing human person in a global society, relating to people regardless of national citizenship status. Increasingly, this global society is seen as legitimately very diverse and multicultural in character. Diversity within national society is also recognized as legitimate and central. At the individual level students are to learn to express and to respect all sorts of unique values and cultural materials.

This project raises questions surrounding two relevant core changes:

  1. the degree to which national curricula in the social sciences move in the broad direction of globalization and multiculturalism, as opposed to retaining their more nationally oriented postures and
  2. the ways in which national curricula resolve the tensions between building the nation and its citizenry and preparing students as individual human participants in a diverse national and global society.

The study proposes to code and analyze social science textbooks from about seventy countries around the world through the last half-century. These studies will trace worldwide, regional, and national trends in textbook emphases. These studies will examine national and transnational factors that influence the likelihood of the rise and spread of cosmopolitan, multicultural, and individual empowerment frames. These studies will also examine ways in which social studies curricula seek to resolve tensions between national unity and both supra-national and sub-national legitimated diversity.

Ambassador Kinsman retired from the Canadian Foreign Service in 2006. Over his 40 years of service, he was Chairman of Policy Planning and later Political Director before being named Canada's Ambassador in Moscow in 1992. He was subsequently Ambassador in Rome (1996-2000), High Commissioner in London (2000-2002), and Ambassador to the EU in Brussels (2002-2006). Earlier postings abroad included being Deputy Permanent Representative to the UN in New York and Minister for Political Affairs in Washington. From 1985 to 1989 he was the senior federal official responsible for Cultural Affairs and Broadcasting where he was responsible for preparing the still-current Broadcasting Act, on which he continues to consult.

Today Ambassador Kinsman is a Contributing Writer for Policy Options magazine, a regular commentator for CBC News, and is published widely elsewhere, such as in the International Herald Tribune. He is a frequent speaker and lecturer in Europe and North America, and in 2007-2008 was Diplomat in Residence at the Woodrow Wilson School of Princeton University, Princeton, N.J. In fall, 2009 he will be a Regents' Lecturer at the University of California, Berkeley.

He has been a member of numerous Boards, including the Imperial War Museum, London, the Commonwealth War Graves Commission, and the European Policy Centre, and several non-profit Boards, including the Council for a Community of Democracies, and the Victoria Conservatory of Music. His principal business contribution is to the Dundee Group of companies, and he sits as an independent Director on the Board of Dundee Precious Metals, Toronto.

He attended Princeton University and the Institut d'Etudes Politiques, Paris. He lives on Vancouver Island with his wife Hana.
