Nancy Birdsall is the founding president of the Center for Global Development. Prior to launching the center, Birdsall served for three years as Senior Associate and Director of the Economic Reform Project at the Carnegie Endowment for International Peace. Her work at Carnegie focused on issues of globalization and inequality, as well as on the reform of the international financial institutions. From 1993 to 1998, Birdsall was Executive Vice-President of the Inter-American Development Bank, the largest of the regional development banks, where she oversaw a $30 billion public and private loan portfolio. Before joining the Inter-American Development Bank, Birdsall spent 14 years in research, policy, and management positions at the World Bank, most recently as Director of the Policy Research Department.

Ms. Birdsall is the author, co-author, or editor of more than a dozen books and monographs. She has also written more than 75 articles for books and scholarly journals published in English and Spanish. Shorter pieces of her writing have appeared in dozens of U.S. and Latin American newspapers and periodicals.

Dr. Shavit Matias is Deputy Attorney General of Israel, in charge of international issues. In that capacity she is involved, among other things, in shaping Israel's policy on Middle East, Palestinian, and international issues, and works closely with the Israeli National Security Council and the Israeli Cabinet Ministers on those issues. Dr. Matias, and others in her department, participate in the negotiations and discussions with the Palestinians and the International Community, most currently with respect to issues relating to the Disengagement from Gaza process and its aftermath. Prior to being nominated Deputy Attorney General, Dr. Matias was a partner at the leading Israeli law firm of Yigal Arnon, where she was involved in international business transactions, had practiced with the law firm of Shearman and Sterling, and was an adjunct Professor at Georgetown University Law Center and at the Hebrew University Faculty of Law. Dr. Matias received her LL.B. from Tel-Aviv University, her LL.M. from Georgetown University and her Doctorate in international law from George Washington University. Dr. Matias represents the State of Israel in various international committees and international institutions, and has published on international law and policy issues. She is currently a Distinguished Visiting Fellow at the Hoover Institution.

Avner Greif is Professor of Economics and Bowman Family Endowed Professor in Humanities and Sciences at Stanford. His research interests include European economic history: the historical development of economic institutions, their interrelations with political, social and cultural factors and their impact on economic growth. Gideon Maltz is studying the role of presidential term limits in advancing democracy, strategies for more effectively enforcing term limits, and the question of term limits in the context of parliamentary systems. Gideon has worked as a Junior Fellow in the Democracy & Rule of Law program at the Carnegie Endowment for International Peace and as a Business Analyst at McKinsey & Company. He has also spent time working on comparative constitutionalism as a part-time consultant at the National Endowment for Democracy, on Sudan and Zimbabwe at the International Crisis Group, and on international trade at the law firm of Hogan & Hartson.

Gideon graduated with a B.A. in Ethics, Politics & Economics from Yale and is currently a third-year student at Stanford Law School. He is also a graduate fellow at the Stanford Center for International Conflict and Negotiation (SCICN).

Zachary Kaufman is currently a Juris Doctorate (JD) candidate at Yale Law School, where he is Managing Editor of the Yale Human Rights & Development Law Journal, Articles Editor of the Yale Journal of International Law, Policy Editor of the Yale Law & Policy Review, and co-founder and co-president of Yale Law Social Entrepreneurs. At the same time, Mr. Kaufman is completing his D.Phil (PhD) degree in International Relations at the University of Oxford, where he was a Marshall Scholar from 2002-05.He was a CDDRL Pre-Doctoral Fellow (2005-2006).

Kaufman's dissertation is an analysis of the U.S. government policy objectives in supporting the establishment of four war crimes tribunals: the International Military Tribunal (the Nuremberg Tribunal), the International Military Tribunal for the Far East (the Tokyo Tribunal), the United Nations International Criminal Tribunal for the former Yugoslavia, and the United Nations International Criminal Tribunal for Rwanda.

Kaufman's professional experience has focused on the investigation, apprehension, and prosecution of suspected perpetrators of atrocities, including genocide, war crimes, crimes against humanity, and terrorism. He has served at the U.S. Department of State, the U.S. Department of Justice, the UN International Criminal Tribunal for the former Yugoslavia, and the UN International Criminal Tribunal for Rwanda. Kaufman also was the first American to serve at the International Criminal Court, where he was policy clerk to the first Chief Prosecutor.

Kaufman is the founder, president, and chairman of the Board of Directors of the American Friends of the Kigali Public Library; co-founder and Executive Director of Marshall Scholars for the Kigali Public Library; and an Honorary Member of the Rotary Club of Kigali-Virunga, Rwanda. Together, these three non-profit organizations are fundraising and collecting books for, raising public awareness about, and building Rwanda's first public library, the Kigali Public Library. Kaufman is also a Board Member and Senior Fellow of Humanity in Action, which, in order to engage student leaders in the study and work of human rights, sponsors an integrated set of education programs and internships for university students in Europe and the United States.

In 2004, Kaufman received his M.Phil (Master's) degree in International Relations from the University of Oxford. In 2000, Kaufman received his B.A. (Bachelor's) degree with honors in Political Science from Yale University.

In his first term in office, President George W. Bush established and nurtured a close personal relationship with Russian President Vladimir V. Putin. Early on, Bushs overtures toward his counterpart in the Kremlin produced beneficial results for the presidents policies. President Bush succeeded in persuading Putin to acquiesce in the abrogation of the Anti-Ballistic Missile Treaty, a revision of the Cold War arms-control regime that Bush deemed necessary for his security agenda. After the attacks of September 11, Putin sided publicly and unequivocally with the United States in the war on terror, providing material and intelligence assistance to the American military intervention in Afghanistan and not hindering the deployment of American troops in Central Asia. Since then, Russian and American officials claim that the two countries have continued to share intelligence in fighting cooperatively the global war on terror.

How does the resource base of a rebel group impact its membership, structure, and behavior? While scholars, analysts, and policy makers increasingly link natural resources to the onset and duration of civil war, this article explores how resource endowments shape the character and conduct of rebel groups. This article identifies a rebel "resource curse" much like the one that undermines state institutions in resource-rich environments. While the presence of economic endowments makes it possible for leaders to recruit on the basis of short-term rewards, these groups are flooded with opportunistic joiners who exhibit little commitment to the long-term goals of the organization. In resource-poor environments, leaders attract new recruits by drawing on social ties to make credible promises about the private rewards that will come with victory. Opportunistic joiners stay away from these movements, leaving a pool of activist recruits willing to invest their time and energy in the hope of reaping large gains in the future.

The pace of policy reform is important in new democracies, where the status quo policies, established by non-democratic regimes, may be far from the preferences of popular majorities. Slowing policy reform slows down governmental implementation of democratic policy mandates. This, in turn, may offset (at least partly) the positive effects of broader participation and greater accountability.

Whether the net impact of procedural reform is to accelerate or to slow policy reform depends on the particular procedures involved, and the political context. In this paper, the authors consider a procedure that, on the surface, appears likely to accelerate reform, thereby promoting change in the policy status quo. This is a sunset rule.

This paper focuses on the sunset rule adopted in South Korea, at the end of the Kim Young Sam administration. Kim's support for the sunset rule at the end of his term is puzzling. Why would a lame duck president support a rule that would seem to limit the life of the regulations passed in his own term?

Jeeyang Rhee Baum, is Assistant Professor of Political Science at the University of California, San Diego. She earned her Ph.D. in political science at the University of California, Los Angeles. Her research interests include comparative political institutions, administrative law, and bureaucracies with a particular emphasis on East Asia. Her most recent publications include: "Presidents Have Problems Too: The Logic of Intra-branch Delegation in East Asian Democracies", British Journal of Political Science (forthcoming) and "Breaking Authoritarian Bonds: The Political Origins of the Taiwan Administrative Procedure Act", Journal of East Asian Studies.

Despite the early prospects for bipartisan unity on terrorism initiatives, government gridlock continues on most major issues in the wake of the 2004 elections. In this fully revised edition, political scientists David W. Brady and Craig Volden demonstrate that gridlock is not a product of divided government, party politics, or any of the usual scapegoats. It is, instead, an instrumental part of American government-built into our institutions and sustained by leaders acting rationally not only to achieve set goals but to thwart foolish inadvertencies. Looking at key legislative issues from the divided government under Ronald Reagan, through Clinton's Democratic government, to complete unified Republican control under George W. Bush, the authors clearly and carefully analyze important crux points in lawmaking: the swing votes, the veto, the filibuster, and the rise of tough budget politics. They show that when it comes to government gridlock, it doesn't matter who's in the White House or who's in control of Congress. Political gridlock is as American as apple pie, and its results may ultimately be as sweet in ensuring stability and democracy.

This report on the United Nations is a call for action. It is a call for concrete action now. In December 2004, the U.S. Congress, at the behest of Representative Frank Wolf, chairman of the House Subcommittee on Appropriations for Commerce, Justice, and the State, mandated the establishment of a bipartisan Task Force on the United Nations. The legislation stipulated that the Task Force, to be organized by the United States Institute of Peace, should report to Congress within six months with its conclusions and recommendations on how to make the United Nations more effective in realizing the goals of its Charter. Task Force members, experts, and staff have worked energetically to carry out this mandate. This has involved extensive research, numerous interviews and meetings with organizations, and fact-finding missions around the world.
