FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.

Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.

Erik Jensen holds joint appointments at Stanford Law School and Stanford’s Center on Democracy, Development and the Rule of Law. He is Lecturer in Law, Director of the Rule of Law Program at Stanford Law School, an Affiliated Core Faculty at Stanford’s Center on Democracy, Development and the Rule of Law, and Senior Advisor for Governance and Law at The Asia Foundation. Jensen began his international career as a Fulbright Scholar. He has taught and practiced in the field of law and development for 35 years and has carried out fieldwork in approximately 40 developing countries. He lived in Asia for 14 years. He has led or advised research teams on governance and the rule of law at the World Bank, the Asian Development Bank and the African Development Bank. Among his numerous publications, Jensen co-edited with Thomas Heller Beyond Common Knowledge: Empirical Approaches to the Rule of Law (Stanford University Press: 2003).

At Stanford, he teaches courses related to state building, development, global poverty and the rule of law. Jensen’s scholarship and fieldwork focuses on bridging theory and practice, and examines connections between law, economy, politics and society. Much of his teaching focuses on experiential learning. In recent years, he has committed considerable effort as faculty director to three student driven projects: the Afghanistan Legal Education Project (ALEP) which started and has developed a law degree-granting programs at the American University of Afghanistan (AUAF), an institution where he also sits on the Board of Trustees; the Iraq Legal Education Initiative at the American University of Iraq in Sulaimani (AUIS); and the Rwanda Law and Development Project at the University of Rwanda. He has also directed projects in Bhutan, Cambodia and Timor Leste. With Paul Brest, he is co-leading the Rule of Non-Law Project, a research project launched in 2015 and funded by the Global Development and Poverty Fund at the Stanford King Center on Global Development. The project examines the use of various work-arounds to the formal legal system by economic actors in developing countries. Eight law faculty members as well as scholars at the Freeman Spogli Institute are participating in the Rule of Non-Law Project.

(Abstract from paper) Sociological theorizing and research on the relationship between inequality and corruption is surprisingly rare given the discipline’s long-standing focus on the correlations of inequality with democracy and development, as well as research that demonstrates the associations between corruption, democracy and development.  We propose that greater income inequality increases corruption and find that its explanatory power is significant relative to conventionally accepted correlates of corruption such as low levels of economic development and democracy.  We argue that the rich will employ corruption as one means to preserve and advance their own status, privileges and interests while the poor will be vulnerable to extortion at higher levels of inequality.

While countries with authoritarian regimes are likely to have greater levels of corruption on average, higher levels of inequality increase the likelihood of corruption in countries with democratic regimes because the wealthy cannot employ oppression to advance their interests in these political systems.  Contrary to conventional wisdom, smaller and not larger government is associated with higher levels of corruption because higher inequality through corruption is associated with both lower tax rates as well as lower government transfers and subsidies. We also corroborate the finding that the negative effect of inequality on economic growth can be explained at least in part by its impact on corruption.

Gay McDougall has been Executive Director of International Human Rights Law Group since 1994. IHRLG works on human rights programs and initiatives in Africa, Asia, Eastern Europe and the Americas. In 1999, Ms. McDougall was awarded a MacArthur Foundation Fellowship (the "genius award") for her innovative work in the area of international human rights. She has served as an independent expert on the United Nations treaty body overseeing the International Convention on the Elimination of all Forms of Racial Discrimination, and served on the U.N. Sub-Commission on the Prevention of Discrimination and Protection of Minorities, where she was a Special Rapporteur on the issue of systemic rape, sexual slavery and slavery-like practices during armed conflict. Prior to joining IHRLG, Ms. McDougal was an international member of South Africa's Independent Electoral Commission. Lunch will be provided.

Over the course of the last century, political scientists have been moved by two principal purposes. First, they have sought to understand and explain political phenomena in a way that is both theoretically and empirically grounded. Second, they have analyzed matters of enduring public interest, whether in terms of public policy and political action, fidelity between principle and practice in the organization and conduct of government, or the conditions of freedom, whether of citizens or of states. Many of the central advances made in the field have been prompted by a desire to improve both the quality and our understanding of political life. Nowhere is this tendency more apparent than in research on American politics, a field in which concerns for the public interest have stimulated various important insights.

This volume systematically analyzes the major developments within the broad field of American politics over the past three decades. Each chapter is composed of a core paper that addresses the major puzzles, conversations, and debates that have attended major areas of concern and inquiry within the discipline. These papers examine and evaluate the intellectual evolution and natural history of major areas of political inquiry and chart particularly promising trajectories, puzzles, and concerns for future work. Each core paper is accompanied by a set of shorter commentaries that engage the issues it takes up, thus contributing to an ongoing and lively dialogue among key figures in the field.

Since Jean Bodin and Thomas Hobbes, political theorists have depicted the state as "sovereign" because it holds preeminent authority over all the denizens belonging to its geographically defined territory. From the Peace of Westphalia in 1648 until the beginning of World War I in 1914, the essential responsiblities ascribcd to the sovereign state were maintaining internal and external security and promoting domestic prosperity. This idea of "the state" in political theory is clearly inadequate to the realities of national governments and international relations at the beginning of the twenty-first century. During the twentieth century, the sovereign state, as a reality and an idea, has been variously challenged from without and within its borders. Where will the state head in the age of globalisation? Can Catholic polilical thinking contribute to an adequate concept of statehood and government? A group of German and American scholars were asked to explore specific ways in which the intellectual traditions of Catholicism might help our effort lo rethink the state. The debate is guided by the conviction that these intellectual resources will prove valuable to political theorists as they work to revise our understanding of the state.

This paper assesses Pan Wei's proposal for a 'consultative rule of law system' for China, finding it a potentially important step along the path of political reform. China urgently needs political reform to deal with the rapidly mounting problems of corruption, abuse of power, financial scandals, rising crime and inequality, and declining legitimacy of the Chinese Communist Party. A rule of law, with an independent judiciary and other autonomous institutions of horizontal accountability, is vital if China is to rein in these problems and deliver better, fairer, more transparent and effective governance. However, Pan Wei's proposed system goes only part of the way toward addressing the deficiencies of governance in China, and is therefore best viewed as a transitional framework. To work, horizontal accountability must be supplemented with and reinforced by vertical account ability, through competitive elections, which give local officials an incentive to serve the public good and enable bad officials to be removed by the people. Ultimately, I argue, China can only achieve adequate and enduring political accountability by moving toward democracy. Among the other issues addressed in the paper are the architecture and appointment of a system of horizontal accountability for China; the role of the Communist Party (or its successor hegemon) in a 'rule of law' system; and the timing and phasing of the transition to a rule of law.

Islam and Democracy in the Middle East provides a comprehensive assessment of the origins and staying power of Middle East autocracies, as well as a sober account of the struggles of state reformers and opposition forces to promote civil liberties, competitive elections, and a pluralistic vision of Islam. Drawing on the insights of some twenty-five leading Western and Middle Eastern scholars, the book highlights the dualistic and often contradictory nature of political liberalization. As the case studies of Morocco, Algeria, Egypt, Jordan, Kuwait, Qatar, and Yemen suggest, political liberalization -- as managed by the state -- not only opens new spaces for debate and criticism, but is also used as a deliberate tactic to avoid genuine democratization. In several chapters on Iran, the authors analyze the benefits and costs of limited reform. There, the electoral successes of President Mohammad Khatami and his reformist allies inspired a new generation but have not as yet undermined the clerical establishment's power. By contrast, in Turkey a party with Islamist roots is moving a discredited system beyond decades of conflict and paralysis, following a stunning election victory in 2002.

Turkey's experience highlights the critical role of political Islam as a force for change. While acknowledging the enduring attraction of radical Islam throughout the Arab world, the concluding chapters carefully assess the recent efforts of Muslim civil society activists and intellectuals to promote a liberal Islamic alternative. Their struggles to affirm the compatibility of Islam and pluralistic democracy face daunting challenges, not least of which is the persistent efforts of many Arab rulers to limit the influence of all advocates of democracy, secular or religious.

The basic argument of this article is that the globalization perspective in all of its variations (and there are many) exaggerates the amount of change in the contemporary global system. States are for the most part exactly what they have always been, the most important actors in the modern international system -- which is not to argue that they are now, or have ever been, immune to influence from other actors or that they have ever been able to fully control economic or other kinds of transactions. The hyperglobalist argument -- which sees states as fundamentally outmoded, incapable of carrying on the basic functions of governance -- is wrong. Transformationist arguments are also for the most part incorrect, but here it is necessary to distinguish among different kinds of claims, which are obfuscated by the emphasis on complexity, interconnectedness and multiple actors.

While the Third Wave of Democracy swept through many African countries in the 1990s, South Africa and Ghana stand out as two of the continent’s real success stories politically. Beginning in the late 1980s, South Africa’s leaders successfully steered the country out of the shadow of apparently irreconcilable conflict and unavoidable racial or ethnic civil war to create a common nation. Since 1994, they have negotiated two democratic constitutions, and held four successful nation-wide elections for national and local government. South Africa’s Constitution has become the darling of liberals and social democrats the world over because of its inclusion of an extensive set of political and socio- economic rights.ii Starting in 1993, Ghana has enjoyed ten years of democratic, constitutional rule, holding three successful multi-party elections (with the third producing a peaceful electoral turnover).

Twice in the winter of 1999-2000, citizens of the Russian Federation flocked to their neighborhood voting stations and scratched their ballots in an atmosphere of uncertainty, rancor, and fear. This book is a tale of these two elections - one for the 450-seat Duma, the other for President.

Despite financial crisis, a national security emergency in Chechnya, and cabinet instability, Russian voters unexpectedly supported the status quo. The elected lawmakers prepared to cooperate with the executive branch, a gift that had eluded President Boris Yeltsin since he imposed a post-Soviet constitution by referendum in 1993. When Yeltsin retired six months in advance of schedule, the presidential mantle went to Vladimir Putin - a career KGB officer who fused new and old ways of doing politics. Putin was easily elected President in his own right.

This book demonstrates key trends in an extinct superpower, a troubled country in whose stability, modernization, and openness to the international community the West still has a huge stake.
