FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.

Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.

A Q&A with Professor Stephen Stedman, who serves as the Secretary General of the Kofi Annan Commission on Elections and Democracy in the Digital Age.

Stephen Stedman, a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford, is the director of the Kofi Annan Commission on Elections and Democracy in the Digital Age, an initiative of the Kofi Annan Foundation. The Commission is focused on studying the effects of social media on electoral integrity and the measures needed to safeguard the democratic process.  

At the World Economic Forum in Davos, Switzerland, the Commission which includes FSI’s Nathaniel Persily, Alex Stamos, and Toomas Ilves, launched a new report, Protecting Electoral Integrity in the Digital Age. The report takes an in-depth look at the challenges faced by democracy today and makes a number of recommendations as to how best to tackle the threats posed by social media to free and fair elections. On Tuesday, February 25, professors Stedman and Persily will discuss the report’s findings and recommendations during a lunch seminar from 12-1:15 PM. Q: What are some of the major findings of the report? Are digital technologies a threat to democracy?

Steve Stedman: Our report suggests that social media and the Internet pose an acute threat to democracy, but probably not in the way that most people assume. Many people believe that the problem is a diffuse one based on excess disinformation and a decline in the ability of citizens to agree on facts. We too would like the quality of deliberation in our democracy to improve and we worry about how social media might degrade democratic debate, but if we are talking about existential threats to democracy the problem is that digital technologies can be weaponized to undermine the integrity of elections.

When we started our work, we were struck by how many pathologies of democracy are said to be caused by social media: political polarization; distrust in fellow citizens, government institutions and traditional media; the decline in political parties; democratic deliberation, and on and on. Social media is said to lessen the quality of democracy because it encourages echo chambers and filter bubbles where we only interact with those who share our political beliefs. Some platforms are said to encourage extremism through their algorithms.

What we found, instead, is a much more complex problem. Many of the pathologies that social media are said to create – for instance, polarization, distrust, and political sorting begin their trendlines before the invention of the Internet, let alone the smart phone. Some of the most prominent claims are unsupported by evidence, or are confounded by conflicting evidence. In fact, we say that some assertions simply cannot be judged without access to data held by the tech platforms.

Instead, we rely on the work of scholars like Yochai Benkler and Edda Humphries to argue that not all democracies are equally vulnerable to network propaganda and disinformation. It is precisely where you have high pre-existing affective polarization, low trust, and hyperpartisan media, that digital technologies can intensify and amplify polarization.

Elections and toxic polarization are a volatile mix. Weaponized disinformation and hate speech can wreak havoc on elections, even if they don’t alter the vote tallies. This is because democracies require a system of mutual security. In established democracies political candidates and followers take it for granted that if they lose an election, they will be free to organize and contest future elections. They are confident that the winners will not use their power to eliminate them or disenfranchise them. Winners have the expectation that they hold power temporarily, and accept that they cannot change the rules of competition to stay in power forever. In short, mutual security is a set of beliefs and norms that turn elections from being a one-shot game into a repeated game with a long shadow of the future.

In a situation already marred by toxic polarization, we fear that weaponized disinformation and hate speech can cause parties and followers to believe that the other side doesn’t believe in the rules of mutual security. The stakes become higher. Followers begin to believe that losing an election means losing forever. The temptation to cheat and use violence increases dramatically. 

Q: As far as political advertising, the report encourages platforms to provide more transparency about who is funding that advertising. But it also asks that platforms require candidates to make a pledge that they will avoid deceptive campaign practices when purchasing ads. It also goes as far as to recommend financial penalties for a platform if, for example, a bot spreading information is not labelled as such. Some platforms might argue that this puts an unfair onus on them. How might platforms be encouraged to participate in this effort?

SS: The platforms have a choice: they can contribute to toxic levels of political polarization and the degradation of democratic deliberation, or they can protect electoral integrity and democracy. There are a lot of employees of the platforms who are alarmed at the state of polarization in this country and don’t want their products to be conduits of weaponized disinformation and hate speech. You saw this in the letter signed by Facebook employees objecting to the decision by Mark Zuckerberg that Facebook would treat political advertising as largely exempt from their community standards. If ever there were a moment in this country that we should demand that our political parties and candidates live up to a higher ethical standard it is now. Instead Facebook decided to allow political candidates to pay to run ads even if the ads use disinformation, tell bald-faced lies, engage in hate speech, and use doctored video and audio. Their rationale is that this is all part of “the rough and tumble of politics.” In doing so, Facebook is in the contradictory position that it has hundreds of employees working to stop disinformation and hate speech in elections in Brazil and India, but is going to allow politicians and parties in the United States to buy ads that can use disinformation and hate speech.

Our recommendation gives Facebook an option that allows political advertisement in a way that need not enflame polarization and destroy mutual security among candidates and followers: 1.) Require that candidates, groups or parties who want to pay for political advertising on Facebook sign a pledge of ethical digital practices; 2.) Then use the standards to determine if an ad meets the pledge or not. If an ad uses deep fakes, if an ad grotesquely distorts the facts, if an ad out and out lies about what an opponent said or did, then Facebook would not accept the ad. Facebook can either help us raise our electoral politics out of the sewer or it can ensure that our politics drowns in it.

It’s worth pointing out that the platforms are only one actor in a many-sided problem. Weaponized disinformation is actively spread by unscrupulous politicians and parties; it is used by foreign countries to undermine electoral integrity; and it is often spread and amplified by irresponsible partisan traditional media. Fox News, for example, ran the crazy conspiracy story about Hilary Clinton running a pedophile ring out of a pizza parlor in DC. Individuals around the president, including the son of the first National Security Adviser tweeted the story. 

Q: While many of the recommendations focus on the role of platforms and governments, the report also proposes that public authorities promote digital and media literacy in schools as well as public interest programming for the general population. What might that look like? And how would that type of literacy help protect democracy? 

SS: Our report recommends digital literacy programs as a means to help build democratic resilience against weaponized disinformation. Having said that however, the details matter tremendously. Sam Wineburg at Stanford, who we cite, has extremely insightful ideas for how to teach citizens to evaluate the information they see on the Internet, but even he puts forward warnings: if done poorly digital literacy could simply increase citizen distrust of all media, good and bad; digital literacy in a highly polarized context begs the question of who will decide what is good and bad media. We say in passing that in addition to digital literacy we need to train citizens to understand biased assimilation of information. Digital literacy trains citizens to understand who is behind a piece of information and who benefits from it. But we also need to teach citizens to stand back and ask, “why am I predisposed to want to believe this piece of information?”

Q: Obviously access to data is critical for researchers and commissioners to do their work, analysis and reporting. One of the recommendations asks that public authorities compel major internet platforms to share meaningful data with academic institutions. Why is it so important for platforms and academia to share information?

SS: Some of the most important claims about the effects of social media can’t be evaluated without access to the data. One example we cite in the report is the controversy about whether YouTube’s algorithms radicalize individuals and send them down a rabbit hole of racist, nationalist content. This is a common claim and has appeared on the front pages of the New York Times. The research supporting the claim, however, is extremely thin, and other research disputes it. What we say is that we can’t adjudicate this argument unless YouTube were to share its data, so that researchers can see what the algorithm is doing. There are similar debates concerning the effects of Facebook. One of our commissioners, Nate Persily, has been at the forefront of working with Facebook to provide certified researchers with privacy protected data – Social Science One. Progress has been so slow that the researchers have lost patience. We hope that governments can step in and compel the platforms to share the data.

Q: This is one of the first reports to look at this problem in the Global South. Is the problem more or less critical there?

SS: Kofi Annan was very concerned that the debate about digital technologies and democracy was far too focused on Europe and the United States. Before Cambridge Analytica’s involvement in the United States and Brexit elections of 2016, its predecessor company had manipulated elections in Asia, Africa and the Caribbean. There is now a transnational industry in election manipulation.

What we found does not bode well for democracies in the rest of the world. The factors that make democracies vulnerable to network propaganda and weaponized disinformation are often present in the Global South: pre-existing polarization, low trust, and hyperpartisan traditional media. Many of these democracies already have a repertoire of electoral violence. 

On the other hand, we did find innovative partnerships in Indonesia and Mexico where Election Management Bodies, civil society organizations, and traditional media cooperated to fight disinformation during elections, often with success. An important recommendation of the report is that greater attention and resources are needed for such efforts to protect electoral integrity in the Global South. 

About the Commission on Elections and Democracy in the Digital Age

 As one of his last major initiatives, in 2018 Kofi Annan convened the Commission on Elections and Democracy in the Digital Age. The Commission includes members from civil society and government, the technology sector, academia and media; across the year 2019 they examined and reviewed the opportunities and challenges for electoral integrity created by technological innovations. Assisted by a small secretariat at Stanford University and the Kofi Annan Foundation, the Commission has undertaken extensive consultations and issue recommendations as to how new technologies, social media platforms and communication tools can be harnessed to engage, empower and educate voters, and to strengthen the integrity of elections. In recent years foreign governments have used social media and the Internet to interfere in elections around the globe. Disinformation has been weaponized to discredit democratic institutions, sow societal distrust, and attack political candidates. Social media has proved a useful tool for extremist groups to send messages of hate and to incite violence. Democratic governments strain to respond to a revolution in political advertising brought about by ICTs. Electoral integrity has been at risk from attacks on the electoral process, and on the quality of democratic deliberation.

The relationship between the Internet, social media, elections, and democracy is complex, systemic, and unfolding. Our ability to assess some of the most important claims about social media is constrained by the unwillingness of the major platforms to share data with researchers. Nonetheless, we are confident about several important findings.

Stephen Stedman is a senior fellow at the Freeman Spogli Institute for International Studies, professor, by courtesy, of political science, and deputy director of the Center on Democracy, Development and Rule of Law. Professor Stedman currently serves as the Secretary General of the Kofi Annan Commission on Elections and Democracy in the Digital Age, and is the principal drafter of the Commission’s report, “Protecting Electoral Integrity in the Digital Age.”

Professor Stedman served as a special adviser and assistant secretary general of the United Nations, where he helped to create the United Nations Peacebuilding Commission, the UN’s Peacebuilding Support Office, the UN’s Mediation Support Office, the Secretary’s General’s Policy Committee, and the UN’s counterterrorism strategy. During 2005 his office successfully negotiated General Assembly approval of the Responsibility to Protect. From 2010 to 2012, he directed the Global Commission on Elections, Democracy, and Security, an international body mandated to promote and protect the integrity of elections worldwide.  Professor Stedman served as Chair of the Stanford Faculty Senate in 2018-2019. He and his wife Corinne Thomas are the Resident Fellows in Crothers, Stanford’s academic theme house for Global Citizenship. In 2018, Professor Stedman was awarded the Lloyd B. Dinkelspiel Award for outstanding service to undergraduate education at Stanford.

Nathaniel Persily is the James B. McClatchy Professor of Law at Stanford Law School, with appointments in the departments of Political Science, Communication and FSI.  Prior to joining Stanford, Professor Persily taught at Columbia and the University of Pennsylvania Law School, and as a visiting professor at Harvard, NYU, Princeton, the University of Amsterdam, and the University of Melbourne. Professor Persily’s scholarship and legal practice focus on American election law or what is sometimes called the “law of democracy,” which addresses issues such as voting rights, political parties, campaign finance, redistricting, and election administration. He has served as a special master or court-appointed expert to craft congressional or legislative districting plans for Georgia, Maryland, Connecticut, and New York, and as the Senior Research Director for the Presidential Commission on Election Administration.

The January 3 assassination by the United States of Qassem Soleimani — the commander of Iran’s Quds Force — transformed Iran, Abbas Milani told Freeman Spogli Institute for International Studies Director Michael McFaul on the World Class podcast.

Posters of Soleimani’s face were plastered everywhere, Iran’s Supreme Leader Ayatollah Ali Khameni announced three official days of mourning, and hundreds of thousands of people took to the streets to grieve Soleimani’s death, Milani explained.

“There is no one in the Iranian domestic structure that was as close to Khameni as Soleimani,” said Milani, who is the Hamid and Christina Moghadam Director of Iranian Studies and founding co-director of the Iran Democracy Project. “The regime had begun a very sophisticated propaganda campaign: they talked about Soleimani as a poet, and as a mystic. When he was taken out, it was a very direct hit to the power structure.”

Milani explained that before Soleimani’s death, tensions were already high in Iran. The country had been experiencing its deadliest political unrest in 40 years after the regime raised gasoline prices by as much as 200 percent in November. Within hours, Iranians took to the streets to protest and call for the removal of President Hassan Rouhani. The regime responded by shutting down the internet for nearly the entire country and by opening fire on unarmed protesters — as of January, more than 1,000 people had been killed, Milani said.

Iran’s Revenge 
Although the regime began to talk about immediate revenge on the U.S. following Soleimani’s assassination, its decision to fire missiles at two Iraq military bases that housed U.S. troops demonstrates that the country was hesitant to escalate things further, according to Milani.

The missiles did not kill either U.S. or Iraqi troops, and Milani told McFaul that he suspects that Iran had not been looking to produce casualties in the hit. 

“I have no evidence for it, but I would be profoundly surprised if Iraq didn’t tell the U.S. that the missiles were coming,” Milani said. “Then the U.S. moved all of their personnel before Iran had two hits and multiple missiles — but no loss of life. They had done their duty of revenge, and they had done it in a way that would allow President Trump to de-escalate.”

A Missed Opportunity
Milani told McFaul that he thinks Iran missed an opportunity to create a moment of national unity in the midst of its severe economic and political troubles.

“Every indication is showing that Iran’s economic challenges are going to increase, and once this euphoria has ended, I would be very surprised if we don’t see more demonstrations,” Milani said. “If the regime had any prudence, they could have used this to their benefit. Instead, they’re doubling down on oppression, and these economic difficulties are not going to go away.”

CDDRL’s Program on Arab Reform and Democracy held its annual conference at Stanford University on October 11 and 12, titled “The Struggle for Political Change in the Arab World.” The conference is an outgrowth of ARD’s efforts to support new research on the dynamics of political change in the countries of the Arab world. Scholars from across different disciplines sought to understand how social, economic, and political dynamics at the national level, as well as international and regional conflict and power rivalries, impact struggles for political and social change in the region.

Following opening remarks by FSI Senior Fellow Larry Diamond, the first panel titled “The Boundaries of Authoritarianism post-Arab Uprisings” featured CDDRL Senior Research Scholar Amr Hamzawy. His paper examined how the regime of Abdel Fattah Al-Sisi has employed discursive strategies to discredit calls for democratic change in the country. Sean Yom, Associate Professor of Political Science at Temple University, outlined how the protest strategies of Jordanian youth have limited their effectiveness in advancing meaningful political change. University of California, Davis Scholar Samia Errazzouki discussed the failure of state-led political and economic reform in Morocco.

Chaired by Harvard University Fellow Hicham Alaoui, the second panel was titled “Popular Uprisings and Uncertain Transitions.” University of California, Santa Cruz Political Scientist Thomas Serres provided an overview of the economic disruptions that contributed to Algeria’s uprising. Lindsay Benstead, who is an Associate Professor of Political Science at Portland State University, analyzed the electoral successes of Tunisia’s Ennahda Party. Khalid Medani, Professor of Political Science at McGill University, explained how Sudanese protesters leveraged new strategies of contention to force Omar Al-Bashir out of power.

The third panel, titled “Politics, Succession and Sectarianism in the GCC States,” included Oxford University Fellow Toby Matthiesen, who discussed how Saudi Arabia and the GCC states have increasingly sought to protect their regimes by actively molding the politics of their autocratic patrons in the region, and by using new technologies to upgrade the effectiveness of their surveillance states. Georgia State University Political Scientist Michael Herb explained how the aging of the Saudi line of succession contributed to the political ascendancy of Crown Prince Mohammad Bin Salman and the decay of family rule in the country. Cal Poly Historian Farah Al-Nakib described how Kuwait’s royal family has used its sponsorship of large-scale development projects to sidestep the country’s political polarization, undermine the power of the parliament, and weaken public access to spaces of political contestation.

The fourth panel focused on “Social Strife and Proxy Conflict in the Middle East.” Chatham House Scholar Lina Khatib described Syria’s transformation during the civil war from a highly centralized security state to a transactional state in which the regime depends heavily on local powerbrokers. Stacey Philbrick Yadav, Associate Professor and Chair of the Department of Political Science at Hobart and William Smith Colleges, discussed differences in how local communities in Yemen have been affected by the country’s conflict. David Patel, who serves as Associate Director for Research at the Crown Center for Middle East Studies at Brandeis University, argued that Iraq’s democratic institutions have been impressively robust to a series of existential challenges, but he also highlighted a widespread feeling among the Iraqi public that its parliamentary system is failing to deliver.

Finally, the fifth panel examined the topic of “International Forces in the Arab Political Arena.” Stanford University Political Scientist Lisa Blaydes suggested that China’s efforts to involve itself in the regional economy may improve its reputation among economically-frustrated Arab citizens, but that such efforts also spell trouble for democracy and human rights in the Middle East. Hamid & Christina Moghadam Director of Iranian Studies at Stanford University Abbas Milani argued that Iran’s ideological commitment to exporting the Islamic Revolution has been remarkably consistent for several decades. Colin Kahl, Co-director of the Center for International Security and Cooperation at FSI, reviewed the strategies of US administrations toward the Middle East, and posited that President Trump’s approach of pursuing maximalist objectives with minimal commitments is particularly likely to heighten instability in the region. FSI Scholar Ayca Alemdaroglu emphasized that Turkey’s neo-Ottoman foreign policy has failed to achieve its objectives in the face of mounting regional upheaval.

Common Themes of Political Change and Continuity

Several themes emerged from conference presentations. First, across the panels, scholars discussed the lessons learned by autocrats and activists alike in the aftermath of the Arab Spring, and the ways in which these lessons have transformed regional politics. Hamzawy emphasized that the Sisi regime in Egypt has increasingly relied on intensive repression over cooptation to maintain stability, while at the same time refusing to grant even limited political openings as existed under Hosni Mubarak’s presidency. In part, this change appears to be rooted in the regime’s belief that relaxing the state’s authoritarian posture had contributed to the revolutionary upheaval of 2011. Likewise, Matthiesen suggested that Saudi Arabia and the Gulf Cooperation Council States have learned to become more aggressive in strengthening their surveillance apparatus and policing popular discourse transnationally. By contrast, Serres discussed how the Algerian military and bureaucracy have responded to mass protests not by intensifying repression, but instead by attempting to coopt anti-corruption initiatives and democratic reforms to limit political and economic change. Similarly, regarding Kuwait, Al-Nakib illustrated how the restructuring of urban spaces has proved itself a subtle but successful strategy for the royal family to rehabilitate its reputation while limiting geographic focal points for popular politics.

Activists have also learned their own lessons from the aftermath of the Arab Spring. According to Yom, Jordanian activists continue to look to the leaderless revolutions of Tunisia and Egypt as a model to be emulated. As a result, they prioritize agility and horizontality in their protests, and they forgo the organization of formal political movements. This approach has succeeded in acquiring short-term concessions from the regime but has failed to generate broader structural changes. On the other hand, activists in Sudan appear to have been more successful at using lessons from the Arab Spring to push for systematic transformations of their political system. According to Medani, Sudanese protesters developed novel tactics to avoid the repression of the coercive apparatus, and they were effective at gradually forging a counterhegemonic discourse that clearly exposed the regime’s failures to the public. Following the overthrow of Omar Al-Bashir, activists in Sudan have also insisted on dismantling the political and economic might of the deep state to avoid following Egypt’s path.

Second, the conference discussion indicated widespread dissatisfaction with formal political institutions across the region. For instance, Hamzawy suggested that Sisi’s regime has been relatively successful at discrediting civilian political institutions, including the legislature and civilian-led ministries. Errazzouki highlighted widespread dissatisfaction in Morocco with existing political institutions. Likewise, Yom’s discussion of activists in Jordan emphasized their lack of interest in entering formal politics. In Kuwait, the royal court has found an opening to pursue urban development projects outside of normal institutions in part because of the public’s frustration with gridlock in the legislature. Patel speculated that frustration with the parliament and muhasasa system in Iraq may finally prompt major changes to the country’s political process.

Third, despite this disillusionment with formal politics, these political institutions have proved remarkably durable in countries across the region. For example, though current frustrations may finally prompt change in Iraq, Patel also highlighted the resilience of the parliamentary system in the face of a sectarian civil war, US troop withdrawal, the rise of ISIS, and a number of other major challenges. For both Algeria and Sudan, Serres and Medani stressed that militaries continue to exercise significant influence despite the popular uprisings. Meanwhile, for Egypt, Hamzawy noted the firm grip of the current military regime on power, and for Morocco, Errazzouki described the lack of systematic changes to the country’s ruling monarchy, even after years of popular pressure.

Fourth, this durability has not precluded a number of important shifts within existing political institutions. Regarding Syria, for instance, Khatib explained how the survival of Bashar al-Asad’s presidency has depended on moving state institutions away from a centralized security state to a transactional state reliant on local actors with a degree of independence from the regime. Herb described how the consensus-based family rule of the Saudi monarchy fell victim to deaths among the aging senior princes, which opened up opportunities for the king to appoint more officials in a manner that heightened his direct influence. Herb suggested that Mohammad Bin Salman recognized this change and knew that he would likely lose relevance upon his father’s death; as a result, he was motivated to gamble on consolidating his control while his father still held the power to issue royal decrees. In Algeria, the influence of the military and bureaucracy may remain paramount for now, but Serres also pointed out that protesters have succeeded in stripping away the civilian intermediaries who used to protect these institutions. Regarding the durability of local institutions, Yadav noted how pre-conflict and even pre-unification institutions in Yemen have continued to operate effectively in a number of local communities around the country.

Fifth, foreign interventions will continue to destabilize the region and impede prospects for democratization or post-conflict reconstructions in the coming years. Khatib noted that Russia has positioned itself as the agenda setter who can bring the Syrian state back to its feet, but also that Russia and Iran are competing to profit off the country’s reconstruction. For Yemen, Yadav argued that fragmentation at the local level has important implications for best practices in the international community’s reconstruction efforts, but that current actors are not well positioned to understand these trends. Kahl predicted that the Middle East strategy of the Trump administration would likely contribute to further destabilization of the region because of its emphasis on empowering allies to do what they want and go after Iran while the United States maintains its distance. Meanwhile, Blaydes’ presentation on China’s regional involvement, Milani’s discussion of Iran’s efforts to export the Islamic Revolution, and Matthiesen’s observations about the GCC States’ authoritarian coordination all illustrated how intervening states are reducing prospects for democratic political change.

Sixth, even as interventionist countries have contributed to the destabilization of the region, they have also confronted major obstacles themselves – and in some cases have failed outright to achieve their primary objectives. Khatib noted that Iran has faced backlash in Syria, while Abbas Milani and David Patel pointed to backlash against Iran in Iraq. Kahl emphasized that the Trump administration’s Middle East policy was unlikely to achieve its goals. Blaydes observed that China has not acquired greater salience in the Middle East despite its more active economic involvement, and individuals in many of the region’s countries – particularly those that are more developed – do not see China’s growth as a positive force. She also stressed the reputational risks China is taking in pursuing potentially unpopular investments through the Belt and Road Initiative. The GCC States are attempting to prop up strongmen in both Libya and Sudan, but this strategy has struggled in the face of local political dynamics; furthermore, the intervention in Yemen has been a disaster for Saudi Arabia and the UAE. Finally, Alemdaroglu stressed that Turkey’s ambitious “neo-Ottoman” foreign policy, which reflects a desire to revive Turkish influence in areas ruled by the Ottoman Empire, has largely failed. In particular, the architect of the policy, former foreign minister Ahmet Davutoglu, lost his job; the country miscalculated badly in how it handled the aftermath of the Arab Spring; and Turkey’s relations with many of its neighbors have soured.

Abstract:

 

What explains sustained mobilization — social movement resilience — in the face of severe autocratic repression? This question is especially relevant given the recent uptick in protest movements across the world. We examine this question through the case of Sudan’s popular uprising, which lasted from December 2018 until the country began a formal transition to democracy in July 2019. Drawing on in-depth field research during and after the uprising, we look at the role of organizational legitimacy, elite unity, and the evolution of repression evasion tactics. We find that the movement’s organizational form and mobilization tactics coevolved with the actions of the security apparatus.

Stephen Stedman is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) and the Center on Democracy, Development and the Rule of Law (CDDRL), an affiliated faculty member at CISAC, and professor of political science (by courtesy) at Stanford University. He is director of CDDRL's Fisher Family Honors Program in Democracy, Development and Rule of Law, and will be faculty director of the Program on International Relations in the School of Humanities and Sciences effective Fall 2025.

In 2011-12 Professor Stedman served as the Director for the Global Commission on Elections, Democracy, and Security, a body of eminent persons tasked with developing recommendations on promoting and protecting the integrity of elections and international electoral assistance. The Commission is a joint project of the Kofi Annan Foundation and International IDEA, an intergovernmental organization that works on international democracy and electoral assistance.

In 2003-04 Professor Stedman was Research Director of the United Nations High-level Panel on Threats, Challenges and Change and was a principal drafter of the Panel’s report, A More Secure World: Our Shared Responsibility.

In 2005 he served as Assistant Secretary-General and Special Advisor to the Secretary- General of the United Nations, with responsibility for working with governments to adopt the Panel’s recommendations for strengthening collective security and for implementing changes within the United Nations Secretariat, including the creation of a Peacebuilding Support Office, a Counter Terrorism Task Force, and a Policy Committee to act as a cabinet to the Secretary-General.

His most recent book, with Bruce Jones and Carlos Pascual, is Power and Responsibility: Creating International Order in an Era of Transnational Threats (Washington DC: Brookings Institution, 2009).

Didi Kuo is a Center Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford University. She is a scholar of comparative politics with a focus on democratization, corruption and clientelism, political parties and institutions, and political reform. She is the author of The Great Retreat: How Political Parties Should Behave and Why They Don’t (Oxford University Press) and Clientelism, Capitalism, and Democracy: the rise of programmatic politics in the United States and Britain (Cambridge University Press, 2018).

She has been at Stanford since 2013 as the manager of the Program on American Democracy in Comparative Perspective and is co-director of the Fisher Family Honors Program at CDDRL. She was an Eric and Wendy Schmidt Fellow at New America and is a non-resident fellow with the Carnegie Endowment for International Peace. She received a PhD in political science from Harvard University, an MSc in Economic and Social History from Oxford University, where she studied as a Marshall Scholar, and a BA from Emory University.

News regarding increasing numbers of camps and detention facilities in Xinjiang Uyghur Autonomous Region in northwest China have grabbed the headlines since mid-2017. China’s deployment of high-tech surveillance and police tactics have spread throughout the region, and approximately ten million Muslim minorities in the region are under tight, top-down control. Over one million Uyghurs and other Turkic Muslims have allegedly disappeared into these internment camps, which the Chinese government and media characterize as vocational training centers. Although Beijing has recently claimed that most of the detainees have been released, evidence for this is still difficult to verify. Information dissemination regarding the region to the outside world has been closely guarded.

To gain a better understanding of what is happening in Xinjiang, a panel of experts from various scholarly disciplines will analyze the current crisis and, as importantly, do what academics do best -- provide historical context and critical social scientific analysis that broaden and deepen our understanding of the events unfolding in that region.

Gardner Bovingdon is Associate Professor of Central Eurasian Studies at the Hamilton Lugar School of Global and International Studies at Indiana University. Bovingdon researches politics in contemporary Xinjiang as well as Xinjiang’s modern history. He is also an expert in historiography in China, as well as nationalism and ethnic conflict. He is the author of The Uyghurs: Strangers in Their Own Land (Columbia University Press, 2010); “Politics in Modern Xinjiang,” in Introduction to the Politics of China, ed. William Joseph (Oxford University Press, 2010); and “CCP Policies and Popular Responses in Xinjiang, 1949 to the present,” in Governing China’s Multiethnic Frontiers, ed. Morris Rossabi (University of Washington Press, 2004), among others.

Darren Byler received his Ph.D. from the Department of Anthropology at the University of Washington in 2018. His research focuses on Uyghur dispossession, culture work and "terror capitalism" in the city of Ürümchi, the capital of Xinjiang. He has published research articles in the Asia-Pacific Journal, Contemporary Islam, Central Asian Survey, the Journal of Chinese Contemporary Art and contributed essays to volumes on ethnography of Islam in China, transnational Chinese cinema and travel and representation. He has provided expert testimony on Uyghur human rights issues before the Canadian House of Commons and writes a regular column on these issues for SupChina. In addition, he has published Uyghur-English literary translations (with Mutellip Enwer) in Guernica and Paper Republic. He also writes and curates the digital humanities art and politics repository The Art of Life in Chinese Central Asia, which is hosted at livingotherwise.com.

James Millward is Professor of Inter-societal History at the Walsh School of Foreign Service, Georgetown University, teaching Chinese, Central Asian and world history. He is also an affiliated professor in the Máster Oficial en Estudios de Asia Oriental at the University of Granada, Spain. His specialties include Qing empire; the silk road; Eurasian lutes and music in history; and historical and contemporary Xinjiang. He follows and comments on current issues regarding the Uyghurs and PRC ethnicity policy.  Millward has served on the boards of the Association for Asian Studies (China and Inner Asia Council) and the Central Eurasian Studies Society, and was president of the Central Eurasian Studies Society in 2010. He edits the ''Silk Roads'' series for University of Chicago Press. His publications include The Silk Road: A Very Short Introduction (2013), Eurasian Crossroads: A History of Xinjiang (2007), New Qing Imperial History: The Making of Inner Asian Empire at Qing Chengde (2004), and Beyond the Pass: Economy, Ethnicity and Empire in Qing Central Asia (1998).  His articles and op-eds on contemporary China appear in The New York Times, The Los Angeles Review of Books, The New York Review of Books and other media.

Thomas Mullaney is Professor of Chinese History at Stanford University, and Curator of the international exhibition, "Radical Machines: Chinese in the Information Age."  He is the author of The Chinese Typewriter: A History (MIT Press 2017), Coming to Terms with the Nation: Ethnic Classification in Modern China (UC Press, 2010), and principal editor of Critical Han Studies: The History, Representation and Identity of China’s Majority (UC Press, 2011). Lauren Hansen Restrepo is Assistant Professor in Growth and Structure of Cities at Bryn Mawr College. She focuses on Chinese development planning and urbanization in Xinjiang, changes within urban Uyghur society, and state-society relations in Xinjiang’s cities. She also works on issues more broadly related to urban and economic development in conflict areas; urbanization in minority-majority regions; housing and slum upgrading; Chinese city planning; cross-border economic and development planning in Western China and Central Asia; development planning and practice in authoritarian states; gender and development.  Her book manuscript, Chinese Construction at the New Frontier: The Government of Uyghur Identity in Urban Xinjiang, combines ethnographic research with historical and policy analysis to assess the relationship between urban development, social control, and identity politics among upwardly mobile Uyghurs in Urumqi, the capital of Xinjiang.

Hicham Alaoui is an established voice calling for political reform in the Arab world. He is currently a research fellow based at the Weatherhead Center for International Affairs at Harvard University, and is pursuing a D.Phil. at the University of Oxford.  Previously at Stanford, he was a Consulting Professor at the Center for Democracy, Development, and Rule of Law, and advisory board member at the Freeman Spogli Institute. He has published on democratic reforms in the Middle East for journals such as Politique Internationale, Le Debat, Pouvoirs, Le Monde Diplomatique, and Journal of Democracy. He has contributed to The New York Times, Le Monde, La Nouvelle Observateur, El Pais, and Al-Quds. Cambridge, 2011) is the associate director of the Keyman Modern Turkish Studies Program and research assistant professor of sociology at Northwestern University. Her research has engaged with a broad range of theoretical and ethnographic issues, including youth culture and politics, gender and sexuality, experiences of modernity, nationalism, eugenics and higher education. Between 2011-2015, Alemdaroğlu taught in the Anthropology Department and Introductory Studies at Stanford University. Previously, she served as Fellow in the Middle East Program and the Women’s Global Leadership Initiative at the Woodrow Wilson International Center for Scholars in Washington, DC (2018-2019) and Kuwait Visiting Professor at SciencesPo in Paris (fall 2016). She is an Affiliated Scholar in the Program on Governance and Local Development (GLD) at the University of Gothenburg and Yale University. Benstead has conducted surveys in Morocco, Algeria, Tunisia, Libya, and Jordan and contributes to the Transitional Governance Project. Her research on women and politics, public opinion, and survey methodology has appeared in Perspectives on Politics, International Journal of Public Opinion Research, Governance, and Foreign Affairs. Larry Diamond is a senior fellow at the Hoover Institution and at the Freeman Spogli Institute for International Studies. For more than six years, he directed FSI’s Center on Democracy, Development, and the Rule of Law, where he now leads its Program on Arab Reform and Democracy and its Global Digital Policy Incubator. He is the founding co-editor of the Journal of Democracy and also serves as Senior Consultant at the International Forum for Democratic Studies of the National Endowment for Democracy. His research focuses on democratic trends and conditions around in the world, and on policies and reforms to defend and advance democracy. His 2016 book, In Search of Democracy, explores the challenges confronting democracy and democracy promotion, gathering together three decades of his writing and research, particularly on Africa and Asia. He is author of Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, published in 2019 by Penguin Press. Samia Errazzouki is a PhD student focusing on early modern Northwest African history. Prior to UC Davis, she worked as a journalist based in Morocco reporting for the Associated Press, and later, with Reuters. Samia also worked as a research associate in Morocco with the University of Cambridge, researching the dynamics of surveillance and citizen media in light of the "Arab Spring." Amr Hamzawy is a Senior Research Scholar at CDDRL. He studied political science and developmental studies in Cairo, The Hague, and Berlin. He was previously an associate professor of political science at Cairo University and a professor of public policy at the American University in Cairo. Between 2016 and 2017, he served as a senior fellow in the Middle East program and the Democracy and Rule of Law program at the Carnegie Endowment for International Peace, Washington, DC. His research and teaching interests as well as his academic publications focus on democratization processes in Egypt, tensions between freedom and repression in the Egyptian public space, political movements and civil society in Egypt, contemporary debates in Arab political thought, and human rights and governance in the Arab world. He is currently writing a new book on contemporary Egyptian politics, titled Egypt’s New Authoritarianism. Hamzawy is a former member of the People’s Assembly after being elected in the first Parliamentary elections in Egypt after the January 25, 2011 revolution. He is also a former member of the Egyptian National Council for Human Rights. Michael Herb is professor and chair of political science at Georgia State University. His work focuses on Gulf politics, monarchism and the resource curse. Colin H. Kahl is co-director of the Center for International Security and Cooperation, the inaugural Steven C. Házy Senior Fellow at the Freeman Spogli Institute for International Studies, and a Professor, by courtesy, in the Department of Political Science at Stanford University. He is also a Strategic Consultant to the Penn Biden Center for Diplomacy and Global Engagement. From October 2014 to January 2017, he was Deputy Assistant to the President and National Security Advisor to the Vice President. In that position, he served as a senior advisor to President Obama and Vice President Biden on all matters related to U.S. foreign policy and national security affairs, and represented the Office of the Vice President as a standing member of the National Security Council Deputies’ Committee. From February 2009 to December 2011, Dr. Kahl was the Deputy Assistant Secretary of Defense for the Middle East at the Pentagon. In this capacity, he served as the senior policy advisor to the Secretary of Defense for Egypt, Iran, Iraq, Israel and the Palestinian territories, Saudi Arabia, Syria, Yemen, and six other countries in the Levant and Persian Gulf region. In June 2011, he was awarded the Secretary of Defense Medal for Outstanding Public Service by Secretary Robert Gates. From 2007 to 2017 (when not serving in the U.S. government), Dr. Kahl was an assistant and associate professor in the Security Studies Program at Georgetown University's Edmund A. Walsh School of Foreign Service. From 2007 to 2009 and 2012 to 2014, he was also a Senior Fellow at the Center for a New American Security (CNAS), a nonpartisan Washington, DC-based think tank. From 2000 to 2007, he was an assistant professor of political science at the University of Minnesota. In 2005-2006, Dr. Kahl took leave from the University of Minnesota to serve as a Council on Foreign Relations International Affairs Fellow in the Office of the Secretary of Defense, where he worked on issues related to counterinsurgency, counterterrorism, and responses to failed states. In 1997-1998, he was a National Security Fellow at the John M. Olin Institute for Strategic Studies at Harvard University. Current research projects include a book analyzing American grand strategy in the Middle East in the post-9/11 era. A second research project focuses on the implications of emerging technologies on strategic stability. He has published numerous articles on international security and U.S. foreign and defense policy in Foreign Affairs, Foreign Policy, International Security, the Los Angeles Times, Middle East Policy, the National Interest, the New Republic, the New York Times, Politico, the Washington Post, and the Washington Quarterly, as well as several reports for CNAS. His previous research analyzed the causes and consequences of violent civil and ethnic conflict in developing countries, focusing particular attention on the demographic and natural resource dimensions of these conflicts. His book on the subject, States, Scarcity, and Civil Strife in the Developing World, was published by Princeton University Press in 2006, and related articles and chapters have appeared in International Security, the Journal of International Affairs, and various edited volumes. Lina Khatib is Head of the Middle East and North Africa Program at Chatham House. She was formerly director of the Carnegie Middle East Center in Beirut and co-founding Head of the Program on Arab Reform and Democracy at Stanford University’s Center on Democracy, Development, and the Rule of Law. Her research focuses on the international relations of the Middle East, Islamist groups and security, political transitions and foreign policy, with special attention to the Syrian conflict. She is a research associate at SOAS, was a senior research associate at the Arab Reform Initiative and lectured at Royal Holloway, University of London. She has published seven books and also written widely on public diplomacy, political communication and political participation in the Middle East. Toby Matthiesen is a Senior Research Fellow in the International Relations of the Middle East at the Middle East Centre, St. Antony’s College, University of Oxford. He was previously a Research Fellow at Pembroke College, Cambridge, and at the London School of Economics and Political Science and gained his doctorate from the School of Oriental and African Studies (SOAS). He is the author of Sectarian Gulf: Bahrain, Saudi Arabia, and the Arab Spring That Wasn't (Stanford University Press, 2013), and The Other Saudis: Shiism, Dissent and Sectarianism (Cambridge University Press, 2015). Khalid Medani is currently associate professor of political science and Islamic studies at McGill University, and has also taught at Oberlin College and Stanford University. Dr. Medani received an A.B. in development studies from Brown University (1987), an MA in development studies from the Center for Contemporary Arab Studies at Georgetown University (1994), and a PhD in political science from the University of California, Berkeley (2003). His research focuses on the political economy of Islamic and ethnic politics in Egypt, Sudan and Somalia. He has published widely on the roots of civil conflict and the funding of the Islamic movement in Sudan, the question of informal finance and terrorism in Somalia, the obstacles to state building in Iraq, and the role of informal networks in the rise of Islamic militancy. Dr. Medani has worked as a researcher at the Brookings Institution and at Stanford University’s Center for International Security and Cooperation (CISAC). He also served as a Homeland Security Fellow at Stanford University from 2006-2007, and has worked with a variety of international organizations including the United Nations Development Program (UNDP), and the UN Office of the Coordinator of Humanitarian Affairs. Dr. Medani has also served as a senior consultant for a variety of governments on issues such as the roots of Islamic militancy, the Darfur crisis, youth politics in Sudan, and electoral reforms in Morocco including the governments of the United States, the Netherlands, the United Kingdom, and Norway. Abbas Milani is the Hamid & Christina Moghadam Director of Iranian Studies and Adjunct Professor at the Center on Democracy, Development and Rule of Law at the Freeman Spogli Institute at Stanford University. He has been one of the founding co-directors of the Iran Democracy Project and a research fellow at the Hoover Institution. His expertise is U.S.-Iran relations as well as Iranian cultural, political, and security issues. Until 1986, he taught at Tehran University’s Faculty of Law and Political Science, where he was also a member of the Board of Directors of the university’s Center for International Relations. After moving to the United States, he was for fourteen years the Chair of the Political Science Department at the Notre Dame de Namur University. Farah Al-Nakib is Assistant Professor of History at California Polytechnic State University in San Luis Obispo.  She received her PhD (2011) and MA (2006) in History from the School of Oriental and African Studies in London. Her book Kuwait Transformed: A History of Oil and Urban Life (Stanford University Press, 2016) analyzes the relationship between the urban landscape, the patterns and practices of everyday life, and social behaviors and relations in Kuwait, and traces the historical transformation of these three interrelated realms in the shift from the pre-oil to oil eras. Her current research focuses on collective memory and forgetting in Kuwait, and on the Iraqi invasion and occupation of Kuwait in 1990-91.  Her articles have been published in numerous peer reviewed journals and various edited volumes. David Siddhartha Patel is the Associate Director for Research at the Crown Center for Middle East Studies at Brandeis University. His research focuses on religious authority, social order, and identity in the contemporary Arab world. He conducted independent field research in Iraq on the role of mosques and clerical networks in generating order after state collapse, and his book, Order Out of Chaos: Islam, Information, and Social Order in Iraq, is being prepared for publication by Cornell University Press. Patel has also recently written about the Jordanian Muslim Brotherhood; ISIS in Iraq; and dead states in the Middle East. He teaches courses on Middle Eastern politics, research design, and GIS and spatial aspects of politics. Before joining the Crown Center, Patel was an assistant professor of government at Cornell University. Patel received his B.A. from Duke University in Economics and Political Science and his Ph.D. from Stanford University in Political Science, where he also was a fellow at CDDRL and CISAC. He studied Arabic in Lebanon, Yemen, Morocco, and Jordan. [Back to top]

Hesham Sallam is a Research Associate at CDDRL and serves as the Associate-Director of the Program on Arab Reform and Democracy. He is also a co-editor of Jadaliyya ezine and a former program specialist at the U.S. Institute of Peace. His research focuses on Islamist movements and the politics of economic reform in the Arab World. Sallam’s research has previously received the support of the Social Science Research Council and the U.S. Institute of Peace. Past institutional affiliations include Middle East Institute, Asharq Al-Awsat, and the World Security Institute. He is editor of Egypt's Parliamentary Elections 2011-2012: A Critical Guide to a Changing Political Arena (Tadween Publishing, 2013). Thomas Serres is a lecturer in the Politics Department at UC Santa Cruz and a specialist of North African and Mediterranean politics and his scholarship focuses on questions of crisis, economic restructuring and authoritarian upgrading. His first book was published in French by Karthala in 2019. It studies the politics of catastrophization in post-civil war Algeria and is entitled Algeria and the Suspended Disaster: Managing the Crisis and Blaming the People under Bouteflika. Stacey Philbrick Yadav is Associate Professor and chair of the Department of Political Science at Hobart and William Smith Colleges. She has written extensively about Islamist-Leftist and intra-Islamist dynamics in Yemen, including Islamists and the State: Legitimacy and Institutions in Yemen and Lebanon, and was a contributor to the “Rethinking Political Islam” project at the Brookings Institution. Focusing increasingly on Yemen’s evolving war dynamics, she co-edited Politics, Governance, and Reconstruction in Yemen’s War for the Project on Middle East Political Science and the spring 2019 issue of Middle East Report devoted to the conflict. 30 years ago, communist rule ended across central Europe in a dramatic series of events ranging from Solidarity's election triumph in Poland on 4 June 1989, through the ceremonial reburial of Imre Nagy in Budapest (with a fiery young student leader called Viktor Orbán demanding the withdrawal of all Soviet troops), to the fall of the Berlin Wall and the Velvet Revolution in Czechoslovakia. Timothy Garton Ash witnessed these events and described them memorably in his book The Magic Lantern: The Revolution of '89 Witnessed in Warsaw, Budapest, Prague and Berlin.

Now he has revisited all these countries, to explore the long term consequences of the revolutions and subsequent transitions. What went right? More pressingly: What went wrong? For today, Orbán is presiding over the systematic dismantling of democracy in Hungary, the Law and Justice party in Poland is trying to follow his example, the prime minister of the Czech Republic is an oligarch and former secret police informer, while a xenophobic populist party, the AfD, is flourishing in the former East Germany. In this lecture, Garton Ash will explore the peculiar character of populism in post-communist Europe, and the considerable forces of resistance to it.
