The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Abstract
One of the biggest themes of the 21st century is interconnection -- specifically, the interconnection of people and data.  These interconnections can change everything about how we see the world, how the world sees us, and how we work together.  Where some people might see "big brother," I see empowerment -- empowerment of groups and individuals to improve quality of life and reduce our impact on the planet. 

Megan Smith oversees teams that manage early-stage partnerships, explorations and technology licensing. She also leads the Google.org team, guiding strategy and developing new partnerships and internal projects with Google's engineering and product teams. She joined Google in 2003 and has led several of the company's acquisitions, including Keyhole (Google Earth), Where2Tech (Google Maps), and Picasa. She also co-led the company's early work with publishers for Google Book Search. Previously, Megan was the CEO and, earlier, COO of PlanetOut, the leading gay, lesbian, bisexual and transgender online community. Under her leadership, PlanetOut grew tenfold in reach and revenue. Prior to that, Megan was at General Magic for six years working on handheld communications products and partnerships. She also worked in multimedia at Apple Japan in Tokyo.

Over the years, Megan has contributed to a wide range of engineering projects, such as designing an award-winning bicycle lock; working on a space station construction research project that eventually flew on the U.S. space shuttle; and running a field-research study on solar cookstoves in South America. She was also a member of the MIT-Solectria student team that designed, built, and raced a solar car in the first cross-continental solar car race, covering 2000 miles of the Australian outback. She was selected as one of the 100 World Economic Forum technology pioneers for 2001 and 2002.

Megan holds a bachelor's degree and a master's degree in mechanical engineering from MIT, where she now serves on the board. She completed her master's thesis work at the MIT Media Lab.

Summary of the Seminar
Megan Smith, Vice President, New Business Development and General Manager, Google.org., argued that greater interconnectedness achieved by information technology is a major liberating force in the world. Whether it is aiding the coordination of protests or increasing transparency of governments, the exchange of information has huge benefits. This is not a new phenomenon. In places where people have been able to exchange information easily, social progress has followed. Megan cited the example of Seneca Falls, New York where the canal system allowed for extensive communication; it became significant in both the women's rights and abolition movements.

While a large proportion of the world is benefiting from greater interconnectedness, Africa still lacks the infrastructure to take full advantage. Submarine fiber optic cables are necessary for quick and cheap internet cables and many African countries, particularly in the east, are not connected to these, relying instead on satellites. This is likely to change over the next few years, bringing great potential for further development.

The mission of Google.org is to use technology to drive solutions to global challenges such as climate change, pandemic disease and poverty. The organization was set up as part of a commitment to devote approximately one percent of Google's equity plus one percent of annual profits to philanthropy, along with employee time.  Google.org now places its strategic focus on those projects that can leverage the resources of Google staff, particularly its engineers.

Current projects that harness the power of information include:

  • Google Flu Trends: This uses aggregated Google search data to estimate flu activity up to two weeks earlier than traditional methods. This system has almost 90% accuracy in real time flu prediction and is therefore an extremely useful tool for health delivery agencies. It is now being used in 30 countries. Google is also starting to work in Cambodia to collect data around SARS.
  • Google Power Meter provides a system for consumers to understand their in-home energy use and to take steps to reducing this. The Meter receives information from utility smart meters and in-home energy management devices and visualizes this information on iGoogle (a personalized Google homepage).The premise underlying this project is that greater information is going to be crucial to tackling climate change and consumers ought to be able to be empowered to make informed decisions about their energy use.
  • Disaster relief: In response to the Haitian earthquake, a team of engineers worked with the U.S. Department of State to create an online People Finder gadget so that people can submit information about missing persons and to search the database. Google Earth satellite images have also been used to document the extent of damage.

Leonid is the Head of Humanitarian Projects at RUSNANO, a $5B Russian State Corporation of Nanotechnologies. Before the RUSNANO, Leonid was a Member of the Executive Board and Authorized Representative for the Government and NGO Relations at the RAO UES (Energy Sector) of Russia, headed, as well as RUSNANO, by Anatoly Chubais. In 1992 Leonid served as an Advisor to Egor Gaidar, then as an advisor to Anatoly Chubais, the Head of  Presidential Administration and later the Deputy Prime Minister of the Russian Federation.

 Leonid was an active participant of the democratic movement in Russia from its emergence. Since 1993  he was the member of the Democratic Choice of Russia political party, then a leading representative of the Union of Right Forces, successor of the Democratic Choice of Russia political party. Since November 2008  Leonid is co-chairman of the Right Cause Party.

In 1993 Leonid worked as a Researcher at the Woodrow Wilson International Center in Washington, D.C. and a Professor of Psychology and Russian Research at the Dickinson College, Carlisle, Pennsylvania.

Leonid graduated from the Lomonosov Moscow State University with a degree in Psychology and received his Ph.D. in 1983. Upon graduating from the university, he lectured at the Social Psychology Department at the Moscow State University, specializing in interpersonal relations and political psychology. Leonid is currently Professor of the Social Psychology Department, Moscow State University and is the author of eight books.

Peter Semmelhack, founder of BugLabs, spoke about his company's goal to make hardware as malleable as software, freeing people to create the devices that meet their needs and improve quality of life.

While the Open Source movement has enabled rapid progress in the field of software in recent years, hardware innovation lags behind. The way that hardware products come to market is time consuming and expensive for all.  A number of factors mean that only big multinational players tend to be able to survive in this space:

  • Research and development and distribution of mass market products is an extremely expensive process
  • The upfront investment required to develop a new product is very high: typically it takes one year and a million dollars to produce just one prototype
  • To get a high enough price point you have to produce at a very large scale
  • Average returns tend to diminish significantly after about two years

However, there are big opportunities outside of mass market products, Peter argues. In the areas of healthcare and energy management, for example, there are niche markets for products with very specific uses. If an efficient platform could be used to develop these niche products, there are potentially as many gains in the ‘long tail' of the electronics market as in the mass market products such as DVD players and mobile phones.

Bug Labs provides an open source, modular system for hardware that enables businesses and individuals to innovate in a way that is affordable. Bugmodules, which include GPS, 3G, speakers and motion sensors, are designed to be clicked together to build new products with unique combinations of functionality. This approach frees individuals to start creating the specific gadgets they need in a low cost, efficient way.  Users can then add to their device any number of online applications created and shared by the BUG Community.

The BUG system can also be used to create products with specific social uses. For example, BUG4good is a handheld device designed to enable human rights workers to capture material (video, photograph etc) in such a way that it can be used as official evidence in the courts in Geneva. With total demand of just a few hundred units, this is not a market a large technology company would be likely to serve.

Rajan Menon is the Monroe J. Rathbone Professor of International Relations at Lehigh University. He was an Academic Fellow and Senior Advisor at the Carnegie Corporation of New York for two years, where he played a key role in developing the Corporation's Russia Initiative. Dr. Menon was also a Senior Fellow at the Council on Foreign Relations and as Director for Eurasia Policy Studies at the Seattle-based National Bureau for Asian Research. He is the author of Soviet Power and the Third World (Yale University Press, 1986) and co-editor of Limits to Soviet Power (Lexington Books, 1989). He is a regular contributor to the Los Angeles Times and has also written for The Financial Times, The Chicago Tribune, Newsweek, Foreign Affairs, The National Interest, Newsday, and World Policy Journal, among other publications. Dr. Menon received his doctorate in political science from the University of Illinois at Urbana-Champaign.

Dr. Menon's latest book, The End of Alliances, was published by Oxford University Press in 2007. He is working on his next book, Hubris: The Anatomy of Military Disasters. Dr. Menon's other areas of research and writing include Russian politics and foreign policy; the international relations of Central Asia, the South Caucasus, South Asia, and the Asia-Pacific; energy development in the Caspian Sea zone; security issues in Asia; globalization, and the comparative study of empires.

Leif Wenar is Chair of Ethics at King's College London.

After earning his Bachelor’s degree in Philosophy from Stanford, he went to Harvard to study with John Rawls, and wrote his dissertation on property rights with Robert Nozick and T.M. Scanlon.

Leif Wenar works in moral, political and legal theory. His most abstract theoretical work concerns the nature and justification of rights. Most of his scholarly writings have focused on the work of John Rawls. Much of his current research focuses on international issues such as war, human rights, severe poverty, development aid, and inequalities among nations.  He has recently written on the global trade in natural resources such as oil and diamonds, and how to stop the damaging effects of the "resource curse." Most of his published work is available online at  wenar.info.

He has been a Visiting Professor and a Fellow at the Princeton University Center for Human Values, a Fellow of the Center for Ethics and Public Affairs at The Murphy Institute of Political Economy, and a Fellow of the Program on Justice and the World Economy at The Carnegie Council on Ethics and International Affairs.

  • The main policy proposals in the project can be gotten from sections 1-14, skipping the 'Question' sections. (These sections cover the material in "Property Rights and the Resource Curse"; if you've read that article you'll not miss too much by skipping these sections.)
  • The final section, A14, tries to build on Seema's excellent work on loan sanctions;
  • Sections 7, 8, 9, and A13 touch on the issues of the standards for
    disqualifying regimes from selling resources/accessing credit, and the
    agencies that could rule on whether these standards have been met.
