India’s right to information movement had tremendous success in making strategic use of transparency for securing government accountability. Thanks to this success, demanding and disseminating information are among the most used tools in the work of activist organizations in the country today. Public records are typically demanded on paper and disseminated manually, making the process costly and slow. Over the last few years, governments have started making relevant information available online.

Abstract
I will discuss an ambitious project by the Program on Liberation Technology to fight corruption with mobile phones. The project is being designed with partners in four states of India on issues such as education, health and social protection for some of the most vulnerable communities in India.  The project has started at a time when technology for transparency and accountability projects have come under increasing scrutiny. For example, a series of papers have questioned if transparency has an impact in improving accountability, and thus have raised questions on the very premise of such projects.  Similarly, the Open Data movement succeeded in getting data in the public sphere but most datasets are languishing with no takers.  He will discuss what these studies mean for the project, and some insights from it on designing technologies for transparency and accountability.

I joined the Liberation Technology Program as the Manager in February 2011 after completing my Ph.D. in Social Sciences from the Maxwell School of Syracuse University. Prior to this, I worked with campaigns on various socio-economic rights in India, including the right to food, education and the right to information. Based on these experiences I have written (and co-authored) extensively on issues surrounding the right to food, including Notes from the right to food campaign: people's movement for the right to food (2003), Rights based approach and human development: An introduction (2008), Gender and the right to food: A critical re-examination (2006), Food Policy and Social Movements: Reflections on the Right to Food Campaign in India (2007).

In working with these campaigns, I realised the widespread disparities in the provision of basic public services in India. This led me examine how Tamil Nadu, a southern Indian state, developed extensive commitment to providing such services to all its residents in my doctoral dissertation.  Currently, I am expanding this work by looking at the dynamics behind the provision of public services across Indian states.

As a full-time activist, I also experimented with various IT platforms to make the campaigns effective. This interest brought me to the Liberation Technology Program at Stanford.  At the Liberation Technology Program, I am initiating projects relating to the use of technology to promote greater transparency and accountability in governments. My broader interests include collective action for socio-economic rights, the use of technology for public action, development studies and South Asian politics.

Arabs and Israelis: Conflict and Peacemaking in the Middle East is a new, ground-breaking textbook on the history of the Arab-Israeli conflict. It is the first on this hyper-sensitive subject to have been team-written by a Palestinian, an Israeli, and an Egyptian representing a broader Arab perspective: The book presents competing narratives that the different parties have developed and adopted with respect to the conflict's various milestones and provides a toolbox for analyzing past, current and future developments in the conflict and in the efforts to resolve it.

At the CDDRL seminar, two of the book's three authors, Shai Feldman and Khalil Shikaki will address the challenges associated with teaching the Arab-Israeli conflict and the manner in which they suggest overcoming these challenges. In addition, they will share what insights they gain from the historical record of the efforts to resolve the Arab-Israeli conflict when assessing the likely prospects of the most recent attempt to end the Palestinian-Israeli conflict, launched and orchestrated by Secretary of State John Kerry.

Shai Feldman is the Judith and Sidney Swartz Director of the Crown Center for Middle East Studies and Professor of Politics at Brandeis University. Prof. Feldman is also a Senior Fellow and a member of the Board of Directors of Harvard University’s Belfer Center for Science and International Affairs where he serves as Co-Chair of the Middle East Security Project. In 1997-2005, he was Head of the Jaffee Center for Strategic Studies at Tel Aviv University and in 2001-2003, he served as a member of the UN Secretary General’s Advisory Board on Disarmament Matters. Educated at the Hebrew University in Jerusalem, Prof. Feldman was awarded his Ph.D. by the University of California at Berkeley in 1980.

Prof. Feldman is the author of numerous publications. These include five books: Israeli Nuclear Deterrence: A Strategy for the 1980s (New York: Columbia University Press, 1982); The Future of U.S.-Israel Strategic Cooperation (Washington D.C.: The Washington Institute for Near East Policy, 1996); Nuclear Weapons and Arms Control in the Middle East (Cambridge: MIT Press, 1997); Bridging the Gap: A Future Security Architecture for the Middle East (Lanham, Maryland: Rowman & Littlefield, 1997 – with Abdullah Toukan (Jordan); and, Track-II Diplomacy: Lessons from the Middle East (Cambridge: MIT Press, 2003 – with Hussein Agha, Ahmad Khalidi, and Zeev Schiff).

Khalil Shikaki is a professor of political science and director of the Palestinian Center for Policy and Survey Research in Ramallah. Since 2005 he has been a senior fellow at the Crown Center for Middle East Studies at Brandeis University. He earned his PhD in Political Science from Columbia University in 1985, and taught at several Palestinian and American universities. Between 1996-99, Prof. Shikaki served as the dean of scientific research at al Najah University in Nablus. Since 1993 he has conducted more than 200 polls among Palestinians in the West Bank and the Gaza Strip and, since 2000, dozens of joint polls among Palestinians and Israelis.

He is the co-author of the annual report of the Arab Democracy Index. His recent publications include “The future of Israel-Palestine: a one-state reality in the making,” NOREF Report, May 2012; "Coping with the Arab Spring; Palestinian Domestic and Regional Ramifications," Middle East Brief, no. 58, Crown Center for Middle East Studies, Brandeis University, December 2011; Public Opinion in the Israeli-Palestinian Conflict: The Public Imperative During the Second Intifada, with Yaacov Shamir, Indiana University Press, 2010.

Abstract: 

Do human rights institutions work? To answer this question we examine the effect of these institutions on two kinds of outcomes: physical integrity rights (freedom from torture, government-sponsored killing, political imprisonment, and the like) and civil and political rights (freedoms of speech, assembly, movement, and religion, as well as voting and workers' rights). Our analysis covers up to 143 countries, including some of the world's worst abusers, over the period 1981 to 2004. We arrive at two main conclusions. First, national human rights institutions improve physical integrity outcomes but not civil and political rights practices. This finding reflects a greater worldwide focus on extreme violations such as torture, but also points to widespread resistance among non-Western governments to "Western" civil and political rights standards. Second, we find that time matters: the establishment of a human rights institution contributed initially to greater reports of physical integrity abuses, but practices improved significantly after only four or five years. These institutions shine a bright spotlight on countries negative practices, making it more likely that abuses are detected and cataloged. Over time, however, they help to curb egregious human rights violations. Our findings suggest that human rights institutions are not just futile exercises in governmental hypocrisy; rather, they work to improve human rights practices regardless of the intent of governments.

Francisco Ramirez is Professor of Education and (by courtesy) Sociology at Stanford University where he is also the Associate Dean for Faculty Affairs in the Graduate School of Education. His current research interests focus on the rise and institutionalization of human rights and human rights education, on the worldwide rationalization of university structures and processes, on terms of inclusion issues as regards gender and education, and on the scope and intensity of the authority of science in society. His comparative studies contribute to sociology of education, political sociology, sociology of gender, and sociology of development. His work has contributed to the development of the world society perspective in the social sciences. Ramirez received his BA in social sciences from De La Salle University in the Philippines and his MA and PhD in sociology from Stanford University.

Wade Cole is Assistant Professor of Sociology at the University of Utah. His current work focuses on (1) the impact of global human rights norms, treaties, and institutions on a range of country-level practices including bodily integrity rights, civil and political rights, labor rights, women’s rights, racial discrimination, measures of wellbeing, and governmental redistributive efforts; and (2) the rise and possible demise of minority-serving and women’s colleges in the United States, with an interest in how the varied and often contradictory ways that African Americans, American Indians, Hispanics, and women were incorporated into the American polity shaped the emergence, development, and purposes of postsecondary institutions catering to these groups. Cole holds a BA in political science from Western Washington University and a PhD in sociology from Stanford University.

Abstract
The global spread of mobile phones has led to several technology explorations for social impact. How can we design human-centered solutions for socio-economic development that are locally relevant and meaningful, ensuring they get used and have impact? In this talk, I will present two research studies from designing and deploying technologies for social impact in India and Ghana. In the first half, I will discuss how we designed and deployed a phone audio broadcasting system for microfinance and health reminders for a urban sex worker community in India (work with Microsoft Research India). I'll discuss how we built trust, protected privacy, built design principles based on our ethnographic research, and share our lessons learned from designing and evaluating the system for a hard-to-reach user group.
 
In the second half, I will discuss the design and evaluation of a mobile Internet tool to make data usage information transparent, called SmartBrowse (work with Google.org). In emerging economies, mobile data is on the rise, but is particularly expensive. I'll share our design journey from creating mobile data transparency concepts to deploying and evaluating the tool with 300 Android users for 10 weeks in a university in Ghana, including findings such as how SmartBrowse led to a significant reduction in Internet credit spend and increased online activity, and lessons learned from running a large-scale trial.
 
 
Nithya Sambasivan is a User Experience Researcher at Google.org, where she researches technologies for social impact. Nithya has a Ph.D in Informatics from University of California, Irvine; her dissertation focussed on researching and designing human-centered technologies for socio-economic development among slum communities, sex workers and microenterprises. She also has a Masters in Human Computer Interaction from Georgia Institute of Technology and has interned at Microsoft Research India, IBM Watson Research and Nokia Research Center.

Abstract:


Prior work on colonialism has shown that colonial institutions can influence modern developments outcomes, but has not examined the distributional effect of colonialism within societies. This chapter examines how the strategic goals of the colonial state altered the distribution of wealth across Indian caste groups, and how these differences have persisted into the post-independence period. Colonial administrators were only likely to transfer formal or informal power to the precolonial elite if they were secure militarily. This theory is tested using an empirical strategy that uses European wars as an exogenous determinate of colonial military stress. In areas annexed at times of European war, precolonial elites have low levels of wealth today relative to other groups, while in areas annexed at times of peace in Europe precolonial elites retain a more substantial economic advantage. The results highlight the variable impact of colonialism within societies, the strategic nature of colonial policy choices, and the long term consequences of colonial conquest. 

Speaker bio:

Alexander Lee's research focuses on the historical factors governing the success or failure of political institutions, particularly in South Asia and other areas of the developing world. His dissertation examined the ways in which colonialism changed the distribution of wealth in Indian society, and the ways in which these changes affected the development of caste identities. Additional research areas include the study of colonialism and European expansion in a cross- national perspective, and the causes of political violence, especially terrorism. His work has been published in World Politics and the Quarterly Journal of Political Science. Alex earned his PhD from Stanford in 2013. Abstract
To what extent can information and technology be used to eliminate government corruption? In this talk, I examine an ambitious "open governance" experiment by the South Indian state of Andhra Pradesh in the use of Information and Communication Technologies (ICT) within a bureaucracy to reduce corruption. In this talk, I examine attempts of the state in achieving transparency through intra-state surveillance using technologies and by creating a hybrid state-civil society institution to involve beneficiaries to openly inspect formerly closed government records through a process of "social audits". While, acknowledging that endemic corruption that tends to happen in the local "last mile" of such schemes have reduced, I show how local bureaucrats and politicians also discovered ways to subvert these efforts of control. My work suggests that the future of such informational transparency government programs lies in recognizing that the move towards "openness" is more of a political project than a technological and bureaucratic one that needs wider participation from those it intends to benefit.

 Rajesh Veeraraghavan is a Ph.D. candidate at U.C. Berkeley’s School of Information. Prior to his doctoral work, he was an associate researcher at Microsoft Research, India, where his work focused on building appropriate technologies for agriculture. In his past, he worked as a software developer at Microsoft in the US for several years. He has volunteered for the non-profit Association for India's Development in the US for a decade. Veeraraghavan holds a Master's degree in Computer Science from Clemson University, Master's degree in Economics from Cleveland State University, and Bachelor's degrees in Economics and Management from Birla Institute of Technology & Science, Pilani, India.

The Liberation Technology Seminar Series is set to continue this fall with a remarkable set of speakers. The series debuts on Thursday, September 26, 2013 and will continue until December 5, 2013. The last season focused on domestic issues given the debates around SOPA and the use of technology in the U.S. Presidential elections. This emphasis this fall will be tilted towards international initiatives. 

The series will begin with Canada’s effort at direct diplomacy with people abroad using technology and move on to crowd-souring of a law by the Parliament of Finland. Talks will also cover the political impact of the internet in Malaysia, a review of the world’s most ambitious open government project by a state government in India, and an ambitious Stanford project to bring design thinking to accountability projects internationally. On the domestic front, we have timely presentation on mass surveillance in the United States and a discussion on Code for America’s initiatives to build civic engagement by coders. Finally, we are set to have a look at the history of information technology in social initiatives by our own Terry Winograd who retired from the Department of Computer Science last year. 

Students can take this as a one credit course by attending at least seven out of the ten seminars. The course is listed as CS 546 / POLISCI 337S.

Technology, accountability and democracy in South Asia and beyond

Over the last few years, there has been unprecedented focus on corruption and accountability across South Asia.  Accountability movements have resulted in a variety of initiatives including special monitoring bodies, transparency laws, monitoring mechanisms, judicial reforms and refining government processes.  These initiatives bring different understandings of problems and approaches, with varied strengths and weaknesses.  Despite these differences, they are increasingly converging on the use of technology to augment a growing set of accountability strategies.

The availability of new devices, the power of the Internet, the reach of mobile phones, and citizen activism give us reason to believe that the use of technology has real promise in advancing the accountability agenda. Yet the claim of technology’s promise is not without its critics. The use of technology has created new avenues for corruption despite claiming to combat it. Technologies rolled out in the name of advancing citizenship also create avenues for greater surveillance and disenfranchisement.  Many initiatives are not controversial, but their effectiveness is yet to be evaluated rigorously. Finally marginalized people, who need tools for accountability more than anyone else, have significantly lower levels of engagement with it.  The promises and problems of technology’s relationship with accountability require closer examination.

This conference proposes to bring together people who are engaged in these questions as activists, officials, academics and innovators to examine how technology is currently being used for accountability projects and to build meaningful platforms for the future. We specifically seek to bring together people with experience in accountability movements (with or without the use of technology), young innovators and researchers in order to promote rich multidisciplinary conversation and to build new collaborations.

One of the most persistent criticisms of technology for democracy projects is that they focus heavily on the tools without paying attention to the complexity of their use and the fact that accountability is a political project steeped in power relations.  In order to ensure that technical imagination goes hand in hand with a sophisticated understanding of the problems and strategies necessary to make technology a tool for progressive change, we propose to invite seasoned civil society activists and leaders from the government who have had a successful track record in managing positive change to meet individuals who are just beginning to consider technology as a response to the same problems. The conference will thus foster an exchange of ideas between innovators and experienced activists so that innovators can share their tools and experiences while also deepening their understanding of technology’s relevance and challenges for potential uses on the ground.  In turn, experienced political, social and economic leaders will gain ideas on how elements of technology can be introduced into in their work.  With this in mind, the conference format provides for opportunities to learn about technology projects, meet with platform creators, and participate in workshops to gain tools suitable for diverse campaign needs. 

The conference will be based on four broad themes: (1) Citizen activism for free and fair elections (2) Combatting “last-mile” corruption in public services (3) Gender, technology and accountability and (4) Building safeguards around India’s Aadhar project.  For further details including application, please download the call for papers here.
