Stephen D. Krasner, the Graham H. Stuart Professor of International Relations, and senior fellow at the Freeman Spogli Institute for International Studies (FSI) and the Hoover Institution, has been named deputy director of FSI, announced FSI Director Coit D. Blacker, the Olivier Nomellini Professor in International Studies. Larry Diamond, a senior fellow at FSI and the Hoover Institution, and professor, by courtesy, of political science and sociology, has been named director of FSI's Center on Democracy, Development, and the Rule of Law (CDDRL).

Krasner succeeds political science Professor Michael McFaul, former deputy director of FSI and CDDRL director, who has joined the Obama administration as special assistant to the president for National Security Affairs and senior director for Russian and Eurasian Affairs at the National Security Council.  Diamond will direct CDDRL while McFaul is on leave.

"We are delighted that Steve Krasner and Larry Diamond are assuming these leadership roles at this dynamic time in FSI's growth and development," said Blacker. "Steve and Larry's exemplary scholarship, research, and teaching, and their passionate commitment to the expansion of democracy and good governance, are a wellspring of inspiration to Stanford faculty and students, and to current and aspiring leaders the world over."

Krasner served as deputy director of FSI and CDDRL director from January 2003 to January of 2005. He then served as director of policy planning at the U.S. Department of State from February 2005 through April of 2007. In that role, Krasner was the driving force behind foreign assistance reform designed to more effectively target American foreign aid. He was also involved in activities related to the promotion of good governance and democratic institutions around the world.

Among extensive publications, Krasner is the author of Defending the National Interest: Raw Materials Investment and American Foreign Policy (1978), Structural Conflict: The Third World Against Global Liberalism (1985), and Sovereignty: Organized Hypocrisy (1999). Publications he has edited include Problematic Sovereignty: Contested Rules and Political Possibilities (2001). He taught at Harvard and UCLA before coming to Stanford in 1981.

Krasner received a BA in history from Cornell University, an MA in international affairs from Columbia University, and a PhD in political science from Harvard. He is a fellow of the American Academy of Arts and Sciences and a member of the Council on Foreign Relations.
Diamond is the founding coeditor of the Journal of Democracy, the co-director of the International Forum for Democratic Studies of the National Endowment for Democracy, and has been coordinating CDDRL's democracy program. His newest book, The Spirit of Democracy: The Struggle to Build Free Societies Throughout the World (Times Books, 2008), explores the sources of democratic progress and stress and the prospects for future democratic expansion.

Diamond's other published works include Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq (Times Books, 2005), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1998).

In May 2007, Diamond was named "Teacher of the Year" by the Associated Students of Stanford University for teaching "that transcends political and ideological barriers." At Stanford Commencement ceremonies in June 2007, he was honored with the Dinkelspiel Award for Distinctive Contributions to Undergraduate Education and cited, inter alia, for "the example he sets as a scholar and public intellectual, sharing his passion for democratization, peaceful transitions, and the idea that each of us can contribute to making the world a better place."

Diamond received a BA, MA and PhD from Stanford, all in sociology.

Krasner and Diamond are part of the distinguished Stanford faculty group who lead the Draper Hills Summer Fellows on Democracy and Development Program each summer, which brings to Stanford some 30 rising leaders from major transitioning countries such as Russia, Iran, Iraq, Pakistan, Afghanistan, Nigeria, and Kenya to examine and foster linkages among democracy, sustainable economic development, and good governance.

Has the Internet democratized American politics? Did the Internet phenomenon Democracy 2.0 elect Barack Obama? Program on Global Justice Director Joshua Cohen, professor of law, philosophy, and political science, offers his perspective that despite conventional wisdom, the Internet was not, in fact, responsible for putting a Democrat in the White House this election cycle.

At the Information Technology and the Public Good conference hosted by Google and Microsoft from February 28 to March 1, and put on by the American Academy of Arts and Sciences, Joshua Cohen insisted that, despite conventional  wisdom, the Internet was not, in fact, responsible for putting a Democrat in the White House this election cycle.

Before the democracy promotion efforts of Iraq or Afghanistan in the early 21st century, there was the Soviet Union in the late 20th century. For much longer, and with much greater capacity than Saddam Hussein’s regime or the Taliban, the Soviet regime threatened the United States. The destruction of the Soviet regime and the construction of a pro-Western, democratic regime in its place, therefore, was a major objective of American foreign policy. Some presidents pursued this goal more vigorously than others: Nixon cared less, Reagan rather more. Yet, even during the height of Nixonian realism, Senator Jackson and Congressman Vanik made sure that the human rights of Soviet citizens were not ignored. Containment of Soviet power always remained a primary objective of U.S. policy, but democratic change inside the USSR survived as a hope, if not a policy goal for most of this period. Some administrations even devoted real resources and strategic thinking to the issue. Perhaps most boldly, President Reagan launched his strategic defense initiative in part to push the Soviet regime into bankruptcy.

The post-World War II fabric of global security, designed and maintained by the United States, has dangerously frayed. Built for a different age, current international institutions are ill-equipped to address today's most pressing global security challenges, ranging from climate change and nuclear proliferation to civil strife and terrorism.

Revitalizing the institutions of cooperation will require a new conceptual foundation for global security. The "national sovereignty" of the twentieth century must give way to "responsible sovereignty"-a principle requiring nations not only to protect their own people, but also to cooperate across borders to safeguard common resources and tackle common threats. Achieving this will require American leadership and commitment to a rule-based international order.

In Power and Responsibility Bruce Jones, Carlos Pascual, and Stephen Stedman provide the conceptual underpinnings for a new approach to sovereignty and cooperation. They present ideas for the new U.S. administration, working with other global powers, to promote together what they cannot produce apart-peace and stability. Recommendations follow more than a year of consultations with policymakers and experts all over the world. They reflect the guidance of the Managing Global Insecurity Project Advisory Group, composed of prominent figures from the United States and abroad. They call for the new president and key partners to launch a 2009 campaign to revitalize international cooperation and rejuvenate international institutions.

As Washington prepares for a presidential transition, the time has arrived for a serious rethinking of American policy. For the United States, this is no time to go it alone.

Stanford political science Professor Michael McFaul has been tapped by President Barack Obama to serve as special assistant to the president for National Security Affairs and senior director for Russian and Eurasian affairs at the National Security Council.

McFaul, who has been deputy director of Stanford's Freeman Spogli Institute for International Studies and director of its Center on Democracy, Development and the Rule of Law, was a senior adviser on Russia and Eurasia during Obama's campaign, and he continued to advise on foreign policy issues during the transition. He now joins the National Security Council headed by retired Marine Gen. James L. Jones.

"President-elect Obama was fortunate to have the benefit of Mike's counsel on a range of vital issues during the campaign—including dealing with a resurgent Russia," said Freeman Spogli Institute Director Coit D. Blacker, the Olivier Nomellini Professor in International Studies. "Now, from the White House, the president can call on Mike's expertise and experience in the region to build more constructive relationships with Russia, Eurasia and our allies across a broad strategic front."

McFaul is an expert on U.S. foreign policy, U.S.-Russian relations, political and economic reform in the post-communist world and democracy promotion. He is the author and editor of numerous books, including Revolution in Orange: The Origins of Ukraine's Democratic Breakthrough, which he co-edited with Anders Aslund; Between Dictatorship and Democracy: Russian Postcommunist Political Reform, which he wrote with Nikolai Petrov and Andrei Ryabov; and After the Collapse of Communism: Comparative Lessons of Transitions, which he edited with Kathryn Stoner-Weiss, a senior research scholar at the Center on Democracy, Development and the Rule of Law.

McFaul is a non-resident senior associate of the Carnegie Endowment for International Peace. He serves on the editorial boards of Current History, Journal of Democracy, Demokratizatsiya, Perspectives on European Politics and Society, Post Soviet Affairs and the Washington Quarterly. He has served as a consultant for numerous companies and government agencies and has testified before Congress on U.S.-Russian relations.

McFaul, the Peter and Helen Bing Senior Fellow at the Hoover Institution, is a frequent commentator on international politics and American foreign policy in the national and international media. He has appeared on all major television and radio networks, and his opinion pieces have appeared in the New York Times, Washington Post, Wall Street Journal, Los Angeles Times, New Republic, International Herald Tribune and Moscow Times.

McFaul earned bachelor's degrees in international relations and Slavic languages and literatures and a master's degree in Russian and East European studies from Stanford in 1986. He was awarded a Rhodes Scholarship and completed a doctorate in international relations at Oxford in 1991.

Scott Rozelle is the Helen F. Farnsworth Senior Fellow in the Freeman Spogli Institute for International Studies. Dr. Rozelle received his BS from the University of California, Berkeley; and his MS and PhD from Cornell University. Before arriving at Stanford, Rozelle was a professor at the University of California, Davis (1998-2000) and an assistant professor in the Food Research Institute and Department of Economics at Stanford University (1990-98). Currently, he is a member of the American Economics Association, the American Agricultural Economics Association, the International Association for Agricultural Economists, the Asian Studies Association, and the Association of Comparative Economics. He also serves on the editorial board of Economic Development and Cultural Change, Agricultural Economics, Contemporary Economic Policy, China Journal, and the China Economic Review.

Dr. Rozelle's research focuses almost exclusively on China and is concerned with three general themes: a) agricultural policy, including the supply, demand, and trade in agricultural projects; b) the emergence and evolution of markets and other economic institutions in the transition process and their implications for equity and efficiency; and c) the economics of poverty and inequality.

In the past several years, Dr. Rozelle's papers have been published in top academic journals, including Science, Nature, American Economic Review, and the Journal of Economic Literature. He is fluent in Chinese and has established a research program in which he has close working ties with several Chinese collaborators and policymakers. He is the chair of the International Advisory Board of the Center for Chinese Agricultural Policy; a co-director of the Agricultural Issues Center (University of California); and a member of Stanford's new Food, Security, and the Environment Program.

Reckoning with the Past:  Truth, Justice and Reconciliation in Asia

Is it possible to come to terms with the violent past and foster reconciliation with former foes, what are the obstacles and how can they be overcome? These are some of the questions we are asking in the "Divided Memories and Reconciliation" project. This colloquia will bring several scholars to Stanford to discuss the ‘history problem' in a series of lectures analyzing the ways in which past conflict has or has not been addressed and resolved in contemporary Asia. Examining issues of memory and forgetting, guilt and innocence, apology and restitution from diverse social science perspectives, our speakers investigate the handling of the violent past both within and between countries in contexts ranging from international diplomacy to the broadcast media to mass education.

In November of 2008, the head of the Japanese air self defense force, General Tamogami Toshio, resigned in a swirl of controversy over an essay he wrote entitled "Was Japan An Aggressor Nation?" The essay argued that Japan's seizure of Korea and of northern China was a legal act and that it had pursued a moderate policy of modernization in its colonial rule of Korea, Taiwan and Manchuria, superior to the colonial rule of the Western imperial  powers. General Tamogami also argued, in his published essay, that Japan's war with the United States was a result of being "ensnared in a trap that was carefully laid by the United States to draw Japan into a war." What is the story behind this controversial incident? What does it mean when a senior Japanese military officer holds such views of the wartime past? What are the implications of this for Japan's security relations with its neighbors and the United States?
