Pamela Constable is the deputy foreign editor of The Washington Post. Previously she covered South Asia for The Washington Post for several years from April 1999, with extensive coverage of Afghanistan as well as both India and Pakistan.n She continues to visit and report from Afghanistan.

Before arriving in New Delhi in 1999, Constable worked for The Post from 1994 to 1998 covering immigration and Hispanic affairs in the Washington area, and reported from Honduras, El Salvador, Haiti and Cuba.

Prior to joining The Post, Constable worked for The Boston Globe as deputy Washington bureau chief and foreign policy reporter from June to September 1994. From 1983 until 1992, she was The Globe's roving foreign correspondent, Latin America correspondent and diplomatic correspondent. During this time she reported from Haiti, Chile, Peru, Argentina, Cuba, Colombia, El Salvador, Nicaragua, Mexico, South Korea, the Philippines, the Soviet Union and Brazil, as well as in Washington.

Her latest book is Fragments of Grace: My Search For Meaning in the Strife of South Asia. She is the co-author with Arturo Valenzuela of A Nation of Enemies: Chile Under Pinochet and has written articles for Foreign Affairs, Foreign Policy, Current History and other publications. She was awarded an Alicia Patterson Fellowship in 1990 and the Maria Moors Cabot Prize for coverage of Latin America in 1993. Constable is a member of the Council on Foreign Relations. She received a B.A. from Brown University.

The central question I want to address is: What is being constructed in El Salvador? Is it what I have elsewhere labeled a "hybrid regime?" Is it a democradura, that is, a "hard" democracy, or a dictablanda, a form of "soft" authoritarian rule? Is it, perhaps, a full-blown, consolidated democracy?

How do we characterize the nature of the Salvadoran transition?

The type of transition matters a great deal. This may seem obvious to many people, but it goes against the arguments of some who claim that the type of transition from authoritarian rule has no lasting effects. Some scholars have maintained that it doesn't matter how countries "transition" to another regime type because, after 10 or 15 years, the results tend to be similar. I do not believe this is correct; El Salvador illustrates why.

How can external actors - governments, regional organizations, the United Nations, financial institutions, nongovernmental organizations - affect the process of democratic transition and consolidation? In Beyond Sovereignty, leading scholars and policy experts examine the experiences of a variety of Latin American nations and the relevant characteristics of intergovernmental and nongovernmental organizations to draw lessons that can be applied globally.

The contributors begin by discussing evolving views of sovereignty, democracy, and regional security. They review the past efforts and present capacity of various international organizations - the United Nations, the Organization of American States, external financial institutions, and transnational nongovernmental organizations - to further efforts to deepen democracy. They also offer case studies of how these organizations related to democratic development in Chile, El Salvador, Haiti, and Peru.

The last section applies lessons learned to two problematic regimes: Cuba and Mexico. This timely and useful collection will be of interest to all who study democratic transition and consolidation, comparative politics, Latin American politics, international organizations, and international relations more generally.

"Concern over democracy's uncertain prospects inspired the project that culminates in this volume. Two assumptions shaped the collective effort of its contributors: one, that external actors can contribute to the defense and enhancement of democracy, and two, that tolerance for such external action has increased dramatically--even measures that would once have been widely condemned as impermissible intervention are acquiring a remarkable aura of legitimacy. An increase in tolerance is least marked, however, for unilateral action of a coercive nature, which in the Western Hemisphere usually means action that the Unites States has taken on its own initiative."

The war in El Salvador is over. On January 16, 1992, in Mexico Citys ornate Chapultepec Castle the government of President Alfredo Cristiani and the rebel Farabundo Martí National Liberation Front (FMLN) formally signed a comprehensive peace treaty, putting an end to 12 years of conflict.

As 1992 began, the scene of Americas most prolonged military involvement since Vietnam presented images unimaginable just a few months before. In Mexico City, after unexpectedly signing the peace agreement in person, President Cristiani strode across the podium to shake hands with all five FMLN commanders as participants on both sides cried openly. In El Salvador a sea of FMLN flags filled San Salvadors Civic Plaza in front of the Metropolitan Cathedral, where the army once massacred political dissidents; the cathedral itself was draped with an enormous banner of the assassinated Archbishop Oscar Arnulfo Romero. A ceremony held to observe the commencement of the formal ceasefire was especially poignant: army officers and rebel commanders stood together at attention to sing the Salvadoran anthem on a dais decorated with the flags of El Salvador, the ruling Nationalist Republican Alliance (ARENA) and the FMLN. The rival commandants then accompanied President Cristiani to light an eternal flame in commemoration of the more than 75,000 Salvadorans who died in the tiny countrys war.
