A specialist on democratic development, Professor Diamond is studying public opinion in Taiwan, where he will serve as an official observer of the parliamentary election. Thomas Gold, Professor of Sociology, University of California, Berkeley A specialist on the democratic transition in Taiwan, Professor Gold is the author of "The Waning of the Kuomintang State on Taiwan," in State Capacity in East Asia. He will be an official observer of Taiwan's parliamentary elections. Taiwan politics were turned upside-down in March 2000, when the Kuomintang was defeated in the presidential election, ending 55 years of one-party rule. Now, polls show the KMT is likely to lose its parliamentary majority in the December 2001 elections, a development which would dismay Beijing, sideline one of Asia's oldest political movements, trigger profound realignments in Taiwan's internal politics, and transform relations between Taiwan, China, and the United States. The election results and their implications will be discussed in a roundtable discussion with the three panelists. A buffet lunch will be served.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.

September's attacks initiated a new era of world politics. As Washington scrambles to build its antiterror coalition, it may be tempted to overlook the antidemocratic excesses of its partners. But this would be a mistake, especially when it comes to Russia. Fortunately, recent poll data reveal an unlikely American ally: the Russian masses, who have grown fiercely democratic and will resist any slide toward autocracy.

The Bush administration has right stated that we are and must be prepared to use the full arsenal of our defense capabilities to respond to the heinous acts of terrorism directed against the United States and the world on 11 September 2001. President Bush clearly stated that the use of military force will be a part of our campaign to fight terrorism and defend our homeland. Administration officials also cautioned Americans not to expect a massive military response but rather a longer, and at times invisible, diplomatic and financial campaign aimed at crippling terrorists. This is an astute, but incomplete, use of U.S. force.

More distance than a decade ago might be healthy for the bilateral relationship. Too much distance will be dangerous."

A one-day conference organized by Shorenstein APARC brought together 110 distinguished participants from India, the United States, Israel, Taiwan, Europe, and Latin America. The program's objective was to inform and educate India's IT policymakers and practitioners on India's enabling environment with respect to regulation, governance, access to capital, and technological capabilities. The post-Cold War world is divided into two worlds - a liberal core and a realist periphery. The core and the periphery, however, are not permanently divided, and their interaction in Europe is particularly dynamic. In general, the core powers - led by the United States - have moved to expand their zone of peace and prosperity eastward. And while Russia should (and often says it does) feel threatened by this eastern expansion, Moscow has generally pursued a policy of integration with the West for the last decade.

Dennis Harter is a career member of the Senior Foreign Service and a Foreign Service Officer (since 1966) specializing in Asian Affairs. From 1968-1970, he served as a district senior advisor in the Mekong Delta, then as deputy director for Vietnam, Laos, and Cambodia Affairs in the late 1970s. He has served as director of Burma, Cambodia, Laos, Thailand, and Vietnam Affairs during the period of normalization of relations with Vietnam, and as deputy chief of Mission (Deputy Ambassador) from August 1997 to the present. He also served in Hong Kong twice; in Taiwan and Indonesia, and was Consul General in Guangzhou, People's Republic of China from 1989-1993.

For almost two centuries, Americans expected that their public schools would cultivate the personal, moral, and social development of individual students, create citizens, and bind diverse groups into one nation. Since the 1980s, however, a new generation of school reformers has been intent on using schools to solve the nations economic problems. An economic justification for public schoolsequipping students with marketable skills to help the nation compete in a global, information-based workplaceoverwhelmed other historically accepted purposes for tax-supported public schools.

Private sector management has become the model for public school systems as schools and districts are downsized, restructured, and outsourced. Recent reform proposals have called for government-funded vouchers to send children to private schools, the creation of self-governing charter schools, the contracting of schools to private entrepreneurs, and the partnerships with the business community in promoting new information technologies. But if there is a shared national purpose for education, should it be oriented only toward enhancing the countrys economic success? Is everything public for sale? Are the interests of individuals or selected groups overwhelming the common good that the founders of tax-supported public schools so fervently sought?

This volume explores the ongoing debates about what constitutes the common good in American public education, assessing the long-standing tensions between shared purposes and individual interests in schooling. It shows how recent school reform efforts, driven by economic concerns, have worsened the conflict between the legitimate interests of individuals and society as a whole, and demonstrates that reconstructing the common good envisioned by the founders of public education in the United States remains essential and unfinished work.

Expanded scientific activity is thought to benefit national economic development through improved labor force capacities adn the creation of new knolwedge and technology. However, scientific research activity expands as a global process and reflects the penetration of societies by a general rationalistic world culture. The authors point out that scientific expansion and the accompanying cultural penetration legitimate a board progressive agenda of social amelioration (e.g., by identifying environmental and health problems, and social welfare and human rights issues) that can result in regulation and direct constrainsts on productive economic activity in teh short term. Thus, science can be seen as encouraging a trade-off between short-term economic growth and boarder (and longer-term) social development. The effects of dimensions of scientific infrastrucutre on national economic growth are examined over the 1970-1990 period. Cross-national analyses show that the size of a nation's scientific labor force and training system has a positive effect on economic development, supporting conventional theories. However, indicators of national involvement in scientific research activity show negative effects on economic growth. Corollary analyses show that this negative effect is partially explained by the expansion of scientific activity into more socially relevant domains (e.g., medicine, environmental sciences, etc.) thus supporting the main arguments.
