Rising leaders from some of the world’s most complex and challenging nations, including China, Russia, Ukraine, Iraq, Kenya, Nigeria, South Africa, and the Democratic Republic of the Congo, have just completed a three-week seminar at Stanford as Draper Hills Summer Fellows on Democracy and Development. This year’s extraordinary class of fellows included members of parliament, government advisors, civic activists, leading jurists, journalists, international development experts and founders of non-governmental organizations (NGOs).

Each year, several hundred applicants apply to FSI’s Center on Democracy, Development, and the Rule of Law (CDDRL), the convener of the program, for the 26-28 slots available to study and help foster linkages among democracy, economic development, human rights, and the rule of law. Now in its fifth year, the program has received generous gifts from William Draper III, a Silicon Valley entrepreneur, in honor of his father, Maj. Gen. William H. Draper, Jr., a chief advisor to Gen. George Marshall and chief diplomatic administrator of the Marshall Plan in Germany, and Ingrid von Mangoldt Hills, a former journalist, in honor of her husband, Reuben Hills, a leading San Francisco philanthropist and president and chairman of the board of Hills Bros. Coffee.

Draper Hills Summer Fellows are innovative, courageous, and committed leaders, who strive to improve governance, enhance civic participation, and invigorate development under very challenging circumstances," said CDDRL Director Larry Diamond. “This year’s fellows were absolutely extraordinary, learning from us we hope, but also teaching all of us about the progress they are making and the obstacles they confront in a diverse set of countries.  We were not only sobered by the difficulties they must address on a daily basis but also uplifted by their accounts of programs that are working to deepen democracy, improve government accountability, strengthen the rule of law, energize civil society, and enhance the institutional environment for broadly shared economic growth.”

The three-week seminar is taught by an all star faculty, which in addition to Diamond, includes CDDRL Deputy Director Kathryn Stoner, Stanford president emeritus and constitutional law expert Gerhard Casper, FSI Deputy Director and political science professor Stephen D. Krasner, Erik Jensen and Allen S. Weiner from the Stanford law school, Avner Greif from the Department of Economics, Peter Henry from the Graduate School of Business, FSI Senior Fellow Helen Stacy, former FSI Director and current Program on Food Security and the Environment deputy director Walter P. Falcon, Mark C. Thurber, acting director of FSI’s Program on Energy and Sustainable Development, and Nicholas Hope, director of the Stanford Center on International Development.

Other leading experts and practitioners who engaged the fellows included democracy and governance expert Francis Fukuyama, who joins CDDRL as Olivier Nomellini Senior Fellow in July 2010, National Endowment for Democracy President Carl Gershman, United States Court of Appeals Judge Pamela Rymer, International Center on Nonviolent Conflict founding chair Peter Ackerman, the center’s president, Jack DuVall, former Peruvian president Alejandro Toledo, and former Secretaries of State George Shultz and Condoleezza Rice.

Faculty devoted the first week of the seminar to defining the fundamentals of democracy, good governance, economic development, and the rule of law, and in the second week turned to the issue of transitions and the feedback mechanisms between democracy, development, and a predictable rule of law. The third week examined the critical – and often controversial – role of international assistance to foster and support democracy, judicial reform, and economic development, including the proper role of foreign aid.

Against this backdrop, fellows emphasized domestic imperatives for fostering growth, social inclusion, and transformation, centering on the importance of political will and sound institutions.  In session after session, they wrestled with the concrete and all too common impediments to progress—from corruption, cronyism, and authoritarian regimes, to the fragility of conflict-ridden, multi-ethnic polities.  As an activist from strife-torn Iraq said, “Democracy is not just a way of governing. It is a way of living, a way of thinking about life.”“Democracy is not just a way of governing. It is a way of living, a way of thinking about life”

In spirited debates, in the formal seminar sessions and beyond the classroom to the Munger residence where the fellows stayed, the fellows stressed how they had all taught and learned from each other.  A rising leader from South Africa aptly summarized, “We have dispelled each other’s myths.”

As the Draper Hills Fellows expressed their profound gratitude to their faculty and mentors, they reinforced the importance of staying in touch through a virtual online community – a “common space” as defined by a member of parliament from Ukraine, that would let them look forward and look back, perhaps a decade from now, at case studies of success and failure, and the all important roles that political will and leadership played in determining outcomes.  “Stay tuned,” said Diamond and Stoner-Weiss. “Important lessons are still to come.”

Abbas Milani is the Hamid and Christina Moghadam Director of Iranian Studies at Stanford University and a visiting professor in the department of political science. In addition, Dr. Milani is a research fellow and co-director of the Iran Democracy Project at the Hoover Institution.

Prior to coming to Stanford, Milani was a professor of history and political science and chair of the department at Notre Dame de Namur University and a research fellow at the Institute of International Studies at the University of California at Berkeley. Milani was an assistant professor in the faculty of law and political science at Tehran University and a member of the board of directors of Tehran University's Center for International Studies from 1979 to 1987. He was a research fellow at the Iranian Center for Social Research from 1977 to 1978 and an assistant professor at the National University of Iran from 1975 to 1977.

Dr. Milani is the author of Eminent Persians: Men and Women Who Made Modern Iran, 1941-1979, (Syracuse University Press, Syracuse, NY, 2 volumes, November, 2008); King of Shadows: Essays on Iran's Encounter with Modernity, Persian text published in the U.S. (Ketab Corp., Spring 2005); Lost Wisdom: Rethinking Persian Modernity in Iran, (Mage 2004); The Persian Sphinx: Amir Abbas Hoveyda and the Riddle of the Iranian Revolution (Mage, 2000); Modernity and Its Foes in Iran (Gardon Press, 1998); Tales of Two Cities: A Persian Memoir (Mage 1996); On Democracy and Socialism, a collection of articles coauthored with Faramarz Tabrizi (Pars Press, 1987); and Malraux and the Tragic Vision (Agah Press, 1982). Milani has also translated numerous books and articles into Persian and English.

Milani received his BA in political science and economics from the University of California at Berkeley in 1970 and his PhD in political science from the University of Hawaii in 1974.

As the presidential electoral turmoil in Iran continues, pitting supporters of challenger Mir Hussein Moussavi against President Mahmoud Ahmadinejad, President Obama has gotten it right, Larry Diamond and Milani say, "by signaling America's support for peaceful protest, human rights, and the rule of law." More explicit language, or action, would only play into the hands of Iran's conservative elements. But the world has more than 100 other democracies, Diamond and Milani note, arguing "It is time that their voices were heard and their actions felt in Tehran."

Notices of the demise of Iran’s Green Revolution are premature. Without question, the tyrannical triumvirate — Ayotallah Ali Khamenei, President Mahmoud Ahmadinejad and the Revolutionary Guard — have dealt a crippling blow to the popular movement protesting their electoral coup of June 12.

Thousands of Iranians have been arrested and savagely tortured — from street protesters to election campaign organizers for Mir Hussein Moussavi, the likely victor in that contest. Many are now being forced to “confess” to having been agents of the United States or Britain.

We have seen this play before, not simply in Iran but in other tyrannies that suppressed mass movements for democratic change with massive violence and terror.

But Iran in 2009 is not China in 1989, Burma in 1990 or Belarus in 2006. The crisis in the Islamic Republic has exposed and widened massive cracks within the ruling elite. Such divisions are always a sign of an impending crackup of dictatorship.

Despite the rush to bury Iran’s reformist movement as another lost cause, Iran remains at a possible political tipping point. Democracies around the world have a duty — not simply to themselves, but to their strategic interests — to weigh in. They must not be deterred by threats to shun talks over Iran’s nuclear program.

President Obama has gotten it right by signaling America’s support for peaceful protest, human rights and the rule of law. More explicit language, not to mention action, would only play into the hands of the most cynical and vicious conservative elements in Iran. Moreover, with no diplomatic ties and all but no trade with Iran, there is little more the U.S. could do right now to pressure the regime.

But there are over 100 other democracies in the world. It is time that their voices were heard and their actions felt in Tehran.

Britain shares with the U.S. the handicap of a past history of negative interference in Iran. But Britain has diplomatic and economic ties to the regime, and breaking or suspending those will weaken Ayatollah Khamenei and his reactionary allies.

Moreover, Britain can have a unique kind of impact in Iran: For more than a century, Iranians have believed in the omnipotence of the “British hand” in the affairs of their country. Any indication that Britain is no longer willing to do business with the Islamic regime will hearten the Iranian people and undermine the regime’s aura of invincibility.

Germany, France and Italy are major trading partners with Iran. They have little history of colonial interference in Iranian affairs. Their decision to refuse to recognize the Ahmadinejad regime would have an immense effect. More compelling still would be a similar declaration from the entire Group of 8 at its impending summit.

The smaller and less powerful democracies can also have an impact. It would be preposterous for Iranian hardliners to attribute ulterior strategic motives to actions by the Scandinavian countries or the Netherlands, Ireland, Canada or Slovenia. If a coalition of such countries were to condemn the crackdown, call for a release of political prisoners and demand full respect for human rights — and back up these positions with a downgrading of diplomatic and trade ties — this would send a powerful message to both sides in Iran.

Many democracies around the world, including the above, have diplomatic ties with Iran. It is important that they maintain their embassies in Tehran. But they should now refuse to recognize the legitimacy of Ahmadinejad’s government.

The most powerful coalition of democracies in the world, the 27-member European Union, is now debating whether to withdraw their ambassadors from Tehran in protest over the detention of the British Embassy’s Iranian personnel.

The withdrawal of E.U. ambassadors would send a stunning message to the Iranian hardliners that coups and bloody suppression of peaceful protests carry a heavy price in international standing.

With the simple diplomatic act of denying legitimacy — something nearly all democratic forces in Iran are now asking of the world — the democracies of the world can give a needed boost to the forces of democratic change in Iran and earn the lasting gratitude of a movement that will eventually triumph.

Peter B. Henry, the Matsushita Professor of International Economics at Stanford's Graduate School of Business and an affiliated faculty member with the Freeman Spogli Institute’s Center on Democracy, Development, and the Rule of Law (CDDRL), has been appointed by President Obama to the President’s Commission on White House Fellowships, the White House has announced. This distinguished and diverse group of 28 accomplished Americans is responsible for recommending an exceptional group of men and women to the President for selection as White House Fellows, America’s most prestigious program for leadership and public service.

“The men and women of this commission embody what makes the White House Fellows program so special,” said President Obama in making the June 17 announcement. “These leaders are diverse, non-partisan, and committed to mentoring our next generation of public servants. I am confident that they will select a class of White House Fellows that demonstrate extraordinary leadership, strong character, and a deep commitment to serving their country.”

“Peter Henry is a superb scholar, teacher, leader, and mentor,” said CDDRL Director and FSI and Hoover Institution Senior Fellow Larry Diamond. “This recognition is richly deserved and will give Peter a national venue to continue developing a new generation of leaders, scholars, and policy practitioners.”

Alumni of the White House Fellows Program include former Secretary of State Colin Powell, retired U.S. Army General Wesley Clark, and author Doris Kearns Goodwin.

Henry is also the John and Cynthia Fry Gunn Faculty Scholar and Associate Director of the Center for Global Business and the Economy at Stanford’s business school.  He is a Senior Fellow at the Stanford Institute for Economic Policy Research (SIEPR), a Research Associate at the National Bureau of Economic Research, a Nonresident Senior Fellow of the Brookings Institution in Washington, D.C., and a member of the Council on Foreign Relations.

Among the numerous awards and honors Henry has received are a National Science Foundation Early CAREER Development Award, a National Science Foundation Minority Graduate Fellowship, a Ford Foundation Graduate Fellowship, and the National Economic Association Dissertation Prize.  He has published several articles in journals and books, including “Capital Account Liberalization, the Cost of Capital, and Economic Growth” in the American Economic Review and “Perspective Paper on Financial Instability” in Bjorn Lomborg’s Global Crises, Global Solutions.

Dr. Henry received his BA in Economics at the University of North Carolina at Chapel Hill, and was later a Rhodes Scholar at Oxford University, where he earned a BA in Mathematics.  He received his PhD in Economics from the Massachusetts Institution of Technology.

Professor Henry is also part of the distinguished Stanford faculty group that teaches in the Draper Hills Summer Fellows on Democracy and Development Program each summer at Stanford.  From some 800 applicants, this program selects 25 to 30 rising leaders from important countries in transition – such as Russia, Iran, Iraq, Pakistan, Afghanistan, Nigeria, and Zimbabwe—and brings them to Stanford to examine and help foster linkages among democracy, development, human rights, and the rule of law in their countries.  Other Stanford faculty teaching the Draper Hills Summer Fellows include Stanford President Emeritus Gerhard Casper, FSI Deputy Director Stephen Krasner, CDDRL Director Larry Diamond and Deputy Director Kathryn Stoner-Weiss, FSI Senior Fellow Helen Stacy, Avner Greif from economics, and Erik Jensen from Stanford Law School.

As the date of the America withdrawal from Iraq approaches, there are a number of key imperatives that must be addressed and important goals to be achieved to help assure that recent hard-won gains will not be reversed once the American withdrawal takes place, argues Larry Diamond, Director of FSI’s Center on Democracy, Development, and the Rule of Law (CDDRL), and a Senior Fellow at both FSI and the Hoover Institution, in a recent op ed in the Arabic magazine, The Majalla.

Although Iraqis are eager to be rid of U.S. troops after more than six years of occupation and Americans want to bring their troops home, both share the anxiety that too rapid a withdrawal, without first laying adequate foundations, could unravel hard-won political and security gains.  To prevent a descent into “horrific violence or tyranny” in Iraq after the United States withdraws, Diamond sets out four key imperatives:

  1. A more authentic and inclusive constitutional bargain must be struck among the major political, regional, and sectarian groups in Iraq;
  2. The Iraqi government must make good on its pledge to integrate the Sahwa mililtia, which played a major role in stabilizing large parts of Iraq and battling al Qaeda, into the country’s civilian forces and civilian jobs;
  3. Adequate provision must be made to assure a peaceful, fair, and open electoral process this coming December when the mandate of the Iraqi parliament will be renewed; and
  4. Vigilant, sustained, and effective action is needed to control the corruption that is currently diverting needed monies away from the vital tasks of rebuilding infrastructure, reviving schools and health care, and strengthening the economy and improving the quality of life.

Diamond, a world renowned authority on democracy and the factors facilitating democratic transitions and consolidations, served with the Coalition Provisional Authority in Iraq in 2004 and wrote a book about the experience titled, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq.  His most recent, critically acclaimed book, is The Spirit of Democracy: The Struggle to Build Free Societies Throughout the World (Times Books, 2008).

President Bush's vision of a democratic Middle East was premised in part on the region's popular Islamist groups reconciling themselves to the give-and-take nature of democracy.

It might make sense then, that the Bush administration would do what it could to support a party that has made such a transformation in Turkey. But it's not.

Turkey's Justice and Development Party (AKP), which fashioned itself as the Muslim equivalent of Europe's Christian Democrats, has stood out by passing a series of unprecedented political reforms as the country's ruling party.

Yet the Turkish Constitutional Court - bastion of the hard-line secularist old guard - is now threatening to close down the AKP and ban its leading figures, including Prime Minister Recep Tayyip Erdogan and President Abdullah Gul, from party politics for five years. And the Bush administration, in the face of this impending judicial coup, has chosen to remain indifferent. The consequences could reach beyond a setback to democracy in Turkey and affect the Middle East.

The Constitutional Court will rule as soon as next week on an indictment accusing the AKP of being a "focal point of antisecular activities."

Turkey's Constitution establishes secularism as an unalterable principle and allows the court to ban parties it deems antisecular. But disbanding a democratically-elected party on such dubious grounds as attempting to lift a controversial ban on wearing head scarves in universities - the crux of the case against the AKP - is not how mature democracies handle divisive issues. Judges should not decide parties' fates; voters should.

Indeed, voters have flocked to the AKP since its founding by break away reformists within the Islamic movement. The party was elected in 2002 on pledges to preserve secularism and vigorously pursue Turkey's efforts to join the European Union. It also explicitly disavowed the Islamist label.

The AKP-led government then passed a series of democratic reforms that led Brussels to begin formal accession negotiations with Turkey. Those reforms, together with a booming economy, spurred 47 percent of Turks to vote for the AKP in its landslide 2007 reelection.

To be sure, the AKP's democratic credentials are hardly perfect. It has been overly cautious in repealing certain restrictions on freedom of speech, and it abruptly lifted the head scarf ban without first initiating a national dialogue.

Yet despite its flaws, the AKP is the most democratically inclined - and somewhat ironically, the most pro-Western - political party on the Turkish scene today. Closing it down would be a mistake.

A ban on a party that nearly half of the country supports could spark violence - which Turkey's secularist generals might then use as a pretext for a direct military intervention. Regardless, senior EU figures have criticized the closure case and warned that banning the AKP could gravely damage Turkey's candidacy.

Even more troubling is the message it would send to the rest of the Muslim world - no matter how much Islamists moderate, they won't be accepted as legitimate participants in the democratic process.

In recent years, mainstream Islamist groups throughout the region - including in Egypt, Jordan, and Morocco - have embraced many of the foundational components of democratic life. Yet their moderation has been met with harsh government repression, or more subtle designs to restrict their political participation.

More is at stake than may initially appear. If the AKP - the most moderate, pro-democratic "Islamist" party in the region today - is disbanded, it will strengthen those Islamists who see violence and confrontation as a surer means to influence political power.

During the past year, a number of Islamist leaders we've spoken to in Egypt and Jordan have warned that rank-and-file activists are losing faith in the democratic process, and may soon become attracted to more radical approaches. A ban on the AKP would only make it that much harder for moderates to continue making the case that participating in elections is worthwhile.

Though US Secretary of State Condoleezza Rice praises the AKP's democratization agenda, last month she said, "Obviously, we are not going to get involved in ... the current controversy in Turkey about the court case." Yet moments later she opined, "Sometimes when I'm asked what might democracy look like in the Middle East, I think it might look like Turkey." It's difficult to tell if she's referring to the new, democratizing Turkey of the past five years - or the reactionary Turkey where judges and generals flagrantly overrule the people's will.

President Bush has one last opportunity to reinvigorate the cause of Middle East democracy. By publicly denouncing the closure case, the administration would signal that the US not only supports Turkish democracy against a dangerous internal assault, but that it is also committed to defending all actors willing to abide by democratic principles in a region that desperately needs more of them.

The fortunes of the Jordanian Muslim Brotherhood may be shifting after three difficult years that saw the group's worst electoral result in history, reports of diminished influence, and sustained government repression. After hitting an unprecedented low, the relationship between the Jordanian regime and the Muslim Brotherhood, the country's largest opposition grouping, has improved recently. This is the opposite of what many observers, including this author, expected. Hammam Sa'id, known as a hardliner, was elected General Guide of the organization in May 2008, leading many to predict heightened confrontation between regime and opposition. Analysts Matthew Levitt and David Schenker wrote, for instance, that the leadership change suggested the Brotherhood "can no longer be considered ‘loyal' to the kingdom." During Sa'id's tenure, however, events have moved in an unexpected direction. Since being elected, he has toned down his abrasive rhetoric, emphasized domestic priorities, and made an effort to reach understandings with the government of Prime Minister Nader al-Dahabi on key issues of contention.

The question of the Palestinian Resistance Movement (Hamas) is one area where Islamists and the regime have moved closer to each other. After nine years of severed ties, Jordan has opened a dialogue with Hamas, recognizing the group's growing influence and its strong position in Gaza. With its close ties to Hamas leaders, the Jordanian Muslim Brotherhood and its political arm, the Islamic Action Front (IAF), played a critical role in facilitating the resumption of contacts.  

Moreover, Jordan's King Abdullah-known as one of the region's most pro-Western rulers-has attempted to strengthen ties to other U.S. adversaries, including Iran and Russia. He has met with Russian President Dmitri Medvedev three times in the last eight months, and their discussions have increasingly revolved around military assistance and cooperation, including joint production of multi-caliber grenade launchers. Such moves have given Islamists hope that Jordan is beginning to shake off Washington's tight embrace.  

For their part, Islamists are drawing a degree of optimism from their improved relations with the regime. Even IAF Secretary-General Zaki Bani Irsheid, one of the government's fiercest detractors, said in a private conversation in August that Jordan may be entering a "new political phase." Coinciding with the improved ties between Islamists and the regime, relations between internal Brotherhood/IAF factions have also improved after nine months of crippling internal divisions that had threatened to tear the movement apart. In early August, so-called hawks and doves reached an agreement that left both sides content, at least temporarily. The agreement reflects what had been a difficult and sustained round of internal negotiations over a variety of contentious issues, including Bani Irsheid's pending trial by an internal IAF court for allegedly sabotaging his own party's prospects in the 2007 parliamentary elections. This agreement might have postponed further infighting, however, rather than ended it; there are still factions within the Brotherhood that hold substantially different visions on how to proceed in what remains a challenging economic and political environment.  

It is unclear what the Jordanian regime's efforts at strategic repositioning-taking into account a perceived decline in U.S. influence in the region-bode for further political opening and reform. Over the last three years, the Jordanian government interpreted U.S. silence on reform as a green light to clamp down aggressively on Islamists. However, if it continues to see a need to reach out to Hamas, the regime will    need to expand political space for the Islamist opposition and maintain a mutually beneficial working relationship with it.  

Of course, there have been bouts of optimism before, and they have been misplaced. Each time the regime has reached out to the Brotherhood, as it did in advance of the November 2007 elections, it has quickly reversed course and resumed anti-Islamist policies. Islamists are unlikely to be fooled again. Despite the optimism expressed by Bani Irsheid and others, most Islamists see this as yet another round of tactical maneuvering. The Jordanian regime is not necessarily acting in good faith; it is acting in its own self-interest. So too is the Islamist opposition.

Joshua Cohen's Program on Global Justice (PGJ), which explores issues at the intersection of political norms and global political-economic realities, has joined CDDRL Center Director Larry Diamond has announced.  Cohen, a professor of political science, philosophy, and law, came to Stanford from the Massachusetts Institute of Technology (M.I.T.) in 2006 to launch a new program on global justice at FSI.

The aim of his program, Cohen said, "is to build dialogue and research that integrates political values - toleration, fairness, and the common good - into discussions about human rights, global governance, and access to such basic goods as food and clean water."  "These issues of global politics are all ethically consequential," Cohen points out, "and addressing them well requires a mix of philosophical thought with the best current social-scientific research."

CDDRL Director Diamond and Associate Director for research Kathryn Stoner joined in saying "We are delighted to welcome Josh Cohen to our team.  His path-breaking work bridges the normative, empirical, and policy dimensions of our Center's ongoing concerns for democracy, equitable economic development, and the rule of law."

Under Cohen, the Global Justice Program's largest effort has focused on the Just Supply Chains project. As globalization of production creates a need for new models of fair treatment for workers in global supply chains, fresh thinking is also needed on the role of unions, the rights of workers to associate, and the role of trade agreement in promoting just working conditions.

Cohen, Diamond, and Terry Winograd, Stanford professor of computer science, have also initiated a the new Program on Liberation Technology which brings together Stanford colleagues from computer science and applied technology with social scientists to explore ways that new information technologies can improve economic, political, and social conditions in low income countries, and materially improve human lives. As Cohen and Diamond note, Liberation Technology "seeks to understand how information technology can be used to defend human rights, improve governance, empower the poor, promote economic development, and pursue of variety of other social goods."  

A prolific author, Cohen has written extensively on issues of democratic theory, especially the theory of deliberative democracy, and implications of that idea for personal liberty. He is the author with Joel Rogers of On Democracy (1983), Rules of the Game (1986), and Associations and Democracy (1995). A volume of his selected papers, Philosophy, Politics, Democracy is forthcoming from Harvard University Press, and his Rousseau: A Free Community of Equals, is forthcoming from Oxford University press.  

Cohen is also the editor of Boston Review, a bi-monthly magazine of political, cultural, and literary ideas, and has edited 18 books that grew out of forums that appeared in the Review. He moderated the Global Poverty and Development Course offered by Google.org in 2007 for google.com employees. The ten week-course addressed issues ranging from growth and globalization to education and urbanization, and can still be watched on YouTube.

Diamond, Stoner-Weiss, and Cohen are part of the distinguished Stanford faculty group who lead the Just Supply Chains each summer.  This highly competitive program each year selects from 600-800 applicants some 30 rising leaders from major transitioning countries such as Russia, Iran, Iraq, Pakistan, Afghanistan, Nigeria, Kenya, and Zimbabwe and brings them to Stanford to examine and foster linkages among democracy, sustainable economic development, and good governance. As Diamond and Cohen point out, in today's challenging environment, putting new information technologies to socially, politically, and economic constructive uses is a powerful tool and of growing interest to many of these rising leaders from transitioning countries.
