Many people in China and the US assume that the new Taiwanese national identity is a political ploy which originated with Taiwan's government. Based on ethnographic research in both Taiwan and China, Melissa Brown argues that Taiwanese identity -- in both its ethnic and national forms -- are based on social experience. Because the people of Taiwan and China have had such different social experiences since 1895, Taiwanese identity as distinct from Chinese identity is real. The reality of Taiwanese identity poses challenges for resolving the debate over Taiwan's future relations with China, particularly in nationalistic responses due to lack of Chinese experience with Taiwanese society.

Melissa J. Brown is Assistant Professor of Anthropological Sciences and Research Affiliate at Asia-Pacific Research Center at Stanford University. She has been researching changing identities in Taiwan and China since 1991. Her books include Negotiating Ethnicities in China and Taiwan (University of California, Institute for East Asian Studies, 1996) and Is Taiwan Chinese? The Impact of Culture, Power, and Migration on Changing Identities (University of California Press, 2004).

Gideon Maltz is studying the role of presidential term limits in advancing democracy, strategies for more effectively enforcing term limits, and the question of term limits in the context of parliamentary systems. Gideon has worked as a Junior Fellow in the Democracy & Rule of Law program at the Carnegie Endowment for International Peace and as a Business Analyst at McKinsey & Company. He has also spent time working on comparative constitutionalism as a part-time consultant at the National Endowment for Democracy, on Sudan and Zimbabwe at the International Crisis Group, and on international trade at the law firm of Hogan & Hartson.

Gideon graduated with a B.A. in Ethics, Politics & Economics from Yale and is currently a third-year student at Stanford Law School. He is also a graduate fellow at the Stanford Center for International Conflict and Negotiation (SCICN).

How does the resource base of a rebel group impact its membership, structure, and behavior? While scholars, analysts, and policy makers increasingly link natural resources to the onset and duration of civil war, this article explores how resource endowments shape the character and conduct of rebel groups. This article identifies a rebel "resource curse" much like the one that undermines state institutions in resource-rich environments. While the presence of economic endowments makes it possible for leaders to recruit on the basis of short-term rewards, these groups are flooded with opportunistic joiners who exhibit little commitment to the long-term goals of the organization. In resource-poor environments, leaders attract new recruits by drawing on social ties to make credible promises about the private rewards that will come with victory. Opportunistic joiners stay away from these movements, leaving a pool of activist recruits willing to invest their time and energy in the hope of reaping large gains in the future.

Waishengren (or mainlanders) make up about 12% of the current population in Taiwan. This is an artificial category referring to the Chinese people and their descendants who were originally from mainland China and who have been settling in Taiwan since 1945. The term can be literally translated to mean people from outside the (Taiwan) province.

Despite the diversity of social and economic backgrounds, the Waishengren have shown a strong and almost uniform tendency in opposing Taiwanese nationalism or Taiwan independence. They have shown a strong inclination in supporting a unified and strong China, though the Republic of China, not the People's Republic, is still the country that embodies their collective identity.

Dr. Chang will address the following questions: (1) why do the Waishengren act, or are perceived to act, as one "ethnic group" in Taiwan, given the differences?; (2) what were the main historical reasons for their nationalistic feelings?; (3) what are the features of Chinese diaspora nationalism in Taiwan?; (4) how does Waishengren nationalism differ from the Taiwanese and Chinese nationalism that is found in Southeast Asia?; (5) what is the general and theoretical meaning of diaspora nationalism?

Eugene Mazo is a post-doctoral fellow and research scholar at CDDRL, a John M. Olin fellow in law and economics at Stanford Law School, and a fellow of the Stanford Center on Conflict and Negotiation (SCCN). Educated as both a lawyer and a political scientist, he specializes in the fields of law and democracy, law and development, and law and globalization. His work has appeared in scholarly journals and in popular media outlets such as the International Herald Tribune, the San Jose Mercury News, and the Washington Post.

Sherri G. Kraham joined the Millennium Challenge Corporation (MCC) in March 2004 as its Director of Development Policy, working on a broad range of policy issues related to MCC's innovative approach to development. Ms. Kraham, a lawyer, transferred from the U.S. Department of State where she worked overseeing and implementing various U.S. Foreign Assistance including development, peacekeeping and security, humanitarian assistance, and human rights programs. She spent several years working on programs related to Iraq and prior to joining MCC, Ms. Kraham deployed to Baghdad working with the Coalition Provisional Authority as part of the first civilian team that worked on reconstruction following the war.

About the Millenium Challenge Corporation: President George W. Bush established the Millenium Challenge Account in order to link greater contributions from developed nations to greater responsibility from developing nations. The Millennium Challenge Account (MCA)is designed to concretely link assitance to performance by providing aid to those countries that rule justly, invest in their people, and encourage economic freedom. With strong bipartisan support, Congress authorized the Millennium Challenge Corporation (MCC) to administer the MCA and provided $1 billion in initial funding for FY04. President Bush's request for the MCA in FY 2005 was $2.5 billion of which Congress appropriated $1.5 billion. The President has pledged to increase funding for the MCA to $5 billion in the future.

The report presented here is the result of several months of meetings and debate. It represents an effort to lay out the broad contours of a transatlantic strategy to promote democracy and human development in the Broader Middle East could and should look like. The authors challenge us to go beyond current conventional wisdom and propose the building blocks of a grand strategy to help the broader Middle East transform itself. Their ideas they present are intended to spur further debate and discussion, including with democrats and reformers in the region itself.

The German Marshall Fund is proud to present this strategy report as the Istanbul Paper #1 in the run-up to the NATO Istanbul summit. This paper is intended to help further a dialogue that has already begun across the Atlantic and with the region but which now must be deepened. In doing so, we hope to make a contribution to greater understanding and cooperation across the Atlantic on one of the key challenges of our era.

Kimberly Marten is a tenured associate professor of political science at Barnard College, Columbia University, and also teaches at Columbia's School of International and Public Affairs (SIPA).

She earned her Ph.D. at Stanford in 1991, and held both pre-doc and post-doc fellowships at CISAC. She has written three books: Enforcing the Peace: Learning from the Imperial Past (Columbia Univ. Press, 2004), Weapons, Culture, and Self-Interest: Soviet Defense Managers in the New Russia (Columbia University Press, 1997), and Engaging the Enemy: Organization Theory and Soviet Military Innovation (Princeton University Press, 1993), which received the Marshall Shulman Prize. Her numerous book chapters and journal articles include a Washington Quarterly piece in Winter 2002-3, "Defending against Anarchy: From War to Peacekeeping in Afghanistan," as well as op-eds in the New York Times and International Herald Tribune.

In May 2004 she was embedded for a week with the Canadian Forces then leading the ISAF peace mission in Kabul. She is a member of the Council on Foreign Relations and the Program on New Approaches to Russian Security (PONARS). Her current research asks whether warlords and gangs can be changed from potential spoilers to stakeholders in state-building processes.

Liz McBride, Director of the Post-Conflict Development Initiative at the London-based Internatinal Rescue Committee will discuss state reconstruction challenges following violent conflict in the developing world. McBride is a visiting researcher in the spring quarter at CDDRL. She has worked in humanitarian relief and post-conflict reconstruction in Tanzania and Rwanda. McBride's responsibilities at the International Rescue Committee include creating and ensuring implementation of new institutional program frameworks in response to the changing nature of humanitarian aid; overseeing technical areas of community driven reconstruction, good governance, civil society, local capacity development, conflict resolution and economic development; and supporting service delivery technical units in defining post-conflict strategies and priorities (i.e. health, education). She also works intensively with the International Rescue Committee's primary target post-conflict countries: Sudan and South Sudan, Democratic Republic of Congo, Afghanistan, Liberia.
