Program on Human Rights
Funded in 2009, the Program on Human Rights (PHR) is a unique intersection of the social sciences and public-policy formation and implementation. It provides a forum for the dozens of Stanford faculty who work in disciplines that engage or border on human rights (including law, philosophy, political science, education, human biology, public health, history and religious studies) and the more than 30 student-initiated human rights groups on campus. It seeks to relate the research and findings of the academic disciplines to domestic and human rights policy today.
Fighting for the Seats: Gender Quota and State Feminism in South Korea and Taiwan
This is a CDDRL's Special Research Seminar within our Democracy in Taiwan Program.
Chang-Ling Huang is an associate professor of political science at the National Taiwan University. She received her Ph. D. from the University of Chicago. Her research interests are gender politics and labor politics. She has published in various journals including Developing Economies, Anthropology of Work Review, American Journal of Public Health and Issues & Studies. Her current research project is a comparative study on state feminism in South Korea and Taiwan. She examines how the newly democratized states in these two countries have been actively promoting gender equality.
Professor Huang received the Outstanding Teaching Award in 2007 at the National Taiwan University. In addition to her academic career, since 2000 she has been a board member of the Awakening Foundation, the earliest established feminist organization in post-war Taiwan. Between 2004 and 2007, she was the president of the foundation. She has also been a civilian member of various government committees and commissions in Taiwan.
Professor Huang is a visiting scholar at Stanford's Political Science Department in the academic year of 2007-2008.

DNA for Peace: The Balance Between Biosciences for Development and Security
One of the world's greatest ethical challenges is the inequities in global health. Life expectancy in the United States is about 80 years and rising, while in many parts of the developing world, particularly in Africa as a result of HIV/AIDS, it is 40 years and falling. On the "bright side," the globalization of life sciences is key force to improve health in the developing world. For example, the rise of the Indian biotechnology industry has improved availability of vaccines and programs like the Grand Challenges in Global Health Initiative funded by the Bill and Melinda Gates Foundation provide hope for upstream discovery science against global health problems. However, on the "dark side," the globalization of life sciences poses risks to global biosecurity including bioterrorism by non-state actors.
This lecture will explore how to optimize the benefits of the "bright side," and mitigate the risks of the "dark side," of the globalization of life sciences. Dr. Singer will argue that the biological case is different from the nuclear case and demands a different approach, and explore the potential role of the United Nations in enhancing global biosecurity.
Peter A. Singer is senior scientist at the McLaughlin Rotman Centre, University Health Network; professor of medicine, University of Toronto; co-director of the Canadian Program in Genomics and Global Health; and a distinguished investigator of the Canadian Institutes of Health Research. He studied internal medicine at the University of Toronto, medical ethics at the University of Chicago, public health at Yale University, and management at Harvard Business School. Between 1995 and 2006, Singer was Sun Life Financial Chair in Bioethics, director of the University of Toronto Joint Centre for Bioethics, and director of the World Health Organization Collaborating Centre for Bioethics at the University of Toronto.

Treating Tuberculosis in North Korea: NGO Humanitarian Aid and US-DPRK Reconciliation
Dr. Linton was born in Philadelphia in 1950 and grew up in Korea, where his father was a third generation Presbyterian missionary. He is a visiting associate of the Korea Institute, Harvard University, for 2006-07. Linton is currently Chairman of The Eugene Bell Foundation, a not-for-profit organization that provides humanitarian aid to North Korea.
Dr. Linton's talk will focus on the Eugene Bell Foundation and its programs. Named for Rev. Eugene Bell, Lintonn's great-grandfather and a missionary who arrived in Korea in 1895, the Foundation serves as a conduit for a wide spectrum of business, governmental, religious and social organizations as well as individuals who are interested in promoting programs that benefit the sick and suffering of North Korea.
Since 1995, the Foundation strives primarily to bring medical treatment facilities in North Korea together with donors as partners in a combined effort to fight deadly diseases such as tuberculosis (TB). In 2005, the North Korean ministry of Public Health officially asked the Foundation to expand its work to include support programs for local hospitals. The Foundation currently coordinates the delivery of TB medication, diagnostic equipment, and supplies to one third of the North Korean population and approximately forty North Korean treatment facilities (hospitals and care centers).
Dr. Linton's credentials include: thirty years of teaching and research on Korea, twenty years of travel to North Korea (over fifty trips since 1979), and ten years of humanitarian aid work in North Korea. Dr. Linton received a Bachelor of Arts degree from Yonsei University in Seoul, Korea, a Masters of Divinity from Korea Theological Seminary, and a Masters of Philosophy and a Ph.D. in Korean Studies from Columbia University.

Alberto Díaz-Cayeros is a Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and co-director of the Democracy Action Lab (DAL), based at FSI's Center on Democracy, Development and Rule of Law (CDDRL). His research interests include federalism, poverty relief, indigenous governance, political economy of health, violence, and citizen security in Mexico and Latin America.
He is the author of Federalism, Fiscal Authority and Centralization in Latin America (Cambridge, reedited 2016), coauthored with Federico Estévez and Beatriz Magaloni, of The Political Logic of Poverty Relief (Cambridge, 2016), and of numerous journal articles and book chapters.
He is currently working on a project on cartography and the developmental legacies of colonial rule and governance in indigenous communities in Mexico.
From 2016 to 2023, he was the Director of the Center for Latin American Studies at Stanford University, and from 2009 to 2013, Director of the Center for US-Mexican Studies at UCSD, the University of California, San Diego.
Paul H. Wise
Dr. Paul Wise is dedicated to bridging the fields of child health equity, public policy, and international security studies. He is the Richard E. Behrman Professor of Child Health and Society and Professor of Pediatrics, Division of Neonatology and Developmental Medicine, and Health Policy at Stanford University. He is also co-Director, Stanford Center for Prematurity Research and a Senior Fellow in the Center on Democracy, Development, and the Rule of Law, and the Center for International Security and Cooperation, Freeman Spogli Institute for International Studies, Stanford University. Wise is a fellow of the American Academy of Arts and Sciences and has been working as the Juvenile Care Monitor for the U.S. Federal Court overseeing the treatment of migrant children in U.S. border detention facilities.
Wise received his A.B. degree summa cum laude in Latin American Studies and his M.D. degree from Cornell University, a Master of Public Health degree from the Harvard School of Public Health and did his pediatric training at the Children’s Hospital in Boston. His former positions include Director of Emergency and Primary Care Services at Boston Children’s Hospital, Director of the Harvard Institute for Reproductive and Child Health, Vice-Chief of the Division of Social Medicine and Health Inequalities at the Brigham and Women’s Hospital and Harvard Medical School and was the founding Director or the Center for Policy, Outcomes and Prevention, Stanford University School of Medicine. He has served in a variety of professional and consultative roles, including Special Assistant to the U.S. Surgeon General, Chair of the Steering Committee of the NIH Global Network for Women’s and Children’s Health Research, Chair of the Strategic Planning Task Force of the Secretary’s Committee on Genetics, Health and Society, a member of the Advisory Council of the National Institute of Child Health and Human Development, NIH, and the Health and Human Secretary’s Advisory Committee on Infant and Maternal Mortality.
Wise’s most recent U.S.-focused work has addressed disparities in birth outcomes, regionalized specialty care for children, and Medicaid. His international work has focused on women’s and child health in violent and politically complex environments, including Ukraine, Gaza, Central America, Venezuela, and children in detention on the U.S.-Mexico border.
Promoting Democratic Governance
For the past several decades, the conventional - and, until recently, the predominant - perspective on development in the international donor community has been that countries are poor because they lack resources, infrastructure, education, and opportunity. By this logic, if rich countries could only transfer enough resources and technology, improve human capacity enough, and support health and education enough, development would occur. To be sure, greater public resources, better physical infrastructure, and stronger public health and education are essential for development. But they are not enough, and they are not most crucial factor.
