Francis Fukuyama is Dean of Faculty and Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies of Johns Hopkins University.

Dr. Fukuyama's book, The End of History and the Last Man, was published by Free Press in 1992 and has appeared in over twenty foreign editions. It made the bestseller lists in the United States, France, Japan, and Chile, and has been awarded the Los Angeles Times' Book Critics Award in the Current Interest category, as well as the Premio Capri for the Italian edition. He is also the author of Trust: The Social Virtues and the Creation of Prosperity (1995), The Great Disruption: Human Nature and the Reconstitution of Social Order (1999), and Our Posthuman Future: Consequences of the Biotechnology Revolution (2002). His book State-Building: Governance and World Order in the 21st Century will be published by Cornell University Press in the spring of 2004.

Dr. Fukuyama has written widely on issues relating to questions concerning democratization and international political economy. He has, in recent years, focused on the role of culture and social capital in modern economic life, and on the social consequences of technological change.

Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science.

Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His book In the Realm of the Last Man: A Memoir will be published in fall 2026.

Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation, and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004. He is editor-in-chief of American Purpose, an online journal.

Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), the Pardee Rand Graduate School, and Adam Mickiewicz University (Poland). He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.

In this paper, I draw on the experience of the European Union (EU) to ask under what conditions economic integration furthers democratization. Scholars agree that incentives at the European level have helped democratic transitions in Southern and Eastern Europe. However, there is no agreement on (i) the exact causal mechanisms involved, (ii) the relative size of the effects, (iii) whether this success can be replicated outside or Europe. I address these issues by offering a theory of how integration furthers democratization. I argue economic integration can help citizens resolve the coordination dilemmas they face in holding their rulers accountable. Integration works in two ways: (a) through diffusion of civic culture, it enables citizens to second-guess each other's likely actions in the event of government abuse, (b) through credible conditionality, integration removes the ability of the ruler to lean on some support coalitions while abusing others. An empirical test of the theory strongly confirms that economic integration leads to democracy when its culture-spreading aspect is strongly backed by conditionality. An important aspects of the theory is that it generalizes. The theory and evidence suggest that there are substantial unexploited opportunities for encouraging democracy in Latin America, the Middle East, Africa and Asia.

The trend for globalization of high-tech industries has gained momentum during the last few years. In particular, the Asia Pacific region has become an increasingly important market for U.S. high tech companies. What investors, both the public market and VCs, look for now are companies with revenue growth and a clear path to profit. The challenge for technology companies and investors is to define the roadmap to weather through the current downturn and build strength to grow when the market returns. The companies that will succeed are the ones that are close to the market, with the ability to produce their products at a reduced cost.

China, with its mass population, is undeniably an enormous market. It not only presents a broad customer base for the high-tech industry, but also an attractive low-cost manufacturing center. There is no doubt that Greater China is a lucrative region to ride the next wave of high-tech industry growth. We all want to capture this golden opportunity. How do we address this huge consumer market? How do we fully utilize the emerging labor support to lower production costs? For venture capitalists, how do we find legitimate ways to get return on our investments?

Taiwan is now China's leading trade partner and investor. Over 25 percent of Taiwan's exports are headed to China, according to the latest official statistics. With its geographic proximity, a well-established technology and business support infrastructure, as well as a common language and similar culture background, Taiwan is well positioned as a gateway to the China. In addition, Taiwan has built a well-recognized capital market in the past three decades. This highly liquid capital market is the best support for the high-tech industry as well as VC players.

In this session, Katherine Jen, a veteran venture capitalist, will lead the audience through her strategy in the quest for the next wave of high-tech industry growth and identify the key success factors.

About the Speaker

Katherine Jen is the managing partner of AsiaTech Management, LLC, a venture capital firm investing in the Silicon Valley and Asia. Katherine's successful venture capital career began in the early eighties. During her two decades in the Ministry of Finance in Taiwan, Katherine ran a $3 billion government investment fund, instrumental in the founding of successful high-tech companies such as TSMC and Moses-Vitelic. She also served on the TSMC board of directors from 1989-1993.

Katherine was one of the pioneers in Taiwan's VC industry. She led many key initiatives in venture capital legislations, including the adoption of the first Venture Capital Act in Taiwan. She helped establish the first group of venture capital funds in Taiwan, including Hotung Ventures, H&Q Asia and Walden International Taiwan (IVCIC). In addition, she founded the venture capital firm Genesis Venture in Taiwan and successfully raised its first fund. As a leader in the Taiwan financial industry, she served on the board of International Commercial Bank of China (ICBC), the largest commercial bank in Taiwan.

Based on the belief that Silicon Valley technologies can find much broader markets if they are combined with the efficient manufacturing industry in Asia, she founded AsiaTech and raised its first fund in 1997. Today, with operations in the Silicon Valley and Taiwan, AsiaTech manages three funds with strong backing from Asian-based manufacturing companies, commercial and investment banks, and government.

There is a metaphysical crisis in human rights. And just as this crisis is troubling those who write about legal institutions, it is posing a conundrum for those who write in pure philosophy, in comparative political and international studies, and in all the academic areas that deal with identity, values and human belief. Across these disciplinary fields, scholars are asking the same question: as between radically different forms of human existence, how are 'we' to decide whose values ought to trumps others values? Can human rights only be defended from within a set of foundational beliefs that are particular to Western ideological and cultural commitments? This question about the universality of human rights has given rise to a vigorous debate about cultural relativism. Law, as an institution that enforces core political and social values, cannot sidestep this debate. What are global institutions to do, and how is law to aid those institutions, when there is no global consensus about the values that ought shape political and social relations? Put differently, how can decisions about the content of human rights be made without committing cultural imperialism in the same (though possibly subtler) ways that 19th century colonists committed cultural imperialism?

In recent decades, the individual has become more and more central in both national and world cultural accounts of the operation of society. This continues a long historical process, intensified by the consolidation of a more global polity and the weakening of the primordial sovereignty of the national state. Increasingly, society is culturally rooted in the natural, historical, and spiritual worlds through the individual, rather than through corporate entities or groups. The shift has produced a proliferation and specification of individual roles, accounting for what individuals do in society. It has also produced an expansion in recognized individual personhood, accounting for who individuals are in the extrasocial cosmos and fueling elaborated personal tastes and preferences. Where it has been contested, the shift to the individual has also produced a rise in specializing identities (e.g., in such domains as ethnicity or gender). These offer accounts of individuals' distinctive linkages to the cosmos, and they serve to bolster individual claims to standard roles and personhood. Over time, specializing identities tend to get absorbed into roles and personhood. And in turn, expanded roles and personhood provide further bases for specializing identity claims. Because many theorists mischaracterize the relationship of specializing identities to roles and personhood, the literature often overemphasizes the anomic character of the identity explosion and the closeness of the coupling between social roles and identity claims. On the contrary, specializing identities tend to be edited to remain within general rules of individual personhood and to be disconnected from the obligations involved in institutionalized roles.

The principal focus of the articles in this issue, paralleling the field of the sociology of education in general, is on educational inequality conceived in particular ways. This is the main topic of seven of the nine articles and comes up in the others as well. In this, the field and these articles take up issues that are central to the culture and poicy system of modern education worldwide. Equality in its several senses is a main focus of contemporary educational systems, as well as of sociology research. Sociologists are not the only supporters of equality and critics of inequalities - in one way or another, themes of equality are endemic to modern education. In this article, I consider the nature and impact of this widespread commitment.

Expanded scientific activity is thought to benefit national economic development through improved labor force capacities adn the creation of new knolwedge and technology. However, scientific research activity expands as a global process and reflects the penetration of societies by a general rationalistic world culture. The authors point out that scientific expansion and the accompanying cultural penetration legitimate a board progressive agenda of social amelioration (e.g., by identifying environmental and health problems, and social welfare and human rights issues) that can result in regulation and direct constrainsts on productive economic activity in teh short term. Thus, science can be seen as encouraging a trade-off between short-term economic growth and boarder (and longer-term) social development. The effects of dimensions of scientific infrastrucutre on national economic growth are examined over the 1970-1990 period. Cross-national analyses show that the size of a nation's scientific labor force and training system has a positive effect on economic development, supporting conventional theories. However, indicators of national involvement in scientific research activity show negative effects on economic growth. Corollary analyses show that this negative effect is partially explained by the expansion of scientific activity into more socially relevant domains (e.g., medicine, environmental sciences, etc.) thus supporting the main arguments.

The world polity and cultural system are relatively stateless, but they legitimate strong nation-state identities as the dominant actors. This produces very strong tendencies for the adoption of common models of modernity, despite extraordinary differences in resources and local culture. Local distinctiveness is also legitimated, so long as it is not inconsistent with homogeneity on the main dimensions of stratification and identity.

Much social theory takes for granted the core conceit of modern culture, that modern actors - individuals, organizations, nation states - are autochthonous and natural entities, no longer really embedded in culture. Accordingly, while there is much abstract metatheory about 'actors' and their 'agency,' there is arguably little theory about the topic. This article offers direct arguments about how the modern (European, now global) cultural system constructs the modern actor as an authorized agent for various interests via an ongoing relocation into society of agency originally located in transcendental authority or in natural forces environing the social system. We see this authorized agentic capability as an essential feature of what modern theory and culture call an 'actor,' and one that, when analyzed, helps greatly in explaining a number of otherwise anomalous or little analyzed features of modern individuals, organizations, and states. These features include their isomorphism and standardization, their internal decoupling, their extraordinarily complex structuration, and their capacity for prolific collective action.
