Political Science has very few "accepted truths." One of the most prominent is the claim that countries endowed with natural resources, particularly mineral wealth, are doomed to suffer from poor economic performance, unbalanced growth, weak states, and authoritarian regimes - often referred to as the "resource curse." This claim, however, is not without its critics. In recent years, a few scholars have contended that the resource curse is essentially a myth. Rather, the main culprit is the absence of viable political, economic, and social institutions, such as secure property rights and an effective bureaucracy. Yet, their emphasis on the importance of strong institutions is entirely consistent with the conventional wisdom that they are challenging. The main point of departure between these two bodies of literature is whether weak institutions are endogenous to resource wealth, and thus, inevitable in mineral rich states, or exogenous, and thus, can account for the variation in performance across these states. The experience of the Soviet successor states, which consist of both mineral rich and mineral poor countries, provides a unique opportunity to assess the relationship between mineral wealth and institutional capacity, and, in doing so, to consider whether there is in fact a resource curse.

About the speaker:

Pauline Jones Luong is an Associate Professor in the Department of Political Science at Brown University. She received her Ph.D. from Harvard University in 1998 and was an Academy Scholar at the Harvard Academy for International and Area Studies from 1998-1999 and 2001-2002. Her primary research interests include: the rise and impact on emerging institutions; identity and conflict; and the political economy of market reform. Her area of focus is the former Soviet Union, particularly the Russian Federation and the newly independent Central Asian states (Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, and Turkmenistan). She has published a number of articles and books. Her books include Institutional Change and Political Continuity in Post-Soviet Central Asia: Power, Perceptions, and Pacts (Cambridge University Press, 2002) and an edited volume entitled The Transformation of Central Asia: States and Societies from Soviet Rule to Independence (Cornell University Press, 2003)

Professor Dittmer received his Ph.D. from the University of Chicago in 1971. His scholarly expertise is the study of contemporary China. He teaches courses on contemporary China, Northeast Asia, and the Pacific Rim.

His current research interests include a study of the impact of reform on Chinese communist authority, a survey of patterns of informal politics in East Asia, and a project on the China-Taiwan-US triangle in the context of East Asian regional politics. Professor Dittmer's recently published books and monographs include Sino-Soviet Normalization and Its International Implications (University of Washington Press, 1992), China's Quest for National Identity (with Samuel Kim, Cornell University Press, 1993), China Under Modernization (Westview Press, 1994), and South Asia's Nuclear Crisis (M. E. Sharpe, 2005.)

Dr. Dittmer's talk is the second seminar of the winter quarter South Asia Colloquium Series.

Proponents of oil-led development believe that countries lucky enough to have "black gold" can base their development on this resource. They point to the potential benefits from enhanced economic growth and the creation of jobs, increased government revenues to finance poverty alleviation, the transfer of technology, the improvement of infrastructure and the encouragement of related industries. But the experience of almost all oil-exporting countries to date illustrates few of these benefits. To the contrary, the consequences of oil-led development tend to be negative, including slower than expected growth, barriers to economic diversification, poor social welfare performance, and high levels of poverty, inequality and unemployment. Furthermore, countries dependent on oil as their major resource for development are characterized by exceptionally poor governance and high corruption, a culture of rent-seeking, often devastating economic, health and environmental consequences at the local level, and high incidences of conflict

and war. In sum, countries that depend on oil for their livelihood eventually become among the most economically troubled, the most authoritarian, and the most conflict-ridden in the world.

    Recently, a Russo-Turkish strategic relationship has emerged. Trade in general and energy (gas) supplies in particular play a key role in shaping ties between the two countries. But Moscow and Ankara seem to be on the same page too with regard to major regional issues as well: the Iraq war, Iran's nuclear program, security in the Black Sea-Caspian area, and "frozen conflicts" in the South Caucasus. Despite being a NATO member and an EU candidate country, Turkey appears to be much closer to Russia than to the West on all these issues.

    Moreover, with the Iraq situation becoming ever more volatile in the aftermath of the U.S. invasion, and the anti-Turkish sentiments on the rise in many European countries, Ankara is deeply dissatisfied with the nature of its relations with Western powers and is, therefore, seeking new strategic allies. In this context, Moscow looks like a natural and valuable partner. Russia, for its part, is also going through a rough patch in its relations with the West and is looking for prospective allies.

    Interestingly, the Turkish-Russian rapprochement is accompanied by heated internal debates on Russia and Turkey's international identities and the re-emergence in both countries of Eurasianism -- the ideology that, among other things, promotes historical and cultural affinity between Russia and Turkey.

    Igor Torbakov is a historian and analyst who specializes in the political affairs of the former Soviet Union. He holds an MA in History from Moscow State University and a PhD from the Ukrainian Academy of Sciences. He was a Research Scholar at the Institute of Russian History, Russian Academy of Sciences, Moscow; a Visiting Scholar at the Kennan Institute, Woodrow Wilson International Center for Scholars, Washington DC; a Fulbright Scholar at Columbia University, New York; and a Visiting Fellow at Harvard University. He is now based in Istanbul, Turkey and writes regularly on these issues for a variety of publications.

    Comparative educational research has influenced the development of the world society perspective as surely as the world society perspective has shaped research directions in comparative education. Rooted in neoinstitutional ideas emphasizing the extent to which actors and activities are profoundly constructed and influenced by their environments, the world society perspective imagines world models or blueprints of progress and justice that give rise to and increasingly standardize nation-states,

    organizations, and individuals. The role of education and educationally certified professionals in the overall process of standardization is a core premise in this perspective and a recurring feature of comparative educational research motivated by this perspective. The universalistic character of these models and the formal rationality associated with them facilitates standardization, in aspiration and policy, if not always in practice. Simply put, what all of this means is that we increasingly live in a world in

    which there are shared standards about who is a person, what constitutes an organization, and what does a nation-state look like. Furthermore, there is a sense that those entities not in the know can learn to become and act like proper nation-states, organizations, and individuals. How else can one explain the proliferation of expertise roaming the world with the latest word on learning to learn, benchmarking, accountability, transparency, democracy, civil society and other virtues de jour!

    Much of the empirical research which situated the world society perspective on the comparative education map is well known and has been summarized elsewhere. Suffice it to say that the two global trends that serve as corner stones of the world society research edifice are the enormous expansion of educational enrollments at all levels and the expanded scope of the aims and uses of education and the plethora of educational organizations that embody and elaborate these purposes. Ours is truly a world certificational society. There are of course alternative ways of accounting for the rise and impact of the world certification society. And, these in turn have raised critiques of the world society perspective, critiques often centering on issues of agency and power. These critiques are not without merit, but unfortunately, they often lead to exaggerated and culture free understandings of agency and to oversimplified notions of power cum coercion which underestimate the authority and influence of world cultural models.

    In this paper I first briefly reiterate some of the main ideas of the world society perspective and explore its roots in neo-institutional theories. Next, I identify a direction of future theorizing and research which both challenges and extends the world society perspective and comparative education research. I first propose to distinguish between institutionalized domains and contested terrains. A clearer understanding of the former is enhanced by the explicit recognition of the latter. Thirdly, I apply this distinction to the question of the role of education in the political incorporation process. The transformation of the masses into citizens via mass schooling is an established theme in comparative political sociology, which has strongly influenced key strands of world society driven research. Here I emphasize a second distinction, one between earlier issues of exclusion versus inclusion and current issues regarding the terms of

    inclusion. Lastly, I reflect on the changing character of the polity to which one is offered membership in the education based incorporation process. Much of the literature continues to privilege the nation-state and national citizenship. But there is also an emerging literature on human rights and even human rights education. So, I conclude by distinguishing between national citizenship and world or transnational citizenship.

    FUAT KEYMAN is professor of International Relations at Koç University/Istanbul. He did his Ph.D in Carleton University, Canada, and pursued his study as a post-doctoral fellow in Wellesley College and Harvard University. He is the author of several books and articles on globalization, democratic theory and Turkish Politics. Among them are Globalization, State,Identity/Difference: Towards a Critical Social Theory of International Relations (Humanities Press, New Jersey, 1997), Turkey and Radical Democracy (Alfa, Istanbul, 2001) and State Problem in Turkey: Globalization, Nationalism and Democratization (Everest, Istanbul, 2003).

    Why did Israeli women not fight for social equality until the late 1980s? And what changed their individual and collective willingness to act? The paper maintains that social action to improve women's positions in society did exist before the late 1980s but it was mostly not rebellious in the sense that it was not directed against men or the existing social order. The main factor behind the inaction is the lack of feminist ideologies that affect and support gender identities. This kind of feminist gender identity was inhibited in Israel by the inter-relations among three factors: (1) the lack of ideological pluralism, (2) the influence of traditional and religious beliefs, and (3) the effect of national, total, and masculine institutions (like the Israeli army). The same factors - or some combinations of these factors - may inhibit women's activism in other societies as well.

    Many people in China and the US assume that the new Taiwanese national identity is a political ploy which originated with Taiwan's government. Based on ethnographic research in both Taiwan and China, Melissa Brown argues that Taiwanese identity -- in both its ethnic and national forms -- are based on social experience. Because the people of Taiwan and China have had such different social experiences since 1895, Taiwanese identity as distinct from Chinese identity is real. The reality of Taiwanese identity poses challenges for resolving the debate over Taiwan's future relations with China, particularly in nationalistic responses due to lack of Chinese experience with Taiwanese society.

    Melissa J. Brown is Assistant Professor of Anthropological Sciences and Research Affiliate at Asia-Pacific Research Center at Stanford University. She has been researching changing identities in Taiwan and China since 1991. Her books include Negotiating Ethnicities in China and Taiwan (University of California, Institute for East Asian Studies, 1996) and Is Taiwan Chinese? The Impact of Culture, Power, and Migration on Changing Identities (University of California Press, 2004).

    Alina Mungiu Pippidi holds a PhD in Social Psychology from the University of Iasi, Romania. She is a Professor of Political Communication at the Romanian National School of Government and Administration, a consultant for the World Bank and UNDP in Romania, and the Director of Romanian Academic Society. She is a former Shorenstein Fellow of Harvard University and Fellow of the World Academy of Art and Science. She has authored many books and articles on the Romanian transition, post-Communist political culture and nationalism.
