The American Passport in Turkey
The American Passport in Turkey explores the diverse meanings and values that people outside of the United States attribute to U.S. citizenship, specifically those who possess or seek to obtain U.S. citizenship while residing in Turkey. Özlem Altan-Olcay and Evren Balta interviewed more than one hundred individuals and families and, through their narratives, shed light on how U.S. citizenship is imagined, experienced, and practiced outside of the United States. Offering a corrective to citizenship studies where discussions of inequality are largely limited to domestic frames, Altan-Olcay and Balta argue that the relationship between inequality and citizenship regimes can only be fully understood if considered transnationally. Additionally, The American Passport in Turkey demonstrates that U.S. global power not only reveals itself in terms of foreign policy but also manifests in the active desires people have for U.S. citizenship, even when they do not live in the United States. These citizens, according to the authors, create a new kind of empire with borders and citizen-state relations that do not map onto recognizable political territories.

The American Passport in Turkey has recently won the American Sociological Association, Global and Transnational Sociology Section, Best Book by an International Scholar Award.

Özlem Altan-Olcay
Özlem Altan-Olcay is an associate professor in the Department of International Relations and the associate director of the Graduate School of Social Sciences and Humanities at Koç University in Istanbul, Turkey. She is also an editor of Gender, Place, and Culture as well as an assistant editor of Citizenship Studies. She has a Ph.D. degree from New York University, Department of Politics. Her primary research interests include citizenship studies and gender and development. Her research has been supported by the New York University International Center for Advanced Studies, the UN Population Council, the Middle East Research Competition, the Scientific and Technological Research Council of Turkey, the Turkish Science Academy, and the EU Marie Curie Individual Fellowship Program. Some of her recent articles have appeared in Development and Change, Ethnic and Racial Studies, Feminist Economics, Gender, Place and Culture, International Feminist Journal of Politics, Sociology, Social Politics, and Women’s Studies International Forum. She has recently co-authored (with E. Balta) The American Passport in Turkey: National Citizenship in the Age of Transnationalism, published by the University of Pennsylvania Press (2020).

Evren Balta
Evren Balta is a Professor of International Relations and the chair of the International Relations Department at  Özyeğin University. She holds a Ph.D. in Political Science from The Graduate Center, CUNY. Her articles have appeared in journals such as Party Politics, Ethnic and Racial Studies, Sociology, Gender Place & Culture. She is the author of The American Passport in Turkey: National Citizenship in the Age of Transnationalism (with O Altan-Olcay, University of Pennsylvania, 2020), Age of Uneasiness (İletisim, 2019), and Global Security Complex (İletisim, 2012). She is the editor of Neighbors with Suspicion: Dynamics of Turkish-Russian Relations (with G. Ozcan and B. Besgul, İletisim, 2017); Introduction to Global Politics (Iletisim, 2014) and Military, State and Politics in Turkey (with I. Akca, Bilgi University, 2010). Her research has been supported by the American Association for the University Women, Mellon Foundation, Bella Zeller Scholarship Trust Fund, the Scientific and Technological Research Council of Turkey, and the Fulbright Scholar Program. In 2018, she received the Distinguished Alumni Award of the Political Science Program at the CUNY-The Graduate Center. This essay examines “professions of friendship”: efforts by populations who are targeted as enemies of the state to proclaim their historical fidelity to the state's foundation and preservation. Such declarations often reinscribe a rigid and often violently statist narrative of politics. The essay argues that the retrenchment of this narrative, when reissued in the name of friendship, does not simply close down political options. It seeks to embolden sentiments of moral obligation across instituted lines of enmity. These solicitations of friendship are burdened by a particular historical task: to envision a past and a future of social cohabitation in a present where its possibilities have been violently undermined and morally devalued. The essay centers on two instances that bookend the past century: the first was delivered in Istanbul by an organization speaking on behalf of Armenians living in territories claimed by the Turkish nationalist movement in 1922; the second was issued by a Kurdish Peace Mother in Diyarbakır, as a plea for an end to state violence in late 2015.

Obi Felton
Obi Felten is the founder and CEO of Flourish Labs, a startup combining cutting edge mental health science and technology to foster flourishing and good mental health.

Previously, Obi was Head of Getting Moonshots Ready for Contact with the Real World at X (formerly Google X), Alphabet’s ‘moonshot factory’ and innovation lab. At X, Obi worked on cutting edge technology projects such as internet from balloons (Loon), air delivery by drone (Wing) and sustainable energy storage using molten salt (Malta). Most recently Obi founded and led Amber, a project using brain-based biomarkers and machine learning to measure anxiety and depression.

Obi was Director of Consumer Marketing for Google in Europe, Middle East and Africa, launching and growing Google Maps, Chrome and Android from zero to hundreds of millions of users. She founded Campus, Google’s space for tech entrepreneurs. Before Google, Obi set up the ecommerce business of a major UK retailer, worked as a strategy consultant, and led eToys.com’s (unsuccessful) expansion to Germany during the first dotcom boom.

Obi is an independent director of Springer Nature, a global academic and educational publisher. She is an advisor for mental health at the Wellcome Trust, one of the largest funders of scientific research, and Chelsea & Westminster NHS Trust’s Best For You youth mental health initiative.

Obi is an advocate for women, people of colour and other underrepresented groups in technology. At X, she founded the diversity & inclusion team, supported several employee resource groups and served on the leadership team for Women of Alphabet in the Bay Area. She mentors female startup founders and leaders getting ready for board service.

Obi grew up in Berlin and saw the wall come down. She has a BA in Philosophy and Psychology from Oxford University. She now lives in California with her husband and two children. She loves yoga, biking, paddleboarding, skiing (which she picked up at age 40), travelling, cooking, eating, and her family.

Condoleezza Rice
Condoleezza Rice is the Tad and Dianne Taube Director of the Hoover Institution and the Thomas and Barbara Stephenson Senior Fellow on Public Policy. In addition, she is a founding partner of Rice, Hadley, Gates & Manuel LLC, an international strategic consulting firm.

From January 2005 to January 2009, Rice served as the 66th Secretary of State of the United States, the second woman and first black woman to hold the post. Rice also served as President George W. Bush’s Assistant to the President for National Security Affairs (National Security Advisor) from January 2001 to January 2005, the first woman to hold the position.

Rice served as Stanford University’s provost from 1993 to 1999, during which time she was the institution's chief budget and academic officer. As provost, she was responsible for a $1.5 billion annual budget and an academic program involving 1,400 faculty members and 14,000 students. In 1997, she also served on the Federal Advisory Committee on Gender-Integrated Training in the Military.

From February 1989 through March 1991, Rice served on President George H.W. Bush’s National Security Council staff. She served as Director, then Senior Director, of Soviet and East European Affairs, as well as Special Assistant to the President for National Security Affairs. In 1986, while an International Affairs Fellow of the Council on Foreign Relations, Rice also served as Special Assistant to the Director of the Joint Chiefs of Staff. 

As Professor of Political Science, Rice has been on the Stanford faculty since 1981 and has won two of the university’s highest teaching honors – the 1984 Walter J. Gores Award for Excellence in Teaching and the 1993 School of Humanities and Sciences Dean's Award for Distinguished Teaching.

She has authored and co-authored numerous books, most recently To Build a Better World: Choices to End the Cold War and Create a Global Commonwealth (2019), co-authored with Philip Zelikow. Among her other volumes are three bestsellers, Democracy: Stories from the Long Road to Freedom (2017); No Higher Honor: A Memoir of My Years in Washington (2011); and Extraordinary, Ordinary People: A Memoir of Family (2010). She also wrote Germany Unified and Europe Transformed: A Study in Statecraft (1995) with Philip Zelikow; edited The Gorbachev Era (1986) with Alexander Dallin; and penned The Soviet Union and the Czechoslovak Army, 1948-1983: Uncertain Allegiance (1984).

In 1991, Rice co-founded the Center for a New Generation (CNG), an innovative, after-school academic enrichment program for students in East Palo Alto and East Menlo Park, California. In 1996, CNG merged with the Boys & Girls Club of the Peninsula, an affiliate club of the Boys & Girls Clubs of America (BGCA). CNG has since expanded to local BGCA chapters in Birmingham, Atlanta, and Dallas. Rice remains an active proponent of an extended learning day through after-school programs.

Since 2009, Rice has served as a founding partner at RiceHadleyGates LLC, an international strategic consulting firm based in Silicon Valley and Washington, D.C. The firm works with senior executives of major companies to implement strategic plans and expand in emerging markets. Other partners include former National Security Advisor Stephen J. Hadley and former Secretary of Defense Robert M. Gates.

Rice currently serves on the boards of Dropbox, Inc., an online storage technology company; C3.ai, an AI software company; and Makena Capital Management, a private endowment firm. In addition, she is Vice Chair of the Board of Governors of the Boys & Girls Clubs of America and a trustee of the Aspen Institute. Previously, Rice served on various additional boards, including those of: the George W. Bush Institute; the Commonwealth Club; KiOR, Inc.; the Chevron Corporation; the Charles Schwab Corporation; the Transamerica Corporation; the Hewlett-Packard Company; the University of Notre Dame; the Foundation for Excellence in Education; the John F. Kennedy Center for the Performing Arts; and the San Francisco Symphony.

In 2013, Rice was appointed to the College Football Playoff Selection Committee, formerly the Bowl Championship Series. She served on the committee until 2017.

Born in Birmingham, Alabama, Rice earned her bachelor's degree in political science, cum laude and Phi Beta Kappa, from the University of Denver; her master’s in the same subject from the University of Notre Dame; and her Ph.D., likewise in political science, from the Graduate School of International Studies at the University of Denver.

Rice is a Fellow of the American Academy of Arts & Sciences and has been awarded fifteen honorary doctorates.

Ambassador Shirin Tahir-Kheli
Ambassador Shirin Tahir-Kheli is a Senior Fellow at the Johns Hopkins SAIS Foreign Policy Institute. From March 2003 to April 2005, she served as Special Assistant to the President and Senior Director for Democracy, Human Rights and International Operations at the National Security Council. From 2004 - 2006 she served as the key U.S. official in the formulation of U.S. policy toward United Nations Reform. She was appointed by Secretary Condoleezza Rice as Senior Advisor for Women’s Empowerment. She set up and oversaw the work of the Women Leaders' Working Group and spearheaded the State Department initiative for Women's Justice. Ambassador Tahir-Kheli also was Research Professor of International Relations at Johns Hopkins SAIS and served as the founding Director of the South Asia Program from 1999 to 2002. She is the author of Before the Age of Prejudice: A Muslim Woman’s National Security Work with Three American Presidents, among other books and monographs.

For those who remember Sept. 11, 2001, details of the day – the confusion, chaos and collective grief – are as clear now as they were 20 years ago when the deadliest terrorist attack in U.S. history occurred.

But many college students today have no memories of 19 al-Qaida operatives hijacking four commercial airplanes and killing nearly 3,000 people in a terrorist attack on the twin towers of the World Trade Center in New York City, the Pentagon outside Washington, D.C, and a field in Shanksville, Pennsylvania.

Teaching this next generation about the passion and the intensity that defined that pivotal moment is difficult, says Condoleezza Rice, who was the U.S. National Security Advisor at the time of the attacks.

For the new generation of students, 9/11 is now a part of history. “It would be like people trying to convey the intensity of World War II to me,” said Rice, who went on to serve as the 66th secretary of state of the United States under President George W. Bush before returning to her professorship at Stanford in 2009.

Rice, now the Tad and Dianne Taube Director of the Hoover Institution, was in the White House on that Tuesday morning of Sept 11. When she discusses the attacks with her students, her experiences on that day inevitably come up.

She is candid in her recounting. “That helps to vivify it because it’s a personal story,” Rice said.

Rice shares how, when the first plane hit the North Tower at the World Trade Center at 8:46 a.m., she and others were uncertain about the cause of the crash. She remembers wondering whether it could have been an accident. But when the second hijacked plane hit the remaining South Tower 17 minutes later, Rice knew it had to be a terrorist attack on the United States.

Then there was the short period when Defense Secretary Donald Rumsfeld could not be reached because the Pentagon was also hit that morning, Rice said. She, along with other senior government leaders, were ushered into the White House bunker. She tells students that around noon that day, oxygen levels started to drop because too many people were crammed into the fortified space. “So the Secret Service was going around saying, ‘You have to leave, you are not essential; you have to leave, you are not essential.’ You would never plan for such a thing as that,” she said.

Inevitably, a student will ask her if she was afraid. Rice was so taken aback the first time she faced that question that she actually paused to think about it – and then concluded that she wasn’t. “I didn’t have time to be scared,” Rice recalled. “You can fear for your loved ones, but you are not allowed to feel personal fear. You don’t think about that in the moment.”

Rice also emphasized the importance of talking to students about how 9/11 transformed the world and that what seems routine today – such as additional airport screenings and the formation of new government institutions – didn’t even exist before the attacks.

“I try to help them understand how we are still living the effects of 9/11,” said Rice. “It isn’t an event that happened one day and then was over, but everything from the way that you go through an airport to something called ‘homeland security,’ which you didn’t have before 9/11.”

Teaching 9/11 Since 9/11


The attacks also introduced into the wider vernacular new places – like Afghanistan – and people – like Osama bin Laden – that students 20 years ago knew very little or nothing about.

Stanford scholars Amy Zegart and Martha Crenshaw experienced this firsthand on the day of the attacks when they found themselves in the surreal situation of teaching about 9/11 on 9/11. Both were so shocked by the unfolding events that they were unable to do anything except the one thing they were supposed to do that day, which was teach.

When they showed up to their respective classrooms – at the time, Crenshaw was at Wesleyan University teaching a course on decision making and foreign policy; Zegart at UCLA – they found them packed. There were more students in the lecture hall for Crenshaw’s course than were enrolled.

Students – horrified and trying to make sense of what was happening – sought clarity and comfort from their teachers, who just happened to be experts on the issues that would come to define the next two decades of U.S. domestic and foreign policy.

“When something that shocking happens, our natural inclination is to make sense of what’s going on together, right now,” said Zegart, who is a leading scholar on national security and the Central Intelligence Agency and is now a senior scholar at the Freeman Spogli Institute for International Studies (FSI) and the Morris Arnold and Nona Jean Cox Senior Fellow at the Hoover Institution.

Students wanted to know more about the terms and names they were hearing for the first time that day, like jihadism and the Taliban. Over the months that followed came more complex challenges to explain: the global war on terror, torture, rendition, Guantanamo Bay, the wars in Afghanistan and Iraq.

This is the world that today’s students have inherited. Even the current generation’s media, as Zegart’s research has shown, has become increasingly saturated with a proliferation of “spytainment”: movies and TV shows depicting, often inaccurately, the clandestine world of intelligence and counterterrorism operations.

Like Rice, Crenshaw has also found herself having to explain that none of this was normal before 9/11.

“I have to go back and say, ‘All this wasn’t always here before 9/11.’ I have to trace the trajectory of policy changes,” said Crenshaw, a senior fellow at FSI and the Center for International Security and Cooperation.

Shifts in Emotion


In the first decade after the attacks, Zegart said her students were incredibly emotional about 9/11 and its aftermath, including the expansion of U.S. conflict abroad. A few years after the wars in Afghanistan and Iraq broke out, Zegart remembers one of her students, a recently returned veteran, telling her that he was taking her intelligence class because he wanted to learn more about why he had gone to Iraq, and what his friend who had deployed with him had died fighting for.

“It was a really raw, personal experience for students studying foreign policy in the first decade after 9/11 because they were living with war and uncertainty,” said Zegart. She had to push them be more analytical and objective in their class discussions of what a post 9/11 world entailed.

As the years progressed, though, 9/11 increasingly became less personal for the next generation of students. Perceptions began to shift. So much so that Zegart now finds herself in the opposite predicament: How to insert those feelings back in.

“Because they didn’t live through it, they look at it distantly and dispassionately,” Zegart said. “The challenge is, how do you help students better understand the context in which decisions were made and the raw emotion that unavoidably affects how we perceive threats and how we deal with policy responses.”

Teaching the Emotions of the Day


To evoke a visceral response to 9/11, Zegart shows a 4-minute montage of news clips. Students get a sense of how the day unfolded, from the breaking reports of the first tower being struck to a reporter’s on-air reaction as the second plane crashes live into the remaining tower. There are also scenes of people fleeing lower Manhattan amid dust, smoke and debris.

“You just cannot convey that day in a normal lecture or a book,” Zegart said. The video is effective; her students are often left with a sense of the sadness, horror and anguish that defined 9/11.

Zegart then asks her students to imagine they are policymakers at the White House and have to decide what to do next. “We often teach U.S. foreign policymaking as a sterile, Spock-like process where people weigh the pros and cons of options and make dispassionate decisions,” Zegart said. “But human emotion and searing national experiences are important and hard to convey. A key part of understanding history is empathy, and thinking about what it was like to live through something rather than only looking at an event through the distance of time. 9/11 looks inevitable in hindsight, but it was unimaginable on September 10.”

Through the exercise, students get a sense of the urgency that policymakers, like Rice, have to grapple with while making decisions amid a national emergency.

“In retrospect, everything looks quite orderly,” said Rice, who co-taught a class on global risk with Zegart at the Graduate School Business. “It looks like ‘of course that decision led to that decision.’ Political scientists are always talking about the options that were put before the president. That’s not how crisis decision making unfolds. You are dealing with really incomplete information, you are dealing with the need to act now, and you are often reacting from instinct because you don’t have time to think through things.”

Viewing the Attacks from All Sides


When political scientist Lisa Blaydes teaches 9/11 to her students, she tries to give an international perspective of the issues, particularly on how grievances can arise – both legitimately or falsely constructed – in countries abroad and how that can lead to extremism and political violence. For example, in her course Political Science 149: Middle Eastern Politics, several classes are dedicated to examining anti-American attitudes in the Islamic world and the conditions under which individuals become radicalized.

“I try to make sure that students understand both the individual motivations associated with the radicalization of political thought as well as the global context that empowers radicalized individuals to undertake violent action,” said Blaydes, a professor of political science in the School of Humanities and Sciences and a senior fellow at FSI. She asks students to read Lawrence Wright’s book The Looming Tower, which picks up on themes Blaydes covers in the course, particularly those dealing with how authoritarian regimes in the Arab world provided a backdrop for the rise of al-Qaida.

In recent years, Blaydes has found her students showing an increased interest in learning more about radical groups like ISIS (Islamic State of Iraq and Syria) and how they have terrorized communities across the Middle East. “While Sept. 11 made terrorism a salient threat for Americans living in U.S. cities, both terrorism and state-sponsored violence are unfortunately a trauma shared by people around the world,” she said.

Similarly, Crenshaw said, it is important to explain to students the conditions that lead to such extremist views. But, she added, explaining motives should not be mistaken as justifying them. “We are not trying to excuse it; we are trying to understand why something happened,” she said.

With her students, Crenshaw has also looked at how terrorism has been used across history. In the aftermath of 9/11, terrorism almost exclusively became associated with a particular ideology and religion. But there are other examples throughout history of how it has been used as a form of political violence, she said.

“As an instructor, one of my goals was always to show students that 9/11 was something extraordinary, but there are other instances of terrorism and it can be associated with any ideology,” Crenshaw said.

Given its elasticity, terrorism is a confusing and contentious term with no standard definition, Crenshaw said. Thus, as both the term and the acts associated with terrorism have evolved over the past two decades, so has her teaching of it. “The phenomenon that you are trying to teach is changing over time as well, so it’s really a very dynamic subject requiring constant adjustment to take into account the vast outpouring of writing on terrorism but changing terrorism and counterterrorism as well,” she said.

In addition to situating 9/11 against a global and historical backdrop, teaching the attacks also requires a critical look at the domestic challenges that led up to it, including the shortcomings in U.S. intelligence. Zegart assigns students an article she wrote about the failures within the U.S. intelligence communities to adapt to the threat of terrorism, as well as a critique against her piece. “There’s no one perfect view, and if students can realize that their professor is part of an argument and people can disagree, that’s really important,” she said.

Zegart and Crenshaw have also assigned students the 9/11 Commission Report, the official report of the events that led up to the attacks and detailed account of the circumstances surrounding it.

‘Still Hard’


Even though 20 years have passed since 9/11, it does not mean that teaching about the attacks has gotten easier.

“I still have a hard time,” Zegart said. “For years, my screensaver was a picture of the first plane hitting the World Trade Center. It was important to me not to forget. I’ve spent my career researching why our intelligence agencies failed to stop 9/11 and how they can better meet threats in the future. I think about that day every day.”

In his latest round of nominations, President Biden nominated FSI's MLK, Jr. Centennial Professor Emeritus Dr. Clayborne Carson to the Civil Rights Cold Case Review Board.

As noted in the nomination accouncement from the White House, Dr. Carson has devoted most of his professional life to the study of Martin Luther King, Jr. and the movements King inspired. Since receiving his doctorate from UCLA in 1975, Dr. Carson has taught at Stanford University, where he is Martin Luther King, Jr., Centennial Professor of History (Emeritus).

In 1985, the late Coretta Scott King invited Dr. Carson to direct a long-term project to edit and publish the authoritative edition of her late husband’s speeches, sermons, correspondence, publications, and unpublished writings. Under Carson’s direction, the King Papers Project has produced seven volumes of The Papers of Martin Luther King, Jr. In 2005 Carson founded the Martin Luther King, Jr. Research and Education Institute to endow and expand the educational outreach of the King Papers Project.

I’m very fortunate to have lived during a period when I could make at least a small contribution to the Black Freedom Movement and then make a contribution to making sure that those who made larger contributions have gradually gotten their due.

Carson is mindful of the unique arc of his academic and personal life. "I grew up in Los Alamos, New Mexico where we were one of only three Black families. What I knew about Black America was mainly what I read in the newspapers. I read about these heroic figures like Martin Luther King Jr., Bob Moses, Diane Nash, and John Lewis, and I wanted to be like them. I went to the March on Washington as a nineteen-year-old and watched and listened to what these leaders were working to accomplish. One of the remarkable things about my life is that I've been able to meet and get to know so many of the people who spoke or performed at the march or were on the speaker's platform at the Lincoln Memorial."

Dr. Carson is currently completing his final year as the director of the King Institute, afterwhich he will continue his research and teaching at Stanford’s Center on Democracy, Development, and the Rule of Law of the Freeman Spogli Institute for International Studies.

As Carson looks towards the future, he's appreciative of the opportunities ahead. "I’m still excited about the idea of exploring little known aspects of African-American history, so that should be good preparation for studying largely forgotten 'cold cases,'" he says.

In his new role on the Civil Rights Cold Case Review Board, Dr. Carson, a seminal scholar on the life and writing of Dr. Martin Luther King Jr., will review dozens of unsolved and racially motivated murder cases from the civil rights era.

ABSTRACT

This talk examines the multiple crises manifesting in Lebanon today and their impact on the fate of the uprising that began in October 2019. While the currency, fiscal, and infrastructural crises were central to the making of Lebanon’s uprising, the novel strategic innovations that the protesters made were key to shaping its trajectory relative to past protests. More recently, the COVID-19 pandemic has both exacerbated existing dynamics while also providing respite to the government and some of the traditional political parties. The presentation therefore engages these complexities to take stock of the current status of popular mobilizations, elite efforts to contain them, and the economic structures that undergird both.

Ziad Abu-Rish is Assistant Professor of History at Ohio University, where he is founding director of the Middle East & North Africa Studies Certificate Program. His research explores state formation, economic development, and popular mobilizations in the Middle East, with a particular focus on Lebanon and Jordan. Abu-Rish is co-editor of The Dawn of the Arab Uprisings: End of an Old Order? (2012). He currently serves as Senior Editor at Arab Studies Journal, co-editor at Jadaliyya e-zine, and board member of the Lebanese Studies Association. He is also a Research Fellow at the Lebanese Center for Policy Studies (LCPS).

ABSTRACT

Benazir Bhutto in Pakistan, Roza Otunbayva in Kyrgystan, Megawati Sukarno Putri in Indonesia: female Muslim leaders are seen as pioneers at the forefront of the empowerment of women in Muslim-majority countries and more generally the empowerment of women on a global scale. The younger generation of women Muslim leaders have forged their political struggle and discourse in the post-9/11 context. More recently, they have surfed the wave of hope and disillusion of the Spring revolution(s). A major difference with the first generation of female Muslim leaders is that the younger generation’s political identity is strongly grounded in Islamic references. They are (or have labelled themselves) as Islamists, Islamist democrats or Muslim democrats that propose an alternative to the exclusive secular discourse.

Through the experience of Sayida Ounissi, we explore the genuine and challenging role of a new generation of female leaders, in Muslim democrats or Islamist parties. This discussion goes beyond the common assumptions and clichés of the veil oppressed Muslim women, the question of the compatibility between Islam and democracy or Islam and feminism. It rather looks at the rise of young women Muslim democrats in Islamist or Muslim parties in a way to grasp the feminine, and sometimes feminist, re-definition of the Islamic tradition and Islamist or Muslim democrats discourse. It explores the modes of transmission of political struggle and ideologies, from fathers to daughters, and from mothers, whether passive or active Islamists, to daughters. Finally, it examines the challenges posed to their ascensions within their parties and society by analysing how these women are re-appropriating conservative Islamic codes, other cultural or religious practices, and the social and political concepts inherent to their respective local and global context, in order to secure legitimate ascension in their parties and societies.

Sayida Ounissi is a member of the Tunisian Assembly of People’s Representatives and Minister for Employment and Vocational Training.  She represents Tunisians living in the North of France for the Ennahdha Party and was first elected in October 2014 and reelected in October 2019.  In 1993, her family fled the dictatorship of Ben-Ali for France where she completed all of her schooling. In 2005, she joined the University of Paris 1 Panthéon Sorbonne for a double degree in History and Political Science. She obtained her Masters at the Institute for the Study of Economic and Social Development, and completed her studies with an internship at the African Development Bank in Tunis. In 2016, she was recruited by Prime Minister Youssef Chahed to join his Cabinet as Secretary of State in the Ministry of Employment and Vocational Training, charged with vocational training and private initiative. In 2018, she was promoted as the Minister for Employment and Vocational Training, becoming the youngest minister in Tunisia.

She is a former Fellow for the Democracy in Hard Places Initiative at the Ash Center for Democracy, Harvard University. In 2014, she received her PhD from Sciences-Po, France. Her thesis was the first study on the political role of gangs through umbrella NGOs in Malaysia. Hicham Alaoui is an established voice calling for political reform in the Arab world. He is currently a research fellow based at the Weatherhead Center for International Affairs at Harvard University, and is pursuing a D.Phil. at the University of Oxford.  Previously at Stanford, he was a Consulting Professor at the Center for Democracy, Development, and Rule of Law, and advisory board member at the Freeman Spogli Institute. He has published on democratic reforms in the Middle East for journals such as Politique Internationale, Le Debat, Pouvoirs, Le Monde Diplomatique, and Journal of Democracy. He has contributed to The New York Times, Le Monde, La Nouvelle Observateur, El Pais, and Al-Quds. Previously, she served as Fellow in the Middle East Program and the Women’s Global Leadership Initiative at the Woodrow Wilson International Center for Scholars in Washington, DC (2018-2019) and Kuwait Visiting Professor at SciencesPo in Paris (fall 2016). She is an Affiliated Scholar in the Program on Governance and Local Development (GLD) at the University of Gothenburg and Yale University. Benstead has conducted surveys in Morocco, Algeria, Tunisia, Libya, and Jordan and contributes to the Transitional Governance Project. Her research on women and politics, public opinion, and survey methodology has appeared in Perspectives on Politics, International Journal of Public Opinion Research, Governance, and Foreign Affairs. Larry Diamond is a senior fellow at the Hoover Institution and at the Freeman Spogli Institute for International Studies. For more than six years, he directed FSI’s Center on Democracy, Development, and the Rule of Law, where he now leads its Program on Arab Reform and Democracy and its Global Digital Policy Incubator. He is the founding co-editor of the Journal of Democracy and also serves as Senior Consultant at the International Forum for Democratic Studies of the National Endowment for Democracy. His research focuses on democratic trends and conditions around in the world, and on policies and reforms to defend and advance democracy. His 2016 book, In Search of Democracy, explores the challenges confronting democracy and democracy promotion, gathering together three decades of his writing and research, particularly on Africa and Asia. He is author of Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, published in 2019 by Penguin Press. Samia Errazzouki is a PhD student focusing on early modern Northwest African history. Prior to UC Davis, she worked as a journalist based in Morocco reporting for the Associated Press, and later, with Reuters. Samia also worked as a research associate in Morocco with the University of Cambridge, researching the dynamics of surveillance and citizen media in light of the "Arab Spring." Amr Hamzawy is a Senior Research Scholar at CDDRL. He studied political science and developmental studies in Cairo, The Hague, and Berlin. He was previously an associate professor of political science at Cairo University and a professor of public policy at the American University in Cairo. Between 2016 and 2017, he served as a senior fellow in the Middle East program and the Democracy and Rule of Law program at the Carnegie Endowment for International Peace, Washington, DC. His research and teaching interests as well as his academic publications focus on democratization processes in Egypt, tensions between freedom and repression in the Egyptian public space, political movements and civil society in Egypt, contemporary debates in Arab political thought, and human rights and governance in the Arab world. He is currently writing a new book on contemporary Egyptian politics, titled Egypt’s New Authoritarianism. Hamzawy is a former member of the People’s Assembly after being elected in the first Parliamentary elections in Egypt after the January 25, 2011 revolution. He is also a former member of the Egyptian National Council for Human Rights. Colin H. Kahl is co-director of the Center for International Security and Cooperation, the inaugural Steven C. Házy Senior Fellow at the Freeman Spogli Institute for International Studies, and a Professor, by courtesy, in the Department of Political Science at Stanford University. He is also a Strategic Consultant to the Penn Biden Center for Diplomacy and Global Engagement. From October 2014 to January 2017, he was Deputy Assistant to the President and National Security Advisor to the Vice President. In that position, he served as a senior advisor to President Obama and Vice President Biden on all matters related to U.S. foreign policy and national security affairs, and represented the Office of the Vice President as a standing member of the National Security Council Deputies’ Committee. From February 2009 to December 2011, Dr. Kahl was the Deputy Assistant Secretary of Defense for the Middle East at the Pentagon. In this capacity, he served as the senior policy advisor to the Secretary of Defense for Egypt, Iran, Iraq, Israel and the Palestinian territories, Saudi Arabia, Syria, Yemen, and six other countries in the Levant and Persian Gulf region. In June 2011, he was awarded the Secretary of Defense Medal for Outstanding Public Service by Secretary Robert Gates. From 2007 to 2017 (when not serving in the U.S. government), Dr. Kahl was an assistant and associate professor in the Security Studies Program at Georgetown University's Edmund A. Walsh School of Foreign Service. From 2007 to 2009 and 2012 to 2014, he was also a Senior Fellow at the Center for a New American Security (CNAS), a nonpartisan Washington, DC-based think tank. From 2000 to 2007, he was an assistant professor of political science at the University of Minnesota. In 2005-2006, Dr. Kahl took leave from the University of Minnesota to serve as a Council on Foreign Relations International Affairs Fellow in the Office of the Secretary of Defense, where he worked on issues related to counterinsurgency, counterterrorism, and responses to failed states. In 1997-1998, he was a National Security Fellow at the John M. Olin Institute for Strategic Studies at Harvard University. Current research projects include a book analyzing American grand strategy in the Middle East in the post-9/11 era. A second research project focuses on the implications of emerging technologies on strategic stability. He has published numerous articles on international security and U.S. foreign and defense policy in Foreign Affairs, Foreign Policy, International Security, the Los Angeles Times, Middle East Policy, the National Interest, the New Republic, the New York Times, Politico, the Washington Post, and the Washington Quarterly, as well as several reports for CNAS. His previous research analyzed the causes and consequences of violent civil and ethnic conflict in developing countries, focusing particular attention on the demographic and natural resource dimensions of these conflicts. His book on the subject, States, Scarcity, and Civil Strife in the Developing World, was published by Princeton University Press in 2006, and related articles and chapters have appeared in International Security, the Journal of International Affairs, and various edited volumes. Lina Khatib is Head of the Middle East and North Africa Program at Chatham House. She was formerly director of the Carnegie Middle East Center in Beirut and co-founding Head of the Program on Arab Reform and Democracy at Stanford University’s Center on Democracy, Development, and the Rule of Law. Her research focuses on the international relations of the Middle East, Islamist groups and security, political transitions and foreign policy, with special attention to the Syrian conflict. She is a research associate at SOAS, was a senior research associate at the Arab Reform Initiative and lectured at Royal Holloway, University of London. She has published seven books and also written widely on public diplomacy, political communication and political participation in the Middle East. Toby Matthiesen is a Senior Research Fellow in the International Relations of the Middle East at the Middle East Centre, St. Antony’s College, University of Oxford. He was previously a Research Fellow at Pembroke College, Cambridge, and at the London School of Economics and Political Science and gained his doctorate from the School of Oriental and African Studies (SOAS). He is the author of Sectarian Gulf: Bahrain, Saudi Arabia, and the Arab Spring That Wasn't (Stanford University Press, 2013), and The Other Saudis: Shiism, Dissent and Sectarianism (Cambridge University Press, 2015). Khalid Medani is currently associate professor of political science and Islamic studies at McGill University, and has also taught at Oberlin College and Stanford University. Dr. Medani received an A.B. in development studies from Brown University (1987), an MA in development studies from the Center for Contemporary Arab Studies at Georgetown University (1994), and a PhD in political science from the University of California, Berkeley (2003). His research focuses on the political economy of Islamic and ethnic politics in Egypt, Sudan and Somalia. He has published widely on the roots of civil conflict and the funding of the Islamic movement in Sudan, the question of informal finance and terrorism in Somalia, the obstacles to state building in Iraq, and the role of informal networks in the rise of Islamic militancy. Dr. Medani has worked as a researcher at the Brookings Institution and at Stanford University’s Center for International Security and Cooperation (CISAC). He also served as a Homeland Security Fellow at Stanford University from 2006-2007, and has worked with a variety of international organizations including the United Nations Development Program (UNDP), and the UN Office of the Coordinator of Humanitarian Affairs. Dr. Medani has also served as a senior consultant for a variety of governments on issues such as the roots of Islamic militancy, the Darfur crisis, youth politics in Sudan, and electoral reforms in Morocco including the governments of the United States, the Netherlands, the United Kingdom, and Norway. Abbas Milani is the Hamid & Christina Moghadam Director of Iranian Studies and Adjunct Professor at the Center on Democracy, Development and Rule of Law at the Freeman Spogli Institute at Stanford University. He has been one of the founding co-directors of the Iran Democracy Project and a research fellow at the Hoover Institution. His expertise is U.S.-Iran relations as well as Iranian cultural, political, and security issues. Until 1986, he taught at Tehran University’s Faculty of Law and Political Science, where he was also a member of the Board of Directors of the university’s Center for International Relations. After moving to the United States, he was for fourteen years the Chair of the Political Science Department at the Notre Dame de Namur University. Farah Al-Nakib is Assistant Professor of History at California Polytechnic State University in San Luis Obispo.  She received her PhD (2011) and MA (2006) in History from the School of Oriental and African Studies in London. Her book Kuwait Transformed: A History of Oil and Urban Life (Stanford University Press, 2016) analyzes the relationship between the urban landscape, the patterns and practices of everyday life, and social behaviors and relations in Kuwait, and traces the historical transformation of these three interrelated realms in the shift from the pre-oil to oil eras. Her current research focuses on collective memory and forgetting in Kuwait, and on the Iraqi invasion and occupation of Kuwait in 1990-91.  Her articles have been published in numerous peer reviewed journals and various edited volumes. David Siddhartha Patel is the Associate Director for Research at the Crown Center for Middle East Studies at Brandeis University. His research focuses on religious authority, social order, and identity in the contemporary Arab world. He conducted independent field research in Iraq on the role of mosques and clerical networks in generating order after state collapse, and his book, Order Out of Chaos: Islam, Information, and Social Order in Iraq, is being prepared for publication by Cornell University Press. Patel has also recently written about the Jordanian Muslim Brotherhood; ISIS in Iraq; and dead states in the Middle East. He teaches courses on Middle Eastern politics, research design, and GIS and spatial aspects of politics. Before joining the Crown Center, Patel was an assistant professor of government at Cornell University. Patel received his B.A. from Duke University in Economics and Political Science and his Ph.D. from Stanford University in Political Science, where he also was a fellow at CDDRL and CISAC. He studied Arabic in Lebanon, Yemen, Morocco, and Jordan. [Back to top]

Hesham Sallam is a Research Associate at CDDRL and serves as the Associate-Director of the Program on Arab Reform and Democracy. He is also a co-editor of Jadaliyya ezine and a former program specialist at the U.S. Institute of Peace. His research focuses on Islamist movements and the politics of economic reform in the Arab World. Sallam’s research has previously received the support of the Social Science Research Council and the U.S. Institute of Peace. Past institutional affiliations include Middle East Institute, Asharq Al-Awsat, and the World Security Institute. He is editor of Egypt's Parliamentary Elections 2011-2012: A Critical Guide to a Changing Political Arena (Tadween Publishing, 2013). Sallam received a Ph.D. in Government (2015) and an M.A. in Arab Studies (2006) from Georgetown University, and a B.A. in Political Science from the University of Pittsburgh (2003). [Back to top]

Thomas Serres is a lecturer in the Politics Department at UC Santa Cruz and a specialist of North African and Mediterranean politics and his scholarship focuses on questions of crisis, economic restructuring and authoritarian upgrading. His first book was published in French by Karthala in 2019. It studies the politics of catastrophization in post-civil war Algeria and is entitled Algeria and the Suspended Disaster: Managing the Crisis and Blaming the People under Bouteflika. He has also recently co-edited the volume North Africa and the Making of Europe: Governance, Institutions, Culture, which was published by Bloomsbury Academic Press in 2018. [Back to top]

Stacey Philbrick Yadav is Associate Professor and chair of the Department of Political Science at Hobart and William Smith Colleges. She has written extensively about Islamist-Leftist and intra-Islamist dynamics in Yemen, including Islamists and the State: Legitimacy and Institutions in Yemen and Lebanon, and was a contributor to the “Rethinking Political Islam” project at the Brookings Institution. Focusing increasingly on Yemen’s evolving war dynamics, she co-edited Politics, Governance, and Reconstruction in Yemen’s War for the Project on Middle East Political Science and the spring 2019 issue of Middle East Report devoted to the conflict. Philbrick Yadav serves on the executive committee of the American Institute for Yemeni Studies, and is currently a non-resident fellow at the Crown Center for Middle East Studies at Brandeis University. [Back to top]

Sean Yom is Associate Professor of Political Science at Temple University and Senior Fellow in the Middle East Program at the Foreign Policy Research Institute. His research explores authoritarian politics, institutional stability, and historical identity in these countries, as well as their implications for US foreign policy. His publications include From Resilience to Revolution: How Foreign Interventions Destabilize the Middle East (Columbia University Press, 2016); the Routledge textbooks Societies of the Middle East and North Africa (2019) and Government and Politics of the Middle East and North Africa (2019); and numerous articles in academic journals and popular media. My research centers on topics in comparative politics and the political economy of development. I focus on the micro-foundations of political behavior to gain leverage on macro-political questions. How do autocrats survive? How can citizen-state relations be improved and government accountability strengthened? Can shared identities mitigate out-group animosity? Adopting a multi-method approach, I use lab-in-the-field and online experiments, surveys, and in-depth field research to examine these questions in sub-Saharan Africa and the US. My current book project reexamines the role of elections in authoritarian endurance and explains why citizens vote in elections with foregone conclusions in Tanzania and Uganda. Moving beyond conventional paradigms, my theory describes how a social norm of voting and accompanying social sanctions from peers contribute to high turnout in semi-authoritarian elections. In other ongoing projects, I study how national and pan-African identification stimulated through national sports games influence attitudes toward refugees, the relationship between identity, emotions, and belief in fake news, and how researchers can use Facebook as a tool for social science research.
