Edward Miguel received his PhD at Harvard in 2000, the same year he joined UC Berkeley as an assistant professor. He was promoted to associate professor in 2005. He recently received the Kenneth J. Arrow Award for Best Paper in Health Economics for "Worms: Identifying Impacts on Education and Health in the Presence of Treatment Externalities" (with Michael Kremer), which appeared in Econometrica. He also was the recipient of the 2005 Sloan Fellowship. At Berkeley he has received the Best Graduate Adviser Award and the Distinguished Teaching Award.

Professor Miguel is co-editor of the Journal of Human Resources, associate editor of the Journal of Development Economics and Review of Economics and Statistics, director of the U.C. Berkeley Scientific Evaluation for Global Action program, co-organizer for Working Group in African Political Economy, associate director at CIDER, an NBER faculty research associate, a CEPR research fellow, a senior fellow at the Bureau for Research and Economic Analysis of Development, and a research affiliate at the MIT Poverty Action Lab. He also has worked as a consultant for non-governmental organizations on projects in Delhi, Kenya, Tanzania, and Sierra Leone.

Feng Luo is a visiting pre-doctoral fellow from Peking University, pursuing his study in the United States on a scholarship awarded by the China Scholarship Council of the Ministry of Education. Feng entered the doctoral program at Peking University in the Fall of 2006. His dissertation will focus on US democracy promotion policy. Before this, Luo Feng conducted research as Research Assistant at Shanghai Academy of Social Sciences, and he took participation in several research programs and issued some papers in the field of international relations. Luo Feng earned his BA degree at Henan University and his MA degree at Peking University.

Fabrice Murtin will be a postdoctoral fellow with Stanford's Center for the Study of Poverty and Inequality. He has a Ph.D. in Economics from Paris-Jourdan Sciences Économiques and, from 2005-2007, served as visiting researcher at the London School of Economics.

He will discuss his paper, written with Christian Morrisson, "Education Inequalities and the Kuznets Curves: A Global Perspective Since 1870."

Abstract

This paper presents a new dataset on educational attainment (primary, secondary and tertiary schooling) at the world level since 1870. Inequality in years of schooling is found to be rapidly decreasing, but we show that this result is completely driven by the decline in illiteracy. Then, we turn to inequality in human capital and focus on Mincerian production function that accounts for diminishing returns to schooling. It explains the negative cross-country correlation between Mincerian returns to schooling and average schooling contrary to other functional forms. As a result, we show that world human capital inequality has increased since 1870, but does not exceed 10% of world income inequality. Next, we analyse the relationships between the national distributions of income and schooling. We show that human capital within countries exhibits the inverted U-shaped curve with respect to average schooling, namely a "Kuznets curve of education." We find that the usual Kuznets curve of income inequality is significant both in pooled and fixed-effects regressions over the period 1870-2000, and is robust to the inclusion of other variables in the regression such as schooling and human capital inequality. However, the "Kuznets effect" associated to GDP per capita is 4 times smaller in magnitude than the externality of average schooling favouring the decrease of income inequality within countries since 1870.

About the talk:

Are property rights obtained through dubious means forever tainted with original sin or can rightholders make their ill-gotten gains legitimate by doing good works? Using an experiment embedded in a survey of 1600 residents of conducted in Russia in October 2006, I find that the original sin of an illegal privatization is difficult to expunge, but that businesspeople can improve the legitimacy of property rights by doing good works, such as providing public goods.

About the speaker:

Timothy Frye is a Professor of Political Science at Columbia University. His research and teaching interests are in comparative politics and political economy with a focus on the former Soviet Union and Eastern Europe. He is the author of Brokers and Bureaucrats: Building Markets in Russia, (Michigan Press 2000), which won the 2001 Hewett Prize from the American Association for the Advancement of Slavic Studies. He has published articles on property rights, the rule of law, protection rackets, economic reform, presidential power, and trade liberalization. Current projects include a book manuscript on the politics of economic reform in 25 postcommunist countries from 1990-2002 and articles on property rights and the rule of law drawing on surveys of business elites and the mass public in Russia.

Timothy Frye received his Ph.D. in political science from Columbia University in 1997. He has an MIA degree from the School of International and Public Affairs at Columbia University, and a BA in Russian language and literature from Middlebury College.

Santiago Levy is a Mexican economist and former General Director of the Mexican Social Security Institute. As director of the Institute, he championed pension reform and extended social security coverage to rural workers. Prior to that, Levy was Chief economist and head of the Research Department of the Inter-American Development Bank (2001 - 2002). From 1994 to 2000, he was Deputy Minister at the Ministry of Finance in Mexico, where he was the force behind Progresa-Oportunidades, Mexico's widely acclaimed incentive-based health, nutrition and education program for the poor.

Levy has taught at Boston University, where he was the Chair of the Economics Department. He has published a number of books and numerous academic and newspaper articles on economic development, budgetary and tax policy, trade policy reform, social policy, rural and regional development.

Santiago Levy obtained his, B.A., M.A., and Ph.D. from Boston University.

This volume of International Perspectives on Education and Society explores how educational research from a comparative perspective has been instrumental in broadening and testing hypotheses from institutional theory. Institutional theory has also played an increasingly influential role in developing an understanding of education in society. This symbiotic relationship has proven intellectually productive.

In light of the impact that comparative education research has had on institutional theory, the chapters in this volume ask where the comparative and international study of education as an institution is heading in the 21st century.

Chapters range from theoretical discussions of the impact that comparative research has had on institutional theory to highly empirical comparative scholarship that tests basic institutional assumptions and trends.

All over the world new ideas and models emerge on how to organize the higher education sector and its institutions. The contributions in this volume identify the most influential transnational models and investigate their origins and mechanisms of dissemination as well as the resulting consequences for national systems. Will global trends in higher education lead to homogeneity or will they result in an increased differentiation? This is a Special Seminar within the CDDRL Taiwan Democracy Program (co-sponsored with Shorenstein APARC).

Richard Bush is a Senior Fellow at the Brookings Institution and Director of its Center for Northeast Asian Policy Studies. The Center serves as a locus for research, analysis, and debate to enhance policy development on the pressing political, economic, and security issues facing Northeast Asia and U.S. interests in the region.

Bush came to Brookings in July 2002, after serving almost five years as the Chairman and Managing Director of the American Institute in Taiwan (AIT), the mechanism through which the United States Government conducts substantive relations with Taiwan in the absence of diplomatic relations.

Dr. Bush began his professional career in 1977 with the China Council of The Asia Society. In July 1983 he became a staff consultant on the House Foreign Affairs Committee's Subcommittee on Asian and Pacific Affairs. In January 1993 he moved up to the full committee, where he worked on Asia issues and served as liaison with Democratic Members. In July 1995, he became National Intelligence Officer for East Asia and a member of the National Intelligence Council (NIC), which coordinates the analytic work of the intelligence committee. He left the NIC in September 1997 to become head of AIT.

Richard Bush received his undergraduate education at Lawrence University in Appleton, Wisconsin. He did his graduate work in political science at Columbia University, getting an M.A. in 1973 and his Ph.D. in 1978. He is the author of a number of articles on U.S. relations with China and Taiwan, and of At Cross Purposes, a book of essays on the history of America's relations with Taiwan.
