On May 20-21, 2006, the Stanford Project on Regions of Innovation and Entrepreneurship (SPRIE) of Stanford University and the China Institute for Science and Technology Policy (CISTP) of Tsinghua University will co-sponsor a workshop in Beijing, China, with the collaboration of Zhongguancun Science Park and the Industrial Technology Research Institute. The English version of the proceedings will be published by SPRIE.

Theme and Topics

The theme is the progress in and challenges to Greater China's innovative capacities. The workshop will include discussions of key drivers of innovative capacity: the inputs, processes, institutions, management strategies and outputs, including evidence of innovative capacities as demonstrated in new products, processes, services or business models.

The workshop will focus on information technology and telecommunications, focusing on development within and linkages among Mainland China and Taiwan, plus Singapore and Silicon Valley. Workshop sessions will include:

Corporate R&D: Multinational and domestic firms

University and research institute R&D

Science and technology human resources

Regional innovation

New technologies and business models

Papers invited include case studies of products and of firms, analysis of trends and cross-industry or cross-regional comparisons.

Workshop Format

Attendance at the two-day workshop will be by invitation only. More than twenty papers will be presented and discussed by a group of international scholars; panel participants will include senior industry leaders and government policy makers. The workshop format will facilitate discussions.

Following the successful migration of semiconductor foundries business to Taiwan, IC design houses are now flowing to Asia. As a result, the opportunities for venture capital investments in Greater China are increasing. Based on on-the-ground experience gained during the past ten years dealing with high-tech venture businesses between Silicon Valley and Asia, Jesse Chen will share his unique perspective on the changing dynamics of risks, timing, business sectors etc. for optimizing investments in the high tech industry in Greater China.

Jesse Chen is managing director of Maton Venture. Maton is a global venture with strategic investors and VC partners from the U.S., Europe, Japan, and Taiwan. Launched in October 1997, Maton now has thirty-two portfolio companies across Semiconductor, Communication, Software and other Information Technology industries. As of December 2002, three have gone public and five have been acquired. Jesse currently serves as board member for eleven companies.

Before Maton, Jesse co-founded BusLogic, Inc. in 1988 and served as CEO and president until it was acquired in 1996. BusLogic designed and marketed ASIC, Board and Software for the computer storage industry. Under Jesse's leadership, BusLogic achieved twenty-two quarters of consecutive growth and profitability, yielding BusLogic's first investor more than sixty times return of investment within six years. BusLogic is now part of IBM.

Jesse also served as chairman of the Global Monte Jade Science and Technology Association from 1998 to 2000 and served as Chairman of Monte Jade West from 1997 to 1998. Monte Jade has more than one thousand high tech corporate members throughout North America and Asia and more than fifty are public companies.

A one-day conference organized by Shorenstein APARC brought together 110 distinguished participants from India, the United States, Israel, Taiwan, Europe, and Latin America. The program's objective was to inform and educate India's IT policymakers and practitioners on India's enabling environment with respect to regulation, governance, access to capital, and technological capabilities. The proceedings of this conference are available as an Shorenstein APARC publication, prepared by Dr. Rafiq Dossani.

When Taiwan's government launched Hsinchu Science-based Industrial Park Project in 1979, the objectives were three fold: to revitalize the country's economic growth, to establish its indigenous high-tech base, and to slow down the (then) serious brain drain problem. After extensive consultations, study tours, and careful evaluation, a strategy was adopted to emulate Silicon Valley. The key ingredients of the strategy were to establish favorable investment and living environments for high tech entrepreneurs, to lure back some expatriate brain power, and to train more science and engineering graduates. The initial plan involved a 10-year, $500 million government fund to develop a nearly 600 hectare science park in Hsinchu, where two prestigious universities and a government funded research institution already were located. The Taiwanese government established a Hsinchu Science-based Industrial Park Administration in 1979 to execute this plan. What has happened during the past 20 years? The current status of the Hsinchu Park will be presented to substantiate the original plan and strategy. Dr. Irving T. Ho currently serves as Chairman of the Board of EiC Corp. His distinguished career includes serving as the first Director General of the Hsinchu Science-Based Industrial Park, President and CEO of International Integrated System, Inc., Vice Chairman of Taiwan's National Science Council, and senior manager and award winning researcher at IBM's East Fishkill Laboratory. Holder of 34 US patents, Dr. Ho received his M.S. and Ph.D. degrees in Electrical Engineering from Stanford University.
