The Organization for Security and Co-operation in Europe (OSCE) was one of the first multilateral bodies where its members states, including the US, Russia, all other post-Soviet and European countries, agreed that democracy, rule of law, and human rights were an indivisible part of security. In the mid-1990s the star of the OSCE was on the rise: the organization deployed large multi-disciplinary field missions throughout the former Yugoslavia; it was involved in the protection of rights of ethnic minorities in the Baltics; it was designated to lead conflict-resolution efforts in the post-Soviet space. In addition, the OSCE was conducting election observation and democracy-promotion efforts in the region. With time, however, the consensus of the 1990s has eroded and the effectiveness of the organization is increasingly put into question by some of its member states. What can be learned from the OSCE's experiences? Can multilateral organizations effectively promote democracy in absence of consensus among its member states? The presenter will give a practitioner's perspective on these questions.

About the speaker
Dr. Vladimir Shkolnikov
has served as the Head of Democratization Department in the Warsaw-based Office for Democratic Institutions and Human Rights of the Organization for Security and Cooperation in Europe (ODIHR/OSCE) since spring 2004. He is responsible for direction and management of ODIHR's democracy-promotion technical assistance programs in areas of rule of law, parliamentary support, political party development, gender equality, and migration policy development in the former Soviet states and in Southeastern Europe. Prior to assuming his post he held positions of migration adviser and election adviser at the ODIHR. He has traveled extensively, including to most of the conflict areas in the post-Soviet space. Prior to joining the ODIHR he was resident research consultant at the RAND Corporation in Santa Monica, CA. He received his Ph.D. in public policy analysis from the Pardee RAND Graduate School of Policy Studies.

When presidents Bill Clinton and Boris Yeltsin meet in Moscow next month, issues such as

START II, NATO expansion, trade with Iran and Iraq, and Russia's new draconian law on

religion are likely to dominate the agenda. To historians of US-Soviet relations, this agenda

should sound familiar as arms control, European security, regional conflicts, and human rights were the main components of most summit agendas between the United States and the Soviet Union during the Cold War. This old agenda suggests that the promise of a new post-communist strategic partnership between the United States and Russia has not been realized. Especially as Russia continues to struggle in reforming its economy, many in the US have now concluded that engagement with this "basket case" is not worth the trouble--better to walk away from the failing project of internal reform and prepare instead to contain future external aggression.

Well before George W. Bush finally won the U.S. presidency, Vladimir Putin and his surrogates made it clear that they hoped for a Republican victory. Putins team believes that the new Bush team for foreign policy will adopt a more realpolitik philosophy toward international affairs. In their view, this means less attention to pesky issues like human rights, corruption and the war in Chechnya, and more attention to traditional issues of foreign diplomacy such as arms control and great power regulation of regional conflicts.

Russia's state media openly championed the benefits of a George W. Bush victory for Russia. Under Bush, so [Putin]'s people believe, the United States will no longer care about domestic politics in Russia, such as human rights, independent media or the war in Chechnya. With Bush in power, so the thinking goes in Moscow, the Kremlin will have a free hand to roll back democracy in the name of restoring law and order.

Obviously, Putin and his people have a cartoonized understanding of the new Bush administration's foreign policy philosophy, a crude reading of how foreign policy is made in the United States and a flawed historical reading of Nixon's policy toward the Soviet Union. It is not the job of the new Bush team to give history lessons or civics courses about the U.S. policy process to its Russian counterpart. But it is imperative that the new Bush foreign policy team signal clearly and immediately to Moscow its true intentions regarding Russia, which above all else should reflect no nostalgia for the "good old days" of the Cold War era.

Putin and Bush have a budding friendship, one that has fostered U.S.- Russian cooperation on important strategic matters like anti- terrorism. Yet, there's a disturbing difference. Some of the same people who attended Reagan's luncheon are again fighting for basic human rights and democratic practices in Russia -- and Bush seems indifferent to their fate.

Before coming to CDDRL, Miriam Abu Sharkh was employed at the United Nation's specialized agency for work, the International Labour Organization, in Geneva, Switzerland. As the People's Security Coordinator (P4), she analyzed and managed large household surveys from Argentina to Sri Lanka. She also worked on the Report on the World Social Situation for the United Nation's Department of Economic and Social Affairs in New York. Previously, she had also been a consultant for the German national development agency (Gesellschaft für Technische Zusammenarbeit, GTZ) in Germany where she focused on integrating core labor standards into German technical cooperation.

She has written on the spread and effect of human rights related labour standards as well as on welfare regimes, gender discrimination, child labour, social movements and work satisfaction.

Currently, she holds a grant by the German National Science Foundation (Deutsche Forschungsgemeinschaft) to study the evolvement of worldwide patterns of gender discrimination in the labor market, specifically the effects of international treaties. These questions are addressed in longitudinal, cross-national studies from the 1950´s to today.

This research builds on her previous work as a Post-doctoral Fellow at CDDRL as well as her dissertation on child labor for which she received a "Summa cum Laude" ( Freie Universität Berlin, Germany-joint dissertation committee with Stanford University). After discussing various labor standard initiatives, the dissertation analyzes when and why countries ratify the International Labour Organization's Minimum Age Convention outlawing child labour via event history models. It then examines the effect of ratification on child labor rates over three decades through a panel analyses. While her dissertation employed quantitative methods, her Diplom thesis (Freie Universität Berlin, Germany) builds on extensive fieldwork in South Africa examining the genesis, strategies, and structures of the South African women's movement.

She has traveled extensity, both professionally and privately, loves to dive and sail and speaks German, Spanish and French as well as rudimentary Arabic.

Her current research interests include labor related international human rights, especially child labour and (non-)discrimination, social movements and work satisfaction.

Shibley Telhami holds the Anwar Sadat Chair for Peace and Development at the University of Maryland, and is a non-resident Senior Fellow at the Brookings Institution. Previously, he was the Director of the Near Eastern Studies Program at Cornell University and has taught at Ohio State University, the University of Southern California, Princeton University, Columbia University, Swarthmore College, and the University of California at Berkeley. His publications include Power and Leadership in International Bargaining: The Path to the Camp David Accords (Columbia University Press, 1990); International Organizations and Ethnic Conflict, ed. with Milton Esman (Cornell University Press, 1995); and Identity and Foreign Policy in the Middle East , ed. with Michael Barnett (forthcoming, Cornell University Press, 2001); and numerous articles on international politics and Middle Eastern affairs.

Professor Telhami has actively been bridging the academic and policy world. He served as advisor to the United States delegation to the United Nations during the Iraq-Kuwait crisis, and was on the staff of Congressman Lee Hamilton. He is the author of a report on Persian Gulf security for the Council on Foreign Relations, and the co-drafter of a Council report on the Arab-Israeli peace process. Professor Telhami is a member of the Council on Foreign Relations and a member of the advisory committee of Human Rights Watch/Middle East. He has been a member of the American delegation of the Trilateral American/Israeli/Palestinian Anti-Incitement Committee mandated by the Wye River Agreement between Israel and the Palestinians and has a weekly radio commentary broadcasting widely over the Middle East.

He received his B.A. from the Queens College of the City University of New York (1974), M.A. from the Graduate Theological Union, Berkeley (1978), and Ph.D. from the University of California, Berkeley (1986).

Professor Telhami will be reporting on his latest poll of Arab public opinion and interpreting the results on key issues.

In an article written for the current issue of the Washington Quarterly Larry Diamond, Michael A. McFaul and Abbas Milani, suggests that the U.S. government seek a comprehensive agreement with Tehran that would "end the economic embargo, unfreeze all Iranian assets, restore full diplomatic relations, support the initiation of talks on Iran's entry into the WTO, encourage foreign investment, and otherwise move toward a normal relationship with the Iranian government." In exchange, Iran would have to suspend its nuclear weapons program...

Dr. Dan Wei will give an overview of the present state of legal reform in China, and will cover such topics as the death penalty and other criminal procedure reforms, and measures to insure the rights of detainees and prisoners.

He is a professor at the Institute for Procuratorial Theory of the Supreme People's Procuratorate of China, one of the four principal branches of the Chinese judicial system. He was a Fellow of the Danish Institute of Human Rights in 2002, and he travels and speaks widely in China and overseas on topics related to the development of Chinese law and practice.

Since receiving a PhD from Wuhan University in 1999, he has published 5 books and more than 40 articles in the field of criminal justice. His book, Comparative Studies on the Crimes of Trafficking in Persons, published by The Law Press of China in June 2004, is the first specialized Chinese publication on the topic of human trafficking.

As the deputy editor in chief of Chinese Criminal Science, he has transformed the journal into the most authoritative publication in the field of criminology in China. The journal now boasts more than 20,000 readers. The State Council granted him a Special Award for Distinguished Service in 2004.
