Sameer Dossani is director of "50 Years is Enough: U.S. Network for Global Economic Justice", a coalition of over 200 U.S. grassroots, women's, solidarity, faith-based, policy, social- and economic-justice, youth, labor, and development organizations dedicated to the transformation of the World Bank and the International Monetary Fund (IMF).

Dossani has been campaigning against the World Bank and IMF since the early 1990s, when he was a student activist at McGill University, Canada. Most recently, he was the executive director of the NGO Forum on the Asian Development Bank, based in Manila, Philippines, where he had the opportunity to work closely with Asian NGOs and peoples movements working for economic justice.

On Dec. 7, 2006, Georgian Prime Minister Zurab Noghaideli met with FSI scholars and students and reported on his administration's reforms, negotiations with the breakaway provinces of Abkhazia and South Ossetia, whether Georgia sought NATO membership, and energy security vis-à-vis Russia. Noghaideli, who became prime minister of the Republic of Georgia in February 2005, was considered a member of a team of young reformists headed by Zurab Zhvania and Mikheil Saakashvili in the years leading up to the Rose Revolution. He also discussed Russian sanctions on Georgian exports, and was optimistic about Georgia's ability to adapt to and rebound from such constraints. As an example he pointed to the success of a recent advertising campaign in neighboring Ukraine, in which billboards advertise, "Promote democracy. Drink Georgian wine."

Jennifer Rubenstein received her PhD in political science from the University of Chicago (2005) with a dissertation entitled "Just Samaritans? The politics and ethics of international private aid." In her research, she examines the ways in which humanitarian organizations provide moral justifications for their actions and decisions, and the relationship between these justifications and the conceptual categories through which international aid is understood. Her work, which is informed by extensive primary research, has been funded by grants from SSRC, the United States Institute of Peace, and the Aspen Institute. She specializes in political theory, international politics, democratic theory, and NGOs.

Contrary to the predictions of standard economic theory, capital market liberalization has been a mixed blessing for many countries. Liberalization of debt inflows exposes economies to the risk of crises stemming from sudden changes in investor sentiment. Equity market liberalizations, on the other hand, have promoted growth in almost every liberalizing country. Yet equity market liberalizations have not had as strong an effect as might be expected. To convince outsiders to invest, countries must put in place laws and supporting institutions to protect the rights of minority shareholders. Countries with such protections tend to have larger, more efficient, and more stable stock markets than those that do not.

All over the world new ideas and models emerge on how to organize the higher education sector and its institutions. The contributions in this volume identify the most influential transnational models and investigate their origins and mechanisms of dissemination as well as the resulting consequences for national systems. Will global trends in higher education lead to homogeneity or will they result in an increased differentiation? Recent world events have created a compelling need for new perspectives and realistic solutions to the problem of sovereign debt. The success of the Jubilee 2000 movement in raising public awareness of the devastating effects of debt, coupled with the highly publicized Bono/O'Neill tour of Africa, and the spectacular default and economic implosion of Argentina have helped spur a global debate over debt. A growing chorus of globalization critics, galvanized by the Catholic Church's demand for forgiveness and bolstered by recent defaults, has put debt near the top of the international agenda. Creditor governments and international financial institutions have belatedly recognized the need for more sustainable progress on debt as an inescapable step towards economic recovery in many parts of the world. This book is intended to advance the dialogue around these issues by providing a comprehensive overview of the problems raised by debt and describing new and practical approaches to overcoming them. It will be the first in more than a decade to bring together under one cover the voices of prominent members of the international debt community. It will include pieces from the most relevant constituencies: from creditors (the IMF/World Bank, government lenders, private investors) to critics (debtor representatives, activists, and academics) and analysis from economists, bankers, lawyers, social scientists, and politicians. As contributions come from such leading thinkers across a range of disciplines, this book will offer a timely guide for understanding and influencing the debt debate.

In this report we examine the role of internal and external factors in advancing or preventing "democratic rule of law" reforms in Turkey over the last decade. We focus particularly on the role of the EU in trying to influence domestic reforms. We underline the interaction between domestic actors and this external actor. We primarily aim to figure out why, when, where and how has the EU managed to influence rule of law reforms and where it has failed to make a real impact. In conceptualizing this influence we distinguish between direct (through government-to-government pressure etc.) and indirect (through empowering domestic reformists strengthening pro-reform civil society, or coordinating with other international organizations to maximize external pressures) impacts.

We could uphold that, as a rule, cosmopolitans subscribe to the global distributive justice model, reducing the socio-economic rights to a corollary of their theorems on justice. Statists, instead, always as a rule, fully reject the idea of a global distributive justice and, sometimes, even the possibility that the socio-economic human rights might have considerable soundness and effectiveness. In short, this third option of mine recognizes that, in this historical time, a comprehensive ideal of global distributive justice - founded on the domestic distributive justice model - is not yet theoretically justifiable, although it entails a lower degree of skepticism that the statist thesis about its progressive establishment. However, my thesis dwells above all on the fact that a broad and convinced interpretation of socio-economic rights may do much to lessen social injustice in today's globalized world, being sufficientist in the way above defined, starting from a reduction of extreme poverty and, over time, enabling peoples to decide their fate. It may be affirmed that this thesis, moving our attention from relative inequality to radical deprivations, is based on a more modest ideal than global equality, an ideal inspired to 'weak global distributive justice.'

In my opinion, this intermediate option meets another requirement of some significance, at least for a political theorist with a liberal background. Cosmopolitans have a propensity for a radical moralization of international politics, whose institutions are considered at the service of their favorite moral ideals. Statists, on the contrary, tend to cut to a minimum the space of morals in international politics. I believe that, for a liberal, both positions should prove scarcely convincing. This is the reason why I have called this third position of mine - based on a weak ideal of global justice and being neither moralistic nor skeptical - 'liberal conception.'

This talk will discuss the study of a new factor that makes civil war more likely: the inability of political actors to make credible promises to broad segments of society. Lacking this ability, both elected and unelected governments pursue public policies that leave citizens less well-off and more prone to revolt. At the same time, these actors have a reduced ability to build an anti-insurgency capacity in the first place, since they are less able to prevent anti-insurgents from themselves mounting coups. However, while reducing the risk of conflict overall, increasing credibility can, over some range, worsen the effects of natural resources and ethnic fragmentation on civil war. Empirical tests using various measures of political credibility support these conclusions.

About the speaker:

Philip Keeferis a Lead Research Economist in the Development Research Group of the World Bank. Since receiving his PhD in Economics from Washington University at St. Louis in 1991, he has worked continuously on the interaction of institutions, political economy and economic development on issues ranging from the impact of insecure property rights on economic growth to the effect of political credibility on the fiscal and monetary policy choices of governments. His work has appeared in journals ranging from the Quarterly Journal of Economics to the American Review of Political Science.

About the Speaker:

Sheri Berman is Associate Professor of Political Science at Barnard College, Columbia University. Her research interests focus on issues of comparative political development, European politics and history, globalization, social theory, and history of the Left. Some of her recent publications include: "The Primacy of Politics: Social Democracy and the Ideological Dynamics of the Twentieth Century" (2006, Cambridge University Press); "Violence, Conflict, and Civil Society," Mittelweg, Spring 2006 (academic paper); "Islamism, Revolution, and Civil Society," Perspectives on Politics, 1, 2, June 2003 (academic paper). Berman received her B.A. (1987) from Yale, and M.A. (1990) and PhD. (1994) from Harvard.

About the Event:

The best way to understand how stable, well-functioning democracies develop is to analyze the political trajectories such countries have actually taken. For the most part, this means looking at Western Europe and North America. When we look carefully at these cases we see that the political backstory of most democracies is one of struggle, conflict and even violence. Problems and even failures did not mean that democracy would be impossible to achieve some day; in fact, they can in retrospect often be seen to be integral parts of the long-term processes through which non-democratic institutions, elites, and cultures were delegitimized and eventually eliminated, and their democratic successors forged. An important reason many do not seem to realize this is because of a lack of historical perspective: contemporary analysts often ignore or misread the often messy and unattractive manner in which the current crop of stable democracies actually developed. Understanding past cases better is thus a crucial step toward putting today's democratization and democracy promotion discussions into proper intellectual and historical context.
