This week we launched the long-awaited 17th year of the Center on Democracy, Development and the Rule of Law's Draper Hills Summer Fellowship Program. Founded in 2005 with generous support from Bill and Phyllis Draper and Ingrid von Mangoldt Hills, Draper Hills is an executive training program for world leaders striving to promote democracy. For the next two weeks, Fellows will participate in workshops led by an interdisciplinary team of faculty to study new theories and approaches to democratic development.

Fellows in the class of 2021 were selected from among thousands of applicants for their ground-breaking work to defend democracy. These 34 leaders drawn from 30 countries around the world are pioneering new approaches and models to advance social and political change in some of the most challenging global contexts. Representing business, government, and the nonprofit sector, our fellows are working on the frontlines of democratic change to combat the global rise of authoritarianism and populism. In countries moving towards democracy, our fellows are working to institutionalize new systems and practices to support democratic transitions.

An Unconventional Year


Traditionally, Fellows would travel from their home countries to the U.S. and spend three weeks on campus at Stanford learning together. However, due to the ongoing COVID-19 pandemic, the program is currently taking place virtually for the first time (for the same reasons, the program did not run in 2020). The shift to online programming posed a number of logistical obstacles – from what time to run virtual sessions when participants span over a dozen time zones, to how to foster the sense of belonging and personal connections that occur more naturally with in-person settings.

To begin addressing the latter, Fellows were sent welcome packages to build excitement and foster community both within the program and Stanford. Upon receiving hers, Aisha Yesufu of Nigeria shared "I am so excited at the different people I'll be meeting from all over the world, and also learning from different people, lecturers, professors... It's going to be quite interesting and, for me, that is what I am most looking forward to," along with the video below:

Opening against the backdrop of the fall of Kabul to the Taliban in Afghanistan, the importance of the Draper Hills program and the need to promote democratic change is now more evident than ever.

The inaugural session for the 2021 cohort began with Francis Fukuyama introducing the fellows to several of the esteemed faculty they will be learning from over the next two weeks, including Larry Diamond, Erik Jensen, and Michael McFaul. McFaul shared that not only did he found the program, but "it is one of the most important things I have ever been involved with." Jensen later added that "participating in this program is one of the great pleasures I have every year."

Throughout the next two weeks, our Draper Hills Fellows will examine the political development, democratic transitions, and the relationship of law to economic development, public administration, administrative law, transitional justice, food security, and global health policy, among others. The group is eager to learn, and we look forward to seeing the many great things the training they receive here will enable them to do in their home countries and beyond.

Social scientists often attribute the absence or moderation of ethnic conflict, in ethnically diverse societies, to the presence of cross-cutting cleavages - that is, to dimensions of identity or interest along which members of the same ethnic group may have diverse allegiances. Yet estimating the casual effects of cross-cutting cleavages is difficult. The authors develop an experimental research design to examine why ethnicity appears to have little political salience in Mali, an ethnically heterogenous sub-Saharan African country where ethnic identity is a poor predictor of vote choice and parties do not form along ethnic lines. They argue that the cross-cutting ties afforded by an informal institution called cousinage can help explain the weak association between ethnicity and individual vote choice. Ethnic and cousinage ties between voters and politicians both enhance the credibility of politicians' policy promises, yet neither dimension of identity becomes dominant as a basis for vote choice due to their cross-cutting nature.

Ruby Gropas is a lecturer in international relations at the law faculty of the Democritus University of Thrace (Komotini) and research fellow at the Hellenic Foundation for European and Foreign Policy (ELIAMEP). Gropas was in residence at CDDRL in 2011 as a visiting scholar. In this seminar she will discuss the ongoing Greek economic and political crisis, and what it means for the future of the European Union and monetary system. Is the crisis in Greece ‘internal’ or is it symptomatic of a wider European failure? Is the Greek crisis the result of failed modernity, or rather a precursor of things to come? Why has Greece become so important and why has it dominated global politics and world news for the past two years?  Are its malignancies purely domestic or are they representative of a wider malaise within Europe and possibly beyond? The collapse and orderly default of a eurozone country at the heart of the Western financial system arguably marks the end of an era. It has brought with it the deepest social and political crisis that modern Greecehas faced since the restoration of democracy and it has also led to Europe's deepest existential crisis. With the EU struggling to effectively managing the eurozone crisis and the burst of recent movements opposing neo-liberal orthodoxy and the “Occupy” movements – what does this mean for Europe? And what is next?

As French troops deployed to Mali this week to push back Islamist rebels, CDDRL Post-Doctoral Fellow Landry Signé writes in the New York Times that the failure to restore democracy sooner has descended the country into a devilish civil war with grave humanitarian consequences. Signé argues that Mali's West African neighbors and the international community should have acted earlier to restore peace and security to a country long recognized for its democratic stability.

Abstract:

Civic engagement underpins a healthy democracy when it provides channels outside of elections for citizens to express preferences and demands to politicians. This mechanism of democratic accountability is undermined when groups of citizens face differential access or barriers to participation. It is well-documented that marginalized groups participate less, particularly in developing countries where economic and social inequalities are higher. I discuss two primary constraints: marginalized groups face higher material and social costs, and they are less likely to have the information and knowledge necessary for engagement. I test the second of these two explanations in the West African country of Mali with a field experiment that randomly assigned an information intervention to some localities and not others. An exogenous increase in civic and political information had no net effect on treated communities, but had significant effects conditional on gender: men participated significantly more in civic activity while women participated less. I show this disparity is not driven by pre-existing differences in knowledge or skills but rather higher social costs faced by women. However, it appears the increase in civic activity among men is driven by individuals more dissatisfied with government and the decrease among women is driven by more satisfied individuals dropping out. Together, these findings suggest that citizens face an information constraint to civic participation that can be addressed, in part, by improving information, but that information alone cannot overcome inegalitarian social norms – and may even exacerbate them.

Abstract

The mobile Internet — accessed through smartphones, tablets, and 4G technology — is now set to overtake the wired Net in usage and users. The implications of this shift are most obvious in Africa, where journalists have seized on mobile-driven innovations to transform newsgathering. But mobile networks also give repressive governments unprecedented powers to identify, locate, and harass journalists, their sources, and their audiences. The Committee to Protect Journalists invited a group of pioneering African journalists and entrepreneurs to Silicon Valley in October to talk about their work at the forefront of the media revolution. The group worked with executives and technologists from leading media and technology companies to find practical ways to protect free speech and privacy online. This panel will discuss their conclusions.

Erik Charas is an engineer, social entrepreneur, and founder of @Verdade, the largest-circulation newspaper in Mozambique. Hailing from northern Mozambique, Erik is passionate about his responsibility to work for his country. The inspiration to create @Verdade came from the realization that most people in Mozambique lacked access to quality information. He believes informing people about their government, country and the world is the first step toward engaging them as active participants in transforming the country. He is one of the most vocal advocates of anti-poverty activism in Africa today.Erik is also founder and CEO of Charas LDA, a company that invests in Mozambican entrepreneurs. Erik was voted a Hero of Africa in 2005 by media group MSN, named a World Economic Forum Young Global Leader in 2006, and served as an Archbishop Tutu African Leadership Initiative Fellow in 2007. He chairs several boards of companies and non-profit organizations in Mozambique and other countries. He has an engineering degree from the University of Cape Town. Follow him on Twitter @echaras.

Rafael Marques de Morais is an award-winning journalist, human rights activist, and founder of the anti-corruption watchdog website MakaAngola. The site is named for ‘maka,’ a Kimbundu world meaning "problem" or "trouble." Rafael’s writings on political economy, the diamond industry, and government corruption have earned him international acclaim, and have set the agenda for political debate in Angola by exposing the abuse of power. His most recent book, "Blood Diamonds: Corruption and Torture in Angola," published in September 2011, exposed hundreds of cases of torture and killings. Research for the book formed the basis of a criminal complaint Rafael filed against the shareholders of three private Angolan diamond mining companies for crimes against humanity. He now faces retaliatory legal action as company shareholders, including some of the country’s most influential generals, have countersued him in Portugal. Rafael was imprisoned for his work in 1999, and released after international advocacy efforts on his behalf. He was then charged with defaming the president and spent years in costly legal battles. His case was eventually taken up by the UN Human Rights Committee, which delivered a precedent-setting ruling in 2005 that Angola had violated the journalist’s fundamental rights. Born in Luanda, Rafael holds an MSc in African Studies from the University of Oxford and a BA Hons in Anthropology and Media from Goldsmiths, University of London.

Mohamed Keita is the Africa advocacy coordinator for the Committee to Protect Journalists, an international press freedom advocacy organization based in New York. Mohamed has written extensively on press freedom and social media for publications including The New York Times, The Christian Science Monitor, and Slate Afrique. He is regularly interviewed by international media including Al Jazeera, BBC, NPR, and Radio France Internationale. A native of Bamako, Mali, Mohamed also lived in Senegal before moving to New York. Prior to joining CPJ, Mohamed volunteered as a researcher with the nongovernmental World Federalist Movement-Institute of Global Policy, where he was responsible for a project on the structures and mechanisms of the African Union and helped organize outreach activities in West Africa for a project on the UN's "Responsibility to Protect" doctrine. Rebecca MacKinnon is a journalist and activist whose work focuses on the intersection of the Internet, human rights, and foreign policy. She serves on the board of directors of the Committee to Protect Journalists and the Global Network Initiative. As a Senior Fellow at the New America Foundation, she is developing new projects focused on holding technology companies accountable to universally recognized human rights standards on free expression and privacy. Her first book, Consent of the Networked, was published in January 2012 by Basic Books. In 2012 she was named Hearst Professional-in-residence by Columbia Journalism School and listed by the Columbia Journalism Review as one of “40 women who changed the media business in the past 40 years,” primarily due to her role as cofounder of Global Voices Online (globalvoicesonline.org) an international citizen media network. Fluent in Mandarin Chinese, MacKinnon worked as a journalist for CNN in China for nine years, including as CNN’s Beijing Bureau Chief and Correspondent from 1998-2001. On March 22, a military coup abruptly ended two decades of uninterrupted democracy in Mali, the well-reputed West African country and key counter-terrorism partner of the United States. The coup leader Army Captain Amadou Sanogo and his mutinous troops suspended the 1992 democratic constitution, took over the presidential palace, the state television and several institutions, arrested members of the government, and promised a more efficient fight against Tuareg rebels. Interruption of the Malian democracy by a belligerent military faction is a serious threat to stability, peace, and human rights given the domestic context.

Since the coup, the conflict with the Tuareg rebels has continued to worsen. The two main Tuareg groups — the National Movement for the Liberation of Azawad (MNLA) and Islamist Ansar Dine — have gained ground and seized new territories in the north of the country, pushing for sharia law. If a domestic solution is not found quickly, African regional organizations and the international community should act in concert with Malian democratic defenders - either diplomatically or coercively  - to restore democracy and peace, and stop rebel progression before it is too lateAfrican regional organizations and the international community should act in concert with Malian democratic defenders — either diplomatically or coercively — to restore democracy and peace, and stop rebel progression before it is too late.

The Coup in Mali: Who is Behind it and Why?

Plotters deposed the widely respected and democratically elected President Amadou Toumani Touré, a little over a month before the scheduled presidential election on April 29. Coup leader Captain Sanogo justified the unconstitutional seizure of power under the guise of national security, accusing President Touré of inefficiently fighting the decades-old Tuareg rebellion, and not providing enough resources to the army.

However, given the electoral timing, reasons advanced by Captain Sanogo to justify the coup are illogical. President Touré was not a candidate in the 2012 presidential election, and had just over a month left in his second and last term in office. As a visionary leader, he respected the unique Malian societal and political culture, improved governance, and put the country on a path to sustainable economic growth. Therefore, it is not surprising that Freedom House has continued over the past two decades to classify Mali as a democratic regime — whether electoral or liberal — despite several challenges such as; weak public institutions and central government, poverty, aid dependency, the Tuareg separatist rebellion, and labor or social unrests. The coup leader’s argument is further weakened because the democratic Malian government was offering public space to potentially unsatisfied military personnel to negotiate within the constitutional framework, along with the option to openly discuss issues of concern with presidential candidates.

The Coup is Reinvigorating Fear of a Repressive Military Regime 

The coup is reinvigorating fear of the resurgence of repressive rule that reigned for decades after successive military coups. Such repressive rule must be prevented. In 1968, Lieutenant Moussa Traoré ousted the civilian government, eight years after Mali gained its independence from France. Because he was resistant to democratic changes, Traoré was ousted in 1991 by Amadou Toumani Touré in the face of widespread civil unrest and demands for greater political rights and democratic reforms.

In 1991, the Transitional Committee for the Salvation of the People (CTSP) was formed by various groups representing civil society and under the supervision of Amadou Toumani Touré. The Committee organized successful political liberalization, which included; a national conference, a constitutional referendum, a founding election won by President Alpha Oumar Konaré (1992-2002), and consequently a democratic transition in 1992. Many hope that twenty years of democratic developments are not eradicated by this coup. Captain Sanogo still has the window of opportunity to respect the Malian values and people, and end his rule, as requested by the people.

The Devastating Consequences of the Coup in Mali and Africa

The coup has significant implications on the political developments in Mali, West Africa and the African continent. It weakens the already fragile democratic institutions, and calls into question the solidity of the unique political culture, visionary leadership, and the subordination of the military to the executive that were considered by many as the foundation of Malian democracy.The coup weakens the already fragile democratic institutions, and calls into question the solidity of the unique political culture, visionary leadership, and the subordination of the military to the executive that were considered by many as the foundation of Malian democracy. In addition, it worsened the situation in the north of the country, with rebel militias controlling more towns than before the coup. The coup has consequently increased the risk of disproportionate use of force, potentially leading to more violent and deadly conflicts threatening minority groups in Mali, with negative consequences for the entire West African region.

 The coup also gives reasons — not necessarily valid — to citizens and pessimistic observers to despair about the prospect of democracy in West Africa. The spirit of democracy has recently been challenged in countries such as Cote d’Ivoire, Senegal, Mauritania, Guinea and Guinea-Bissau. If most plotters manage to stay in power, Africa may face a resurgence of military coup plots, reviving the violent nightmare of the two last decades of the twentieth century.

 Malian and International Reactions to the Coup

Malian domestic leadership and the international community have all taken serious steps towards returning the country to civilian rule and restoring the democratic system. Malian political and civil society leaders have clearly shown deep opposition to the rupture of the constitutional order, and they have requested return to the rule of law. They are peacefully demonstrating to avoid violence and to preserve national unity. On March 28, the ousted President Touré called for a consensual solution and told French Radio station RFI "what is important is democracy, institutions, and Mali." In the same vein, the international community has strongly condemned the coup, applied some diplomatic sanctions, and requested a return to an elected civilian government.

The U.N. Secretary General has called for immediate restoration of constitutional rule, and the U.N. Security Council echoed a similar sentiment by calling for "the restoration of constitutional order and the holding of elections as previously scheduled." The Economic Community of West African States (ECOWAS) reiterated its policy of “zero tolerance” for unconstitutional seizures of power, organized high-level meetings with heads of state to persuade the junta to step-down, readied its stand-by forces, and placed an economic embargo on Mali.

The African Union immediately suspended the membership of Mali until constitutional rule is restored, and the U.S. paused military aid to Mali and urged rebels to end fighting. France has suspended its official cooperation with Mali, but maintained humanitarian aid and is pushing the U.N. Security Council to explore avenues to support ECOWAS in their efforts to restore order. Canada, the African Development Bank, the European Union, and the World Bank have all suspended their aid. These diplomatic actions, especially from ECOWAS, have pressured the junta to announce (formally but not yet effectively) the restoration of the 1992 constitution on April 1, a few days after unconstitutionally promulgating a new one. Further actions should be made in a timely manner to pressure the junta to step-down, to ensure that power is transferred back to civilian rule and constitutional order restored.

Restoring democracy and peace in Mali — diplomatically or coercively — is imperative. It will send a strong warning to those who try to undermine democratic efforts that unconstitutional appropriation of power and threats to peace and security will not be tolerated. Citizens will also be shown that they are supported in their battle for democracy and peace.

Abstract

Mobile phone coverage and adoption has grown substantially over the past decade, primarily in sub-Saharan Africa. In the absence of public goods infrastructure in many countries, mobile phone technology has the potential to reduce communication and transaction costs and improve access to information, goods and services, particularly for remote rural populations. Research suggests that mobile phone coverage has had positive impacts on agricultural and labor market efficiency in certain countries, but empirical microeconomic evidence is still limited. This paper presents the results of several mobile phone-related field experiments in sub-Saharan Africa, whereby mobile phones have been used for learning, money transfers and civic education programs. These experiments suggest that mobile phone technology can result in reductions in communication and transaction costs, as well as welfare gains, in particular contexts. Nevertheless, mobile phone technology cannot serve as the “silver bullet” for development, and careful impact evaluations of mobile phone development projects are required. In addition, mobile phone technology must work in partnership with other public good provision and investment to achieve optimal development outcomes. 

Speaker Bio:

Jenny C. Aker is an assistant professor of economics at the Fletcher School and department of economics at Tufts University. She is also a non-resident fellow at the Center for Global Development and a member of the Advisory Board for Frontline SMS.

After working for Catholic Relief Services as Deputy Regional Director in West and Central Africa between 1998 and 2003, Jenny returned to complete her PhD in agricultural economics at the University of California-Berkeley. Jenny works on economic development in Africa, with a primary focus on the impact of information and information technology on development outcomes, particularly in the areas of agriculture, agricultural marketing and education; the relationship between shocks and agricultural food market performance; the determinants of agricultural technology adoption; and impact evaluations of NGO and World Bank projects. Jenny has conducted field work in many countries in West and Central Africa, including Benin, Burkina Faso, Burundi, DRC, The Gambia, Ghana, Liberia, Mali, Mozambique, Niger, Nigeria, Rwanda, Senegal, Sierra Leone and Sudan, as well as Haiti and Guatemala.
