Transitions from conflict raise hard questions about accountability for past violations.  Criminal prosecutions and other sanctions are increasingly prevalent, but amnesties remain common.  Some argue the latter are essential concessions to secure and sustain peace, given the threat of violent backlash from those potentially subject to repercussions, who typically seek to insulate themselves from liability.  Meanwhile, a conventional wisdom is that those who suffered harms want punitive justice and will tend to reject amnesty.  Backer and Kulkarni evaluate these claims using original data collected since 2002 via surveys of over 2,800 victims of war and repression in the diverse contexts of Ghana, Liberia, Nigeria, Sierra Leone and South Africa.  Our initial finding is unexpected: similar majorities of the respondents in each country actually approve of amnesty.  Yet the backing is practical, ambivalent and qualified.  Most view amnesty as necessary to avoid further conflict, albeit unfair to victims.  This concern can be mitigated if perpetrators are subject to various forms of restorative and reparatory justice.  The willingness of many respondents to acquiesce to amnesty also coexists with a strong desire for accountability.  In addition, unparalleled panel survey data shows that such acceptance can decline dramatically over time, due to policy actions and inactions.  The analysis suggests the appeal of conditional amnesties of limited scope, backed by follow through on means of redress, including prosecutions.

Mohammed Amin Adam is an energy economist by profession and currently serves as the National Oil Coordinator of Publish What You Pay - Ghana, a civil society coalition focused on promoting the transparent and accountable management of oil and mineral wealth. He holds a B. A. (Hons) Degree in Economics and a Master of Philosophy (Economics) from the University of Cape Coast, Ghana. He is also a PhD candidate in Petroleum Economics and Policy at the University of Dundee (UK).   Mr. Adam was an Energy Policy Analyst at the Ministry of Energy of Ghana and a former Commissioner of the Public Utilities Regulatory Commission (PURC) and also has considerable experience in public service having served his country as a Deputy Minister of State and a Mayor of Ghana's third city, Tamale.

Ian Gary is Senior Policy Manager for Extractive Industries with Oxfam America, and directs the organization's policy and advocacy work on oil/gas and transparency related issues. Prior to joining Oxfam in 2005, Ian was Strategic Issues Advisor - Extractive Industries at Catholic Relief Services (CRS) from 1999 to 2005. He has held positions with the Ford Foundation as well as international development organizations in the U.S. and Africa.  Ian is the author of the Oxfam America report Ghana's Big Test: Oil's Challenge to Democratic Development (2009); co-author, with Terry Lynn Karl of Stanford University, of the CRS report Bottom of the Barrel: Africa's Oil Boom and the Poor (2003); and co-author of Chad's Oil: Miracle or Mirage? (2005), co-authored with Nikki Reisch and issued by CRS and Bank Information Center.

Carolina for Kibera (CFK) inspires and nurtures youth leaders in the slum of Kibera, Kenya through a unique model of participatory development.  CFK recognizes the youth of Kibera as resilient, wise, innovative, and eager to lift their community above the poverty and violence that plagues it.  CFK's long-term initiatives provide youth opportunities to learn and serve while addressing a wide range of community needs including healthcare, education, waste recycling and reduction, HIV/AIDS testing and counseling, and girls' empowerment.  CFK's model of participatory to fight abject poverty, and prevent ethnic, gender and religious violence has been internationally recognized, earning awards as a Time Magazine and Gates Foundation "Hero of Global Health" and the 2008 Oklahoma City National Memorial Foundation's Reflections of Hope Award.  CFK is a major affiliated entity of UNC based at the Center for Global Initiatives.


Salim Mohamed Salim Mohamed co-founded and served as the Executive Director of Carolina for Kibera for eight years. At the age of 16, he was involved in the development of MYSA - the largest youth sports program in Africa based in the Mathare slum of Nairobi.  Salim has helped launch community based sports and development programs in Ghana, Gambia, and Nigeria and presented at the International AIDS Conference. He serves as a director for Shoe 4 Africa, an advisor to Global Education Fund and a YES! facilitator.  A TED Africa Fellow, he is currently pursuing a master's degree at the University of Manchester.

Rye Barcott  While an undergraduate on an NROTC scholarship at UNC-Chapel Hill in 2001, Barcott founded CFK with the late nurse Tabitha Atieno Festo and community organizer Salim Mohamed. Barcott served five years in the Marine Corps before earning a combined MBA and MPA at Harvard as a Reynolds Social Entrepreneurship Fellow and a member of the Harvard Endowment's Advisory Committee on Shareholder Responsibility.  In 2006, he was named an ABC World News Person of the Year.  A TED Fellow and member of the UNC Chancellor's Innovation Circle, Barcott is writing a book that juxtaposes community organizing and counter-insurgency (under contract, Bloomsbury Publishing).

Ken Banks, the founder of kiwanja.net, spoke about the importance of technology solutions that meet the needs of those working in the developing world and his own work in this area through FrontlineSMS.

While current excitement in the technology world may be focused on increasing centralization through cloud computing, this means little to people working in the developing world where internet connectivity is unavailable or unreliable.  Too little investment is going into building tools that will genuinely assist the work many non-profits are doing now.

Ken developed FrontlineSMS to tap into the potential of mobile phones, which are now widely available and used in the developing world. This is a two way communication system that can be used anywhere where there is a mobile phone signal.  FrontlineSMS is available as a free download and Ken's approach has been not to dictate implementation but rather to allow people to use this very general tool in whatever ways meet their particular needs. This has resulted in diverse applications, for example:

  • Monitoring election practices in Nigeria in 2007
  • Sending security alerts to humanitarian workers in conflict areas of Afghanistan
  • Encouraging young people to take part in elections in Azerbaijan
  • Updating local people on the location of speeches during President Obama's visit to Ghana

There is also great potential to combine FrontlineSMS with traditional media, such as radio, that is already widespread throughout Africa, to make this much more interactive.

Ken offered a number of points of guidance for those thinking about designing technology with social applications:

  • Work with the equipment that people already have at their disposal
  • Make equipment easy to assemble and intuitive
  • Price it at a level people can afford
  • Think about how use can be replicated - how will other NGOs find out about it?
  • Assume a situation of no internet connectivity
  • Where possible, give users an ability to connect with others - for example through a forum (this has been particularly successful at FrontlineSMS, with a third of those who download the software joining the online community)
  • Don't let a social science approach dominate - it is much better to think in a multi-disciplinary way
  • Use technology that is appropriate to the context - don't bring in tools that require knowledge and equipment not already held in the community
  • Collaborate, don't compete. Sometimes NGOs can rush to do the same things; examples of genuine cooperation are hard to find

Looking ahead, Ken will be developing functionality for FrontlineSMS that makes use of internet connectivity where this is available. He is also working on finding additional funding to help organizations pay for text messages.

Matt Halprin is a Partner leading Omidyar Network's Media and Stephen King is the Director of Investments and is based in London. They introduced us to the work of Omidyar Network which invests in market-based efforts to give people the technology tools they need to improve their lives.

The network was set up in 2004 by Pierre Omidyar, founder of eBay, and his wife Pam.  It comprises both a venture capital fund and a grant-making foundation.  The network has a strong focus on individual empowerment and is committed to market-based solutions, believing that business is one of the best mechanisms for achieving sustainable social impact. Omidyar looks to invest in projects that have potential to impact large numbers of people and that show signs of real innovation - for example, new business models or new markets.

So far $307 million has been committed, with $138 million going to for-profit investments and $169 million to non-profit grants. There are two broad areas of focus:

  • Access to capital: This encompasses projects around microfinance, entrepreneurship and property rights.
  • Media, markets and transparence: This encompasses projects around social media, marketplaces and government transparency. Omidyar are particularly interested in the role of journalism in ensuring accountability of governments.

Projects in the Unities States include:

  • The Sunlight Foundation - works to make information about Congress and Federal government more accessible and meaningful to citizens; created the first searchable site for all federal government contracts to monitor where money is going.
  • Global Integrity - uses quantitative and qualitative analysis to provide a scorecard tracking governance and corruption in different countries.

In the developing world, Omidyar looks to supports access to greater information and government transparency, which it views as key drivers of prosperity. The network is supporting global organizations, national partners in three African countries (Nigeria, Ghana and Kenya) and is establishing a pan-African mechanism for smaller grants. Current global projects include:

  • Ushahidi - an open source platform to report and share data in the aftermath of a crisis. Omidyar will be working to help Ushahidi to build traffic to the site and to tackle the challenge of verifying reports.
  • Infonet - a web portal that acts as an information hub for all national and devolved budgets in Kenya; currently used by NGOs, citizen groups and the media.
  • Mzalendo - a one stop shop for citizens to track the activities of parliamentarians in Kenya.
  • FrontlineSMS - a two way communication tool using laptops and mobile phones for organizations without internet access.

Abstract
In the same world where there are 1.4 billion Internet users, a very different 1.4 billion people live below the World Bank's poverty line. As if in sudden recognition of this gap, the past decade has seen incredible interest in applying information and communication technologies for global development, an endeavor often abbreviated "ICT4D." How do you design user interfaces for an illiterate migrant worker? Can you keep five rural schoolchildren from fighting over one PC? What value is technology to a farmer earning $1 a day?

Interventionist ICT4D projects seek to answer these kinds of questions, but the excitement has also generated a lot of hype about the power of technology to solve the deep problems of poverty. In this talk, I will present 10 myths of ICT4D which continue to persist, despite increasing evidence to the contrary. My hope is to temper the brash claims of technology with realism about its true potential.

Summary of the Seminar
Kentaro identified a number of myths that surround the field of ICT4D and argued that these can confuse our thinking about the proper role for technology in addressing development problems.

Myth 1: Technology x will save the world: The history of writing on technology shows that each new advance tends to be greeted with unbridled enthusiasm about its potential impact. Where once people were convinced television could solve all social and political problems, today we are putting that burden onto mobile phones.

Myth 2: Poor people have no alternatives:  We can often assume that technology is the only way that poor people will be access certain goods. In reality, there are usually non-technological routes to information and services that are free and therefore preferable.

Myth 3: ‘Needs' are more pressing than desires: A high proportion of the income of the very poor goes on what Western observers might view as ‘luxury' items: (music, photos, festivals & weddings) rather than ‘basics' such as healthcare.

Myth 4: ‘Needs' translate into business models: Building a business model around the needs of poor communities is possible, but there are significant barriers. Poor populations are harder to reach, and they may not want to pay for the services you provide, even if their value seems obvious to you.

Myth 5: If you build it, they will come: Spending is not always rational. An eye hospital in India offers extremely high quality cataract operations for free and covers all related costs. 10% of those offered the service will still refuse to have the operation.

Myth 6: ICT undoes the problem of the rich getting richer: In contexts where literacy and social capital are unevenly distributed, technology tends to amplify inequalities rather than reduce them. An email account cannot make you more connected unless you have some existing social network to build on.

Myth 7: Hardware and software are one-time costs: Kentaro estimates that the average One Laptop per Child will in fact cost $250 per child per year to cover breakage, connectivity, power, maintenance and training.

Myth 8: Automated is always cheaper and better: Where labor is cheap and populations are illiterate, automated systems are not necessarily preferable. Greater accuracy may be another reason to favor voice and human mediated systems.

Myth 9: Information is the real bottle-neck:  Those in the ICT4D world are prone to overestimate the significance of information gaps. Even if you connect a farmer to an agricultural expert via a PC, there are a host of other barriers to be overcome before he can actually increase his yields, including: literacy, poor transport links, and a lack of volume buyers for seeds, pesticides etc.

Kentaro contends that when technology makes a difference in development, it is always as much to do with the input of committed and competent individuals and organizations. Despite this, the focus when reporting ICT4D projects quickly slips into extolling the virtues of the technology itself, not the human component. This says much about the seductive quality of technology. Myths about its potential persist because we have a strong desire to see the triumph of clever ideas and ingenuity, and to believe that one time catalytic investments can have such an impact. The reality is always more complex.

Kentaro Toyama is a visiting scholar at the School of Information at the University of California, Berkeley.

Until 2009, he was assistant managing director of Microsoft Research India, which he co-founded in 2005. At MSR India, he started the Technology for Emerging Markets research group, which conducts interdisciplinary research to understand how the world's poorer communities interact with electronic technology and to invent new ways for technology to support their socio-economic development. He co-founded the IEEE/ACM International Conference on Information and Communication Technologies and Development (ICTD) to provide a global platform for rigorous academic research in this field.

Prior to his time in India, Kentaro did computer vision and multimedia research at Microsoft Research in Redmond, WA, USA and Cambridge, UK, and taught mathematics at Ashesi University in Accra, Ghana. Kentaro graduated from Yale with a PhD in Computer Science and from Harvard with a bachelors degree in Physics.
