Abstract
The global spread of mobile phones has led to several technology explorations for social impact. How can we design human-centered solutions for socio-economic development that are locally relevant and meaningful, ensuring they get used and have impact? In this talk, I will present two research studies from designing and deploying technologies for social impact in India and Ghana. In the first half, I will discuss how we designed and deployed a phone audio broadcasting system for microfinance and health reminders for a urban sex worker community in India (work with Microsoft Research India). I'll discuss how we built trust, protected privacy, built design principles based on our ethnographic research, and share our lessons learned from designing and evaluating the system for a hard-to-reach user group.
 
In the second half, I will discuss the design and evaluation of a mobile Internet tool to make data usage information transparent, called SmartBrowse (work with Google.org). In emerging economies, mobile data is on the rise, but is particularly expensive. I'll share our design journey from creating mobile data transparency concepts to deploying and evaluating the tool with 300 Android users for 10 weeks in a university in Ghana, including findings such as how SmartBrowse led to a significant reduction in Internet credit spend and increased online activity, and lessons learned from running a large-scale trial.
 
 
Nithya Sambasivan is a User Experience Researcher at Google.org, where she researches technologies for social impact. Nithya has a Ph.D in Informatics from University of California, Irvine; her dissertation focussed on researching and designing human-centered technologies for socio-economic development among slum communities, sex workers and microenterprises. She also has a Masters in Human Computer Interaction from Georgia Institute of Technology and has interned at Microsoft Research India, IBM Watson Research and Nokia Research Center.

Abstract:


Prior work on colonialism has shown that colonial institutions can influence modern developments outcomes, but has not examined the distributional effect of colonialism within societies. This chapter examines how the strategic goals of the colonial state altered the distribution of wealth across Indian caste groups, and how these differences have persisted into the post-independence period. Colonial administrators were only likely to transfer formal or informal power to the precolonial elite if they were secure militarily. This theory is tested using an empirical strategy that uses European wars as an exogenous determinate of colonial military stress. In areas annexed at times of European war, precolonial elites have low levels of wealth today relative to other groups, while in areas annexed at times of peace in Europe precolonial elites retain a more substantial economic advantage. The results highlight the variable impact of colonialism within societies, the strategic nature of colonial policy choices, and the long term consequences of colonial conquest. 

Speaker bio:

Alexander Lee's research focuses on the historical factors governing the success or failure of political institutions, particularly in South Asia and other areas of the developing world. His dissertation examined the ways in which colonialism changed the distribution of wealth in Indian society, and the ways in which these changes affected the development of caste identities. Additional research areas include the study of colonialism and European expansion in a cross- national perspective, and the causes of political violence, especially terrorism. His work has been published in World Politics and the Quarterly Journal of Political Science. Alex earned his PhD from Stanford in 2013. Abstract
To what extent can information and technology be used to eliminate government corruption? In this talk, I examine an ambitious "open governance" experiment by the South Indian state of Andhra Pradesh in the use of Information and Communication Technologies (ICT) within a bureaucracy to reduce corruption. In this talk, I examine attempts of the state in achieving transparency through intra-state surveillance using technologies and by creating a hybrid state-civil society institution to involve beneficiaries to openly inspect formerly closed government records through a process of "social audits". While, acknowledging that endemic corruption that tends to happen in the local "last mile" of such schemes have reduced, I show how local bureaucrats and politicians also discovered ways to subvert these efforts of control. My work suggests that the future of such informational transparency government programs lies in recognizing that the move towards "openness" is more of a political project than a technological and bureaucratic one that needs wider participation from those it intends to benefit.

 Rajesh Veeraraghavan is a Ph.D. candidate at U.C. Berkeley’s School of Information. Prior to his doctoral work, he was an associate researcher at Microsoft Research, India, where his work focused on building appropriate technologies for agriculture. In his past, he worked as a software developer at Microsoft in the US for several years. He has volunteered for the non-profit Association for India's Development in the US for a decade. Veeraraghavan holds a Master's degree in Computer Science from Clemson University, Master's degree in Economics from Cleveland State University, and Bachelor's degrees in Economics and Management from Birla Institute of Technology & Science, Pilani, India.

Seminar series

The Liberation Technology Seminar Series is set to continue this fall with a remarkable set of speakers. The series debuts on Thursday, September 26, 2013 and will continue until December 5, 2013. The last season focused on domestic issues given the debates around SOPA and the use of technology in the U.S. Presidential elections. This emphasis this fall will be tilted towards international initiatives. 

The series will begin with Canada’s effort at direct diplomacy with people abroad using technology and move on to crowd-souring of a law by the Parliament of Finland. Talks will also cover the political impact of the internet in Malaysia, a review of the world’s most ambitious open government project by a state government in India, and an ambitious Stanford project to bring design thinking to accountability projects internationally. On the domestic front, we have timely presentation on mass surveillance in the United States and a discussion on Code for America’s initiatives to build civic engagement by coders. Finally, we are set to have a look at the history of information technology in social initiatives by our own Terry Winograd who retired from the Department of Computer Science last year. 

Students can take this as a one credit course by attending at least seven out of the ten seminars. The course is listed as CS 546 / POLISCI 337S.

Technology, accountability and democracy in South Asia and beyond

Over the last few years, there has been unprecedented focus on corruption and accountability across South Asia.  Accountability movements have resulted in a variety of initiatives including special monitoring bodies, transparency laws, monitoring mechanisms, judicial reforms and refining government processes.  These initiatives bring different understandings of problems and approaches, with varied strengths and weaknesses.  Despite these differences, they are increasingly converging on the use of technology to augment a growing set of accountability strategies.

The availability of new devices, the power of the Internet, the reach of mobile phones, and citizen activism give us reason to believe that the use of technology has real promise in advancing the accountability agenda. Yet the claim of technology’s promise is not without its critics. The use of technology has created new avenues for corruption despite claiming to combat it. Technologies rolled out in the name of advancing citizenship also create avenues for greater surveillance and disenfranchisement.  Many initiatives are not controversial, but their effectiveness is yet to be evaluated rigorously. Finally marginalized people, who need tools for accountability more than anyone else, have significantly lower levels of engagement with it.  The promises and problems of technology’s relationship with accountability require closer examination.

This conference proposes to bring together people who are engaged in these questions as activists, officials, academics and innovators to examine how technology is currently being used for accountability projects and to build meaningful platforms for the future. We specifically seek to bring together people with experience in accountability movements (with or without the use of technology), young innovators and researchers in order to promote rich multidisciplinary conversation and to build new collaborations.

One of the most persistent criticisms of technology for democracy projects is that they focus heavily on the tools without paying attention to the complexity of their use and the fact that accountability is a political project steeped in power relations.  In order to ensure that technical imagination goes hand in hand with a sophisticated understanding of the problems and strategies necessary to make technology a tool for progressive change, we propose to invite seasoned civil society activists and leaders from the government who have had a successful track record in managing positive change to meet individuals who are just beginning to consider technology as a response to the same problems. The conference will thus foster an exchange of ideas between innovators and experienced activists so that innovators can share their tools and experiences while also deepening their understanding of technology’s relevance and challenges for potential uses on the ground.  In turn, experienced political, social and economic leaders will gain ideas on how elements of technology can be introduced into in their work.  With this in mind, the conference format provides for opportunities to learn about technology projects, meet with platform creators, and participate in workshops to gain tools suitable for diverse campaign needs. 

The conference will be based on four broad themes: (1) Citizen activism for free and fair elections (2) Combatting “last-mile” corruption in public services (3) Gender, technology and accountability and (4) Building safeguards around India’s Aadhar project.  For further details including application, please download the call for papers here.

Speaker bio:

Martin Carnoy is the Vida Jacks Professor of Education at Stanford University School of Education. Prior to coming to Stanford, he was a Research Associate in Economics, Foreign Policy Division, at the Brookings Institution. He is also a consultant to the World Bank, Inter-American Development Bank, Asian Development Bank, UNESCO, IEA, OECD, UNICEF, International Labour Office.

Dr. Carnoy is a labor economist with a special interest in the relation between the economy and the educational system. To this end, he studies the US labor market, including the role in that relation of race, ethnicity, and gender, the US educational system, and systems in many other countries. He uses comparative analysis to understand how education influences productivity and economic growth, and, in turn, how and why educational systems change over time, and why some countries educational systems are marked by better student performance than others'. He has studied extensively the impact of vouchers and charter schools on educational quality, and has recently focused on differences in teacher preparation and teacher salaries across countries as well as larger issues of the impact of economic inequality on educational quality.

Currently, Dr. Carnoy is launching new comparative projects on the quality of education in Latin America and Southern Africa, which include assessing teacher knowledge in mathematics, filming classroomsm and assessing student performance. He is also launching major new project to study changes in university financing and the quality of engineering and science tertiary education in China, India, and Russia.

Dr. Carnoy received his BA in Electrical Engineering from California Institute of Technology, MA and PhD in Economics from the University of Chicago.

Dissertation Topic/Title: Essays on Human Rights

What attracted you to the CDDRL Pre/post-doctoral program? I am excited to become a post-doctoral fellow at the Center because my work closely fits the scholarly agenda of CDDRL. While human rights form the core of my dissertation, I touch on several other topics central to CDDRL—I evaluate the efficacy of a strong mechanism for promotion of democracy, I explore how much worse human rights abuses are in failed states, and I examine the conditions under which ground level NGO action can decrease discrimination against a vulnerable population. The faculty affiliated with the Center have a great deal of expertise in areas relevant to my research efforts - ranging from human rights and consolidation of democracy to field experiments - and I very much look forward to their guidance and advice.

What do you hope to accomplish during your year-long residency at the Center? My central aim is to complete the next phase of my research project on discrimination against the Roma in Central and Eastern Europe, while writing a book manuscript that stems from the same project. I hope to build relationships and potentially develop collaborations with members of the academic community at CDDRL and Stanford more generally.

What attracted you to the CDDRL Pre/post-doctoral program? Improving gender equality is correlated with improved economic growth, democratization and rule of law. In addition to these research themes, CDDRL's focus on both scholarship and policy-relevance is important to me. I hope that understanding the processes leading to changes in gender equality over time will help us pursue better policies for advancing gender equality.

What do you hope to accomplish during your year-long residency at the Center? I hope to turn my thesis into multiple articles. I also intend to write a short monograph analyzing the relationship between opinions on gender, religion and political party affiliation in the Middle East through use of satellite data to proxy for religious piety.

What attracted you to the CDDRL Pre/post-doctoral program? What I find most appealing about CDDRL is its demonstrated commitment to advancing innovative, rigorous research on questions pertaining to the challenges of democratization and other related topics that speak directly to my current work. It hosts a distinguished set of scholars whose work has been highly influential in informing and guiding my own research. As home to the Arab Reform and Democracy Program, CDDRL also offers a great opportunity for engaging with scholars and practitioners who share my strong interest in developing research agendas that could enhance understanding of the Arab uprisings, their origins and the dynamic political and social struggles they encompass.

What do you hope to accomplish during your year-long residency at the Center? During my residency at the Center, I look forward to finishing my dissertation writing, along with a number of related research projects pertaining to the relationship between contentious politics and formal electoral competition in the aftermath of the Arab uprisings.

Please state a fun fact about yourself! I’m a dedicated bikram yogi and a strong believer that every great idea begins with a deep backward bend.

Research Interests: Critical ethnographic approaches to development and the state, the role of traditional authorities in post-colonial democracies, global health, citizenship, human rights, and discourses of participation and community in Southern Africa, particularly Malawi.

Dissertation Title: "Health Promotion, Citizenship, and Rural Governance in Malawi"

What attracted you to the CDDRL Pre/post-doctoral program?  I am drawn to CDDRL's focus on the complex intersections between development and governance, and to the Center's embrace of both theoretical and policy dimensions of scholarship on these themes. My dissertation research in Malawi examines how modular global health interventions engage local power structures, patronage systems and political cultures. In particular, I focus on traditional authorities' involvement in rural health promotion and examine the continuing salience of chiefly governance for local and national discourse on community participation, human rights and citizenship. I draw on ethnographic fieldwork and archival research to trace the salience of health promotion strategies for the formation and consolidation of ideas, values and processes of governance and democracy in Malawi. I look forward to stimulating conversations with faculty and visiting scholars through the Center's Programs on Poverty and Governance and Human Rights and the CDDRL-affiliated Center for Innovation in Global Health.

What do you hope to accomplish during your year-long residency at the Center? I will be returning from 18 months of fieldwork in Malawi this fall and am excited to join CDDRL's diverse community of scholars. I aim to complete a draft of my dissertation during my fellowship year. As a social and cultural anthropologist, I especially look forward to sharing my findings and seeking feedback from faculty mentors and fellows in other disciplines with shared interests in the quality of and contestations around democratic processes in post-colonial African states.

Many resource dependent states have to varying degrees, failed to provide for the welfare of their own populations, could threaten global energy markets, and could pose security risks for the United States and other countries.  Many are in Africa, but also Central Asia (Turkmenistan, Kazakhstan, Azerbaijan), Southeast Asia (Cambodia, Burma, East Timor), and South America (Bolivia, Colombia, Ecuador) Some have only recently become – or are about to become – significant resource exporters.  Many have histories of conflict and poor governance.  The recent boom and decline in commodity prices – the largest price shock since the 1970s – will almost certainly cause them special difficulties.  The growing role of India and China, as commodity importers and investors, makes the policy landscape even more challenging.

We believe there is much the new administration can learn from both academic research, and recent global initiatives, about how to address the challenge of poorly governed states that are dependent on oil, gas, and mineral exports.  Over the last eight years there has been a wealth of new research on the special problems that resource dependence can cause in low-income countries – including violent conflict, authoritarian rule, economic volatility, and disappointing growth.  The better we understand the causes of these problems, the more we can learn about how to mitigate them.

There has also been a new set of policy initiatives to address these issues: the Kimberley Process, the Extractive Industries Transparency Initiative, the World Bank’s new “EITI plus plus,” Norway’s Oil for Development initiative, and the incipient Resource Charter.  NGOs have played an important role in most of these initiatives; key players include Global Witness, the Publish What You Pay campaign, the Revenue Watch Institute, Oxfam America, and an extensive network of civil society organizations in the resource-rich countries themselves.

Some of these initiatives have been remarkably successful.  The campaign against ‘blood diamonds,’ through the Kimberley Process, has reduced the trade in illicit diamonds to a fraction of its former level, and may have helped curtail conflicts in Angola, Liberia, and Sierra Leone.  Many other initiatives are so new they have not been have not been carefully evaluated.

This workshop is designed to bring together people in the academic and policy worlds to identify lessons from this research, and from these policy initiatives, that can inform US policy towards resource-dependent poorly states in the new administration.
